PANITYANKI: VDC secretaries have agreed to actively engage their
efforts to enforce the Caste-based Discrimination and Untouchability
(Offense and Punishment) Act, 2011, recently introduced by the
government at the grassroots level.

At an interaction with VDC secretaries of Morang district, organized
here on Tuesday by District Development Committee (DDC), Morang and
RIDEF-Nepal – an organization crusading for Dalit rights – to make
string enforcement of the Act, they pledged to ensure the enforcement
of the Act in practice.

On the occasion, Minister of State for Youth and Sports, Gopi Achhami
stressed the need of putting coordinated efforts from Dalit and
non-Dalit and government and non-government organizations to eliminate
caste-based discrimination.

The role of VDC secretaries will be substantial to alleviate
caste-based discrimination and untouchability at grassroots level so
that the Act will come into effect in practice with the active
engagement of the secretaries, he further said.

He also underlined the need to undertake regular monitoring to know
whether the Act has been effectively enforced or not.

Chief District Officer (CDO) of Morang, Taranath Gautam said the caste
discrimination does not only harm society but also bring negative
mental effect so that it should be uprooted from society.

The Act has specified the arrangement that anyone who is oppressed due
to caste-based discrimination could lodge complaint at Dalit
Commission, local body, police and district administration office.

Some 64 VDC secretaries of Morang district, journalists, Dalit rights
activists participated in the workshop.

Mangalore: Devotees attack Dalit leader for protesting Madey Snana ritual

If the ritual of Dalits rolling over left over food was not bad
enough, a man protesting the bizarre Madey Snana ritual at Mangalore's
Kukke Subramanya temple was attacked on Wednesday.

The Dalit leader, Shivaramu, was attacked for protesting the medieval
ritual. Ironically, he was assaulted by the devotees themselves.

Shivaramu had urged devotees not to perform ritual. However, his
intervention enraged the devotees, who attacked him at the temple.

While the ritual itself was sickening, Karnataka Chief Minister
Sadanand Gowda's response clearly indicted that he would not be the
one to crack down on such inhuman practice.

Instead of condemning the practice, Gowda said it was typical ritual
that has been going on for several years. He said he would look into
the matter and a decision on discontinuing it would be taken only
after consultations.

Dalit bodies boycott meet with CM
Bangalore, Nov 30, DHNS:

Leaders of dalit organisations walked out of the meeting convened by
Chief Minister D V Sadananda Gowda on Wednesday, accusing the
government of adopting a divide and rule policy for dalits.

The meeting had been convened in the Vidhana Soudha to discuss the
issues concerning dalits and their problems. Nine organisations had
been invited.

Samata Sainik Dal State President M Venkataswamy objected to only a
few organisations being invited. The chief minister said there was
difficulty in inviting representatives of all the organisations.
Hence, he had decided to speak to only a few representatives. On
hearing this, leaders of the organisations walked out, boycotting the
meeting.

MANGALORE: Several Dalit leaders have made a serious allegation that
the Bhajrangdal was

trying to create a rift between the Dalits and the majority community.

This complaint was heard at the SC ST grievance redressal meeting held
at the Police

Commissioner's office in Mangalore on November 27, Sunday.

"Ever since a certain Santosh of Shaktinagar was attacked on November
26, the Bharjangdal has

targeted about 372 Dalits of the vicinity. This has been backed by a
person close to the district

in-charge minister,"a Dalit leader alleged.

Meanwhile, the Dalit Rights Action Committee referring to an incident
that took place recently

when about 25 goondas patronized by former mayor Rajani Dugganna had
raided the residence

of one Sajani and even attacked her, alleged that the accused have not
yet been arrested despite a

complaint lodged on September 22."

Presently, the family is in fear and is under threat. Power as well as
water connection to the

house has also been snapped," it was alleged. Finally DCP Muttayya
assured to consider the

problem.

Dalit leader SP Anand complained that the municipal workers were
working without any

security and that the practice of making labourers manually clean
septic tanks and manholes

was still in vogue. He also demanded regularization of the services of
municipal worers and also

health facilities to them.

