KATHMANDU: A senior Dalit rights activist has called on Dalit
activists to form a joint front and launch a concerted movement to
secure the rights the Dalits have been seeking for long.

"All Dalit activists should form a front and launch a movement to
ensure the rights that Dalit communities have been longing for a long
time," said Biswo Bhakta Dulal 'Ahuti', keynote speaker of the
three-day International Conference on 'Dynamics of Caste, Identity and
Inclusion of Dalits', at the inaugural session of the conference.

Also a UCPN-Maoist politburo member, Dulal noted that most fringe
parties and Constituent Assembly members from indigenous communities
were positive towards Dalit issues.

Dulal went on to claim that Dalit leaders associated with

different political parties were not committed to the Dalit movement.

They still have a 'slave' mentality and seek parties' orders to work
for their communities, he said.

"No party has the guts to reject our proposal if we fight in a united
manner," he said, adding that it was very difficult to bring the
Dalits together as they were divided into different parties and
groups.

Dulal said no other models of the world accept change and the theory
of compensation, but we need to accept both. "We can have the model of
special rights creating additional rights to the Dalits."

He also suggested that all three fronts—streets, parliament and
political parties—should be utilised to achieve the goals of Dalit
movement.

BANGALORE: Actress Anu Prabhakar was very happy when director Tiru
Ravindra wanted her call-sheet for his maiden film 'Pareekshe.' Anu
was shocked to see the division of people in many villages of North
Karnataka based on caste and creed.


Anu plays the character of Bangaari, a beautiful girl from a Dalit
family. Muni is her husband in 'Pareekshe.' "It is the first time I am
doing a Dalit role. I was shocked to see people divided on caste and
creed basis. I visited a village to shoot the film where dalits cannot
mix with upper caste people. Untouchability still exists in many
villages in North Karnataka," said Anu.

The film is produced by Sanjay Patil, MLA from Belgaum Rural. The film
also highlights the HIV issue. In the film, people belonging to the
upper caste want to sleep with Bangaari but she refuses. The
disappointed people brand her HIV positive. It is not the first time
that I have acted as HIV positive. I did a documentary directed by
Santosh Sivan and produced by the Bill Gates Foundation, said Anu.

Confident that 'Pareekshe' would be a box office hit and create
awareness against untouchability, she said she would like to be part
of awareness programmes on the issue. NGOs can contact me for this
purpose, says Anu.

A Dalit, who went missing on June 14, was found murdered at Panchenda
village of the district, police said on Tuesday.

Gopi Singh had gone to his field on June 14 but did not return
following which a case was filed. His bullet-riddled body was found
from a canal yesterday, they said.

Meanwhile, a man was beaten to death by angry locals when he tried to
escape after murdering a trader at Janheri village of the district.

Trader Chandrahas was shot dead by three armed men last evening.
Locals caught hold of one of them and beat him to death.

CHENNAI: Landless Dalit families in a Kancheepuram village have used
the Right to Information (RTI) Act to prompt the district
administration to hand over land that was originally allotted to them
several years ago, thanks to the initiative of a grassroots NGO.

The 106 Dalit families in Alisoor village had been allotted 100 sq m
by the Tamil Nadu Adi Dravidar Housing and Development Board in 1998.
The local district administration had even issued the original patta
document with the individual plot numbers. However, the allotment
remained on paper and the villagers never got the land though they
approached the local administration several times.

The families were residing in hutments on poramboke land, when in
2008, Kancheepuram-based NGO Hand in Hand started working in the
village by forming self-help groups and began development projects.

A Citizen Centre Enterprise was established as an IT empowerment
initiative that helped villagers enrol for computer courses, register
for voting, apply for ration cards, pensions or prepare petitions, a
spokesman for the NGO said.

A Good Governance Rights Protection Committee (GGRPC) was then set up
to train villagers in citizen rights and duties. "With the help of
this committee, the villagers learnt to use the RTI Act to unearth
information on the allotment details of the land," the spokesman said.

Armed with the RTI information, villagers prepared an application with
the signatures of all the beneficiaries along with the land patta
copies to be forwarded to the local administration with a copy sent to
the District Collector.

Positive response

To the delight of the villagers, the application evoked a response
from the administration. District Collector Santhosh K. Misra
undertook a visit to the village.

He personally supervised the handing over of land to the beneficiary
families. The villagers plan to raise bank loans to build their own
homes and start agriculture.

