Eminent sociologist TG Jogdamb today said that illiteracy was the main
cause of backwardness of Scheduled Castes and Scheduled Tribes in
India.
"Successive governments have taken several populist measures to uplift
the Scheduled Castes and Tribes in the country but illiteracy remains
the main cause for their backwardness", Jogdamb said while delivering
the key-note address of an UGC National seminar on 'Scheduled Caste in
India dimension of their socio-economic mobility, inequality and
discrimination'.

Emancipation of Dalit, Scheduled Castes, Scheduled Tribes and Other
Backward Castes (OBCs) should not be just a political slogan but
should be earnestly implemented by the authorities by primarily
focussing on eradication of illiteracy, he said.

"Dr Ambedkar has emphasized on education among all sections of people
in free India's constitution", he added.

Untouchability Wall Falls To Resolute Struggle In Tamilnadu

FINALLY, Trichy city corporation administration has demolished the
untouchability wall that was built across the road with the intention
to block the dalits from entering. This action of the authorities has
enabled the dalits to reach their area easily from the main road now.
The structure was illegal in nature and was built in 1986.

G Ramakrishnan, state secretary of CPI(M) wrote to the chief minister
to intervene on this issue. A demonstration was also held on October
27. The CPI(M) and Tamilnadu Untouchability Eradication Front had
called for demolition of the wall on November 9.

A campaign was carried out by the Party explaining the masses about
the nature of the wall. Just a day prior to the demonstration, the
authorities spoke to the officebearers of the CPI(M) and TNUEF and
asked for few days time to take action. Hence the programme was
postponed. As promised, on November 18, the authorities have brought
down the illegal structure measuring 80 feet long and 15 feet high,
paving the way for the dalits to access the path.

The dalits who are residing in Muthalamman Koil Street have thanked
the CPI(M) and TNUEF for bringing down the untouchability wall that
stood between them and justice.

KANCHANPUR: Irregularities have been reported in the distribution of
scholarship provided for Dalit students in Kailali district.

According to Nepal National Dalit Welfare Association, Kanchanpur, the
amount released under the Dalit scholarship programme in the district
has been misused.

The irregularities were found in course of carrying out monitoring at
different schools in the district, said the association.

Making public the monitoring report here on Friday, association's
chairman Dil Ram Tamata informed that monitoring was carried out in 24
government schools in the district and of them, 13 were found not
spending the fund for the welfare of the targeted group.

They used the scholarship funds in teachers' salary and administrative
activities and transferred it to other expenditure headings, the
report said.

Among the schools, charged for misusing the scholarship funds are the
National Higher Secondary School, the Dharma Janata Higher Secondary
School, the Siddharaj Higher Secondary School and the Srijana Amar
Higher Secondary School.

Similarly, the report has accused the Maheshwor Lower Secondary
School, the Mahendra Higher Secondary School, the Laxmi Secondary
School, Khaiyarbati, the Laxmi Secondary School, Bagphanta, the
Jaycees Secondary School, the Bhrikuti Higher Secondary School and the
Ghatal Secondary School of misusing the scholarship funds.

Muzaffarnagar, Nov 27 (PTI) A Dalit woman was allegedly gangraped by
two youths at Makhiyali village under new Mandi police station in the
district, police said here today. The woman had gone out to relieve
herself when two youths forcibly took her to nearby fields and
gangraped her.

They also threatened her with dire consequences if she disclosed the
matter to anyone, they said, adding later the accused escaped. The
irate villagers held a protest against the incident.

A search is on to nab the accused, police said. PTI CORR.

Dalit Rights rally in Shimla

THE CPI(M) Himachal Pradesh state committee held a massive rally on
November 15 on the issue of dalit rights. The public meeting was held
at Ambedkar chowk, Shimla in which hundreds of people participated to
launch a movement against social discrimination. The rally was
presided over by Kashmir Thakur. The agenda was placed by Tikender
who is the convenor of the committee constituted for dalit rights.
While discussing the Marxist perspective on the dalit issue, he also
gave a brief summary of the events that preluded this rally. A
comprehensive survey was conducted targeting dalit households which
brought to light an alarming reality of social discrimination.

The other speakers included Rakesh Singha, state secretary of the
Party. He said the issue of caste discrimination and fight for social
justice should not be brushed aside just on the pretext of unity of
the people; it has to be taken head on. He further stated that this
struggle has to be concretely taken up at the lower level where the
survey has been conducted by the units. Kuldeep Singh Tanwar, Kushal
Bhardwaj, Jagat Ram, Vikram Singh from the students front also
addressed the rally. Vijender Mehra conducted the proceedings.

The rally further gave a call to hold a state level convention on
February 6, 2011 at Mandi where different sections of the people would
participate. A forum to fight caste discrimination would be launched
in the convention.

