JAMMU, Feb 11: All India confederation of SC/ST/OBC organizations,
Jammu and Kashmir demanded implementation of the constitutional rights
of the weaker section in the state and other government orders so that
SC/ST/OBC of the state are properly represented in public employment.
Addressing a press conference here today, Mohammad Abdullah Choudhary,
general secretary of the confederation urged the people belonging to
these depressed sections to come together and put up a collective
effort to save reservation which is meant for those deserving them the
most.
Mohd. Aslam Koli, Co-ordinator of the confederation also spoke on the
occasion. He said that the so called Pahari speaking people, who are
making efforts to be included into ST categories, are nothing but a
mischief of imagination to hurt the constitutional rights of the ST's.
Others who were present in the press conference were Romesh Sarmal,
Mohd. Arif, Harbans Lal and others.

BSP supremo and UP chief minister Mayawati has planned an aggressive
media blitz in the run-up to next year's state Assembly elections,
with a budget of `40 crores having been earmarked this year for ad
films to propagate achievements of her government.
Amidst a flurry of negative news hitting the UP government in recent
time, Ms Mayawati is going to leave no stone unturned to reach out to
as many voters as possible for the next year's state elections.
"A report was submitted to the chief minister to go aggressive in
selling achievements of the Mayawati-led government through ad films.
The report called for making a large number of ad films to capture
achievements of the Mayawati-led administration to counter negative
propaganda of the Opposition parties. The report has been approved by
the chief minister," sources revealed.
Sources said that the total budget approved for broadcasting ad films
is `40 crores, which is much higher then a similar move in the run up
to the 2008 Lok Sabha elections.
A number of agencies which earlier worked for the incumbent
governments of Narendra Modi-led Gujarat, Sheila Dikshit-led Delhi and
Bhupinder Singh Hooda-led Haryana have been asked to submit their
concepts and proposals to the office of the UP chief minister soon.
The brief that the ad filmmakers have been given is that they can show
the visual of Ms Mayawati in the background, while showcasing success
stories of the individual government programmes as the theme, sources
revealed.
The ad films will especially take on the attack of the Opposition
parties on the law and order front, with comparative statistics on
crime during the earlier reign of Samajwadi Party chief Mulayam Singh
Yadav as chief minister featuring in the campaign.
The ad filmmakers have reportedly been given full liberty to use their
creativity skills while making their ultra-short documentaries, which
would be broadcast on electronic news channels.

SP to launch movement against Mayawati govt

MUZAFFARNAGAR: Ahead of the Assembly elections in Uttar Pradesh next
year, Samajwadi Party today said it would launch a movement against
the Mayawati-led government from next month over various issues
allegedly resulting in deterioration of the state on many fronts.

"The SP would launch a movement against the BSP rule from March 1 to
raise the issue of corruption and the law and order situation,
especially rising crimes against women," SP national vice president
Rashid Masood said here.

Slamming the Mayawati government over the "deteriorating" law and
order situation, Masood said the common man was living under fear
while BSP was indulging in the rhetoric of providing fearless
atmosphere to the people.

"The BSP government is a failure on all fronts...the SP is gearing up
for the polls," he said.

Masood, who was union minister of state in the erstwhile V P Singh
government, accused the state police of acting as "agents" of the
ruling party.

Adding a gist to the grindmills of speculation, the former SP MP did
not rule out the possibility of a pre-poll tie-up with "secular"
parties, including Rashtriya Lok Dal (RLD) of Chaudhari Ajit Singh ,
for the 2012 Assembly elections.

Bangalore, Feb 11 (PTI): Karnataka Government hasdecided to adopt
SC/ST families who owns less than one acre ofland and provide them
with all facilities to take upagricultural operations including
borewell for irrigationunder ''Ganga Kalayan scheme.''

Buzz up!
The government would be bringing one lakh SC families and50,000 ST
families under the scheme from this year,Agriculture Minister Umesh
Katti told reporters here.

There are 76 lakh farmers engaged in farming in the stateand SCs
account for eight lakh and STs five lakh, he said.

The chosen families would get free of cost agriculturalimplements,
sowing seeds and two oxen, Katti said.

As against the target of 120 tons,food production duringthis year has
exceeded by five tons touching 125 tons due togood rains.

Chief Minister B S Yeddyurappa is all set to present thestate''s first
ever agriculture budget on February 24, he said.

Yeddyurappa is also presenting the state''s 2011-12budget on that day.

