MORENA ( Madhya Pradesh): In an alleged incident of honour killing, a
married woman who had eloped with a Dalit man was beaten to death, and
her body was burnt, by the family members.

The horrific incident took place on October 20 at village Lehar in the district.

The woman, Guddi alias Bhoori (30), who had four kids, had eloped with
a sweeper named Kamal, her neighbour, on October 2.

Her family members found her on October 20. She was beaten to death
and then hung from a tree. Her body was set on fire.

The killing took place in full public view, but none of the villagers
came forward to help the woman, police said.

Guddi's parents registered a complaint with the Dimni police station.
Her in-laws have been absconding, police said. Kamal and his family
members too are missing.

Bhopal: A married woman who tried to elope with her Dalit lover met a
gruesome death when her husband and in-laws tried to hang her, then
set her on fire in Madhya Pradesh.

The incident took place last week in the Lahar village of Murena
district 450 km from the state capital of Bhopal, police said.

Guddi, who was married to Dhaniram, was trying to escape from their
village with her lover. Her husband and his parents tried to hang her
from a tree. When she survived, they allegedly beat her up, poured
kerosene over her, and then tried to set her on fire. When that
attempt to kill her also proved unsuccessful, they placed her on a
wooden pyre and then lit a match.

She was finally killed near a temple while the whole village
watched, police said.

An FIR or police case was registered after the woman's father complained.

LUCKNOW: The Lucknow Development Authority on Monday delegated the
task of looking after the maintenance of dalit memorials to the higher
authorities within the Smarak Samiti.

Significantly, the memorials were constructed by LDA which functioned
as a nodal agency.

On Monday, however, LDA vice-chairman, Rajeev Aggarwal, who is also
member secretary of the smarak samiti delegated the power to chief
manager/managers of respective memorials to oversee the employee.

According to the spokesperson of the samiti, chief manager, manager
and accountant have been empowered to punish the employee wherever
they feel maintenance of the monument has been compromised. tnn

Muslim body quotes price for votes, wants quota for Dalit Muslims in Parliament

NEW DELHI: With major parties in Uttar Pradesh vying for the largest
share of Muslim votes in the coming assembly polls, community leaders
have begun bargaining hard for a religion-based quota. In what could
make matters difficult for Congress, Muslim leaders have made the
introduction of a bill to grant quota for Dalit Muslims in Parliament
a pre-condition for their support in the 2012 state polls.

Muslims, who account for 18% of the state's electorate, are critical
for the Lucknow power project. With the Samajwadi Party, which is seen
as having the wherewithal to challenge BSP's hegemony, emerging as the
chief claimant for the community's votes, Congress has intensified
efforts to woo minority voters.

The anxiety to be on the right side of the Muslim opinion saw Congress
General Secretary Digvijaya Singh meeting ulemas at Darul Uloom
Nadawa-tul-Ulema in Lucknow on Sunday. In Delhi, coal minister Sri
Prakash Jaiswal followed it up on Monday by taking a delegation of
Muslim leaders to Congress General Secretary Rahul Gandhi.

But mere Muslim-friendly rhetoric may not be enough to sway the
community votes was clear when Muslim Reservation Movement (MRM)
demanded an amendment in the Presidential Order of 1950, under Article
341 of the Constitution, for granting quota to Dalit Muslims during
the winter session of Parliament.

supremo Mayawati for writing a letter in this regard to the Prime
Minister," reports from Luknow quoting MRM convener Zafaryab Jilani
said.

SP and BSP have already pledged their support for the demand with the
aim of queering the pitch for Congress. Last month, Mayawati had
written to Prime Minister Manmohan Singh demanding reservation for
Muslims based on their population percentage.

On the quota demand, Congress spokesman Rashid Alvi said reservations
for Muslims was an important part of Congress manifesto. "The party
stands by the promise. But it is a sensitive issue and requires wider
consultations," he said. However, there is acknowledgement in Congress
that it would open a Pandora's Box.

As its support base is not restricted to a section of the electorate,
the party cannot afford to be seen as pandering to a sectional
interest. Already, Backward Muslims are covered in the 27% quota for
OBCs. "Over 70% Muslims are entitled to reservations through OBC
route. What we really need to do is make sure that this benefit
reaches the intended group," a Congress leader said.

