I, B.Karthik Navayan, Programme Officer, National Dalit Forum wants to bring to your kind notice about the cruel attack, sexual abuse on six Dalit women, gross violation of human rights. And Inaction of Police and administration 

On 09/12/2011, Friday, an upper caste mob brutally attacked Six Dalit Women namely 1) Smt Manju Devi, w/o Satan Sada, 2) Smt Dulari Devi w/o Kainu Sada; 3) Smt Parodevi w/o Ramnath Sada, 4) Smt Pabiya Devi w/o Tarani Sada 5) Smt Reshma Devi w/o Wakil Sada 6) Geetha Devi w/o Dinesh Sada.  All are belongs to Nararia village of Khagaria district in Bihar

The accused mob 1) Saroj Singh s/o Promod Singh 2) Anoj Singh s/o Promod Singh 3) Manoj Singh s/o Promod Singh 4) Dharmendra Singh s/o Promod Singh 5) Promod Singh s/o Uchit Singh 6) Uchit Singh s/o Ramswaroop Singh7) Wakil Singh s/o Maheshwar Singh 8) Kailas Singh s/o Maheshwar Singh 9) Maheshwar Singh s/o Sukhdev Singh, all belongs to Chatar Village  of Khagaria District in Bihar

All the accused went to the farm of dalit women Manju Devi on 09/12/2011 at 9 AM, to encroach it illegally, and started destroying it. When she came to know, she along with her above said neighbor women went to the farm and tried to stop the mob that started destroying the farm

The accused mob circled the 6 dalit women and abused them in filthy language, on the name of their caste and attacked them by lathi danda and guns. All the 6 dalit women shocked and asked them why they are destroying the farm. The irritated mob had beaten all the women. Due to this two women went unconscious. One woman Dulari Devi's both hands fractured, they also snatched the gold rings worth of 15000/- (Fifteen Thousand Rupees)

Satan Sada the husband of Manju Devi reached the place and requested for compromise. The accused mercilessly looted Rs 10000/-(Ten Thousand) from him at gun point. The accused number 1, Saroj Singh fired a bullet on Satan Sada, fortunately it missed

The Accused 2 Anoj Singh and Accused 3 Manoj Singh both sexually harassed Pabiya Devi and Parodevi; they removed Sarees and blouses of both dalit women and paraded nakedly. And they spit in the mouths of dalit women. Now all the victims admitted in the Sadar Hospital in Khagaria.

The victims lodged a complaint in the Morkahi Police Station; FIR is registered number 80/2011 under section 147, 148, 149, 342, 323, 325, 504 of Indian penal code and Section 3 (i) (ii) (iii), (iv), (x), (xi) of Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act 1987. The station house officer Sathyendra Kumar took up the investigation

 

Even after 27 days of incident, neither an inquiry is conducted nor the accused arrested by the police, due to the political influence of the Accused. And meanwhile the accused regularly calling and sending mediators to victims and threatening to withdraw the complaint by saying that "police and other government officials not going to help the victims, nothing will happen to accused" police only serve the rich people not poor like you".

 

I request your kind authority to direct the police to conduct inquiry and arrest the accused immediately, also request you to direct the district government authority to visit the victims and provide the necessary health facilities and compensation

 

The Dalits in this locality are feeling panic after this brutal attack on the dalit women so I further request National Human Rights Commission to visit the Nararia village of Khagaria district in Bihar.  And conduct an inquiry in this case, to give moral support to the victims and local dalits

officer after breaking the door of his house. According to the school
Inspector, his only crime is a report against a school teacher about
his negligence of work. Police has not filed any FIR 10 days after the

Allahabad: The Allahabad municipal corporation had adopted a callous
attitude while reserving the wards of the city for other backward
classes (OBCs) and SC/ST candidates in accordance with the
constitutional provisions made in 2006.

Raising the issue, Sadiabad corporator Rajiv Arya said that AMC
authorities have whimsically reserved the wards without adhering to
the constitutional provisions. He has also written to the divisional
commissioner regarding the issue.

There is provision of reservation for OBC wards according to
sub-section (2) of section 7 of Uttar Pradesh Municipal Corporation
(Reservation and Allotment of Seats) Rules, 1994. The number of wards
that would be reserved for the OBCs in any municipal corporation would
be equal to 27 per cent total wards of that civic body.

Had AMC reserved wards in accordance with the constitutional
provisions, then 22 seats would have been reserved for OBCs. However,
the reality is that only 16 seats have been reserved for this section.
Among the reserved seats, 10 were reserved for men and six for women
candidates.

Similarly, wards for the Scheduled Caste and Scheduled Tribe
candidates have also not been reserved in due proportions. About 10
wards have been reserved for the SC and STs. Among these, four seats
have been reserved for women candidates and six for men.

