Dalit girl's death: Cops suspect human sacrifice, four detained

The police have detained four persons in connection with the death of
a 16- year-old dalit girl, who was found brutally murdered in a field
in Jadopur area of Pilkhuwa on Friday. Her parents initially lodged an
FIR, alleging rape and murder. However, the parents and villagers
later told the police
that they suspected it to be a case of human sacrifice, which led to
the detention of the four accused.

Speaking to the Hindustan Times, senior superintendent of police (SSP)
Raghubir Lal said the police did not find any blood stains at the
crime scene from where the body was recovered.

"When we further investigated, we found several blood stains on the
walls of a nearby house, which belongs to a tribal family," the SSP
said.

Police said the villagers, after the girl's murder, caught hold of one
Rajendri Kumari, a friend of the victim, who told them that since her
brother Jagdish Kumar had no children after several years of marriage,
he wanted to "sacrifice a young girl to appease the god".

The SSP said police have found some stains on the walls of the tribal
family's house, which were later wiped off by the house owner Sukki
(who goes only by his first single name).

Police said the house owner has denied the allegations and said the
blood stains were a result of the sacrifice of a goat at his place.
Besides, a woman in his family recently gave birth to a child at the
house, he told the police.

The police, however, went ahead with their investigations and tested
the blood stains on the walls with the help of a forensic team, which
confirmed it to be human blood.

"For more confirmation, we have sent the samples for forensic analysis
at a laboratory in Agra. We have also detained four people in this
connection, as the villagers and the victim's parents told us that
they suspected it to be a case of human sacrifice," the SSP told the
Hindustan Times.

Although preliminary post-mortem reports did not confirm rape, two
slides of the vaginal swabs have been prepared for further testing,
police said.

Police have detained Kalwa, Gajia, Santa and Sukki, all members of a
scheduled tribe family.

"Jagdish Kumar is absconding and we are waiting for a confirmation
from the the forensic laboratory before formally arresting them," the
SSP said.

Police also said they have received letters from the SC/ST Commission,
seeking strict action into the incident.

"We have already apprised the state police authorities and the Chief
Minister's Office about the incident and our investigations," the SSP
added.

Auriya: Uttar Pradesh Chief Minister Mayawati's Personal Security
Officer (PSO) went beyond his call of duty as he, believe it or not,
cleaned the Chief Minister's shoes when they got too dusty. But Maya
Memsaab ignored him.

The incident took place on Monday when she visited a village in Auriya
district of the state.

As soon as she stepped out of her chopper, her PSO quickly slipped out
a handkerchief from his pocket and began cleaning her shoes.

The shoe-wiping procedure went on for a few minutes even as Mayawati
stood talking to officials of the area.

Reacting to the incident, Samajwadi Party leader Akhilesh Yadav said
that the security officer wiping Mayawati's shoes is very sad and in
UP, all officers are working under huge pressure.

Taking serious note of the frequent incidents of sexual assaults on
women in Uttar Pradesh, Minister of State for Women and Child
Development Krishna Tirath on Monday directed the National Commission
for Women to file within two days an investigation report on
Saturday's attack on a Dalit girl in Fatehpur.

The culprits chopped off the girl's ear and part of her hand when she
resisted a rape attempt.

Expressing deep concern and dismay over the rising incidents of crime
against women in the State, Ms. Tirath asked the U.P. government to
take stern measures to protect the citizens from criminal elements.

National Commission for Women chairperson Girija Vyas has sought a
detailed action-taken-report from the U.P. government on the incident.

Expressing shock over the attack, she asked the State government to
ensure that the laws were properly implemented.

Dr. Vyas described the attack on and subsequent death of a 23-year-old
woman rail passenger in Kerala as unfortunate and said she would seek
reports on the incident from Railway Minister Mamata Banerjee and the
State government. [The victim was pushed out of a local train and
raped. After battling for her life for five days, she died on Sunday].