PHAGWARA: Three member Special Investigation Team (SIT) was
constituted to investigate suspected case of honour killing of a
couple from Bihar.

Kapurthala SSP, Ram Singh has constituted the team that includes
Phagwara SP Kanwaljit Singh Dhillon, SHO Sardar Ravinder Singh and
Yogesh Kumar, In charge Special Cell to investigate the murder.

The couple, Kamlesh Singh Yadav (22) and Khushboo Kumari (19) from
Bihar were found brutally murdered on Thursday morning in a room near
tube well of a farmer. The couple had got their marriage registered at
Chandigarh.

DELHI/CHANDIGARH: Honour killings are being reported at an unnervingly
quick clip, but what escapes attention is the fast and furious
increase in numbers of couples seeking protection, fearing for their
lives once they decide to marry. Advocates say the Punjab & Haryana
high court receives as many as 50 applications a day from couples
seeking protection, a staggering ten-fold rise from about 5 to 6 a day
five years ago. Such is the pressure that the high court recently
ordered district and sessions judges also to hear petitions.

The increase has been stark in the last five years. Advocate Rajeev
Godara says the bulk of his work is now helping young couples. "I've
received even 20 couples a day," he says. Thousands of petitions have
been filed, prompting Justice Mohinder Pal to comment, "For how long
can the state play mute spectator. How much can courts provide solace?
I have before me young married persons running pillar to post, chased
by musclemen or police."

Police protection hardly helps, say activists. Standard operating
procedure in the case of a runaway man and woman ends up with the
woman's family filing a case of kidnapping and/ or rape against the
man or his family. The woman shows up as 'missing' in Haryana police's
records. From November 2009 to May 2010, of the 686 people filed as
'missing' on Haryana police's website, a largish 30% are females aged
between 15 and 28 years.

Police hunt the couple down. If the girl is under-18, she is forcibly
returned to her family. If her age is suspect, and she refuses her
family, she is packed off to a nari niketan and the guy is jailed.
This usually takes place in the month between a couple's registering
their wish to marry and the registration, which has mandatory month
in-between: a provision begging to be altered. "Fear of cases filed
under section 363 (kidnapping) and 366 (compelling/ inducing woman
into marriage) against the 'husband' drives the couple to court. If
registration is immediate, such cases can't proceed," says advocate
Kulbir Singh Dhaliwal. Jaipur-based activist Kavita Srivastava moots
the idea of same-day registration. "The more time you give, more the
problems for the couple," she says. Many couples also surface to
protect their families. In the headline-grabbing Manoj-Babli murder,
for instance, the posed picture of the two garlanding each other was
taken for Babli to prove that she married Manoj of her own accord.
This was the only way to ensure that the kidnapping case against her
mother-in-law Chandrapati, of Karora village in Kaithal, could be
quashed. It was on that visit that the two were murdered.

As is clear, not every couple is killed. Activists say barely a
handful are murdered: what determines the fate of the target is the
couple's financial independence, political clout or wherewithal to pay
off the khap. Lawyers say 90% cases are 'solved'. "Nobody says a word
when a politician's children decide to marry against norms. It's very
selective," says Aidwa's Sudha Sundararaman. Or when couples can pay
the 'fines' khaps impose, in short paying their way out. Matters come
to a head if the woman marries a lower caste guy. Her succession
rights can mean property going — via the girl — into a lower-caste
family. Inter-caste, intra-village, intra-gotra are the big daddies
frowned upon. But again, selective. "A khap had declared a couple
brother-sister recently and nullified their marriage. We intervened
and as the boy was Delhi-based and had clout, their khap revoked the
decision," says Sundararaman.

In a twisted manner, making the most of couples' plight are escort
services that sprang up in Chandigarh to help couples get away, seek
protection and marry, providing everything from the necessary
documents to basic wedding finery. One-room gurudwaras, temples with
pundits and all included in the 'package'. "The government ordered
closure of two such 'agencies' operating in one-room set-ups," says
Godara.

The Supreme Court issued notices to the Centre and nine States on a
PIL seeking directions to the Union government to make law to protect
young couples from Honour killings.

A vacation bench comprising Justices R M Lodha and A K Patnaik issued
notices on a petition filed by an NGO Shaktivahini alleging that young
couples who dare to defy their families or Khap Panchayat in the
matter of marriage are under constant threat from them. It noted the
sudden rise in the incidents of honour killing at the instance of Khap
Panchayats.