Another corporator Uttam Kumar has raised the issue. He said that the
neglected sections of the society have not been represented during the
last elections in 2006. Kumar demanded that steps should be taken for
reservation of wards in accordance with the constitutional provisions.

Municipal commissioner Ashok Kumar said that reservation would be done
in accordance with the constitutional provisions. Representations
would be given to the OBCs, scheduled castes and tribe candidates in
the next civic elections.

Dejected after being sacked for non-performance by Uttar Pradesh Chief
Minister Mayawati, former minister Avadhesh Kumar Verma on Monday
broke down before a congregation of people in the district.

Verma, wept uncontrollably while addressing the gathering, claimed
that he was dropped despite having a clean image.

The BSP leader announced that he would be contesting as an Independent
candidate in his home constituency Dadraul in the upcoming UP polls.

"There was no case of corruption against me and I was removed without
a charge. I had huge respect for BSP chief Mayawati," the leader said.

Verma, who was the MoS (Independent Charge) of OBC Welfare, was among
the 16 ministers dropped by Mayawati in the last few months.

Dalit Hak Rakshak Manch, an NGO, organised a discussion on Sunday on
the exploitation of minor tribal girls and boys working in Bt cotton
fields in the districts of North Gujarat.

Rajesh Solanki of the NGO, which works for the welfare of Dalits and
other marginalised people, gave an account of the condition of minor
children who are forced to work as labourers in the cotton fields for
a petty amount.

Solanki said the tribal children from Banaskantha, Sabarkantha and
other Gujarat towns located on the border with Rajasthan are brought
to the Bt cotton fields by agents who pay their parents a hefty
amount.

The agents work as the link between parents and farmers and they get
the child workers who have to work in the cotton fields for long hours
in difficult conditions.

Solanki further said that minor tribal girls are also at risk of being
physically exploited by the agents and the farm owners. Government
officials are hand-in-gloves with the farmers as they pay no heed to
social workers when they apprise the officials about the exploitation
of minor children, Solanki alleged.

Even the National Commission for Protection of Child Rights (NCPCR)
has reported a nexus between government officials and the farmers who
hire tribal children.

Mumbai: The Shiv Sena on Monday asked Dalits not to get "misled" by
the central government's assurance that the Indu Mills land in
south-central Mumbai would be allotted for a memorial for B.R.
Ambedkar.

In a front-page statement in the party mouthpiece Saamna, party chief
Bal Thackeray said it "was just another carrot dangled by the
Congress" to secure Dalit votes in the forthcoming municipal
elections.

"Our Dalit brothers should not get over-enthusiastic by the Congress's
assurance that the centre has agreed 'in principle' to allot the (12.5
acres) Indu Mills land for the memorial," Thackeray said.

He pointed out that the Congress's game lies in the words 'in
principle' and it may or may not materialise since it is designed only
to capture Dalit votes.

"With elections round the corner, the Congress has started doling out
many such assurances as it is desperate for votes," Thackeray said.

Recounting the assurances made by the government in the past few
months, the aging leader said mill workers have been promised free
homes, slum dweller have been promised regularisation of all slums
that came up till 2000, Muslim reservations were announced recently
and now the assurance of Indu Mills land.

Thackeray appealed to the Dalits not to get lured by the assurances
and ensure the Shiv Sena-Bharatiya Janata Party-Republican Party of
India alliance is voted to power.

The statement comes in the wake of Chief Minister Prithviraj Chavan's
meeting with Congress President Sonia Gandhi and Prime Minister
Manmohan Singh in Delhi last week on the Indu Mills land, which
belongs to the centre.

After the meeting, Chavan announced the prime minister had agreed 'in
principle' to give the mill land for the Ambedkar memorial.

The Indu Mill has been in the news since nearly a month after some
Dalit activists 'captured' the land and vacated it last week following
intervention by state Home Minister R.R. Patil.