She said attacks were not confined to passengers in ladies
compartments. Women travelling in other compartments also faced such
problems, and these should be addressed.

On the U.P. incident, Dr. Vyas said there were no signs of justice
being delivered to the victims and blamed the police for conducting
"shoddy" investigations and implicating innocent persons.

In the backdrop of the brutal attack on a minor Dalit girl in Uttar
Pradesh, National Commission for Women chairperson Girija Vyas on
Monday criticized the state administration and the police for their
handling of the rape and abduction cases.

Vyas said there were no signs of justice being delivered to the
victims and also blamed the police for conducting 'shoddy'
investigations and implicating innocent persons.

"There is no justice for the victims. What police does is nab some
innocent persons to just show that they have acted," said Vyas asking
why no rape case has been referred to fast track courts till date.

Sarika, 17, had to pay with physical torture for resisting gangrape by
three youths of her own village, Udauli in Fatehpur, about 60
kilometers from Kanpur, late on Saturday evening when she was
returning from the fields along with her friend Chaya.

Sarika was allegedly grabbed by three young men, Hari Shankar, Shiv Om
and Ram Ratan, who pounced upon her, molesting her and trying to tear
off her clothes. She, however, managed to raise an alarm.

The Mayawati Government has come under severe criticism following a
number of cases including the Banda case involving the rape of a minor
Dalit girl by Bahujan Samaj Party (BSP) MLA Purushottam Naresh
Dwivedi.

The girl was allegedly raped on December 10-11 at Dwivedi's residence.
She escaped from the MLA's house on December 12, when he allegedly
attempted to rape her for the third time and charged her with theft.

Moreover, the kidnapping and harassment charges against Uttar Pradesh
Rural Engineering Services Minister Jaiveer Singh over the payment of
money has recently come into notice, which has further spoiled the
reputation of the BSP Government in Uttar Pradesh.

Rattled by adverse political fall-out of recent violence against
Dalits at Husaipur village in Alwar district, the Congress-led
Government in Rajasthan has started distributing financial assistance
to the victims and arrested five persons on charges of ransacking and
looting of Dalits' houses, after which almost all Dalit families had
fled the village.

The Opposition BJP and Sangh Parivar elements took up the issue by
arguing that the ruling Congress was protecting the aggressors
belonging to the dominant Meo Muslim community. Provoked by the BJP,
Dalits also held a demonstration at Tijara sub-division earlier this
week.

Even as four of the Dalit families have since returned to Husaipur,
local BJP leaders have charged State Medical and Health Minister
Aimaduddin Ahmed Khan – elected to the Assembly from Tijara
constituency in which Husaipur falls – with shielding the accused. A
Meo youth, Zahid, had died in the firing by Dalits.

Meos allegedly launched a daylight attack on Dalits belonging to the
poor Meghwal community on January 19 following the firing incident and
drove them out of the village, 10 km from the famous Bhiwadi
industrial area. The dispute started when a hen reared by a Dalit
family was crushed under the wheels of Zahid's tractor.

While police arrested five Dalit youths on charges of Zahid's murder,
those who burnt Dalits' houses and looted their belongings including
cash and jewellery were at large for a fortnight. Five of them were
arrested over the weekend following pressure exerted by Dalit
activists here in Jaipur. Those arrested include Zahid's two brothers
and a cousin.

The Government has sanctioned financial assistance of Rs.25,000 each
to 16 Dalit families as an interim measure and distributed the aid to
13. The Scheduled Castes and Scheduled Tribes (Prevention of
Atrocities) Act, 1989, makes it mandatory for the administration to
provide immediate assistance to the victims of caste violence.

