JAIPUR: It was an unusual day at Rajasthan University on Thursday
when a dalit student, Raj Tepan, came on horseback with his supporters
and musical band following him up to the vice chancellor's office.
Reason: Dalit students wanted to prove that the derogatory remarks
made by their 'guru' P D Sharma, who said dalits are not entitled to
ride horses, were absurd.

The professor has since apologized for the remark, but not before the
Dalit students raised a huge shindig. Demanding Sharma's arrest, they
served gave a memorandum to vice-chancellor A D Sawant to withdraw
facilities given to him, including pension and staff residential
quarters.

Tepan claimed their aim was to teach a lesson to their professor who
still believed that dalit students do not deserve respect in society.

"Considering the remark Sharma made at a seminar, that dalits
shouldn't be allowed to ride a horse, I decided to prove him wrong by
coming to university campus on horseback along with a band," he said.

Student of MA first year, Tepan, who claims to have been present at
the seminar, said it was shocking that faculty members of reputed
institutions had such mindset.

While meeting the vice-chancellor, students demanded that Sharma
should apologize in public as he made remarks in seminar due to which
dalit sentiments were hurt.

A similar memorandum was submitted to circle officer (Gandhi Nagar)
Anil Rao in which they demanded Sharma's arrest within three days.

Student leader Sunil Khatik alleged the police was not taking action
against the guilty teacher and said a case was filed against Sharma
after two days only when students' group met a minister and were
assured about action in the case.

"If he is not arrested within three days, a statewide agitation will
be launched," he warned. With Sharma's apology, the students have
called off the agitation.

Kozhikode, Oct 14 (PTI) Scheduled caste and Scheduled tribe Joint
Samithi, consisting of around 32 various SC and ST organisations,
would take 'independent political stand' in the forthcoming civi polls
in Kerala. Talking to reporters here today, Punnala Sreekumar, General
Convenor of the Samithi, said the organisation had taken an anti-Left
Front stand in the last parliament elections. The samithi's decision
was considering the development projects adopted by both the UDF and
LDF. C K Janu, Chairperson, Adivasi Gothramahasabha, E P Kumaradas,
Convenor, Adhijanamahasabha and K R Kelappan, President, Aikyasambhava
Sabha, were also present at the press meet.

Lok Satta leaders meet Governor on SC, ST Commission

The Sarva Jana Satta, a Lok Satta affiliate, today requested Governor
E. S. L. Narasimhan to ensure that the State Government appointed
Chairman and members of the State SC, ST Commission without further
delay. It had made a similar request to Chief Minister K. Rosaiah
earlier.

The Sarva Jana Satta, representing SCs, STs, OBCs and minorities, told
the Governor that the positions had remained vacant since April 2009
at a time atrocities on SCs and STs have been rising.

In a representation, Mr. Eda Chennaiah, Sarva Jana Satta convener, and
others informed the Governor that the commission addressed only 4360
of the 23773 cases filed with it in the last eight years.

The leaders said that persons of integrity and competence should be
appointed Chairman and members of the commission.

Mr. Chennayya told the media that the Governor had given them a
patient hearing and promised to take up the matter with the
Government.

CPI(M) MLA K. Mahendran at the fence erected by locals blocking the
road to a Dalit Colony at Ittikkal Agaram , near Krishnagiri, on

KRISHNAGIRI: An approach road to a Dalit colony in Ittikkal Agaram
village, 15 km from Krishnagiri, has been blocked with a barbed wire
fence by a section of people.

According to the people in the colony, the fence was erected by the
locals with the support of the 'Ooor Goundar' (Village Leader).

The Communist Party of India (Marxist) is planning to engage in direct
action to remove the fence, party MLA S. K. Mahendran, announced on
Thursday. After visiting the colony, Mr. Mahendran told The Hindu that
if the authorities failed to remove the fence within a week, the party
cadres will tear it down and clear the way for the Dalits, who, he
said, faced oppression in many ways at the hands of the local caste
Hindus.

