Free LPG for SC/ST families
Bangalore, June 20, DHNS :

The State government will provide free LPG connections to 10,000
Scheduled Caste and Scheduled Tribe families in urban areas, excluding
BBMP jurisdiction, Social Welfare Minister A Narayanaswamy
announced here on Monday.

Addressing a press conference, Narayanaswamy said the beneficiaries
should be BPL card holders and should not have any cooking gas
connections. Residents in corporation, city municipal council, town
municipal council and town panchayat limits will be considered for the
scheme. Each LPG connection will cost the government around Rs 4,000
including the deposit and cost of the gas stove, he said.

Deputy commissioners have been authorised to prepare the district-wise
list within the next 15 days. Residents, who have availed benefits of
government housing schemes like Rajiv Gandhi Awaz Yojane, Amedkar
Housing Scheme and Vajpayee Housing Scheme will be given priority.

The Social Welfare department will also provide subsidies for drinking
water connection (Rs 1,500), underground drainage (Rs 5,000) to houses
belonging to SC/ST families in urban pockets. The total burden on the
exchequer, including the LPG scheme, is around Rs 20 crore.

The minister also reviewed the utilisation of funds earmarked for
SC/STs in Urban Local Bodies (ULBs).

It was found that 121 of the 191 ULBs had utilised less than 50 per
cent of the funds earmarked for the welfare of SC/STs.

As per the existing policy, 22.75 per cent of budgetary grants
allotted to each department should be utilised for the welfare of
SC/STs. Narayanaswamy said he had directed all the ULBs to prepare an
action plan for utilisation of these funds.

KANPUR: When the chairman of Central SC/ST Commission, P L Punia,
reached LLR Hospital on Tuesday to meet Preeti, who was attacked with
knives while resisting a rape attempt recently, he also met Sushila,
another rape victim undergoing treatment at the hospital since
January.

It is worth mentioning here that Sushila is the same girl who was
thrown into a well by her fellow villagers when they failed to rape
her. In the incident, she sustained a fracture in her backbone. This
paralysed her lower abdominal portion.

Meanwhile Bhagwati Sagar, fishery minister, also visited LLR Hospital
on Tuesday. He assured full co-operation to the parents of both the
rape victims (Preeti and Sushila) and said the accused will not be
forgiven. The minister also assured of financial help to Sushila's
parents and added that she would be sent to specialists for proper
treatment.

The panel of LLR Hospital doctors who are treating Sushila said that
due to the severe fracture in backbone and excessive blood loss,
Sushila grew very weak which has delayed her recovery.

"The best possible treatment is being provided to her," said Dr Ajay
Bharti, an orthopaedic surgeon at LLR Hospital.

Puri: A board outside a temple for the Goddess Kali orders Dalits to
stop at this point. "Harijans can pray from here," it declares. The
warning sign was put up in August last year after three schoolgirls
entered the shrine to offer Prasad to the Goddess, an icon of
empowerment and Shakti.

The caretaker of the temple in Orissa's Puri district offers no
apologies for the discrimination. "It is against tradition," he says,
"Our fathers did not allow harijans to step inside the temple, and we
will also bar their entry. We will die rather than let it happen."

Now, based on NDTV's report this morning, the Centre has asked the
Orissa government to provide more information on why this was not
stopped.

Chandana Bhoi is one of the young girls who visited the Goddess,
triggering a vengeful response. "There should be no discrimination. We
can do the same work as the upper-castes," she says. "We pray to the
same Gods, so why are we treated so badly?"

Her entire village waits for the answer. Ranapada is home to 80 Dalit
families who earn their living as sharecroppers. But since the temple
controversy last year, they have been given no work. Upper caste
leaders from surrounding villages decided to teach them a lesson.
Landlords in the area took back the land given for cultivation to the
Dalits.

"They did not call us to cultivate their land - neither women nor
men," says an out-of-work farmer. "We used to work in their fields and
share the harvest. Then they stopped hiring us."