Amid reports of "deliberate delay" in Dalits' rehabilitation, an
eight-member delegation comprising civil rights activists from Jaipur
visited Husaipur on Friday and met both sides to broker peace. M. I.
Siddiqui of Jamat-e-Islami Hind, a member of the delegation, told The
Hindu here that tension in the village was receding and the two sides
had agreed not to fall prey to outsiders provoking them. "We
emphasised the need to evolve trust between Dalits and Muslims, who
are victims of machinations by higher castes, and asked them to help
out each other."

Centre for Dalit Rights (CDR) patron P. L. Mimroth said the delegation
asked the Dalit victims to rebuild their houses by utilising the
government assistance and carry home their household goods left in the
open after the BJP leaders advised them to display their losses "in an
exaggerated manner" to claim high compensation.

The delegation also met Alwar Collector Ashutosh Pednekar and
Superintendent of Police Mahesh Goyal and requested them to ensure
arrest of the "real culprits". Mr. Mimroth said the two officers
assured the delegation that the law would be strictly complied with.

Health Minister Mr. Khan, who is scheduled to visit Husaipur on
Sunday, faced some tough moments at Circuit House in Alwar on Friday
when a group of Dalits raised slogans against him.

The Dalits were annoyed by his previous visit to Husaipur a day after
the violence and attending Zahid's burial, but not visiting the Dalit
locality.

Besides Mr. Siddiqui and Mr. Mimroth, other members of the delegation
were Navin Narain of ActionAid, Gopal Ram Verma of CDR, Paikar Farooq
of Association for Protection of Civil Rights, Mohammed Salim of
Jamat-e-Islami Hind, Suman Devathia of Dalit Mahila Manch and Maualna
Haneef of the People's Union for Civil Liberties.

DEHRADUN: A third-year dalit student of IIT-Roorkee died after he
reportedly fell from the fifth floor of his hostel in Uttarakhand's
Hardwar district on Sunday evening.

Police said 21-year-old Manish Kumar, BTech (computer science)
student, returned to his room in Radhakrishan hostel at the IIT campus
after attending tutorials around 5.30pm. Later in the evening, other
students rushed out of their rooms after hearing a loud sound and
found Manish was lying in a pool of blood, the police said. Manish —
who was from Muzaffarnagar in Uttar Pradesh — was immediately rushed
to hospital where he was declared dead.

Roorkee superintendent of police Roshan Lal Sharma told TOI that
IIT-Roorkee security officer K P Singh informed cops about the
incident and a team was immediately sent to the IIT-Roorkee campus.

"Preliminary investigations reveal that the victim committed suicide
by jumping from the fifth floor of the hostel. He was mentally
unstable. We are yet to ascertain the exact cause of the death and are
waiting for the post-mortem report," Sharma said.

Manish's father, retired soldier Rajendra Kumar, accused IIT-Roorkee
authorities of harassing his son because he was a dalit.

Sharma said senior administrative officials and faculty members in the
IIT campus told the police that Manish had been undergoing treatment
in the Roorkee Army Hospital.

Dalit leader Ramdas Athavale and senior Bharatiya Janata Party leader
Gopinath Munde will share the dais at Ghatkopar's Ramabai Ambedkar
Nagar, 14 years after the Dalit colony had turned against Munde and
the saffron combine following the deaths of 11 Dalits in police firing
here. Athavale,
who heads the Republican Party of India (RPI), and Munde, will come
together on February 10, to commemorate the 17th anniversary of the
renaming of Marathwada University after Dalit icon Dr Babasaheb
Ambedkar, which falls on January 14.

On July 7, 1997, after 11 people were killed in the police firing at
Ramabai Nagar, Athavale, like most Dalit leaders, demanded the scalp
of Munde, who was the home minister then.

Munde had supported the police's theory that they had to fire to
prevent a rioting mob from torching an oil tanker. Munde's stand
turned Dalits against him.

The community voted against the Shiv Sena-BJP combine in the 1999
Assembly elections.

Athavale's move to join hands with the saffron parties 14 years later
signals his growing frustration with the ruling alliance and his party
workers' dissatisfaction with being left out of the power equation in
the state.

