[ZESTCaste] Illiterate brings out a book on Ambedkar - Ambedkar Award proposal

Dear friends,

Please read this wonderful news. Who deserves recognition than poet Ramanna Byati of Karnataka who is an illiterate?

You all know that, in the past we honored Dr Endluri Chinnaiah (author and an eminent personality in Ambedkarite circles in Hyderabad) and Ms Baby Kamble of Maharashtra (author of 'The Prisons We Broke') with Ambedkar Awards from our organization. I feel it is an honor to felicitate Mr Ramanna as well.

So, I am proposing Ambedkar Award for 2011 to Mr Ramanna.  FFEI can donate Rs. 10,000 from its corpus funds. If others contribute, it would be great and the amount can be presented to him in a small function.

But, before, is there anyone in Karnataka to trace him and start a dialogue? I started my search already. If anyone knows him, please come forward.

Please read the news and respond.

Thanks

Ben

Illiterate brings out a book on Ambedkar
TNN, Dec 13, 2010, 10.45pm IST

HUBLI: KPCC president G Parameshwara on Monday released the life
history of the architect of Indian constitution, B R Ambedkar, written
in the form of an epic by illiterate poet Ramanna Byati at Thontadarya
Kalyana Mantap in Gadag.

The epic, written in Bhamini Shatpadi (six-line verse) contains 36
chapters in 514 pages. In his work, Byati has described Ambedkar's
childhood, his family background, struggle for social justice, and his
role in drafting the constitution. He has taken the help of his
daughter Sunanda in scripting it.

Speaking after releasing the book, Parameshwara and district minister
C C Patil praised Byati, saying it's a big achievement by an
illiterate weaver.

An educated man without character and humility was more dangerous than a beast. If his education was detrimental to the welfare of poor, he was a curse to society.
-Babasaheb Dr B R Ambedkar

Mayawati calls for ban on 'made snana'

Lucknow, Dec 12, DHNS:

Condemning a ritual in Karnataka involving people from scheduled
castes, UP Chief Minister and Bahujan Samaj Party supremo Mayawati on
Saturday demanded that it should be banned forthwith.

The ritual called 'made snana' has lower caste people being asked to
roll over plantain leaves containing food scraps. "It is inhuman,
humiliating and derogatory and therefore it should be banned
immediately by the Karnataka government," Mayawati said.

"It is unbelievable that such rituals are still continuing in the 21st
century. It shows that the people with casteist mindset do not bother
about the dignity of the scheduled caste people," the BSP chief said.

The 'made snana' ritual was observed at a temple in Karnataka on
Friday. It is believed that the ritual cures ailments.

[ZESTCaste] Government leaves SC/ST students in lurch

Government leaves SC/ST students in lurch

Published: Thursday, Dec 16, 2010, 1:57 IST
By Rosy Sequeira | Place: Mumbai | Agency: DNA

In a case relating to the ill-treatment of students from backward
classes by private aided schools because the state has stopped
reimbursing them, the Bombay high court was informed on Wednesday that
the payments have been halted as it was found that the schools are
fleecing the exchequer by submitting exorbitant bills. There are 1.15
lakh such students in the city.

A division bench was hearing a petition filed by Naresh Gosavi and
other parents stating that since the government has failed to release
grants under the free education scheme, the schools are not permitting
children to attend classes.

An affidavit filed by Uttam Lonare, deputy director of the social
welfare department (SWD), states that bills submitted by schools in
Mumbai are inordinately higher than those of the rest 33 districts in
the state.

A financial irregularity was noticed wherein Rs45 crore was released
by some officials without the mandatory sanction of the social justice
department (SJD), the affidavit states. An inquiry against these
officers is in progress.

Following the irregularity, the secretary of the SJD, on April 4 last
year, instructed that the government will not sanction reimbursement
of higher fees.

Lonare in his affidavit said a committee of four secretaries was
formed in February, which will take the final decision.

Lonare also stated that the education officer, Greater Mumbai, has
directed school managements that no student can be stopped from
attending school. He concluded that the government takes
responsibility of reimbursing fees of schools which charge as per the
laid down fee structure, but is not liable to pay higher fees.