BHOPAL: A 30-year-old married woman was killed by her husband and
in-laws in Madhya Pradesh's Morena district after she eloped with a
dalit youth. Four relatives of the victim, including her husband, were
arrested on Monday.

Guddi Bai Gujjar's family members beat her with sticks and paraded her
through the Lehar village in Chambal-Gwalior region. They hanged her
from a tree and burnt her body in an agricultural field.

Guddi's younger sister Brijesh is married into the same family. She
remained a mute spectator while Guddi was tortured to death. Police
were surprised that Brijesh, an eyewitness to her elder sister's
murder, refused to give a statement or talk about the incident.

Guddi's husband Dhaniram Singh Gujjar, brother-in-law Uday Singh
Gujjar and two other relatives, Narendra Pratap and Veeru, were
charged with murder and destruction of evidence.

Guddi was married into the influential family of farmers more than a
decade ago. She was about 15 years younger than her husband. She fell
in love with a dalit youth Kamal Valmiki, who visited their village
often. On October 2, Guddi eloped with Kamal to Delhi so that her
husband and in-laws could not find her.

Workers and leaders from the Nationalist Congress Party (NCP) are
upset over the party joining hands with Gangadhar Gade, leader of the
Panthers Republican Party.

Sources revealed that some NCP workers feel that leaders from
"outside" were being thrust upon them despite the party having capable
candidates.

Former minister of state for social justice Gangadhar Gade, who was
with the Republican Party of India's Ramdas Athawale group, extended
his support to the NCP on Monday.

Gade will be a part of the coalition with the NCP for the forthcoming
municipal council and corporation elections, announced NCP state unit
chief Madhukar Pichad.

However, a group of Dalit and minority leaders from the party feel
that deadwood is being "imported" into the party by sidelining own
leaders.

"Gade has no following even in his own constituency in Aurangabad.When
his party contested in the municipal corporation polls, most of his
candidates lost their security deposits. He has no standing at all
among the Dalit voters but still our party has given him undue
importance," said an NCP leader.
He added that outsiders get key positions in the party immediately
after joining hands, while its own workers are kept waiting for years.

BHOPAL: A 30-year-old married woman in Morena district of the
Chambal-Gwalior region paid with her life for eloping with a Dalit
youth.

Guddi Bai Gujjar was mercilessly beaten with sticks and then allegedly
killed by her husband and in-laws even as her younger sister, married
into the same family, stood a mute spectator.

Her sister Brijesh allegedly watched her sibling being paraded,
beaten-up, hanged from a tree and then the body burnt in an
agricultural field. The police are stunned that Brijesh who is an
eyewitness in the honour killing of her elder sibling refused to give
a statement or divulge any details of the incident.

The Morena police have registered a case of murder and destruction of
evidence against four persons including the victim's husband Dhaniram
Singh Gujjar, brother-in-law Uday Singh Gujjar and two other relatives
Narendra Pratap and Veeru. All four have been arrested on Monday.

The incident occurred in Lehar village under the Dimni police station
area. Guddi Bai Gujjar was married into an influential farmer family
of the region more than a decade ago.

However, being nearly 15 years younger than her husband she fell in
love with a Dalit youth, identified as Kamal Valmiki, who visited her
village often. On October 2, Guddi Bai eloped with her paramour and
went all the way to New Delhi so that her husband and in-laws could
not trace her in the crowds of the country's capital.

Her family went to the Dimni police station on October 2 and
registered a missing report,'' said superintendent of police (Morena)
Sanjay Kumar Singh. On October 20, we received information from
various sources that the woman had been traced by the in-laws, brought
back to the village and murdered.''

According to the police, it was just a tip-off and no formal complaint
was registered. Based on the tip-off, the police immediately set-out
for the village to investigate the matter. We searched the entire
village, the crematorium, bus stand and the neighbourhood but found
nothing the first day,'' SP Sanjay Kumar Singh said.

The next morning, we went back to village and this time found a burnt
spot in a field near the adjoining forest area.'' Police suspects that
it was here that Guddi Bai's body was burnt and the remains destroyed
or discarded elsewhere.

A day after the police search started, Guddi Bai's father came to know
of the incident. He registered a complaint with the local police
alleging that his daughter was brutally murdered by her husband and
in-laws for eloping with a Dalit.

In his complaint, the father said that Guddi had eloped with the Dalit
youth which her husband and in-laws took as a humiliation to the
family and Gujjar community,'' said Mangal Singh, inspector in-charge
of Dimni police station. To avenge Guddi's elopement with a youth from
the Dalit community, the husband and in-laws punished her with
death.''

