it would be interesting to see whether sc non sc differences in various indicators are lower in up. in tn it is higher than all India. in tn bsp takes up issues of caste atrcities.

BANKE: An increasing number of Dalit women in Banke district are
attracted towards an annual labour contract called Balighare Partha
locally under which so-called high caste people give food in return to
their hard work and service.

Until recently the age-old Balighare occupation was dominated by Dalit
men. Prem Kala BK of Chisapani-9 is an example of increasing number of
women taking up this profession mainly by women from Bishwokarma
community among other Dalit castes.

Lately she has started working in her forge, where only her husband
used to work till some time ago. She melts metal in the forage and
crafts kitchen utensils and sickles, knives, hoes and other
traditional weapons of neighbours. In return, she gets rice, maize or
millets (as per her choice) for her whole year´s works from them.

Sewing clothes as well making hand drums and other musical instruments
are also part of Balighare system in existence in the district from
ages taken up by Dalit people as their one of the major sources of
livelihood.

Padamkala BK of Baankatuwa-9 is also into this occupation through with
she looks after her family of 10 members. She is running a mobile
sewing shop. She said other women are also taking up this profession.

KALIKOT: People from 'non-Dalit' communities in Kalikot district have
urged to end the caste based discrimination among the Dalit
communities to maintain social harmony.

Speaking at a programme organised in Kalikot on Monday on the occasion
of 46th International Day for the Elimination of Racial
Discrimination, the leaders of the Dalit movement also complained that
the organisations established for the welfare of Dalit communities
were not actually working for their living standards promotion.

Meanwhile, five persons including Dalit rights activists were honored
amid a function in Dhadingbensi on Monday for their contribution to
eliminate the racial discrimination.

Dalit rights activists Ram Bahadur Basel, Kulman Kumal and Gopal BK,
journalist Keshav Adhikari and advocate Hari Prasad Silwal
(posthumously) were felicitated for their contribution to the Dalit
movement.

On the occasion, central vice chairman of Dalit Sewa Sangh Dhan
Bahadur Nepali honored them and urged to work actively against racial
discrimination in the future as well.

Etawah, Mar 21 (PTI) Some persons damaged a statue of Ambedkar while
playing Holi leading to tension in Madaiya Khayaliram area in the
city, police said today.

The incident took place yesterday when some enthusiastic youths while
playing Holi damaged a hand of the Ambedkar''s statue leadig to
tension in the area, they said.

A large number of police force has been deployed in the area, where
situation is under control.

The district administration is getting the statue repaired.

Caste' Hindus boycott Dalits in Hosapura

MYSORE: The scourge of untouchability has raised its ugly head in
Hosapura village of Malavalli taluk, Mandya district, where a group of
'caste' Hindus allegedly created ruckus over the appointment of a
Dalit as a valve-man.

The incident took place early last week and threatened to split the
community on caste lines. Police have arrested three persons in this
connection but this served only to escalate the tension as 'caste'
Hindus questioned the "temerity" of the Dalits to lodge a police
complaint against them.

Source said the genesis of the tension could be traced to the decision
of the Gram Panchayat Secretary Siddaraju, who appointed Venkatesh, a
Dalit as the valve man to release water to the village. When a group
of persons saw Venkatesh releasing water, they raised a hue and cry on
the "propriety" of using the water released by a "Dalit valve-man",
said sources.

As a result, tension built up in the village and a section of the
aggrieved community lodged a police complaint, following which three
persons, identified as Shivu, Basavaraj and Prakash were arrested and
later released on bail. Irked by the "audacity" of the Dalit
community, they have been allegedly boycotted by people from other
communities, sources said.

However, Shivaramu, Social Welfare Officer of Mandya told The Hindu
that he had visited the village and inquired into the incident which
presented a different picture.

He said the village community had strong political affiliations and
was split along party lines. "It transpired that the appointment of a
Dalit was not the issue. The warring groups wanted one of their
confidantes to be given the job of the valve-man. However, a few
outside elements gave a caste twist to the appointment of Mr.
Venkatesh, which led to tension following which three persons were
arrested and later released on bail", Mr. Shivaramu said.

"I visited the village twice after the incident was reported and the
allegations of Dalits being denied work in agricultural farms was
false. Landlords and landless labourers are mutually dependent and one
could not do without the other," he added. Mr. Shivaramu said the
situation was now under control and the district administration has
ensured supply of groceries and other essential commodities to the
Dalit colony.

