New Delhi, March 5 (IANS) India's leading feminist Dalit
novelist-cum-politician P. Sivakami feels that most gender atrocities
in the country are committed against Dalit women.

The former senior Indian Administrative Service (IAS) officer gave up
her job to become a full-time writer in 2008.

"In the society that is known as mainstream, the problems of Dalit
women are considered separatist. They face the worst expressions of
male chauvinistic society - atrocities like raping, profiling,
physical assault and murder," Chennai-based Sivakami, who has just
completed her new novel "The New People" in Tamil told IANS.

"But, I don't think the problems are separatist at all. They reflect
the general bias at the grassroots against women as in tribal
societies," she said.

Sivakami, who has often made headlines with her radical views,
contested the Lok Sabha election on a Bahujan Samaj Party (BSP) ticket
from Kanyakumari in 2009, but lost. The same year in December, she
floated her own political party, Samuga Samathuva Padai (Forum for
Social Equality).

"When we talk of women's empowerment, we give priority to those who
live below the poverty line — malnourished and poor women. Even in
that respect, Dalit women are the worst affected," she argued.

Stressing that incidence of domestic violence is highest among Dalit
women, she said more men drink and assault women at home because they
do not make enough money.

As far as their health statistics is concerned, nearly 100,000 women
die at childbirth every year and a large number of them are Dalit
women, the writer said.

Sivakami feels that the concept of education for Dalit women is yet to
take root in the society.

"Consequently Dalit feminists, who speak for their women and spearhead
causes like inter-caste marriages, are often branded separatists. They
may be on the periphery — but they ironically form the core issues
because they speak for large numbers who have been affected by
discrimination. The Dalit feminists need more encouragement from the
country to emerge from their shells," she said.

Sivakami's first book "Pazhaiyana Kazhidakum" in 1989 took on
patriarchy in Dalit society and courted controversy. It was translated
into English in 2006 with the title "In the Grip of Change".

Her second book "Anandayi" will be published by Penguin-Books India
this year. A poet, essayist and a prolific short story writer, she is
also the founder of a Dalit literary mazagine "Pudhiya Kodangi".

"The magazine is named after a musical instrument that is used to
drive away evil spirits," Sivakami said.

The writer does not treat herself as a person with a caste identity
because "she is beyond it".

"Caste is the real hurdle India has to cross. I think it is a
mainstream problem — and not of the Dalits alone. We need more
authentic spaces to discuss caste because whenever I go to villages to
discuss caste with the Dalits, it becomes full of political overtones.
The entire country is rooted in caste," she said.

For an upper caste Hindu, "a village sounds romantic, but for the
Dalit, it sounds like the corporation (public) toilet. The Dalit
communities are forced to prostrate before upper castes and they are
ghettoized working as landless labourers and living in clusters on the
fringe of the village," she said.

The writer believes that "assuming a bigger identity of Dalit
encompasses gender discrimination, class discrimination,
discrimination against transgenders, and all the issues that the
marginalised society faces.

Brahmin Society's concerns

SAPTARI, Mar 5: The Brahmin Society on Friday sent a memorandum to the
prime minister through the chief district officer, demanding formation
of federal states on the basis of classes and not on the basis of
ethnicity.

The society warned that the country will witness ethnic violence that
would even lead to disintegration of the country if the federal states
are formed on ethnic lines.

The society has also put forward six-point demand. Among other
demands, the society has called for inclusion of Brahmins on the list
of indigenous nationalities.

NEW DELHI: With Parliament ready to vote on the Women's Reservation
Bill, minority and Dalit groups stepped up their demand for including
the provision of quota for backward women and threatened to launch
protests if the issue was not addressed.

Representatives of the All India Milli Council, Jamaat-e- Islami, Dr B
R Ambedkar Seva Dal and Insaan Dost Committee, who have been vocal for
introducing a 'quota within quota' for women from the Muslim
community, Dalit and other backward classes, said they would agitate
over the issue on March 8 and would attempt to gherao Parliament.