Dalits and Tribals apprehensive of the Lokpal

A huge rally in the heart of the Capital asks the government to not
meddle with the Constitution

Hundreds of Dalits and Tribals marched from Ramlila Maidan to Jantar
Mantar on November 28, demanding that their fears be addressed before
a strong Lokpal Bill is passed by Parliament. And that any decision
should not happen at the cost of the Constitutional measures in place
for the backward strata of society. The rally was ignored by almost
all the mainstream publications and television channels.

Many Dalit and other backward sections feel left out and they see the
Anna Hazare​ led anti-graft campaign as a ploy to take the attention
away from issues concerning affirmative action for them. Also, there
have been allegations that the India Against Corruption leadership is
anti-Dalit and anti-reservation. Here is the full text of a press
statement by the organisers.

Today, hundreds of thousands of Dalits and tribals took out a massive
rally under the leadership of Dr Uditraj from Ramlila Maidan to Jantar
Mantar for even those causes which could have been fulfilled much
before. Progressive citizens regardless of their caste and religion
participated and, of course, OBCs and minorities also extended their
full solidarity for the cause.

There is increasing awareness in so far as corruption is concerned.
Due to corruption, price rise and support of media, this issue has
gained phenomenal currency. We are for strong Lokpal Bill but that
should not happen at the cost of sovereignty of the people which is
vested in the Constitution.

There is no alternative to democracy and hence the need is to improve
and revamp the same rather than to discredit it. In a democracy, the
government is a byproduct of the society and to see the bureaucracy
and politics without linking it to society will be fallacious and such
attempts have been made in recent past. It is not the law alone which
fulfills its objectives rather the people of the society who apply and
it depends on their support as to what extent they are willing to
follow it. The Lokpal Bill is going to be enacted and if the dalits,
tribals, OBCs and minorities are alienated from the beginning, even if
we get a strong Lokpal, chances are there that it may fail for lack of
cooperation from all sections of the society. Though India is known to
be a melting pot of different nationalities, cultures and traditions
but caste has not melted away. And in this background, it is of utmost
necessity to provide reservation to the SC/ST/OBC and minorities in
the Lokpal Committee. Their exclusion will lead to discrimination at
the level of investigation and prosecution in the matters of
corruption.

Dr Udit Raj​ spoke that the confederation has already submitted
Bahujan Lokpal Bill before the Standing Committee of Parliament and
had pressed for the above demand and also strongly advocated for
inclusion of NGOs and corporate houses in the ambit of the Lokpal.

Enormous amount of funds are allocated through special component plans
for SC and sub-tribal plans for ST but due to corruption and
malpractices, the desired level of amelioration of these communities
has not been achieved. The government is urged that the Lokpal bill is
passed in current Parliament session only but after addressing these
genuine demands.

The economic pursuit of a person in a caste based society is not fixed
by the education, training, expertise, exposure and capacity and
interest of the person rather depends on the social status of the
person received from his parents. Centuries and millennia of
backwardness cannot be removed in a few decades. When Indians were not
in a position to compete with the British in ICS, agitations were
launched to accommodate them. There used to be only two divisions,
first and second and Indians were not passing the examination, then
Indian British government was urged to introduce third division so
that Indians could qualify the exams. This also supports that it takes
generations for any community to reach a level playing field.

Dalits and tribals have been deprived of land, natural resources,
dignity, administration, education, knowledge for millennia and
therefore, they still need protection with a view to maintain them in
mainstream.

Globalization and privatization have pushed them back and more jobs
are coming in private sector and hence reservation in private sector
is justified demand not only to empower them rather to strengthen the
unity and integrity of the country. Progress of the country is not
possible as long as such a large section of population is deprived.

The developed countries like US have strong affirmative programmes for
their deprived people and private sector is coming forward gladly to
include them but in our case, the corporate houses are opposing under
the pretext of merit and efficiency. So far, due to reservation, it
has not been proved that merit has been affected. Tamilnadu has 69 per
cent reservation in government jobs and that is one of the best
governed states and its health index is highest in the country.

