India's Dalit community fights disaster - video

India's east coast communities suffered from the tsunami of 2004,
which made headlines around the world. Less well covered in the news
are the annual cyclones that hit this coast, when the lives and homes
of the most vulnerable have to be rebuilt. What can be done to stop
this cycle of disaster and debt?

SCs, STs protest against reservation policy in Rajasthan
From ANI

Jaipur, Mar.28: Members of the Scheduled Caste (SC) and Scheduled
Tribes (ST) in Jaipur have staged protests against the Rajasthan
government's reservation policy.

Around five thousand people belonging to the SC and ST committee
gathered here on Sunday, to warn the state government of dire
consequences if their right to reservation was curbed.

Asharam Vena, the General Secretary of the Scheduled Caste and
Scheduled Tribe Committee, said people belonging to the upper classes
have misused the decision of the Supreme Court's decision to curb the
rights of the reserved classes.

Shagan Lal, an employee of the state secretariat, said the demand of
people belonging to lower castes was to continue with the old
reservation policy.

He said: " This is the Supreme Court's decision, but it never said
that while giving promotion, reservation should not be considered.
Upper caste people, who have pressurized the lawmakers in their favour
to abolish reservation, have misinterpreted the decision."

" They want to remove the reservation given to us. We are not
demanding anything new. We just want that old reservation policy
should be continued. We would not tolerate any games played against
us," he added.

Hari Meena, a member of the Scheduled Caste and Scheduled Tribe
committee said: " The Rajasthan High Court's decision is that people
belonging to the scheduled caste can use their reservation benefit
only once either at the time of promotion or at the time of getting a
government job. We get promotion on the basis of reservation and this
should not be stopped."

Currently, 12 percent reservation is for SC candidates and 16 percent
for ST candidates and around 4.5 percent candidates of SC and ST
community are working in government jobs in the province.

[ZESTCaste] Australian Filmmaker To Make Movie On Honour Killing

http://movies.ndtv.com/movie_story.aspx?Section=Movies&ID=ENTEN20110172551&subcatg=MOVIESINDIA&keyword=hollywood&nid=95038

Australian Filmmaker To Make Movie On Honour Killing
Press Trust of India
Wednesday, March 30, 2011 (Mumbai)

After Bollywood explored the theme in films like Aakrosh and Love, Sex
aur Dhoka, Australian filmmaker Bill Bennett is all set to explore the
issue of honour killings in India.

"I am doing a film on honour killings and will show its complexities.
The film will be based in India. It will be a thriller with a love
story in the backdrop. I feel it is a kind of Shakespearian tragedy
with a couple who are ready to die for love," Bennett told PTI in an
interview.

About the plot of the film, the 58-year-old director said, "A woman
comes from United Nations to India as an aid worker. She gets involved
in this story. The couple would be Indian."

Bennett, known for making films like Kiss or Kill Two If By Sea, was
inspired to do the film after reading media reports.

"I remember four years back I had read an article in a newspaper about
the killings. It was shocking. I thought it would make a fantastic
film for western and Indian audience. So then I started doing
research," he said.

Produced by Viacom 18 Motion Pictures, the film will be set and shot
in India with an Australian and Indian star cast.

"There will be both Australian and Indian actors. We will begin
shooting from September-October this year and are planning to release
by the same time next year," the Bennett said.

"Early this year we did our research and went to Haryana and Punjab to
find out more about the subject in detail. We met a lot of people
involved in honour killings. We are meeting family members and human
rights activists to get first hand information about the incidents.
The film needs to be authentic, real and dramatic," Bennett said.

On the star-cast, he said, "We haven't finalised any actors as yet.
The scripting process is still on. I don't want the script to be
influenced by the cast. I haven't met any Bollywood stars in this
regard.

"Until we lock on the script I really cannot understand about the
characters and so I can't really say about the cast. Casting is an
important decision. Lot of good films are ruined by bad casting due to
wrong reasons because they are big stars and that they will bring
money," he said.

Anupam Sharma, an Indian producer based in Australia and Indian
advisor Shahnaab Alam will co-produce the film that will be primarily
released in English.

[ZESTCaste] Private varsities differ on quota policy

http://mangalorean.com/news.php?newstype=local&newsid=230138

Bangalore: Private varsities differ on quota policy

Bangalore, March 30, DHNS: The two new private universities in the
State have chosen to go different ways on reserving seats for SC, ST
and OBC students.

Both Azim Premji University and Alliance University will set aside 25
per cent seats for domiciled students. Alliance University is also
likely to implement caste-based reservation, a practice Azim Premji
University has disregarded.

Anurag Behar, the newly appointed Vice Chancellor of Azim Premji
University, is certain that the varsity would have only one category 
domiciled students  for setting aside a certain number of seats.

But Madhukar G Angur, Chancellor of Alliance University, emphatically
stated that his varsity was likely to fix a certain percentage of
seats for
students from disadvantaged communities.

In reality, neither university is bound to reserve seats for SC, ST,
and OBC candidates as the legislations concerned  the Azim Premji
University Act, 2010, and the Alliance University Act, 2010  do not
stipulate this.