SURVEY AND

THE FINDINGS

The CPI(M) had conducted a survey through a questionnaire that
asked details about family members, their occupation, land holdings,
education, employment, forms of discrimination etc.

Interestingly, after Punjab the state has the largest percentage of
dalits in the state.

The survey was conducted in 10 districts out of 12. In over 97
panchayats covering 578 villages, 5006 samples were collected. The
results are as follows:

1. The literacy rate among dalits is 70.30 per cent. Amongst women it
is just 59 per cent. The education level is also quite low to the
state average. Of the total educated dalits, 75 per cent have passed
middle school. 15 per cent have completed tenth standard, 5 per cent
have completed senior secondary and just 2.3 per cent are graduates. A
mere 0.5 per cent have technical education.

2. The dalits are either landless or have meagre land. More than
94.86 per cent dalit households are of either small or marginal
peasants. An increasing number of households (5 per cent) have been
pushed to landlessness over a period of last two decades.

3. Occupation: Of the total dalit households surveyed, just 3 per
cent had government employment. 66 per cent of dalits are cultivators,
who work on their own land and also on others; over 3 per cent are
engaged in small industries like blacksmith etc. The percentage of
dependents is high, at 33 per cent. Only 1.5 per cent are pensioners.

4. Houses: Almost 60 per cent of the total households were
kuccha, made of thatched roof with mud. 65 per cent of the households
had to fetch water from a source. Just 35 per cent had tap water
supply. 85 per cent of the villages do not have any dispensary.

5. Roads: Though the government boasts of high road density, the
survey conducted pointed out that 70 per cent of the dalit villages
were without a proper road.

6. Forms of discrimination: There have been varied forms of caste
discrimination including cultural, religious, in eating habits etc.
Over 50 forms of social discrimination were identified in the limited
survey, as large parts of areas could not be approached. Forming a
'succhi rasoi' ie, kitchen in marriages to be run by forward castes in
the marriages of dalits, is almost universal (85 per cent). Different
places of worship and restriction of dalits in village temples is
another common practice of social discrimination. Not allowing the
dalits to work in the household matters like washing utensils, cooking
is also common. Fetching water from common sources is hardly common.
The survey also pointed out different pathways for walking of dalits
in the villages. Even wearing of caps and their different colours is a
form of social discrimination. The dalits are forbidden to wear green
colour 'pahari caps'. They must wear red ones pressed deep into the
head. Discrimination in anganwadis and mid day meal schemes is common.
The deities of dalits are different in villages, but at a few places
there is a common deity. Despite this dalits are not allowed to enter
the temples. However they will be forced to carry and play the band
equipments without being paid a penny for that.

The Party has decided to build a broader platform against these sorts
of discrimination by involving individuals, organisations in this
struggle. A forum for such a struggle will be launched in Mandi.

Lucknow: Sonia Gandhi should pay attention to her own party that was
"full of scams", Uttar Pradesh Chief Minister Mayawati said Friday
while hitting out at the Congress president for her remarks on
"rampant corruption" in the state.

In a statement issued a day after Gandhi's rally in Allahabad,
Mayawati lashed out at her for sweeping remarks against the working of
the Bahujan Samaj Party (BSP) government in Uttar Pradesh.

"It is high time Sonia Gandhi started paying attention to her own
party that is full of scams. Let her put her own house in order before
pointing fingers at us," Mayawati said.

"The nation is today paying the price for corruption at all levels in
the UPA (United Progressive Alliance) government," she alleged, and
added that "there are more skeletons to tumble out of the cupboard".

Taking strong exception to Gandhi's charge about "misappropriation"
and "pilferage" of funds released by the central government for
various development schemes, Mayawati said: "The truth is that that
the Congress-led UPA government has not been giving us the required
funds.

"Soon after the formation of our government in 2007, we had sought a
special financial package of Rs.80,000 crore for the overall
development of Uttar Pradesh's most backward Bundelhand and Purvanchal
regions but not a penny was given by the centre so far."

She gave several other examples of the financial demands pending with
the union government.

Alleging "step-motherly treatment" by the central government, the
chief minister claimed: "As against the state's total dues of
Rs.34,083 crore, the centre had yet to release anything beyond
Rs.16,414 crore."

She also blamed New Delhi for deliberately holding back its clearance
for an international airport near Greater Noida. Besides, she accused
the Manmohan Singh government for delaying allocation of coal blocks
that was adversely affecting power generation in the state.

In her speech at Allahabad, Gandhi had said corruption in Uttar
Pradesh was "rampant at all levels, law and order is at its lowest
ebb, thereby creating an environment where people are not safe and the
common man is oppressed".

Highlighting the central government's serious concern about
development, Gandhi added that funds released by the central
government towards various development schemes and projects had failed
to reach the intended beneficiaries due to large scale pilferage.