The Women's Reservation Bill is to be presented in Parliament for
passage on March 8.

"If passed it (the Bill) would amount to injustice against the women
belonging to minorities, Dalits and other backward classes...it would
lead to further asymmetry in representation and would perpetuate the
dominance of a few political families," AIMC General Secretary Manzoor
Alam told a news conference addressed by representatives of various
organisations.

He said the groups would converge at the Jantar Mantar on March 8 and
would try to gherao Parliament.

"Even if the bill is passed, we will continue our agitation for an
amendment to the original draft, and will take the issue to the
electorate, who are key to the success of political parties," he said.

Mujtaba Farooq of Jamaat-e-Islami said they were in favour of the
reservation but in its present form, it will not benefit women of the
most backward sections.

Terming the Women's Reservation Bill as "regressive", Hyderbad MP
Asaduddin Owaisi claimed that it was not in the interest of Muslims.
"If the bill is passed then less number of Muslim will be able to come
to the House. I would oppose it," AIMIM MP told reporters outside
parliament here. Owaisi, however, said "the UPA government has
undertaken some good steps for Mulsims like introducing scholarship
scheme but the proposed bill is a regressive step by the government."

New Delhi: Just 3 days before the 100th Anniversary International
Women Day, various religious Minority and Dalit groups rejected the
Women Reservation Bill in its present form and urged for an inclusive
one. The proposed bill is likely to be presented in Parliament for
passage on March 8, 2010, which is also 100th Anniversary
International Women Day. The Union Cabinet has already given its nod.

In joint press conference called by All India Milli Council, other
Muslim and minority and Dalit groups feared, "If (the bill) passed in
its present form, it would amount to injustice against the women
belonging to minorities, Dalits and other backward classes. It is our
firm view that the proposed 33 per cent quota in legislatures for
women would lead to further asymmetry in the representation of various
classes and groups in the country."

The groups demanded quota for Muslim, other minority and Dalit women
within the quota for the women reservation in the bill. Groups also
urged political parties to play a constructive and proactive role in
providing justice to the marginalized communities, rising from any
individual and group interests.

The day before yesterday the Dutch Minister of Foreign Affairs has

earlier statements and spoke in favour of the UN Principles and
Guidelines on Discrimination Based on Work and Descent.

New Delhi, Mar 4 (PTI) Several Parliamentarians today supported the
demand of providing reservation to members of Scheduled Castes and
Scheduled Tribes in the private sector but said proper education is
the key to the progress of the two groups.

"There is need to intensify the movement to get reservation in private
sector (jobs)," CPI (M) politburo member Brinda Karat said supporting
the demand.

Karat said there was no development in the issue even as the
government said it constituted a committee for this and several
consultations were held with India Inc., who agreed affirmative
action. However, nothing concrete has emerged from this, she lamented.

Speaking about the law enacted for the protection of SC and ST, she
said it appeared good but "when we go deep, we find several loopholes
in them.

Lucknow : Despite the UP government virtually hijacking the
newly-constructed bridge in Rae Bareli, which the Union Ministry of
Road Transport had funded, the Congress is trying to downplay the
issue. Party sources said the AICC has told the UP Congress not to
rake up a controversy.
So, even as PWD Minister Naseemudin Siddiqui, who had inaugurated the
bridge by remote in Lucknow on Wednesday, visited the spot and
announced its naming as Dr Ambedkar Dalmau Ganga Setu, Congress state
chief Rita Bahuguna Joshi condemned the state govenrment's action, but
added that there would be no state-wide protest.

"It is an issue which the the local Congress will deal with," said
Joshi, who was accompanied by Congress Legislature Party leader Pramod
Tewari. Joshi said that the bridge was a result of local MP Sonia
Gandhi's efforts and this fact would not change, whatever Chief
Minister Mayawati might do.

