The organisation has trained 6,122 Dalit and tribal youths in
entrepreneurship development.

The Confederation of Indian Industry's move to encourage its members
to increase sourcing of goods and services from Dalit and Scheduled
Tribe (ST) entrepreneurs is set to make the two communities
entrepreneurially more vibrant.

To increase the number of entrepreneurs in the country, CII has
suggested to its members that they step up sourcing from Dalit
entrepreneurs. Milind Kamble, chairman of the Dalit Indian Chamber of
Commerce and Industry (Dicci), said some CII members, including Tata
Motors, have already started sourcing from Dicci members.

CII has trained 6,122 Dalit and tribal youths in entrepreneurship
development through various initiatives. Besides, it recently tied up
with Dicci, which has a membership of about 1,000 entrepreneurs from
the Dalit community.

Tata Steel Vice-Chairman and CII President B Muthuraman said the
industry chamber will work closely with the Dalit community to provide
them with a chance to participate in economic growth opportunities.

CII Affirmative Action Initiatives will focus on how to create more
employment and make people employable by improving their skills, and
how to develop more Dalit entrepreneurs.

CII is organising regular awareness programmes throughout the country
to promote greater inclusion of Dalits and STs in the private sector,
assisting multinational and Indian member companies to achieve greater
representation for Dalits and STs in new recruitment at all levels and
strengthening member companies' HR systems to enhance access and
opportunity to Dalit and ST applicants with equal qualification and
competence.

CII is also working with member companies to set up mechanisms to
track the composition of its members' workforce, and specifically, the
numbers of Dalits and STs employed. It has set a target of training
50,000 youngsters from among Dalits and STs and helping an equal
number of them gain employment in the year 2011-12.

Dicci's members are spread across industries such as food, engineering
and infrastructure, and its motto is, "We want to be job givers, not
job seekers," Kamble said.

Dicci comprises first-generation, self-made Dalit industrialists, and
they want better opportunities for their kind. They want to prove that
India Inc is not the sole preserve of those born rich — or as upper
castes.

"We have a member whose turnover is around Rs 25 lakh and a member
whose company clocked revenues of around Rs 1,800 crore," said Kamble.

"Our community members want to grow, but it is not easy to find
someone to lend them money to start a unit," he said, because Dalits
owned virtually no land or other assets. The search for funding to
start a business usually took members of the community to private
lenders, he added.

The community has a few entrepreneurial success stories. According to
Dicci, there are about 30 members who are crorepatis. The list
includes Ashok Khade, chairman, Das Offshore Pvt Ltd, who presides
over a business empire that is worth Rs 550 crore; Natha Ram, who runs
Steelmont Pvt Ltd, a Rs 600 crore company that makes steel converter
machines; and Devjibhai Makwana, the owner of Suraj Filament, a Rs 300
crore company that makes flat and twisted high-tenacity polypropylene
multi-filament yarns.

"These successes have not come easily, they came after years of
fighting a system which is designed to keep Dalits out," added Chandra
Bhan Prasad, a columnist representing this community. Trade and
enterprise have never been part of the community's tradition; the only
trade traditionally linked with Dalits is leather work, he noted.

Dalits are not discriminated against in business, but they need
support in terms of training, identification of market opportunities
and financial help, and to provide this is Dicci's aim, added Kamble.

India: In his effort to cash in on the brewing unrest among large
sections of Dalits in Maharashtra over RPI, chief Ramdas Athavale's
recent decision to team up with the "communal" Shiv Sena-BJP alliance,
the rival People's Republican Party president Jogendra Kawade is
re-mobilising the Dalit cadres in the state.

As part of the exercise, he has called a convention of like-minded
Dalits at Nagpur on July 16.

A former MP from Chimur in east Maharashtra, Kawade is extremely upset
with Athavale for the latter's "opportunistic" move to align with the
Sena-BJP alliance in the run-up to the municipal corporation elections
in the state.

"Athavale has betrayed the interests of Dalits in the state. With his
decision to team with the communal political formation like the
saffron alliance, Athavale has ceased to be an Ambedkarite. If
anything, he is power monger," Kawade said here on Monday.

Kawade may not be as influential leader as Athvale, but he is
definitely a force to reckon with in Dalit politics of Maharashtra,
where nearly 16 per cent of 11.23 crore population are Dalits.

In fact, he is one of the four leaders - the other three being
Athavale, Bharip Bahujan Mahasangh leader and late B R Ambedkar's
grandson Prakash Ambedkar and R S Gavai of the Republican Party of
India, who is currently the Governor of Kerala -- who have been
steering the Dalit movement in a state, which produced the architect
of Indian Constitution late B R Ambedkar.