Government pleader D Nalawade argued that after the irregularity was
noticed in 2009, the figures for Greater Mumbai have come down to
Rs16.17 lakh, from Rs670 lakh the year before. "We don't want schools
to profiteer while students in the rest of Maharashtra are deprived,''
he said.

The petitioners' advocate, Gayatri Singh, countered Nalawade's
argument by saying, "This [enquiry] is nothing but victimisation of
lower rank officers because the bills were sanctioned by senior
officers from the SWD in accordance with government resolution of
1976, by which the government is required to reimburse education
expenses of backward category students.

"These reimbursements were suddenly stopped in 2007,'' she added.

Nalavade submitted that the committee has proposed to fix the fees at
the rate of Rs100 per student monthly for Std 1-4, Rs150 for Std 5-7
and Rs200 for Std 8-10, which will be put before the cabinet for
approval.

Singh said that earlier each students were reimbursed between
Rs300-500 per month, but after 2007, this was reduced to a mere Rs5-7
per student, and the government even began to retrospectively recover
the 'lost' money from schools. The next hearing is on December 21.

Bihar panel to look into issue of upper caste poor

Santosh Singh Posted online: Thu Dec 16 2010, 01:32 hrs
Patna : Fulfilling an election promise, the Nitish Kumar government
will constitute a Uccha Jati Ayog, an upper caste commission, that
will explore ways and means to provide justice to the poor among the
upper castes. The commission is likely to suggest a 10 per cent
reservation in jobs for the poor among the upper caste. The upper
castes comprise 16 per cent of the state's population and Nitish has
inducted 11 upper caste ministers, including Narendra Singh, Gautam
Singh and Janardhan Singh Sigriwal, Nitish Mishra, Giriraj Singh and
Chandramohan Roy, in his 30-member Cabinet this time. Cabinet
Secretary Afzal Amanullah said: "The Cabinet has given a nod to set up
Uchcha Jati Ayog as soon as possible." The Cabinet, he added, also
discussed the need for a study on the health and education related
problems of the needy among upper castes. CM Nitish Kumar said: "The
commission will conduct a comprehensive study of problems faced by
economically backward among upper caste groups."The state already has
commissions for SC/ ST, EBC s and Mahadalits. While RJD leader Lalu
Prasad and LJP leader Ram Vilas Paswan decided not to comment on the
move, Bihar Congress spokesperson Premchanda Mishra called the panle a
"complete hogwash". He said: "Can Nitish Kumar tell us how many
recommendations of sundry commissions set up by him have been
honoured? If he is so concerned about the upper caste, let him give
the deputy CM's post to an upper caste individual."

[ZESTCaste] Jupudi criticises MRPS founder

Jupudi criticises MRPS founder
Dec 14 2010

Tirupati, Dec. 13: The MLC, Mr Jupudi Prabhakara Rao, asked MRPS
founder president, Mr Manda Krishna Madiga, on Monday "to give up his
drama" and work for the uplift of Dalits.

Addressing a press meet here, Mr Rao said that the fight of the MRPS
for categorisation of SCs was unjust and that the forum could instead
work for the unity of Dalits for their all-round development.

He said that even the Supreme Court and the National SC Commission had
not favoured the categorisation of Dalits. He said that various
sub-castes of the Dalits were still distant from any uplift in the
political, educational and business fields.

Replying to a question, Mr Rao said that the Congress had suffered
irreparable damage by letting Mr Jagan Mohan Reddy go from the party.

Make edu free and accessible to all'

TNN, Dec 16, 2010, 02.06am IST

PUNE: The Akhil Bharatiya Samajwadi Adhyapak Sabha recently held a
state-wide agitation for right to education for all. The agitation was
held between November 26 to December 6 to commemorate the death
anniversaries of Mahatma Phule and Babasaheb Ambedkar.