In Rae Bareli, Congress workers led by district Congress president Uma
Shankar Mishra, Sonia Gandhi's representative K L Sharma and Congress
MLAs from Rae Bareli and Amethi were prevented by the police from
going to Dalmau to hold a protest against Siddiqui's visit. "We were
stopped on the way and detained for over three hours", said Akhilesh
Pratap Singh, UPCC spokesperson.

BSP sources said that by inaugurating the bridge, Mayawati wanted to
send out a clear message among her Dalit supporters, who constitute
the core of the BSP, that she is not afraid of taking on Sonia in her
own constituency. Since the Lok Sabha elections, there have been signs
of a section of Dalits tilting towards the Congress.


Cong, SP take on UP govt

NEW DELHI: Agitated over two different issues, the Congress and the
Samajwadi Party mounted an attack on the Mayawati government in the
Lok Sabha on Thursday, forcing Deputy Speaker Karia Munda to adjourn
the House for 40 minutes.

Congress members, a bulk of them from UP, created a ruckus over Union
Minister of State for Road and Transport R P N Singh being prevented
from going to Rae Bareli to inspect a bridge, ahead of a planned
inauguration by UPA chairperson Sonia Gandhi. The SP members
repeatedly came into the well to protest against a lathi-charge on a
party rally at Bareilly.

Both Congress and SP camps first made an unsuccessful attempt to
disrupt Question Hour. While some half-a-dozen SP members trooped in
to the well, Finance Minister Pranab Mukherjee checked a group of
Congress MPs when they advanced towards the well. Munda brought the
situation under control after 10 minutes with an assurance to the
members that he would allow them to speak during Zero Hour.

Congress leader Jagdambika Pal said the UP Government had committed a
breach of privilege by stopping the minister at Munshiganj while he
was proceeding towards the bridge. This, according to him, amounted to
his arrest. BSP members, led by Dara Singh, tried to counter him, but
without success. Pal said the matter concerned the House because Singh
was a member and also a Central minister.

Even otherwise, a citizen had the fundamental right to go anywhere.
The Centre had already written to the state on February 17 that the
bridge, built with Central funds, would be inaugurated by the UPA
chairperson in the second week of March. Pal was supported by SP
member Ghanshyam Anuragi.

SP member Shailendra Kumar raised the issue of a police lathi-charge
on a party rally, led by leader of the Opposition in the

UP Assembly Ahmad Hassan. "There is no law and order in UP," he said.
Thereafter, SP members moved into the well prompting the Deputy
Speaker to adjourned the House.

WHEN the issue of a separate Andhra State was raised, there was a
marked reluctance on the part of the Rayalaseema elite to the idea of
merging with Coastal Andhra.


However, on 16 November 1937, the Rayalaseema and Coastal Andhra
leaders agreed to a pact which stated the following: (1) university
centres would be set up in Waltair and Anantapur; (2) preferential
claim of Rayalaseema and Nellore in respect of the utilization of the
waters of the Tungabhadra, Krishna and Pennar for ten years or as long
as it takes; (3) that each district would have only the same number of
seats in the Legislature and (4) the High Court and the Capital would
be either in Rayalaseema or Coastal Andhra with the choice to
Rayalaseema.

The (Dar) Commission on Linguistic Provinces examined the issues of
Rayalaseema and Coastal Andhra and said: ``In manner, customs,
traditions and general outlook on life also the two groups differ, and
in a general way, though in a less intensified form, the distrust and
apprehension of domination and exploitation which exist in a Telugu
mind against the Tamil, find their counterpart in the Rayalaseema mind
against the Coastal districts.'' The Commission concluded:
"Rayalaseema being educationally, politically and economically
backward, it apprehends Coastal domination and exploitation in
services, legislatures, and in development schemes. And altogether, it
sees a better chance for the future development of Rayalaseema in
undivided Madras than in divided Madras after separation of Andhra.''
The similarity between the Rayalaseema position and the Sri Bagh Pact
in the case of Andhra State and the Telangana situation and the
Gentleman's Agreement in the case of Vishalandhra is striking. It
leads one to wonder that history can teach us if only we are prepared
to learn from it.