"Time has come to re-moblise Dalits, Muslims and other backward
classes in the state. At the convention called by my party at Nagpur
on July 16, I would like to give a new direction to the Dalit movement
in Maharashtra. There is already considerable disgruntlement among
sizeable sections of Dalit supporters of Athavale over his decision to
join hands with the Sena-BJP alliance. No wonder that many of them are
turning to my party," Kawade said.

According to Kawade, over 1,500 hard-core supporters of Athavale would
join the People's Republican Party (PRP) at the Nagpur convention.
Dalits from all 35 districts of Maharashtra and neighbouring states
like Chhatisgarh, Madhya Pradesh and Karnataka are attending the
convention.

HC notice to UP govt on alleged discrimination against Dalits at school

Allahabad, July 11 (PTI) The Allahabad High Court has sought a reply
from Uttar Pradesh government on a petition which alleged Dalit
children, belonging to the Musahar caste, were facing discrimination
at a primary school in Varanasi.
Passing the order on the petition of Luv Saggi and others, a division
bench comprising Chief Justice F I Rebello and Justice Prakash Krishna
also directed the district magistrate of Varanasi to inquire into the
allegations and submit a report.
The petition alleged that at the Pindra primary school in Varansi,
Musahars were not allowed to sit along side students from other castes
during classes nor were they allowed to partake of the mid-day meal
along with others.
The petitioners also alleged many Musahar children had to leave the
school on account of the "discriminatory" treatment.
The matter has been posted for further hearing on July 27.

Muslims of a village in Sanand taluka of Ahmedabad district have been
boycotting the backward communities in the village, most of whom
happen to be Hindu Dalits.

Muslims are in an overwhelming majority in Andej village, while the
backward Hindus are in a minority. The Muslim community began its
boycott of the backward communities on July 1 after a scuffle, in
which a Dalit Hindu was left with a fracture in the left hand.

The Dalit lodged a police complaint against the Muslims under the
Prevention of Atrocities Act.

After that a verbal fatwa was issued by the Muslim community warning
Muslim auto-drivers that they would be fined Rs2,000 if they ferried
any Dalit.

Andej has around 700 Muslim families, and 100-odd backward community
families, including Dalits belonging to Shenwa, Valmiki and Rohit
communities.

Since July 1, the backward communities are allegedly not allowed to
purchase anything from the market. They are also not allowed to use
the local transport system which is dominated by Muslim auto-drivers
from the village.

"We are not allowed to purchase anything from the local market,"
Shankar Shenwa said.

The scuffle that led to the atrocity case and the boycott took place
after Shankar's brother, Manu Shenwa, was accused of stealing stones
meant for construction being carried out by one Hussain Khokhar.

"Khokhar came to my house, asked me about the stones, and then started
beating me," Manu said. He said Khokhar, along with five other people,
had assaulted him and fractured his left hand.

Manu eventually filed a case, which led to the boycott.

Fatu Rehmu, sarpanch of Andej Gram Panchayat, was not available for
his comment but, her husband, who handles all the activities of the
panchayat, said it was true that the Muslim auto-drivers were
boycotting the backward communities. "But they are doing this because
they do not want any conflict between the two communities," he said.

In a rather strange coincidence, Sarita, a research scholar at Mysore
University, received a notice on Monday, even as she prepared to
depose before the fifth inquiry commission in a sexual harassment
case.

The letter came from Section Officer Devnani of the SC/ST Commission,
New Delhi, asking her to appear for an inquiry into the allegations of
sexual harassment she had made against Prof Shivabasavaiah, her former
guide and now suspended chairman of the Department of Zoology, Mysore
University.

This happens to be the sixth inquiry that has sought Sarita's
presence, apart from the four committees that had inquired into her
case so far, after she attempted suicide in March.

Sources close to Sarita's family said the SC Commission's letter
mentioned that the inquiry was being set up after Shivabasavaiah
lodged a complaint with it.
Sarita is expected to be present in Delhi for inquiry on July 18, just
a week away from the date of receiving the letter, which does not say
who would foot her travel bill.

In a written statement on Monday, Sarita had said she would not be
able to depose before any more committees or inquiry panels.

Last week, she had sent a written request to Vice Chancellor V G
Talawar that the statements she had given to other panels could be
deemed fit for inquiry by fresh panels.

By then, Sarita had recorded her statements before four committees --
Mysore University's Women Harassment Complaints Committee, the State
Human Rights Commission, the State Women's Commission and the
Department of Police.

Of these, one committee, which the Supreme Court deems most important,
had already submitted its report to the Vice Chancellor of the
University of Mysore indicting Shivabasavaiah after conducting 12-14
inquiries.

The Vice Chancellor, in turn, brought it to the notice of the
Syndicate on June 24.

But the Syndicate dodged the report and said action would be taken
only after the single-member committee — which was not set up even
after a good few months into the case — submitted its report.

In the meantime, the State government has also sought the 'action
taken' report from the University of Mysore by the month-end.