In an attempt to put off the political crisis over Jats demanding
inclusion in other backward classes (OBC), the government has decided
to amend the rules to enable the National Commission for Backward
Classes to consider afresh their demand. The change in the rules
governing its functioning will al
low the commission to re-consider the demand of the Jats from Haryana,
said a government source after the meeting of the Crisis Management
Group.

The group reviewed the situation arising out of the continuous
agitation by Jats for job quota and the steps being taken for smooth
flow of trains and road traffic in northern India. If their demand is
not fulfilled by

March 28, the agitators have threatened to cut off the national
capital from the rest of north India in the next phase of their stir.

Government sources said the commission had once rejected their claim
for inclusion in the OBC category and had not been able to inquire
into their second petition for inclusion.

"There is no explicit provision in the law or the rules barring the
commission from reviewing its decision. The commission, however, had
followed a practice of not reviewing its decision on inclusion. Once
the rule is amended, it would enable the commission to hold this
review and any fresh material that may be put before it," said a
government source.

For an administration that is wary of taking the agitators head-on
because of the fear of antagonising the community and a backlash, the
change inrules might open a process of consultation and dialogue
between the government and the agitators.

Sources said this was the maximum that the government could do.

"Expecting anything more would be unreasonable," a government source
said, pointing that a detailed procedure and criteria had been laid
down which had to be followed to include a community as an OBC.

At least nine houses belonging to Dalits were set on fire in Uttar
Pradesh's Pratapgarh district on Sunday, leaving more than two dozen
injured.

More than a dozen Dalits have been admitted to SRN Hospital in
Allahabad with serious burn injuries.

The burnings are believed to be the result of a caste war in Kadampur
village, under Hathgawan police station. But the immediate trigger for
the incident was a nine-year-old Dalit boy, who threw coloured water
on some Yadavs, who belong to the OBC category.

The angry Yadavs threw the boy into a canal, but his father Arun Kumar
rescued him. A mob of more than 100 Yadavs then surrounded the Dalit
locality, poured kerosene and set the houses afire.

Circle officer B.S. Rana said six Yadavs had been taken into custody
and an investigation into the incident was on. "It happened around 8
pm on Sunday when a Dalit boy tried to celebrate Holi with the OBCs. A
mob led by Harish Chandra Yadav, Lal Chand Yadav and Rajendra Yadav
then torched his home," Rana said. "Later, more Yadavs arrived and set
eight more Dalit houses ablaze." Sant Lal, one of the injured
villagers, claimed that all the attackers were supporters of
controversial independent MLA Raghuraj Pratap Singh, who is presently
in jail under the Gangster Act.

"They harass us frequently. They are powerful supporters of the MLA,
whose palace in Benti village is only 15 km away from Kadampur," Sant
Lal said. "The boy didn't know the Yadavs would react violently if he
poured colour on them on Holi. They threw the boy into the canal and
then attacked our hamlets on the village outskirts," he added.

Revelry turns sour as Jat, Gurjars attack Dalits

ROHTAK: Holi revelery turned sour on Sunday when a group of upper
caste revelers attacked a group of Balmiki youths in Balham village of
Rohtak district.

A group of youths from the Jat and Gurjar communities were passing
through the area where the Balmiki community lives on Sunday when some
youths who were in an inebriated condition reportedly passed comments
which did not go down well with the Balmikis, who objected to it.

The sources said that this led to a verbal duel which soon took a
violent turn as the two groups clashed while raining blows and
attacking each other with lathis. The police informed that five
Balmiki youths who were injured in the clash were rushed to the PGIMS
Rohtak.

The injured have been identified as Mukesh, Jai Bhagwan, Anil, Naresh
and Manjit who are undergoing treatment at Rohtak. The SHO of Kalanaur
police station Hari Singh informed TOI that a case under sections 148
(rioting), 149 (unlawful assembly), 323 (causing hurt) and some other
sections of the IPC has been registered against nine persons from the
Jat and Gurjar communities on the complaint of Amit Kumar, a Dalit.

"The police have started investigation into the incident and a police
team has left for the PGIMS Rohtak for getting statements of the
victims," the SHO said. "The incident appears to have taken place as
some of the youths were in an inebriated condition. The accused have
not been arrested so far", the SHO stated.

Ambedkar's birthday declared holiday

NEW DELHI: The Union government has decided to declare April 14, 2011
as a holiday on account of the birthday of Dr. B.R. Ambedkar for all
its offices, including industrial establishments.

The holiday is also being notified in exercise of powers conferred by
Section 25 of Negotiable Instruments Act 1881, an official release
said on Monday.
