Allocation for Primitive Tribal Groups Increased
A New Pre-Matric Scholarship Scheme for SC/ST Students Announced
The Union Finance Minister Shri Pranab Mukherjee while presenting the
Union Budget for 2011-12 has announced that specific allocations are
being earmarked towards Scheduled Castes Sub-Plan and Tribal Sub-Plan
for the first time in the Budget for 2011-12. These will be shown in
the Budget of the relevant Ministries and Departments under separate
minor heads of account.

Referring to the allocation for primitive tribal groups, the Finance
Minister announced that it is being increased from Rs.185 crore in
2010-11 to Rs.244 crore in 2011-12.

Emphasising that empowerment flows from Education , the Finance
Minister said that a new pre-matric Scholarship Scheme will be
introduced in 2011-12 for needy students belonging to the Scheduled
Castes and Scheduled Tribes studying in classes ninth and tenth. Shri
Mukherjee pointed out that the new scheme would benefit about 40 lakh
Scheduled Caste and Scheduled Tribe students.

RANCHI: The proposal of Union finance minister Pranab Mukherjee to
increase the allocation of funds for schedule caste (SC) sub-plan and
tribal sub-plan and launch of pre-matric scholarship has been lauded.

Tribal welfare experts and economists feel that the proposal to
increase the fund from Rs 185 crore to Rs 244 crore in 2011-12 budget
and the scholarship for SC/ ST students will change the face of rural
Jharkhand.

Prabal Sen of XLRI School of Business and Human Resources said: "The
scholarship will help transform rural areas of the state. More
students will be able to continue high school education because of the
scholarship. Till now, scholarship was for only college students."

However, he was a bit sceptical about the benefit of increase in funds
under tribal sub-plan as the delivery mechanism is not very effective
at the grassroots level. "Unless the delivery system is improved, the
benefit of any scheme will not be as desired. I feel the need is to
improve it for desired result and then review the benefit among the
target population," said Sen.

Rajya Sabha MP and tribal expert Ram Dayal Munda also welcomed the
decision, as it will help bring about the desired change in the state.
"Details of funds allotted under various departments are yet to be
made clear from the budget speech of the finance minister but feel
that the distribution will be balanced and lead to overall growth," he
said.

He feels that the new pre-matric scholarship scheme that will be
introduced in 2011-12 for needy students belonging to SC and ST
studying in Classes IX and X will be of more use as the state has a
huge population of such people. "I have seen tribal boys and girls
dropping out at an early age due to lack of resources even if they had
merit. Now when they will get scholarship for pre-matric study may
will continue their studies," he added.

It's another ace up the Dalit icon's sleeve. Uttar Pradesh chief
minister Mayawati has come up with a masterstroke to consolidate her
Dalit votebank before the 2012 UP assembly election.

Sources in her government say orders have gone out for conducting a
census of sorts to identify villages which boast of Dalit population
of 50% and above.

These villages would be notified as Ambedkar villages and would get a
lavish dose of development works and welfare schemes just before the
election.

Already, Mayawati has allocated a liberal portion in her latest budget
to the special component plan (SCP), making it amply clear that BSP is
back to its Dalit agenda with a vengeance. The first indication came
in this year's budget wherein SCP meant exclusively for scheduled
castes was pegged at Rs9,722 crore, 6.8% higher than last year.

Mayawati's obsession for parks and memorials was also reflected in the
budget which provides for Rs122 crore for their upkeep. A whopping
Rs800 crore has been earmarked for roads and drains in 2,249 Ambedkar
villages.
The Ambedkar Gram Yojna, directed at speeding up development of
Dalit-dominated villages, was started by Rajiv Gandhi in 1989 when
Mulayam Singh Yadav was UP chief minister. However, the scheme
remained only on paper till 1995 when Mayawati became CM for the first
time.

A senior official involved in the latest exercise of identifying the
Ambedkar villages says the government is planning a media blitzkrieg
to tell people that it was for the first time in 1995 under Mayawati's
regime that Ambedkar Gram Yojana was implemented. The campaign, the
official says, would also highlight that SC/ST (Prevention of
Atrocities) Act was also implemented in UP the same year.

Mayawati in her first stint as CM had pegged the Dalit population
requirement for a village to be notified as an Ambedkar village at
60%. But, successive governments led by BJP and Samajwadi Party
reduced the quantum, first to 40 and then as low as 20%.

SANGAREDDY: District unit of the Kula Vivaksha Porata Samithi (KVPS)
demanded the government to allot Rs.25,000 crore for creating
facilities at Dalit colonies.

Addressing a gathering in front of the Collectorate after holding a
dharna on Monday, KVPS State general secretary John Wesley alleged
that the respective governments failed to meet the aspirations of the
Dalits by neglecting them. Wondering why even the allotted budget was
also not spent by the government for the benefit of Dalits, he
demanded appointment of the chairman of SC, ST Commission immediately.
Allotment of Rs.5,000 crore for Indiramma Houses, supplying 35 kg of
rice to all Dalit families and allotment of agriculture land to Dalits
are some of the demands put forth by the KVPS.

Earlier, a procession was held from ITI to Collectorate.

Demands hike in wages

District wing of the Centre for Indian Trade Unions (CITU) demanded
the government to increase the minimum wages to Rs.10,000 as the cost
of living has been escalated. A memorandum was submitted to the Deputy
Labour Commissioner here on Monday.

Together for SCs & STs, allocates only 4.03% for in both Plan and Non-plan budgets

 

The Demands for Separate budget head for SCs and STs realized

 

In the budget that has been presented today, the expenditure for both SCs and STs in Plan and Non-plan budgets is a mere 4.03% of the total budget. For a population of 24.4% of the total country this is a mere lip-service and shows no real policy concern for the development of the vulnerable sections of the society.

 

Once again the allocations for Scheduled Castes Sub Plan and Tribal Sub Plan in the Union budget have a huge gap. The union budget as allocated Rs.Cr. 30551 to the SC development and Rs.Cr. 17,371 to ST development. It is 8.98% of the total plan out lay for SCs and 5.11% to STs. There is a gap of Rs. Cr.24,570 in SCP and RS.Cr. 10,530 for TSP. There is an increase of Rs.Cr.9,927 for SCs and Rs.Cr.5,625 for STs from last years allocation.

 

The Finance Minister in the Budget speech confirmed that this year the much demanded budget code for SCP 789 and TSP 796 has been opened which enables not only for clear allocations but makes them trackable.

It is unfortunate that only 24 departments have allocated for SCs and for STs 26 departments. While all the departments must allocate the funds for development mainly the growth sector departments claim they are unable to allocate the money.

 

The economic growth departments that have not allocated are Departments of Coal, Road transport and highways, Railways, Power, Space, Civil Aviation, Home, Petroleum and Chemicals etc. This shows that most of these finances are allocated for social services and very little for economic services which means that real development does not take place in the case of SCs and STs. They are not present in the growth sectors of the economy and are mere service providers for the rest of the society. This maintains the age old caste system which makes SCs and STs only to be subservient to the rest of the society. Is Union Government maintaining this through their budget allocations? 

 

Though the Statement 21 and 21 A shows allocations made to SCP and TSP, in the past years thease allocations do not correspond to the Detailed Demand for Grants indicating that these funds are not allocated in terms of actuals within the Department Budgets.

 

It is therefore not surprising that the Human Development Index for India is 119 out of 169 countries below the countries like Sri Lanka.