Despite the Pact, it took Potti Sriramulu's sacrifice to unite the
Rayalaseema and Coastal leaders to achieve Andhra State. The capital
was located at Kurnool and the High Court in Guntur. But the political
balance sought by Rayalaseema leaders with Coastal Andhra was not
possible constitutionally as the population of Rayalaseema was half
that of Coastal Andhra and Assembly seats were distributed by
population size in a democracy. Soon, however, the regional issue
became a caste one. Andhra State's two-year existence saw continuous
political trouble between the Communist Party (supported by the Kamma
community) and the Congress (supported by the Brahmin and Reddy
communities). Finally, the Prakasam Coalition Government fell and
fresh elections were ordered under President's Rule. Confronted with a
major take-over bid by the Communist Party, the Congress rallied and
formed a United Congress Front (UCF), which included the richer Kammas
under NG Ranga and other landholding communities afraid of land
reform.

The 1955 elections thus saw caste equations crystallized and united in
the United Congress Front. Of the 170 seats, the Communists got only
15 in the Assembly though they had contested 169. The UCF got 146
seats. Of the 146 seats won by the UCF, Reddys represented 45, Kammas
24 and Telegas 15. With this development, the Kamma-Reddy rivalry
moved from the Communist-Congress level to intraparty factions in the
Congress Party.

The Congress had become a Reddy-Kamma party -- something Ambedkar had
warned of in 1953: Take Andhra -- there are only two major communities
spread over the linguistic area. They are either Reddys or the Kammas.

They hold the land, all the offices, and all the business. The
Congress factional rivalry between the Reddys of Rayalaseema and the
Kammas of the Coastal Andhra had been managed under the threat of the
Communist take-over. Yet it was too inherent in the democratic polity
to disappear and it had economic and political consequences. Moreover,
Andhra State was virtually bankrupt.

Meanwhile, in the 1952 Hyderabad State Assembly elections the
Communist Front parties got 37 seats and Congress 44 seats out of the
total 97 Telangana Assembly seats. A separate Telangana could easily
become a Communist bastion. With the Brahmins and Reddys largely
dominating the Congress Party in Telangana, a merger with Andhra would
strengthen the Reddy element present on both sides as well as buttress
the anti- Communist front.

As far as the Reddys of Telangana were concerned, they had just tasted
political power after end of the Nizam's rule and that of the
military/ civil rule of the Central Government.

They had their inhibitions about their more aggressive Rayalaseema
cousins but again were perhaps not confident enough to exercise power
on their own. A merger seemed a neat solution for the anti-Communist
parties, Nehru and, of course, the Reddys of Rayalaseema and
Telangana.

After the merger, the Congress Party was enormously strengthened. The
1957 General Election was held in Telangana only (because Andhra had
one in 1955). With the revived party and alliance-building with the
other minor parties and caste groups, Congress romped home with 68 of
the 107 seats contested in Telangana. The Communists were reduced to
23 seats.

With 204 out of the 277 seats in the Andhra Pradesh Assembly, the
Congress now became entirely a Reddy-dominated party.

In 1969, Congress, after neglecting the employment and development
needs (especially irrigation) in Telangana saw the Telangana youth
revolt at the lack of opportunities, the unfair treatment to their
region and the whole series of broken pre-merger promises and
guarantees. This led to a patch-up, which again did not work despite a
Telangana chief minister for the first time. For the shift in power
led to the Separate Andhra agitation in the Coastal Andhra led largely
by the disgruntled Kamma community. Eventually nothing changed till
1983. The Congress Party was perceived also to have ignored interests
of the powerful and rich Kamma community in the Coastal districts and
it paid the price when the Kamma-dominated Telugu Desam Party (TDP)
took power in 1983. The TDP had overwhelming support in Telangana,
which hoped for better treatment from it, but unfortunately this did
not materialize.