None of the prominent Dalit leaders got elected to Parliament in the
2009 Lok Sabha elections. Athavale lost from his constituency, Shirdi,
and blamed the Congress and Nationalist Congress Party for it.

"Athavale is doing this for political survival by sending a signal to
the Congress-NCP that he has other choices. The Sena and BJP are
playing politics of opportunism," political analyst Surendra Jondhale
said. He added that in the last two elections, Dalits have shown that
they are making their own electoral choices and clearly not backing
parties like Athawale's RPI as a mass.

Dr Pradip Jawale, who has lived in Ramabai Nagar for 40 years, said:
"There is lot of anger among people here after he met Thackeray and
this political stunt of getting Munde is not going to win him any
brownie points. Dalits don't vote for the RPI as a united group any
more. The electorate is fractured."

Athavale disagreed.
"The locals themselves decided to call Munde because he had
participated in the movement for renaming Marathwada University and
even went to jail for it," Athavale said.

"He is being called not as a BJP leader but as a politician and
backward classes leader who supported Dalits then."

He admitted that political equations were changing.

"Sena chief Bal Thackeray has given us a proposal to unite Bhim Shakti
and Shiv Shakti," he said. "We have not taken any decision but there
is sense of disenchantment with Congress and NCP among party workers."

BPL & caste census first, economic census in 2012

NEW DELHI: Work on India's sixth economic census will begin in 2012 as
the government wants to give preference to enumeration of those living
below the poverty line and a caste census. The economic census, which
provides basic data on the number of enterprises and people employed
in them, was originally planned to begin this month.

"We are now looking to start fieldwork on economic census by February
2012," a senior official with the Ministry of Statistics and Programme
Implementation told ET.

The enumeration of below the poverty line, or BPL, families is due to
start in April and the caste census in July this year. The BPL census
will seek to identify the beneficiaries of the government's subsidized
foodgrain schemes. The caste census will be the first in the country
in 80 years.

These censuses require huge resources, the official said, adding that
each would require at least 10 lakh enumerators. Also, the workforce
has to be trained in accordance with the objectives of the exercise
for better results. "We plan to finalise the schedule, questionnaire,
and also give out the training for the economic census by January next
year," said another official in the Ministry of Statistics and
Programme Implementation.

The scope of the new economic census has been widened to include the
services sector, mom & pop stores or neighbourhood retail shops and
businesses run from home. It is expected to cover about 24 crore
households and between 4 crore and 5.2 crore enterprises. The
government plans to compile a national registry of businesses based on
the economic census data.

The exercise will cost an estimated Rs 700 crore. The ministry is
expected to approach the cabinet committee on economic affairs soon
for the required funds. The Central Statistics Office, or CSO,
conducted the first economic census in 1977. Since then, it has
carried out four more economic censuses in 1980, 1990,1998 and 2005.

The economic census is the only way to meet the need for data in
respect of the unorganized non-agricultural sectors of the economy.
It's a complete count of all entrepreneurial units located within the
geographical boundaries of the country.

Mangalore, Feb 7: Dakshina Kannada Superintendent of Police A.S. Rao
on Sunday told activists of the Dalit Sangharsha Samiti to lodge a
complaint with police regarding Dalits not being allowed to enter the
post office at Melanthabettu village in Belthangady taluk.

He was responding to DSS leader S.P. Anand when the latter brought up
the issue during the monthly grievance reddress meeting of the
Scheduled Castes and Scheduled Tribes people conducted by the district
police.

Mr. Rao said the Deputy Commissioner had initiated action. He added
that the police would take action under the SC/ST Act if the activists
filed complaints.

An officer of the police station concerned said he had visited the
spot and the postmaster said that the post office was a part of his
house. The members of the DSS, including several Dalits from
Melanthabettu, objected to this.

Mr. Rao said he was yet to obtain clarification from postal department
about what qualified as a post office.