When they wakened to the problem, local officials employed the Dalit
farmers under the National Rural Employment Guarantee Scheme or NREGA.
They spent months working on constructing a road. But they have been
paid just half of what they are due. Wages not being handed out are a
common problem with NREGA - middlemen or contractors are also known to
pocket part of the money that's due to hires.

The Dalit farmers say elected representatives in the area are from
upper castes - and will not protect them at the risk of upsetting
their vote bank. Sanjay Dasverma, who represents the area, refutes
this allegation. "There is no vote-bank politicking in my
constituency. I always try to keep the constituency above these
issues," he says.

But the board outside the temple proves that there is little political
will in undoing the wrongs inflicted here - or in challenging archaic
and illegal conventions rooted in the caste system. A young couple in
their wedding finery crouches outside the temple, seeking the Goddess'
blessings, forbidden from drawing any closer. Nobody blinks.

TIRUCHI: Applications have been invited for educational assistance
given through the Department of Adi Dravida Welfare for candidates
from scheduled castes, scheduled tribes and converted Christian Adi
Dravida communities. The annual income limit for parents of
beneficiaries of the post-matric scholarship given to SC/ST students
by the Union government has been increased to Rs.2 lakh, according to
Collector Jayashree Muralidharan.

In a press release, Ms.Muralidharan said the annual of income of
parents of students availing the special educational assistance for
higher education given by the State government should be less than
Rs.1lakh. Candidates pursuing M.Phil and Ph.D are eligible to apply
for Rajiv Gandhi National Scholarship. This apart, children of
sanitary workers are eligible to get educational assistance and girl
child education incentive, for which applications have to be sent
through the respective heads of institutions. Scheduled tribe and
converted Christian Adi Dravida students learning typing and shorthand
would also be given training fee.

Law graduates can apply for getting a grant of Rs.10, 000 for starting
self-employment. The maintenance grants given to school and college
students have also been increased. Further details can be had from the
Adi Dravida Welfare Office in the Collectorate, Ms.Muralidharan said.

KANPUR: The Dalit girl, who was stabbed in her eyes while resisting a
rape attempt, was Wednesday sent to AIIMS with a team of doctors for
further treatment.

The 14-year-old victim, whose cornea of the left eye was totally
damaged, was today sent to AIIMS in New Delhi, Principal of Ganesh
Shankar Vidyarthi Medical College, where she was admitted, Anand
Swaroop said.

The decision to send the girl to AIIMS was taken after a meeting of a
team of doctors, treating the girl, he said, adding two teams of
doctors are accompanying the victim.

Kuldeep (18) and Niranjan Yadav (17) attempted to rape the 14-year-old
girl when she had gone out in connection with some work in Gadwa
Buzurg village in Gursahaiganj area in Kannauj on June 18.

When the girl raised an alarm, the duo attacked her with knives,
piercing her left eye and injuring the other. The cornea of the left
eye was totally damaged which may result in loss of eyesight of the
girl.

The girl has been operated upon on both her eyes. Doctors say that
left eye is severely damaged but right eye is in a better condition.

"After being operated we asked her if she can see from her right eye
to which she admitted a blurred vision," Swaroop said.

'Mayawati should resign on moral grounds'

KANNAUJ: Citing recent incidents of crimes against women in Uttar
Pradesh, Chairman of National Commission for Scheduled Castes ( NCSC
)), P L Punia has demanded resignation of Chief Minister Mayawati on
"moral grounds".

"The Chief Minister should take the moral responsibility of the rise
in graph of rape and atrocities on women and resign," Punia who was
here to meet family of a rape victim said yesterday.

Punia, a former bureaucrat and a close associate of Mayawati during
her previous term, also took exception to a statement issued by the
state chief secretary, Anup Misra and said that he should have given a
serious thought to it before speaking on it.

Misra had termed the recent rape incidents as 'stray incidents' in media.

"Almost 90 per cent of the rape victims in the recent incidents are
dalits," he said adding that MLAs and ministers are themselves
involved in crime and corruption.

The Uttar Pradesh government has decided to notify the various
memorials and parks developed on the name of Dalit icons and leaders
in the city as heritage zones.