Among the states which have been directed to respond to the PIL are
Haryana, Punjab, Rajasthan and Uttar Pradesh.

The apex court had earlier refused to entertain a petition seeking
directions to the government to amend Hindu Marriage Act to declare
same gotra marriage as illegal.

The Delhi High Court had last week pulled up the police department
calling them shameless for conniving with the killers of innocent
young couples.

A day after a married couple was found shot dead in a northwest Delhi
locality in an alleged case of honour killing, the Delhi police has
launched a manhunt to nab the deceased woman's brother and his friend,
who are the main suspects in the case.

The deceased, Kuldip Singh, 26, and his wife Monika, 24, belonging to
Rajput and Gujjar castes, respectively, had tied the knot in 2006
against the wishes of their families and were living separately at
I-164, Ashok Vihar Phase-I for the past four months. Kuldip, who was
working with HCL, was found shot dead in his Maruti Esteem car and
Monika was found in a pool of blood at her residence with two gun-shot
injuries.
The police said that Monika's family members are being questioned and
a manhunt has been launched to nab the girl's brother Ankit and his
friend Mandip. Sources revealed that the Monika's father, Lilu, her
uncle, Dharmendra, her youngest brother Shanky and his friend Suraj,
besides other relatives are being questioned.
The deceased couple has lodged a complaint with Ashok Vihar police in
2006 after getting married and had sought police protection.
"We are trying to find out the exact reason behind the murder," said a
police official.
Kuldip's family alleged that their son and daughter-in-law were
murdered by Ankit and his friend Mandip. "They were murdered by Ankit
and Mandip. Ankit had called up Kuldip and lured him into a trap.
Kuldip had to purchase some material for celebrating the marriage
anniversary of his wife's parents when he was shot dead," Kuldip's
elder brother Sonu said.
Mahendra Khari, the head of Wazirpur village panchayat said, "Mandip's
sister recently eloped with a man whom she married in court. Mandip
and Ankit were of the opinion that Kuldip and Monika were responsible
for the trend and had helped the couple to elope," he said.

GHAZIABAD: A man and his cousin have been arrested in a suspected case
of honour killing. Ranvir Singh (23) and Dharmender (22) were arrested
on Monday, a week after the crime was reported, for killing Ranvir's
minor sister's boyfriend in Chauhna village.

Ranvir had discovered that Pramod (24) was involved with his minor
sister. Both belonged to the same caste and lived in the same
neighbourhood, adding to Ranvir's perception that his family had been
''dishonoured". Since his sister was only 16 , Ranvir had asked Pramod
on several occasions to end the relationship. He had even beaten his
sister up over the issue. When the boy and the girl refused, Ranvir
and his cousin Dharmender killed Pramod on June 8.

''Ranvir and Dharmender forced Pramod to drink alcohol. They then rode
to a drain near Rasurpur where they held Pramod's head down in the
drain water until he died. They also beat up Ranvir's sister, but she
is fine now," said Ghaziabad SSP Raghubir Lal.

Since the villagers had seen Pramod with Ranvir and Dharmender before
he disappeared, the village panchayat ordered the duo on June 11 to
produce Pramod in the village within two days. After which Ranvir and
Dharmender ran away. Pramod's parents reported to police on June 14
that he had gone missing. Pramod's body was recovered on June 20.

Chandigarh : The Bhiwani police booked seven people on Monday in
connection with the suspected honour killing of a couple in Nimliwali
village near here on Sunday. Among the seven accused are parents of
the girl, Monika (18), who was hanged along with Rinku (22) after they
were allegedly caught in a compromising position.
Police sources said the seven were booked on the basis of preliminary
investigations.

The accused are Monika's father Dalbir Singh and mother, uncle Sandeep
and his wife, another uncle Kuldeep, a neighbour Birender and maternal
uncle Satyaprakash. All of them have been at large since Sunday.

Monika (18) of Nimliwali and Rinku (22) of Manhera village were
allegedly tortured before being killed.

A senior police officer said all seven would be arrested soon as a
hunt had been launched to trace them. He said the bodies were handed
over to their respective families after postmortem on Monday. While
Rinku was cremated in Manhera, Monika's last rites were performed at
Nimliwali.

New Delhi: An application was moved in the Supreme Court today seeking
to restrain the Mayawati government in Uttar Pradesh from carrying out
further construction on the 195-acre old jail complex for expanding
the Kanshiram memorial structure.