SURAT: Alleging mental torture and fear of being framed by his boss
for leaking data, a 28-year-old computer engineer committed suicide on
Saturday night in Adajan area. Vipul Baraiya, a Dalit software
developer in Innovera Computer, blamed his boss in his suicide note.

Baraiya was found hanging from a ceiling fan in his room at Darpan Row
House on Pal Road. He had locked himself in his room and had first
tried to slit his wrist. The police found a suicide note in his room
which said, "In anger, I sent a mail to a competitor firm but I have
not sent any data. I feel that (his senior) can do anything to take
revenge for an old issue." He further said that his personal computer
and friend's laptop were taken away by his senior and he feared that
they may install some data in it to frame him.

On Saturday, Baraiya was called to Umra police station around 11.30 am
for questioning following a complaint of data theft by Jignesh Shah,
manager in Innovera. "In his answer to police, Baraiya confessed that
he sent a mail to the competitor firm out of anger and to threaten his
current bosses. After noting down his reply, he was allowed to go,"
said A R Chaudhary, police inspector Umra.

In suicide note, Baraiya stated that, "Even after I confessed in Umra
police station, in writing, about sending the mail my senior is not
ready to believe."

Bharat, elder brother of Baraiya, said, "Vipul was sent to Philippines
for training by his US based main boss Mickey Shah. After that his
local senior was jealous about Vipul's progress following which he
used to harass him time and again. "Vipul resigned from the job a week
before as he got a new job in Pune. But his immediate boss was
accusing him of stealing data and selling it to a competitor." Bharat
also alleged that this senior used to make derogatory remarks Vipul's
caste. Baraiya's family members said he committed suicide for fear of
being framed. However, police have not registered their complaint.
"The case is still to be investigated," said P R Desai, police
inspector Adajan.

Mangalore, February 14: A large number of Dalits came out of their
home, demanding 24 pc fund allocation in the state budget for the
development of its community habitation, here on Monday, February 14.

Dalits protested under the Communist Party of India (M). 'Dalits have
been the victims of injustice increasingly these day', said Sunil
Kumar Bajal, Mangalore city secretary of the CPI (M) while addressing
the agitators. After the B S Yeddyurappa led BJP government came into
power, the situation has become worse, he added.

The C M has spent crores of rupees on temples and mutts who seem to
promote inequality in society but has failed to take constractive
measures to assure the development of dalits.

Setting up of Special Component Plan (SCP) in proportion to the
population of Dalits and provision of 7 per cent reservation for STs,
1 lakh rupees for inter caste and Devadasi marriages, establishment of
sufficient hostels for Dalit students at district, taluk and hobli
levels and to provide Rs 2000 as stipend for those students are some
of the other demands by the protesters.

Lingappa Nanthur, Krishnppa Salian, Vasudeva, Yamuna Pacchanady and LT
Suvarna among others were present.

Deoria (Uttar Pradesh), Feb 14 (IANS) Apart from being an icon for
millions of India's Dalits, Uttar Pradesh Chief Minister Mayawati has
now also become a topic of research for doctorate in philosophy
(Ph.D.).

Nagendra Kumar, 31, a teacher at a college here, has completed his
Ph.D. that was centred on Mayawati.

'It took me over three years to complete my research work,' Nagendra
Kumar, who has been awarded the Ph.D. for his research on 'Role of
Mayawati in Uttar Pradesh politics', told reporters Monday in Deoria,
some 350 km from Lucknow.

The teacher, who prefers not to share information about his research
work, said: 'I can only tell you that my research work that runs into
881 pages covers most of the aspects of Mayawati's life...'

'A major part of my work concentrates on the meteoric rise of Mayawati
due to her much-talked about social engineering that helped her regain
power in 2007, and that too with an absolute majority,' he said.

'In the research I have tried to focus on Mayawati's strategy for not
limiting herself as a leader of the Dalits... By her social remix that
involved Brahmins and others from upper castes, she managed to project
herself as a leader of the masses,' said the teacher.

Nagendra Kumar, who teaches civics in Deoria's Krishi Inter College,
has completed his Ph.D. from Deen Dayal Upadhyay Gorakhpur University
in Gorakhpur. He was awarded the Ph.D. in the first week of this
month.

For his research work, the teacher, who himself is a Dalit, tried his
best to meet Mayawati but could not.

'I came to Lucknow three times with the desire of meeting the chief
minister... I even had a questionnaire ready every time. But, citing
her (Mayawati's) hectic schedule, the officials did not allow me to
meet the chief minister.''

Several leaders and ministers of the Bahujan Samaj Party (BSP)
government led by Mayawati helped Nagendra Kumar by providing him
information that he required.