The proportion of SC/ST employees in the private sector does not
reflect their population in many of industrialised states, according
to the CII survey. For Example, in Karnataka SC/ST population is 22.8
per cent but their representation in jobs is only 9 per cent in
private sector and thus there is huge gap of 13.9 per cent. Indian
Industry unveiled a voluntary code of conduct for affirmative action
to provide job opportunities in the private sector for SC/ST but
performance has been quite dismal.

According to the CII 's own estimates, affirmative action agenda drawn
up by nearly 100 of its member companies have made a difference to the
lives of just 37,435 SC/STs over the past three years and this is like
a drop in the ocean in a country of 1.2 billion people.

The UPA-I promised to give reservation in private sector but that
remained a mirage and efforts at three levels like Group of Ministers
Committee, Coordination Committee in PMO and Group of Officers
Committee in the Ministry of Commerce and Industry were tried but that
resulted in nothing. The government was urged that it must introduce
reservation in private sector as is prevalent in government service.

Nearly for two decades, the higher judiciary has been diluting the
rights given by Parliament and other legislative bodies to these
sections. In 1997, five anti-reservations orders were issued and that
was also due to pronouncement of higher judiciary. On January 4, 2011,
the Lucknow High Court struck down the right of reservation in
promotion. Rajasthan High Court has also done the same.

This is a very sorry state of affairs that whatever the legislature
gives is being snatched by the higher judiciary. To restore the
benefit of reservation in promotion, the government must bring about
Constitutional amendments. In this background, the demand for
reservation in higher judiciary is strongly justified. The UPA-I
promised to enact the Reservation Act and the bill was introduced in
the Rajya Sabha in 2004 but so far, it has not been passed. Without an
effective Reservation Act, it is not possible to implement
reservation. This is one of the reasons that huge backlog in
employment of SC/ST/OBC to government posts is created. The government
has recently promised to fill up the backlog and let us see what
actually happens.

The contract system is not only increasing exploitation but also
affecting the jobs and quality of life. Safai Karmacharies are the
worst sufferers and without stopping the contract system and
introducing time bound promotion, their lives are not going to be
improved. Many deserving candidates are not getting their due because
of difficulties in availing the caste certificates. The caste
certificate of one state is not valid in other states and as a result
either posts are lying vacant or benefit of reservation is being
reaped by others. Thus the order of 1950 is to be annulled.

Arwal (Bihar), Nov 30 (PTI) Bihar Chief Minister Nitish Kumar today
visited Harna village in Arwal district at the invitation of a Dalit
girl and heard the grievances of the villagers. The girl, Gudia, a
class IX student, had met the Chief Minister during his Seva Yatra to
the district yesterday and requested him to visit her village. Kumar
was apprised by the girl and other villagers about the problems of the
village having 25 per cent dalit population. He heard their grievances
and directed the officials to resolve their problems. "There has been
no (no)development in my village as a result of which there is acute
backwardness," she told the Chief Minister. Kumar later visited
Pokharpur village and offered prayers at Radhababa temple before
inspecting an under-construction bridge on Sone river between
Arwal-Sahar (Bhojpur). He instructed the officials to expedite the
construction of the bridge.

Representatives of Dalit organisations boycotted a meeting convened by
Chief Minister D.V. Sadananda Gowda in Vidhana Soudha on Wednesday to
discuss problems faced by Dalit communities in the State.

Accusing Mr. Gowda of pursuing 'divide and rule' policy, leaders of
various Dalit organisations alleged that some prominent Dalit
organisations had been intentionally not invited to the meeting and
Bahujan Samaj Party (BSP) and Republican Party of India (RPI), which
represent Dalits, had been equated with Dalit organisations.

Upset over not inviting Dalit leaders such as Lakshminarayana
Nagavara, Guruprasad Keragodu, V. Nagaraj, D.G. Sagar and N. Giriyappa
for meeting, they said this showed the lack of concern of the BJP
Government towards Dalits.