Mr. Anand brought up the issue of a murder of Rajappa in Bantwal taluk
in 2008. Mr. Anand said even after three years, the case had not been
solved.

Mr. Rao said the case was still open and sought the help of activists
who might have more information.

A unique feature of the meeting on Sunday was the special number set
up for persons from the Scheduled Castes and Scheduled Tribes to
phone-in and speak to the officials.

Several callers used the helpline, which had been started after a gap
of a few years.

Other issues that were brought up during the meeting included the
issue of showcasing bhootaradhane as entertainment.

Virudhunagar : Some people belonging to upper caste have allegedly
attacked dalits and ransacked their houses at Tamaraikulam area in the
district, according to police on Sunday.

Cases have been registered against 46 people in connection with the
case, police said, adding 10 dalits were injured during the incident
on Saturday.

The incident took place in Tiruchuzhi Block following a dispute over
the erection of flag posts of dalit-outfit

Viduthalai Chiruthaigal Katchi (VCK), they said.

Some people belonging to upper caste attacked dalits, including women
and children, ransacked their houses and took away valuables including
some jewellery, they said, adding the houses damaged in the incident
included that of the Tamaraikulam Municipal vice-president.

Police said VCK partymen had pasted posters against the "caste Hindus"
of Tamaraikulam and nearby Thachanendal that had opposed the erection
of the flag posts.

"People's Watch", an NGO, alleged the two-tumbler system still existed
in the village, wherein dalits and upper caste people are made to use
different tumblers in tea shops and eating joints. They also demanded
compensation for the dalits affected by the attack.

In the backdrop of the brutal attack on a Dalit girl in Uttar Pradesh,
National Commission for Women chairperson Girija Vyas today slammed
the state administration and police for their handling of the rape and
abduction cases. Vyas said there were no signs of justice being
delivered to the victims
related stories and also blamed the police for conducting "shoddy"
investigations and implicating innocent persons. The Mayawati
government is facing criticism over a number of cases including the
Banda case involving the rape of a Dalit girl allegedly by a BSP MLA
and the recent case in Bindaki where a 16-year-old Dalit girl had her
nose and ear chopped off after she resisted a rape attempt by three
men.

Allegations of abduction and murder have also been levelled against a
BSP Minister. "UP accounts for the most cases of rape and abduction.
There is no justice for the victims. What police does is nab some
innocent persons to just show that they have acted," Vyas said.

She asked why no rape case has been referred to fast track courts till
now. In the latest incident in UP's Bindaki area, a teenaged Dalit
girl was seriously injured when three youths chopped off her nose, ear
and a part of her hand after she resisted a rape attempt and raised an
alarm.

An FIR has been lodged against the three accused but only one of them
has been arrested. Last week, family members of a murdered civil
engineer blocked Chief Minister Mayawati's carcade in Aligarh
demanding that she take action against a state minister accused in the
case. Women's rights activist Ranjana Kumari also attacked the UP
government, saying Dalit girls do not appear to be safe in the state
that is ironically governed by a Dalit woman chief minister.

"Just last month an MLA was arrested after having raped a girl after a
campaign by women's groups and the media and now again this is a more
gruesome accident that has happened. One cannot imagine how Mayawati
is keeping quiet about the whole situation. She is supposed to be a
messiah of the Dalits and in her state this is happening with Dalit
girls," she said. She demanded an inquiry, especially against the
minister accused of murder.

New Delhi: The Uttar Pradesh Police on Monday arrested another accused
in the Fatehpur Dalit girl assault case. The police had arrested one
of the accused in the case on Saturday. However, two other accused are
still absconding.

The girl's limbs were chopped off by some men as she bravely resisted
their attempts to rape her on Saturday. The victim is in a critical
condition and is undergoing treatment in Kanpur.

Congress General Secretary Rahul Gandhi met the victim in the hospital
on Monday, following which a scuffle broke out between between
Congress workers and the police.