In the words of Angur, the proposal to introduce caste-based
reservation is likely to be approved by the management shortly.

We are doing it out of our commitment to social justice. Its
entirely a voluntary initiative, he told Deccan Herald.

Behar, said his university would stick only to admission based on
State domicile and would go by governments rules in this regard.

Both universities would start admitting students from the academic
year 2011-12. Azim Premji University will admit a total of 200
students in three courses  MA in Education, MA in Development and
Masters in Teacher Education. Alliance University will have a total
intake of 870 students in its schools of business and engineering and
design.

While 450 students will be admitted to its flagship MBA programme, the
varsitys Executive MBA, BTech in Computer Science, Information
Technology and Electrical Engineering programmes will have 60 students
each. Its PhD and Executive Postgraduate Diploma in Management (PGDM)
programmes will have 30 students each.

Both universities will also differ in scholarships. Azim Premji
University will offer three types of financial assistance  a
complete waiver of the tuition fee, loan assistance and assistantship.

Alliance University will provide merit-based scholarships of up to 25
per cent of the tuition fee.

Azim Premji University will select students through an admission test
to be held at 38 centres across India, including six in Karnataka in
Bangalore, Mangalore, Dharwad, Hassan, Gulbarga and Bellary, on May 29
this year.

Alliance University will admit students based on their performance in
nationwide entrance tests like GRE and GMAT.

[ZESTCaste] DMK MP, 5 others held for assaulting Dalit

DMK MP, 5 others held for assaulting Dalit
Padmini Sivarajah, TNN | Mar 29, 2011, 11.54pm IST

MADURAI: In a setback to the DMK campaign for the April 13 assembly
elections, the Tamil Nadu police on Tuesday arrested the party's
Ramanathapuram MP, Rithish Kumar, and five others for allegedly
abusing and assaulting a dalit villager on Monday night during a
campaign. They have been remanded in custody by a Madurai court and
lodged in prison here.

Ramanathapuram superintendent of police Anilkumar Giri told TOI that
cases had been registered under several IPC sections and Section
3(1)(10) of the SC/ST (Prevention of Atrocities) Act against eight
people, including the MP. "Rithish Kumar and five others have been
arrested. We are searching for two more men in connection with the
violence in the village that took place on Monday night," the officer
said.

The incident took place in Peechankuri, the native village of DMK
minister Suba Thangavelan, contesting from Thiruvadanai constituency
in Ramanathapuram district. Villagers said the area lacked basic
amenities, including good roads. They made repeated representations to
the minister, which were ignored.

But the roads were laid hurriedly on Monday, in time for Thangavelan's
campaign in the region. Irked by the fact that the roads had been laid
purely for the comfort of the minister, the villagers dug them up as a
mark of protest.

Rithish Kumar and his supporters, who were campaigning for the
minister, arrived on the scene and allegedly used abusive language.
They then hurled empty bottles and stones at them, say villagers.
Natarajan, one of the protesting villagers, was injured.

[ZESTCaste] Ghaziabad: Dalit youth self-immolates

Ghaziabad: Dalit youth self-immolates
Tuesday, March 29, 2011, 13:15 [IST]

Ghaziabad, Mar 29: A dalit youth committed suicide by setting himself
on fire after a land dispute halted the construction of a temple in
Shahpur Fagota village near here, police said today.

Chetan took the extreme step following village Pradhan Narender Singh
Sisodia's alleged intervention in building the temple after which he
poured kerosene on himself on Saturday, they said.

The 22-year-old youth died yesterday and his body was cremated amid
tight security after tension mounted in the village over his death,
they said.

Additional District Magistrate (Executive) Ram Krishan Sharma and SP
(Rural) AK Mishra controlled the tense situation only after the police
registered a criminal case against Sisodia for instigating the youth
to commit suicide.

The victim's brother had lodged a complaint against the village
Pradhan, after which he allegedly escaped to avoid arrest, they said.

'Govt pursuing promotion quota for SC/ST in apex court'
Express News Service Posted online: Wed Mar 30 2011, 03:17 hrs
Lucknow : A day after Chief Minister Mayawati expelled BSP leader
Vinod Tejiyan from the party and sacked him from the post of
vice-chairman of UP Forest Corporation after he disrupted railway
traffic to demand reservation in promotions for Dalits in state
services, the UP government on Tuesday made an appeal to the SC, ST
employees not to indulge in activities that could cause law and order
problem. Tejiyan, who enjoyed the status of minister of state, was
arrested on Monday in Saharanpur.

Principal Secretary (Home) Kunwar Fateh Bahadur, who is also the
principal secretary in the Department of Appointment, said the state
government is pursuing the case of the reservation in favour of SC/ST
employees in the Supreme Court. He said the government filed a SLP in
the Supreme Court on January 4 against the decision of the Allahabad
High Court, which had quashed the provisions to provide consequential
seniority to SC/ST employees and reservation in promotion to them in
the state services. Bahadur said, the Supreme Court passed an order
stating: "Status Quo, as its exists today, shall be maintained by the
parties until further orders."