They set December 5 as the deadline for the Government to "correct its

Mumbai, Nov 30 (PTI) Republican Party of India (RPI) president Ramdas
Athawale today warned of an agitation if the Indu Mills land in
central Mumbai is not allotted for the construction of a memorial for
Dr Babasaheb Ambedkar. "The entire 1,250 acre of (mill) land should be
allotted for the construction of a memorial for Dr Ambedkar," he told
reporters here. If the land is not allotted by December 6, which is
also the death anniversary of Dr Ambedkar, RPI would launch a protest
against the Maharashtra government from December 13, he said. Athawale
demanded that the government constitute a committee for designing of
the memorial. On the party's seat-sharing for the ensuing BMC polls
with Shiv Sena and BJP, Athawale said, "Discussions on 25 seats for
the RPI have been finalised but further talks over five more seats are
on with senior BJP leader Gopinath Munde, BJP state president Sudhir
Mungantiwar and Sena executive president Uddhav Thackeray."

New Delhi, Nov 30 (IANS) The central government Wednesday set up a
committee to develop Dr. Ambedkar National Centre for Social Justice
and a memorial in Delhi.

The 11-member committee, headed by Planning Commission Member Narendra
Jadhav, was formed after Prime Minister Manmohan Singh directed Social
Justice and Empowerment Minister Mukul Wasnik to take urgent steps to
constitute a body to develop the memorial.

The report has to be submitted in three months' time.

According to a statement, the city's existing Ambedkar Memorial is at
present located at 26, Alipore Road in north Delhi. The memorial was
constructed at the spot where Ambedkar, who drafted India's
constitution, breathed his last Dec 6, 1956.

The memorial presently consists of a photo gallery and a library and
is housed in a bungalow. The property was acquired by the government
in 2003.

The government proposes to set up the proposed Dr. Ambedkar National
Centre for Social Justice at Janpath, in the heart of Delhi.

A national library will also be established in Janpath. Ambedkar was
honoured with the nation's highest honour Bharat Ratna, India's
highest civilian award, 1990.

After objecting to allowing foreign direct investment in retail trade,
it has emerged that the Mayawati government has 'opposed' yet another
major UPA Government initiative - the $90-billion Delhi-Mumbai
Industrial Corridor (DMIC) in its present format.

DMIC is to come up over 1,483 km spanning six States (Uttar Pradesh,
Haryana, Gujarat, Madhya Pradesh, Rajasthan and Maharashtra) and with
end-terminals at Dadri in the National Capital Region of Delhi (NCR)
and Jawaharlal Nehru Port near Mumbai.

The Minister of State for Commerce and Industry, Mr Jyotiraditya
Scindia, said on Wednesday in a written reply in Rajya Sabha that,
"State Governments have initiated the process of land acquisition (for
DMIC) except Uttar Pradesh," adding, "Master Plans of New Industrial
Cities (in DMIC) have been approved except the one for Uttar Pradesh."

The bone of contention between the Centre and Uttar Pradesh is the
setting up of a Special Purpose Vehicle (SPV), official sources told
Business Line.

The Centre had envisaged each DMIC Industrial City to be implemented
by an SPV -- a joint venture between the Centre and the concerned
State. The SPV, with powers for planning and development of the
project, was intended to 'ring-fence' the project from risks including
corruption.

The Mayawati Government objected to the SPV saying it wanted to
examine the Dadri-Noida-Ghaziabad Investment Region (to come up over
300 sq km as a cargo and logistics hub) under the purview of the UP
Industrial Area Development Act.

Though a committee was formed (led by the Chairman of Noida/Greater
Noida/Yamuna Expressway Authority) to examine the Centre's proposals,
the UP Government "didn't take it forward," the sources added. Any
monetisation of land value would have been captured by the SPV, which
the state was not comfortable with, these sources claimed.

With "no progress" since early this year, the Department of Industrial
Policy and Promotion Secretary Mr P K Chaudhery on November 25 wrote
to the UP Chief Secretary Mr Anoop Mishra that the project could not
move forward despite the Centre's best efforts because the State did
not take a decision on the delineation of the site for the investment
region.

Asking the state to decide on the delineation of the land soon, Mr
Chaudhery wrote that the Centre's funds will be released to the state
only after the DMIC Development Corporation (DMICDC) consultants
prepare the Master Plan and subsequent approval of land procurement by
the state.