The Lucknow Development Authority (LDA) board approved a proposal to
this effect on Wednesday.

The Bhimrao Ambedkar Samajik Parivartan Sthal and other structures
developed around it in Gomti Nagar, Kanshiram Memorial, Kanshiram
Green Eco Garden, Ramabai Ambedkar Maidan and Baudh Vihar Shanti Upwan
are the main memorials and parks that have been identified for
notification as heritage zones in the master plan.

Vice-chairman of LDA Rajeev Agarwal refused to comment on the possible
restrictions that will be imposed around these memorials after
notification as heritage zones. He also refused to reveal the
yardsticks on which these memorials were being declared as heritage
zones.

"The government has constituted a core committee to recommend the
restrictions and guidelines that will be applicable around these
memorials after their notification as heritage zones. The support of
the Archaeologial Survey of India will be taken to frame these
guidelines," Agarwal said.

Publicity of these memorials as heritage zones will also enhance
tourism in Lucknow, he said. The LDA board also approved acquisition
of about 50,000 square metres land in Jiamau for the development of a
parking lot and community services. That land is opposite Ambedkar
Gomti Park and between the sewage pumping station of Haider Canal and

Lohia Path.

The board also gave the go-ahead to a proposal allowing commercial
activities in residential buildings. Permission would be given,
although with certain conditions, in colonies that were regularised
and developed in a planned manner.

The government's approval would also be taken on this proposal.
Commercial activities would be allowed in properties located on a
18-metre road but they should not create pollution in the area.

The LDA board also decided to change the land use of 10,633 square
metres of land in Gomti Nagar from 'green belt and open space' to
'community services' (institutional) to facilitate the development of
the Jaiprakash Narain International Centre (JPNIC).

The Mulayam Singh Yadav government had reserved a three-acre plot
opposite the Regional Passport Office in Gomti Nagar for the centre in
2006. The building was to house two auditoriums, a library and an art
gallery at a cost of Rs 17 crore.

But with the change of guard in 2007, the project came to a halt
following an objection over the use of a piece of green land.

"We are going to revive the project and now a digital library would be
developed in this centre," said the vice-chairman.

To boost land bank, the LDA has decided to purchase 115 acres of land
from the Lucknow Industrial Development Authority (LIDA) on the
Lucknow-Kanpur road. LIDA had already acquired that land and LDA will
develop housing as well industrial projects on it. The board also
decided to demolish about 120 houses that were constructed for the
poor in Devpur Para locality in 2001. These houses are in a
deteriorated condition and near the housing blocks of Kanshram Sahri
Garib Awas Yojna. "These houses would be demolished and new houses
with better civic amenities would be developed there," Agarwal said.

The Haryana Backward Classes Commission, which met on Wednesday under
the chairmanship of Justice KC Gupta (retd), decided to invite
applications from several communities for inclusion of their caste in
the list of Other Backward Classes. The communities that may apply are
Jats, Jat Sikhs, Rors, Ty
agi, Bishnoi, among others. Applications should be sent within a month.

A spokesperson of the commission said applicants can send their
request to the office of the commission, addressed to Secretary,
Haryana Backward Classes Commission, 2nd Floor, 42-44, Sector 17-A,
Chandigarh.

The commission met to examine and recommend the request of Jats, Jat
Sikhs, Rors, Tyagi, Bishnoi and other communities for inclusion. The
commission also heard complaints regarding inclusion of backward
classes in the list.

Commission members Jai Singh Bishnoi, Som Dutt and Arjun Dev Gulati
were present at the meeting.

The government recently formed the commission to recommend eligible
communities in the list. The state authorities had promised to set up
the commission after Jats started demanding job reservation under OBC
category.

They then lay seize to over a dozen railway tracks in several parts of
north India in May.

The stir, which lasted close to three weeks, led to cancellation of
dozens of trains daily. Many passengers were stranded for days and had
to switch to other modes of transport. The state authorities and
police were mere spectators.

The Jats stopped their protest only after chief minister Bhupinder
Singh Hooda agreed to set up a commission to consider their demand.