The incident has given the Congress more ammunition against Uttar
Pradesh Chief Minister Mayawati.

Police claim the ghastly incident was the result of an ongoing feud
between the victim's and assailants' families. A case has been
registered against three people.

"When they started harassing me, I tried to run away, but I could not.
They attacked me with axes," said the victim.

"One girl was let off. The other's limbs were chopped off," Fatehpur SP said.

The attack comes on the heels of a recent controversy surrounding a
BSP MLA from Banda, accused by a Dalit girl of abduction and repeated
rape.

Talking to CNN-IBN, the Chairperson of National Commission for Women,
Girija Vyas said that she wants rape cases to be fast-tracked in Uttar
Pradesh. "We have found that neither the Government, nor the police is
sensitive because after so many rape cases nobody seem to know their
responsibility," she said.

The BJP also condemned the incident on Monday. BJP spokesperson
Nirmala Seetharaman said, "The law and order situation in Uttar
Pradesh is completely deteriorated. Dalit girls in their own houses
are not safe when a Dalit lady is the Chief Minister."

Uttar Pradesh will go to elections in 2012 and during her campaign in
2007 Mayawati had targeted the then Mulayam Singh Yadav government on
the issue of 'goondaraj' (lawlessness). Since coming to power Mayawati
has been working one the twin issues of social justice and better law
and order. She is keen not to let law and order deteriorate. BSP
leaders have been allegedly involved in rape and murder cases.

Although she has allowed the police to act against the accused but she
is yet to take any political action against such leaders. She has till
now not expelled any of the accused leader from her party.

Figures from the national Crime Records Bureau for 2009 show that
Uttar Pradesh has had a serious law and order problem. The state ranks
third after Andhra Pradesh and West Bengal with 23,254 cases of crime
reported in 2009.

Uttar Pradesh reported the highest percentage of violent crime in
2009, at 11.9 percent. 22.9 percent of all sexual harassment cases
have been reported from Uttar Pradesh.

There was a five percent increase in crime against Dalits in 2007-2008.

New Delhi, Feb 7 (IANS) Union Women and Child Development Minister
Krishna Tirath Monday lashed out at the Uttar Pradesh administration,
terming it as 'goonda-raj (rule of thugs)'.

The minister said that she will visit the state over the next few days
to take stock of the deteriorating law and order situation, especially
concerning women.

'UP mein goonda-raj, jungle-raj chal raha hai (it is the rule of thugs
and jungle in UP). There is absolute lawlessness and this must be
stopped,' Tirath told reporters here.

The minister was reacting to the shocking case of a teenaged Dalit
girl who was subjected to a brutal attack late Saturday after she
resisted a rape attempt.

The girl's ear was nearly chopped off and fingers smashed by three
youths in her village in Uttar Pradesh's Fatehpur district, police had
said Sunday.

The teenager was attacked with a sharp-edged weapon. One man has been arrested.

'I have asked for a report on the matter from the National Commission
for Women (NCW) within two days. After that I will visit the state
personally to take stock of the situation,' Tirath said.

'I will meet the officials, the chief secretary and will also speak to
Chief Minister Mayawati on the issue. I will also talk to the people
to hear what they have to say... we can't let these things keep
happening,' she added.

'What is worse is that in many cases politicians and ministers are
found to be involved. This is unacceptable,' the minister said.

Earlier NCW chairperson Girija Vyas said that the commission has taken
suo motu cognizance of the issue and has formed a committee to
investigate the matter.

'Crime against women in UP are committed again and again. I had
visited Kanpur and Lucknow just recently and had meetings with
different people and government officials and they assured that such
incidents will not happen again, but it has,' Vyas said.

'I have also written to the chief minister that she herself should do
something for the Dalit girl. But I have found that the government and
police are not sensitive. Even after so many rape cases, nobody takes
up the responsibility to do something about it,' she added.