By 1999, caste-based voting had become the fact of politics: survey
data showed that 87% of Kammas and 62% of peasant OBCs voted for the
TDP and 77% Reddys, 64% of the Scheduled Castes and 60% of Muslims for
the Congress. This meant that the overall election result rests with
the other communities such as Kapus, Service OBCs and Scheduled Tribes
whose vote split almost 50:50 between the two parties. They could
swing the very fine division of the vote (10%) which decides and still
decides which party attains power.

Emergence of other caste groups such as the Kapu-dominated Praja
Rajyam Party or issues such as separate Telangana have upset the caste
balance achieved in 1956 and the reestablished balance since 1983. It
is not clear what the 2009 balance represented. Only one thing is for
sure, separation of Telangana will change everything.

KOCHI: The Kerala High Court on Thursday granted bail to eight
activists of the Dalit Human Rights Movement (DHRM), who are accused
in the Varkkala murder case.

Those who were granted bail are - first accused Das alias Kunjan,
third accused Jayan alias Jayachandran, fourth accused Madhu alias
Saji, fifth accused N Sudhi, eighth accused Suresh alias Soman, ninth
accused Subhash alias Soman, tenth accused Sunil alias Ponnumon and
twelfth accused Chandrasekharan alias Thomas.

The incident occurred on September 23, 2009, between 5 am and 5.15 am.
Sixty-twoyear- old Sivaprasad, who was on the road for morning walk,
was allegedly attacked and killed by a group of DHRM activists.

In a bid to bring on board parties which are opposing the Women's
Reservation Bill in its present form, Government today said it was
open to evolving a national consensus for granting reservation to the
OBCs on the lines provided to SCs and STs.

"Reservation is provided to SCs and STs in Lok Sabha with
constitutional amendment but no such reservation exists for OBCs....
Unless that happens we cannot do it in case of Women's Reservation...
That's a different arena," Law Minister M Veerappa Moily told
reporters outside Parliament.

He added that the parties, which are opposing the Bill and are
demanding quota within quota, can extend their support to the Bill and
then think of the "larger canvas for providing reservation to OBCs in
both Houses (Lok Sabha and State Assemblies)".

He said that supporting the Bill "does not prevent them from taking up
the larger issue of reservation for OBCs in general.

"If they are very keen on the issue of OBC representation, they should
first try to build a national consensus for reserving seats for OBC
men and women in general for both Houses.... That stands logic but
their present demand does not stand any logic," Moily, who himself
belongs to the Backward Classes said.

Moily's statement is significant in view of the fact that the Women's
Reservation Bill has been hanging fire for over a decade with major
parties from Hindi belt opposing it on the ground that it should have
quota within quota for OBCs.

RJD chief Lalu Prasad and SP chief Mulayam Singh Yadav have warned of
"uproar" in Parliament if attempts were made to pass the Bill without
reaching a consensus.

Congress sources, meanwhile, indicated that backroom moves are afoot
to evolve a consensus on the issue.

Asked whether Congress is hopeful of passage of the Bill this time,
Moily said, "The national will is for Women's Reservation Bill. I
think every party will respond to it".

On whether he finds more parties favouring the passage of the Bill
this time, he said, "There is a greater understanding."

Party spokesperson Manish Tewari said, "Barring a few parties, all
others have supported the Bill in the Standing Committee, which
discussed it and we are hopeful that they would support it even on the
floor of the House".

A delegation of women Congress MPs led by Chandresh Kumari,
Chairperson of the Committee on Empowerment of Women, met Congress
President Sonia Gandhi and thanked her for the Cabinet clearance to
the Women Reservation Bill. She also requested her to facilitate its
taking up in Rajya Sabha on March 8.

Earlier Gandhi, who addressed Congress Parliamentary Party (CPP)
meeting today, said she personally attaches the "highest importance"
to the Bill.

She added that March 8 was the centenary of International Women's Day
and "what a gift to the women of India if on this important day, this
historic legislation is introduced and passed".