The practice of village leader controlling things in the district was
a matter of shame, he said. Only elected bodies should have control
over common issues . The district administration and the police should
bring an end to this system of extra-judicial authority, he said.

He also said caste Hindus were indulging in violence against the
Dalits by not allowing them to do farming on the land allotted to them
by the district administration.

Mr. Mahendran along with D. Ravindran, District Secretary of the CPI
(M), met Revenue Divisional Officer A. Noor Mohamed and urged him to
remove the fence.

The RDO promised to take appropriate action after verifying the
documents and survey the land within two days.

Lucknow : Uttar Pradesh CM Mayawati's bete noire P L Punia has been
appointed Chairman of the National Commission for Scheduled Castes.
The post had been lying vacant since the term of Buta Singh ended five
months ago.
A retired IAS officer who is now a Congress MP, Punia confirmed he had
received a communication from the Rashtrapati Bhavan on Wednesday,
"appointing me Chairman of the National Commission for Scheduled
Castes from the date I take charge". He said he will take over on
October 15. As an IAS officer, Punia had served Mayawati thrice as her
principal secretary and was one of her trusted officers. Relations
between them turned sour during the investigation of the Taj Heritage
Corridor case by the CBI.

After his retirement in 2005, Punia joined the Congress and contested
the Assembly elections from Fatehpur in 2007, but Mayawati put in all
efforts to ensure his defeat.

However, in the Lok Sabha elections held last year, Punia had the last
laugh when he was elected from Barabanki with a record margin. Rahul
Gandhi himself had addressed a rally in Barabanki.

Punia's appointment as chairman of the commission is the next logical
step in the Congress strategy to build him up as the Dalit face of the
Congress to counter Mayawati, who has openly criticised him in her
public speeches and had even called him "a traitor".

The post is equivalent in rank to a cabinet minister. None of the
Congress ministers from Uttar Pradesh, including those who have been
in the party for decades, enjoys cabinet rank. Punia said his priority
would be to examine the utilisation of funds under the special
component plan, which is meant for the welfare of Dalits.

Rajasthan University students are continuing their protest against a
retired professor who allegedly made anti-Dalit remarks even as an FIR
was lodged against the teacher. The issue gained a political hue with
Food and Civil Supplies Minister Babulal Nagar intervening in the
matter and directing police to file an FIR against the Professor PD
Sharma. The professor was unavailable for comment due personal
bereavement. Students said they had tried to lodge an FIR on Monday
but police had refused.

The Dalit students supported by the NSUI announced a bandh in the
university. Police was called and they lathicharged and detained them
at the Pratap Nagar for a few hours. They also went to the secretariat
to meet Nagar.

Professor had allegedly said 'Dalits should not be allowed to ride
horses' which angered the Dalit students. The professor expressed
regret over his remark and tried to talk to students but they refused
to back down. They held a mock funeral of the professor on Tuesday and
the protest continued on Wednesday.

On Wednesday, the student threatened a bandh after which police
detained the students.

One of the students, Madan Mohan, said, "We were in our hostels and
getting ready in the morning when police suddenly came to arrest us."

SHO, Gandhi Nagar Police Station, Aas Mohammad denied that the
students were arrested from the hostel. He said, "We were informed
that these students have announced a bandh in the university. So they
were picked up under Section 129 of the CrPC to prevent any
disturbance."

According Mohammad, these students were taken to Pratap Nagar Police
station. At the police station, there was a call from Nagar that he
wanted to meet the students in the secretariat. The students were
taken to the secretariat and after that police dropped them at the
university campus.

Director, Center for Dalit Rights, Satish Kumar said, "Although
remarks have been made earlier too but this time we all have come
forward to protest this. I went to the police station and met the
students. We will support them till a decision is taken against the
professor."

Mohan said the protest will continue on Thursday and the students will
hold a dharna outside the collectorate along with other Dalit groups.
A student leader, Narsi Kirad said, "It is no more a local issue. We
want to raise it at the international level so that these kinds of
unsavoury comments against Dalits are avoided in future."