The DMICDC had signed MoUs with all the six DMIC States for the joint
development of the project. Though the MoU specifies the formation of
SPV, the Centre is not planning any legal action against Mayawati
Government for not sticking to what they singed because land is a
state subject. "If they don't grab this opportunity, it will be a loss
to the state," an official said.

The DMIC is to be established on either side of the Western Dedicated
Freight Corridor (DFC). The consolation for the Centre is that UP and
NCR form just 1.5 per cent of the DFC's total length. Rajasthan (39
per cent) and Gujarat (38 per cent) account for 77 per cent of the
total length, followed by Haryana and Maharashtra (with 10 per cent
each).

The DMIC project -- which is expected to attract huge foreign
investments and set up world class infrastructure -- seeks to double
the employment potential, triple the industrial output and quadruple
exports from the region, in the first five years after it is
constructed, the Industry Ministry says.

On September 15, the Union Cabinet had approved financial assistance
of Rs 17,500 crore over the next five years for the development of
industrial cities in the DMIC, Mr Scindia said, adding that "In
addition Rs 1,000 crore has been approved for undertaking project
development activities by the DMICDC."

The DMIC forms an integral part of the National Manufacturing Policy
approved by the Union Cabinet in October. The policy aims to create
100 million jobs within a decade and increase the share of
manufacturing in the country's GDP to 25 per cent by 2022 from the
current 15-16 per cent. Among the key instruments for realising these
goals is the setting up of National Investment and Manufacturing Zones
(NIMZ) that is to come up over an area of over 5,000 hectares. The
first phase of the NIMZwill be established along the DMIC.

Lucknow, Nov 30 (PTI) BSP chief Mayawati today announced to support
the nation-wide bandh call given by various trader organisations to
protest against the Centre's decision to permit FDI in retail market.
During a meeting of party coordinators, Mayawati said that as the UPA
government has decided to permit FDI in retail market by overlooking
the interests of the country, therefore the BSP has decided to support
the tomorrow's bandh. She alleged that lakhs of small traders and
factory owners would be forced to close shops after the entry of
foreign companies in the retail sector, a party release said.
Condition of crores of farmers, who are already committing suicide due
to poverty, would worsen further, Mayawati alleged. The Uttar Pradesh
CM said she had written a letter to Prime Minister Manmohan Singh
demanding roll back of the decision immediately, it said. Meanwhile,
Samajwadi Party said its workers will observe a bandh tomorrow and
hold demonstrations across the state tomorrow. Senior Samajwadi leader
Shivpal Singh Yadav alleged that allowing FDI was a conspiracy to
destroy the domestic market. "While multi-national companies will give
employment to a handful of people, crores of people will be left
unemployed...," he alleged. Similarly, BJP also announced its support
to the FDI bandh call. "All the party workers have been asked to make
tomorrow's bandh a success in the state," party spokesman Vijay
Bahadur Pathak said.

Financial Assistance to SC/ST Students

The University Grants Commission (UGC) provides financial assistance
to Central/State/UGC maintained deemed to be universities and colleges
for SC/ST students under following three schemes:-

(1) Remedial Coaching at Undergraduate and Postgraduate Level for
Scheduled Castes, Scheduled Tribes and Minority Communities Students.

(2) Coaching for entry into services for Scheduled Castes, Scheduled
Tribes and Minority Communities Students.

(3) Coaching of Scheduled Castes, Scheduled Tribes and Minority
Communities candidates to prepare for National Eligibility Test
(NET)/State Level Eligibility Test (SLET).

Universities and Colleges covered under Section 2(f) and 12 (B) of the
UGC Act, with students belonging to SC/ST/OBC (non creamy
layer)/Minority communities are considered for financial assistance on
lump sum basis by UGC under these schemes. An amount of Rs. 48.45
crores was spent in XIth Plan on these schemes. Besides, UGC provides
fellowship to SC/ST students under the Scheme of Rajiv Gandhi National
Fellowship (RGNF) since 2005. Under RGNF, 2000 slots for SC and 667
slots for ST students are filled every year.

This information was given by Dr. D. Purandeswari, Minister of State
for Human Resource in written reply to a question in Rajya Sabha
today.