'I will not name the ministers, but it's true that they helped me a
lot in my research work... Through them I came to know many
interesting facts about Mayawati,' he said.

Revolution in a Bihar Village

As the Arab world is witnessing some long overdue political change, a
tiny village in the eastern Indian state of Bihar is experiencing a
smaller, much quieter revolution. This uprising isn't destroying a
regime, but is still tearing apart an archaic system.

Leading this movement are young women, most aged between 14 and 21,
who have taken it upon themselves to challenge existing social norms
that restrict them from moving freely and making their own choices in
lives. The weapons of this revolution are cameras and microphones.

There's no electricity in Chandkebari village, which is just 80
kilometres from Bihar's capital of Patna. Yet despite the darkness, an
exciting news project seems to be thriving. Under the leadership of
Santosh Sarang, Appan Samachar, or Our News, offers a unique media
platform for raising awareness over the issues affecting these women
and society more broadly. A team of two dozen girls is currently
involved in running this venture, for which they've had some training
in handling small digital cameras, writing scripts and reporting. They
edit their stories in a nearby town with the help of some keen
volunteers, who have been involved with the project since its
inception in 2007.

The girls typically head off on bikes with cameras and microphones in
their front baskets to start reporting for the day. A small office is
located in the centre of the village where weekly bazaars take place.
After the stories are edited, the programme is shown during the weekly
bazaar or market on a projector. The villagers seem to immediately
connect with the stories, which have frequently prompted pressure on
the local administration to make changes. These small successes have
given the girls a real confidence boost and galvanized the village.
The girls aren't paid, but they seem to see the freedom and
opportunity of change as reward enough.

The week I spent in Chandkebari was a real eye-opener. Ashwani, a
14-year-old girl from a particularly deprived area, lives in a small
hut with her parents and three small siblings. She told me that Appan
Samachar offers a way out of the grinding poverty and sense of
hopelessness that previously marked her life.

Defying her parents, who had taken her out of school and were planning
to marry her off, Ashwani joined the news platform after being
inspired by seeing the bike riding reporters at work. Supported by
other villagers and Appan Samachar founder Santosh Sarang, this Dalit
girl (the lowest caste in India), has resumed her studies and is now a
full-time worker with the news organization.

Appan Samacharwas launched in 2007 as an experiment for bringing up
village issues, but many parents were initially reluctant to allow
their daughters to get involved. Over time, though, attitudes have
shifted, and joining the Appan Samachar team is now seen as a
prestigious move.

Still, running such a venture in a village without electricity isn't
easy. A lack of financial resources complicates their work, and
screenings have sometimes had to be postponed when the group hasn't
had enough money to pay for local power generators. Usually, though,
villagers manage to scrape together the funds necessary to get things
back on track.

In last year's Bihar Assembly elections, women played a major part in
the thumping victory of Chief Minister Nitish Kumar, who a few years
ago started a scheme providing bicycles to girls who pass their 8th
standard test. Bandana Preyashi, a dynamic young female officer with
the Indian Administrative Service, attributes this 'awakening' among
women to the policies initiated by the present government, which are
aimed at empowering women at all levels in society.

Whatever the reason behind the success of Appan Samachar, there's no
doubt it has become to the citizens of Chandkebari what the Al Jazeera
network is proving to be for the Arab world—a medium of change through
alternative journalism. The project demonstrates the power of the
media to intervene effectively in bringing about far-reaching changes
in societies across the globe.

Once people relinquish their fear, real change can take place. This
nondescript village in Bihar is a fine example of that.

Dalit student suicide: Father files complaints to NHRC, NCSC

Muzaffarnagar, Feb 13 (PTI) The family of a dalitstudent of IIT
Roorkee, who allegedly committed suicide byjumping from the hostel,
has filed complaints to NHRC andNational Commission for Scheduled
Castes blaming the policefor not registering a case.

Rajender Kumar, the father of the deceased, yesterdayalleged that
police did not register a case under pressurefrom the institute
despite that the family had made acomplaint.

He also claimed that casteist remarks were made bysome senior students
against his son. The family had informedto authorities of the
institute about the incidents but it wasof no avail, the distraught
father said.

Manish Kumar, a third year student from the district,had allegedly
committed suicide by jumping from the fifthfloor of the hostel on
February 6.

Dalit man shot at by BSP MLC's son over property dispute in Bareilly

A dalit man was shot at allegedly by son of a BSP MLC and his two
aides over a property dispute in Nawabganj area in Bareilly, a charge
denied by the politician.