There are three versions of Guddi's killing which is under police
investigation. Story one: Guddi and her lover were traced by Dhaniram
and family in New Delhi. They brought her back to the village and then
started the judgement by the Gujjar community. With beating of drums,
the villagers were told that a meeting had been called in the temple
on the outskirts of the village.

The victim was dragged through the village by her husband and in full
public view was beaten mercilessly with sticks. They hung her by the
neck from a tree but when the rope snapped, the in-laws threw kerosene
on her body and set her alight. Story two: Guddi was beaten to death
by her family members even as nearly a hundred residents of the
village watched.

After she died, the community elders wanted to avoid a police case and
hence, took the body to an adjoining agricultural field and cremated
it there. The bones and remains of the charred body were discarded.
Story three: Guddi never returned to the village. She was killed by
her in-laws in the outskirts and her body brought to the field and
burnt.

The case is under investigation. We will know the exact modus operandi
after all the accused have been arrested. So far, we have arrested the
victim's brother-in-law Uday Singh Gujjar and he is being
interrogated,'' SP Morena Sanjay Kumar Singh said. Case has been
registered under sections 302 (murder) and 201 (disappearance of
evidence) of the IPC,'' he added.

MYSORE: Dalit Sangarsh Samiti volunteers staged a dharna at DC office
to protest against the state government's decision to close government
schools where there is no sufficient number of students.

In a memorandum submitted to the DC, DSS leaders said the government's
decision to close the government-run primary and secondary schools was
detrimental to the educational interests of rural children,
particularly the dalits who do not have access to educational
facilities created by private institutes and parties in rural areas.

They said instead of closing the schools, the government should
concentrate and initiate measures to improve basic facilities and
teaching skills to attract the children. It is astonishing that the
democratically-elected government is thinking in terms of
feasibilities and profits and losses, they said, adding that the
government should not forget the fact that it has social
responsibilities to discharge too.

chief P L Punia had demanded registration of FIR in alleged rape in
Bhatta Parsaul. The state government's action also came after
Allahabad High Court had dismissed the PAC commandant and Dankore
police's petitions challenging a district court's order, leaving the
police with no option but to lodge the FIR. The High court had passed
strictures against the Dankore SHO expressing surprise that instead of
lodging the FIR he had moved the high court. The Chief Judicial
Magistrate's court had on September 15 directed the police to lodge
rape case against the 16 members of PAC as a woman has alleged rape by
them on May 7. Police had lodged revision petition at district judge
court. District Judge Het Singh Yadav had on October 10 dismissed the
revision petition. Police had then got 10 days period to challenge it
at high court. A woman, whose husband is still in jail, had alleged
gang rape by PAC men. She had moved the district court after police
refused to lodge the FIR. She also stated that men in uniform had even

Panel for CBI, spl court to probe Paramakudi firing

MADURAI: H Suresh, chairperson for the action committee against the
Paramakudi police firing, on Sunday said they had sought a CBI inquiry
into the incident and that the government should set up a special
court to conduct a fair investigation into the issue.

This committee conducted a public inquest on Saturday and Sunday in
Paramakudi and Madurai. Retired high court justice Suresh, Saltana,
former Union government secretary, former vice-chancellor of
Manonmaniam Sundaranar University PS Krishnan, retired DGP of Gujarat
RP Sreekumar and senior high court counsel in Chennai Sudha Ramalingam
were among those who conducted the inquest over the past two days.

Briefing the media, Suresh said since the state police was involved in
the brutal attack against the dalits in Paramakudi, the government
should order a CBI inquiry and set up a special court to ensure
justice is administered. tnn He pointed out that the police created an
unwanted situation on September 11 and the said they detained dalit
leader P John Pandyan unnecessarily, creating the problem.

While the dalits celebrated Immanuel Sekaran guru pooja in a smooth
way on September 11, a small group of people protested against the
detaining of John Pandyan. The police were unable to follow rules and
regulations and allegedly attacked innocent people, killing seven
persons. Suresh said the committee recommended that the government
hand over the inquiry to the CBI and legal services be provided free
of charge to the victims. "Government officials at all levels should
be sensitized to treat all equally and inspire confidence in the minds
of the victims that they will be heard," he said.