Amongst other things, the organisation, led by Bhai Vaidya, demanded
that unlike the present education system which grants free and
compulsory education to children between the age group six to 14
years, the United Nations Charter for the Rights of the Child extends
the definition of child to 18 years of age. Thus, by extending this
facility to 18 years, the government should ensure that youngsters,
complete their Std XII at the very least.

Further demands suggested that the government do away with the concept
of non-aided education and allocate as much as six per cent of the
Gross Domestic Product to education.

The agitation sought to highlight the fact that unlike developed
countries where as many as 70 to 85 per cent youngsters studied up to
graduation, only about 11 per cent of the Indian population become
graduates. The numbers of youth from underprivileged and backward
sections of society are even less. Thus, education needs to be free
and accessible to one and all.

[ZESTCaste] Govt employees demand action on SC order

Govt employees demand action on SC order

TNN, Dec 16, 2010, 03.27am IST

JAIPUR: The state government employees from the general and OBC
categories staged a dharna outside the chief minister's office on
Wednesday to demand implementation of the Supreme Court order that
turned down "consequential seniority" benefits in promotions given to
employees from the SC/ST categories.

Hundreds of employees of the state secretariat held a meeting in the
open, shouted slogans and staged a sit-in outside the CMO, while the
cabinet was discussing proposals related to the industry and
agriculture departments. A delegation of the protestors later
submitted a memorandum of their demand to chief secretary Salauddin
Ahmed and chief minister Ashok Gehlot.

Last week, the apex court had turned down six appeals by the state
government and the affected SC/ST employees against a Rajasthan High
Court order that took away the benefit of consequential seniority'
granted to the two reserved categories. The HC and the apex court
found that the benefit being granted by the state was in violation of
the M Nagraj Case decided in 2006.

"Time and again, the courts have held that the governments cannot give
reservation in promotions or consequential seniority benefits to the
SC/ST category employees until the conditions laid down in the M
Nagraj case are fulfilled," the protestors' leader, Ram Niranjan Gaur
told mediapersons. "The government is violating the court orders under
pressure from the SC/ST category employees. But, the general and OBC
category employees will now not allow the government to take such an
anti-employee stand," Gaur asserted.

The protestors leaders said they were even planning to send a legal
notice to the state government to demand prompt execution of the SC
order passed on December 7 and the high court judgment passed on
February 5 this year. With contempt petitions against CS Ahmed and
principal secretary (personnel) Khemraj pending before the apex court
in the same matter, the government is in a tight position and had to
nullify the promotions recently granted to four officers in the excise
department.

[ZESTCaste] Police patil, family thrashes Dalit man

Police patil, family thrashes Dalit man
TNN, Dec 16, 2010, 04.42am IST

BHANDARA: A Dalit man was severely beaten by a 'higher caste' police
patil of Kokanagad village. Ramesh Karade, 35, lodged a police
complaint about the incident that took place on December 10 but still
no action has been taken.

Karade, a resident of Kokanagad which 11km from Bhandara, is a farm
labourer. He had an old dispute regarding irrigation rights with
Ghanashyam Nimbarte, the village police patil, and his family. Karade
goes to Bhandara daily and returns home in the evening. On December
10, he came back to his village and was at the village square to meet
his friends when Nimbarte, along with his brothers Mukund and Nana,
arrived at the scene. Apparently without provocation, they started
thrashing Karade with sticks and fists. Karade, unable to repel them,
kept asking why they were beating him up. But the trio continued the
brutal thrashing.

They also uttered caste-specific abuses and issued threats to him.
Nimbarte's wife also joined the trio. The accused then left the spot.

Karade immediately approached the police outpost in Dhargaon and
lodged a complaint. The police constable took him to government
general hospital in Bhandara for treatment and the medical report is
awaited. Police officials at the outpost said that an offence would be
registered once the medical report confirms the assault. Meanwhile,
Nimbarte also lodged a complaint in Dhargaon outpost.

Karade said that the police patil and his brothers are behaving like
bullies. "They proudly say that they are above the law and no one can
take action against them. The police patil and his family should be
booked under provisions of Prevention of Atrocities Act. If action is
not taken, there is a threat to my life," he said.