Meanwhile, Tejiyan who was released on bail yesterday, has been
declared an absconder by the GRP. ENS

[ZESTCaste] SC, ST welfare: ‘we can see the figures but not the results'

http://www.hindu.com/2011/03/26/stories/2011032662471100.htm

New Delhi Printer

SC, ST welfare: 'we can see the figures but not the results'

Staff Reporter

MUMBAI: Plan after Plan and thousands of crores of rupees are allotted
for the welfare of the Scheduled Castes (SCs) and the Schedules Tribes
(STs).

Their condition, however, still remains dismal. "We can see the
figures, but we cannot see the results," activist Surekha Dalvi said
at a seminar on social sector budgeting here on Friday.

She said that funds for the Scheduled Caste Sub Plan (SCSP) and the
Tribal Sub Plan (TSP), meant specifically for these sections, got
routinely diverted for other purposes.

For instance, "TSP funds were used for the Surya dam in the
Adivasi-dominated area of Palghar in Maharashtra. It was said that the
water was meant for the Adivasis. However, we found it was being
diverted to the Vasai-Virar municipal corporation. This happens
everywhere," Ms. Dalvi said.

She said that on most occasions, the diversions were effected through
cabinet decisions by considerations of "special cases."

The Adivasis of Maharashtra form 8.9 per cent (around one crore) of
the total population of the State. More than 90 per cent of them are
below the poverty line, and a negligible 0.7 per cent is in higher
education.

"Five things were promised to them after independence — the right to
natural resources and forests, local administration, decision-making
power, cultural security, and the right to chart out their own
development path. None of this is reflected in the schemes formulated
for them," Ms. Dalvi said.

[ZESTCaste] State limits SC, ST ‘free education’ plan

State limits SC, ST 'free education' plan

March 30, 2011
DC Correspondent
Hyderabad

March 29: In a major jolt to meritorious students from BC, SC, ST and
minority categories, the state government has decided to limit the
free corporate education scheme to 5,500 students from 8,000. The
government issued orders to this effect on Monday and also exempted
Hyderabad district from the scheme as it is an "urban district". While
majority of the students who availed the scheme were from BC
categories, only 20 per cent of the seats have been reserved for these
categories in the latest orders.

Under the scheme introduced by late Chief minister Y.S. Rajashekar
Reddy in 2008-09, the government bears the tuition fee of Rs 35,000
plus Rs 3,000 scholarship per annum for each student who scored over
400 marks in SSC exams to enable them to study Intermediate in
corporate colleges like Narayana, Sri Chaitanya etc for two years. The
scheme was a huge success since it helped students from weaker
sections to pursue intermediate in some of the top corporate colleges
free of costs and enabled them to appear for national-level
competitive exams like IIT-JEE, AIEEE, AFMC, JIPMER apart from Eamcet.

However, the scheme ran into rough weather last year after the
government issued a GO in haste scrapping the scheme in May 2010
citing 'financial constraints'. However, it immediately backtracked on
its orders after it encountered stiff resistance from various BC, SC
and ST unions. Around 24,000 students have been admitted under the
scheme during the last three years and the government had paid Rs 90
crore to the colleges as fee. The scheme achieved desired results with
majority of those students securing seats in engineering and medical
courses.

Mayawati can''t hijack our following among Jats: RLD
PTI | 11:03 PM,Mar 29,2011

Allahabad, Mar 29 (PTI) Attacking alleged "duplicity" of the ruling
BSP in Uttar Pradesh over the Jat stir, the Rashtriya Lok Dal today
said Mayawati would not succeed in "hijacking" its following among the
community accusing the Uttar Pradesh Chief Minister of hoodwinking
them. "The repeated claims of Chief Minister Mayawati that she was
supportive of the Jats' demand for reservation is yet another example
of duplicity on her part. I have been raising the issue on the floor
of the Parliament and none of her MPs has ever supported me on the
issue in the House", RLD general secretary Jayant Chaudhary told
reporters here. He said the RLD fully supported the Jats' demand for
reservation, but did not approve of "the methods employed to raise the
issue, which has resulted in widespread lawlessness and inconvenience
to the general public". Chaudhary, who is the son of RLD supremo
Chaudhary Ajit Singh, also said his party suspected "the lawlessness
was stage-managed by the ruling BSP which is trying hard to cut into
our electoral base in Jat-dominated areas of western UP ahead of the
assembly elections due next year". "We are however confident that
Mayawati will not succeed in hijacking our following among the
community as we have been raising its concerns at the appropriate
forums unlike the ruling party which has only been hoodwinking them.
The ruling party's conspiracy is evident from the alacrity with which
the stir was pulled off and railway tracks were cleared once the
Allahabad High Court acted tough", he said. "People can not be fooled
so easily. They will see through the drama. In neighbouring Haryana,
which too witnessed similar agitations, the Chief Minister at least
had the decency to talk to the agitators and give the assurance that
he will do his bit. The UP CM has been doing little other than writing
letters to the PM and demanding more central forces to maintain law
and order", the RLD leader remarked. Chaudhary, who is touring eastern
Uttar Pradesh, said his party has "always supported creation of
smaller states for better governance" and it would do so with regard
to the demand for a separate state of Poorvanchal.