The application filed by advocate Sangam Lal Pandey urged the apex
court to constitute a special team to probe the alleged construction
made in violation of the earlier assurances given by the state.

The applicant alleged that contrary to an earlier assurance to the
apex court, the state government, instead of converting the jail
premises as an "eco park", felled about 8,000 trees and modified three
big ponds to suit the requirements of the memorial coming up at the
adjacent 60 acre land in the heart of the city.

It was further alleged that the state also did not obtain the
mandatory permission from the pollution control board for felling the
trees.

According to the petitioner, on July 8, 2009, the government had given
an undertaking that it will use the 195 acre jail premises for
exclusive use of developing an "eco park" but the same is now being
violated by felling trees and carrying out other modification works.

The proposed construction of Kanshiram memorial is being made at a
cost of Rs500 crore. It was alleged that the state government was
attempting to merge the 195 acre land with the 60 acre being used for
construction of the Kanshiram Smarak

Lucknow, June 21 (PTI) UP Chief Minister Mayawati today said her
government was committed to stop incidents of adulteration in food and
drugs and asked officials to take strict action against those found
guilty.

Mayawati was reviewing the works of Food and Drug administration
department at a high-level meeting held at her official residence
here.

She said if an incident of adulteration was reported from any
particular area then action should be initiated against the concerned
field level officer.

The chief minister directed the officers to fill the vacancies so that
functioning of the department could be improved and made effective.
She also asked them to upgrade labs so that samples could be examined
quickly.

"The government has set up a separate department to check adulteration
in edible articles and drugs," she said.

LUCKNOW: The UP BJP will observe June 26 as Loktantra Bachao Diwas
(save democracy day). Talking to the media on Monday, Lucknow MP Lalji
Tandon said that the move is a mark of protest against chief minister
Mayawati's arbitrary and widely opposed decision to disallow local
bodies election on party lines. This is not only condemnable but also
an alarming development aimed at throttling democracy, the MP said and
added that the BJP was committed to oppose this move tooth and nail.

This controversial move by Mayawati, said Tandon, is strongly
reminiscent of the emergency era at the time of late prime minister
Indira Gandhi. Gandhi tried the same trick by trying to muffle the
voice of dissenting opponents in other parties and now the UP
government was indulging in similar measures which are sure to bring
disrepute to it, he said.

If the CM has her way and the elections are indeed held sans the party
lines, those elected to the local bodies will have dubious
credentials, the MP said. The move, he said, would only ensure entry
of mafia with black money in the mainstream which will sound the death
knell of people's participation at the grassroots. This, he said,
would be the surest way of turning 'Swaraj' to 'goonda raj'.

To register a formal protest, all mayors belonging to the BJP will
collect in Lucknow on June 23 and march to the Raj Bhawan to present a
memorandum to UP governor, Tandon declared.

The Lucknow MP also slammed Mayawati for acting as a big deterrent to
women uplift. Being a woman herself, she has maintained a studious
silence on the issue of women reservation instead of campaigning for
the cause, he said. He also urged the chief minister to roll back the
offending decision lest she suffered the same fate as that of Mrs
Gandhi.

Meanwhile, Congress party will observe a black day on June 24 to lodge
protest against the move. Congressmen will burn the copies of the
government order in this regard and wear a black band on their arms.

UP Congress will also observe a Chetawani Diwas (warning day) at all
divisional headquarters, the date for this will be finalised shortly,
said the chief spokesperson, UPCC, Subodh Shrivastava. If the chief
minister dares go against the popular wishes even after this, the
Congress party, Shrivastava said, would organise a massive public
rally in Lucknow to challenge her might.

Mayawati asks BSP leaders to strengthen party's base

Lucknow, June 22 (PTI) Uttar Pradesh Chief Minister and BSP supremo
Mayawati has directed office-bearers of Bihar, Jharkhand, West Bengal
and Orrisa units to strengthen party's base in their respective
states.

"The BSP supremo held a meeting with the leaders of four states and
directed them to strengthen the organisation and its base in their
regions respectively," a party spokesman said here today.

During the meeting, Mayawati had a detailed discussion over party's
preparations for the forthcoming assembly elections in Bihar and West
Bengal and issued necessary directives to the leaders, he said.

In the wake of the President's rule in Jharkhand, the BSP supremo
asked the party unit to gear up for the assembly election in the
state, the party spokesman said.

President rule was imposed in Jharkhand on June 1.