"Kalicharan Jatav was shot at by Munendra Gangawar, son of BSP MLC
Kesar Singh Gangwar, and his two aides Rajendra Singh and Buddhapal
Buddhi last evening," a police officer said.

Jatav sustained bullet injury in his hand and was admitted to the
hospital, police said, adding that an FIR has been lodged against
Munendra and his aides.

Jatav had earlier alleged that the BSP MLC got his 15 bigha land
auctioned in connivance with the officials of a bank, from where he
took a loan to purchase the property.

Meanwhile, MLC Kesar Singh said Munendra had not gone to Nawabganj and
alleged that the whole issue was a conspiracy by his political rivals
to malign his image.

He also denied that he was involved in the auction of Jatav land.

JALANDHAR (PUNJAB): The manifestation of Dalit assertion, especially
in the Adharmi community, has taken an interesting turn with a word -
considered casteist, derogatory and belittling so far, being used with
pride and dignity. On the eve of Guru Ravidass Jayanti, a number of
songs and audio-video eulogizing the word chamaar to inspire the
community, particularly, its youth, are ready for release.

'Over three-dozen albums were released around this theme last year.
And, this year, around half-a-dozen are already out in the market
doing brisk business in the last few weeks,' said HS Preet, editor of
Punjabi music magazine 'Sangeet Darpan.' A decade ago, it would have
been unthinkable for the community to associate connotations of pride
with the word, but call it an inverse assertion of the community in
reaction to the casteist ego of upper castes that members of the
community are wearing the caste on their sleeves now.

How greatly confidence and pride have been imbued into the expression,
can be seen in singer Vijay Momi's album, titled 'Take Over the World'
which has six songs using this word - Chamaar Agge Kaun Khad-da, Munde
haan Chamarran de Asin, Duniya Te Vakhra he tohar Hai Chamaraan Da,
Chamaar Kalla, Maidan vich khar gae munde Gabhroo Chamaaran de and
Asin haan chamaraan de munde.

Singer Anmol Virk's album last year used similar expressions in her
number ' Buri Nazar Na Lage Kade Vi Putt Chamaraan Nu. Singer Pamma
Sunnar has given the title of his recent album 'The fighter Chamaar',
which salutes the community youths especially their spirit of 'pride'
and fighting spirit.

'When people from upper caste would taunt us using this word, our
people would feel insulted and go in for conversions. But, after
spending over two decades in the Dalit movement, I thought that we
should associate a sense of pride with this word, by using it as a
matter of respect within the community itself,' said SS Azad, who
started the trend in his song Ankhi Putt Chamaran de, three years
back, in Ludhiana. 'There was a huge response to the song,' he told
TOI.

Madiga leaders threaten 'militant movement'

TIRUPATI: S.V. University's Madiga Students Federation (MSF),
affiliated to the Madiga Reservation Porata Samiti(MRPS) has
threatened to launch a 'militant movement' if the government adopted a
casual attitude towards their burning problem of categorisation of the
SCs—an issue which has been hanging fire for years now.

They said that it was 'atrocious' on the part of the Chief Minister to
back out on his promise to himself lead the all party delegation to
Delhi, in gross violation of a written commitment he had reportedly
given to the MRPS founder, Krishna Madiga, when he was on an
indefinite fast in December last on the categorisation issue.

The MSF leaders, in their statement, termed the Chief Minister's
decision as 'unethical and immoral' and warned that his government
would have to pay a heavy price if it took the MRPS cadres for
granted.

Raise Dalit Issues Without Inhibition

MANY a time we hesitate to raise dalit issues under the impression
that this would alienate the non-dalit sections from us. This is
totally contrary to our basic understanding. We would be able to draw
the non-dalit sections to us only by augmenting our strength. If the
upper caste people may get away from us if we organise the dalit
masses, how is it that Brahmins vote for the BSP?

This was the comment made by Jaswinder Singh, a member of the CPI(M)'s
Madhya Pradesh state secretariat, while concluding the two-day
workshop. He said those who say that class unity may be forged only by
conducting class struggles, are not aware of the realities of our
society. If feudalism is still with us, we do have to fight for its
abolition. Our party programme identifies three enemies and feudalism
is one of them.


Earlier, in the very beginning of the workshop, he had made it clear
that holding a workshop of dalit cadre of the party did not aim at
creating a dalit cell of the party. Such cells are created by
bourgeois landlord parties who want to strengthen the caste system,
not to destroy it. On the other hand, the people's democratic
revolution that we visualise, aims to destroy all the feudal relations
and the vestiges of feudalism, and casteism is one of them.