Mumbai, Jan 2 (PTI) Maharashtra NCP today thanked Prime Minister
Manmohan Singh for his intervention in sorting out a dispute over the
Indu Mill land regarding construction of a memorial of Dr Babasaheb
Ambedkar. "We (NCP) thank the Prime Minister for resolving this issue
and paving the way for the construction of the Ambedkar memorial,"
Maharashtra NCP unit president Madhukar Pichad told reporters. The
Prime Minister recently gave an in-principle approval to hand over
entire 12.5 acres of land of now defunct mill, situated in Central
Mumbai, for construction of the memorial of the dalit icon as sought
by dalit activists. The land is currently in possession of the
National Textile Corporation. Dalit activists had forcefully taken
possession of a portion of the mill on December 6 (death anniversary
of Ambedkar), demanding handing over of the entire 12.5 acres of land
for the purpose. NCP had issued a charter of rights in June last year
for the social and economic development of the backward and the
unprivileged class in the society. "This resolution was widely
welcomed by the followers of Dr Ambedkar as the city does not have a
grand memorial to commemorate his ideologies. The Maharashtra Assembly
unanimously passed a resolution for the construction of the memorial,"
Pichad said. One of the prime demands in the charter was construction
of an international memorial of Ambedkar on the 12.5 acres land of
Indu Mills (NTCL) near Chaityabhoomi. Hailing NCP chief Sharad Pawar
for playing a significant role in renaming the Marathwada University
after Babasaheb Ambedkar, Pichad said,"Pawar stands tallest among the
leaders from Maharashtra who have contributed to the social and

As part of the "social outreach" programme of the Youth Congress,
party general secretary Rahul Gandhi appears to have taken a leaf out
of the social engineering of Bihar chief minister Nitish Kumar to
reach out to sections within dalits who have apparently not benefited
during the regime of the incumbent Uttar Pradesh chief minister
Mayawati.

Mr Kumar had carved out the Mahadalit segment which had apparently
given a body blow to the Lok Janshakti Party headed by Ram Vilas
Paswan in Bihar in the recent elections in the state.
"We are very much reaching out to a number of castes within the dalit
group to build our base. A number of social activists have been
working with us. We have statistics to tell the people that only a
particular caste in UP has got benefits, which include representation
in the state council of ministers and also in government
recruitments," said a senior Youth Congress functionary.
In a clear bid to dent the bastion of BSP supremo Mayawati, the
Congress is hopeful that it would make inroads in the 22 per cent
dalit vote base in UP in the February Assembly elections.
"The Youth Congress has been organising camps and reaching out to the
people to gather facts how the marginalised sections within the dalits
have been deprived of the benefits of the Centrally-sponsored flagship
schemes. Though we are not working on to build group like Mahadalit,
we are hopeful of the fact that a number of dalit castes would vote
for the Congress," added the functionary.

Dalit panchayat chief resigns over officials' incompetence

MADURAI: The president of the reserved panchayat of Silukkuvarpatti in
Nilakottai panchayat union, Dindigul district, has resigned owing to
inaction on the part of officials, who he claims are not committed to
the welfare of the people and demand bribes for the smallest work.

A Ramachandran (62) said his panchayat comprised 11 villages, a
population of about 12,000 and 7,500 voters.

"When I first came to power in 2006, I decided that serving the people
in an unbiased manner would be my priority and was able to achieve my
goal to some extent," he said.

With the AIADMK coming to power in the state and being voted as the
panchayat president for the second time, Ramachandran says he had been
positive that the panchayat would develop faster under a proactive
leadership. But his dreams were short-lived. He says the chief
minister was dedicated to the people, but not her officers.

One major problem that his panchayat faced was drinking water.

"We have two comprehensive water schemes that do not deliver. One
solution is to implement the Pulvetti tank scheme, but the district
administration has been non-committal about the Rs 468 crore
estimate," he said.

Moreover, Ramachandran says the tahsildar and revenue officials were
demanding bribes to get even the smallest work done and that it was
not easy to even get an old age or widow pension for his people. The
electricity board is demanding money from farmers who got free power
connections during the previous government. About 80 people have been
affected, he adds.

Kavirayapuram in his village was inundated during the recent rains and
he had sought the BDO's approval and estimate to carry out repair
works on the roads using sand, but it was not given, Ramachandran
claims. "It is not that the panchayat coffers were empty. We managed
to save about Rs 4.5 lakh during the last term, but as the BDO's
estimate was delayed, I had to use my own funds to lay roads and faced
big problems in getting it reimbursed," he said.

In spite of repeated requests for funds for development, he says he
was not able to source any and hence he decided to step down as
president. "What is the use of being a people's representative if I am
unable to serve my people. So I tendered my resignation," he said.

As it is a reserved panchayat, his resignation was not accepted
immediately, and a meeting of officials including the PA (elections)
to the collector, BDO and panchayat members was held. Ramachandran too
was extended an invitation, but he did not attend it. The collector
accepted Ramachandran's resignation based on the outcome of the
meeting and vice-president Santhakumar was given additional charge on
January 1.

P Velmurugan, a labourer, said Ramachandran was the most
people-friendly president and that the villagers including women
wanted to stage a demonstration against his resignation, but the
president himself asked us to be non-violent.

"We urged him not to resign but he did so in the interest of people
like me. We will definitely vote him back to power in the byelection
that will be held in six months," said Muthiah, a villager.
