Bhopal: A dismissed 1993-batch IAS officer of the Madhya Pradesh cadre
today threatened self immolation before the Prime Minister's Office if
he was not reinstated by February 5.

"I want to say very categorically that I am being persecuted and
hounded only because I happen to be a Dalit," Ramesh Thete told PTI on
phone from Jabalpur.

He claims to be going through a lot of torture just because his job
had not been given back and hence has decided take this extreme step.

He said he was dismissed from service after the Principal of a
technical institute here had complained against him of demanding Rs
one lakh bribe in February 2002.

Thete said he was not being taken back even though both the Supreme
Court and the High Court had acquitted him of the charges of taking a
bribe.

The matter of his reinstatement had been also repeatedly sent to the
Law Ministry which had earlier cleared him of the charges.

Faizabad, Jan 27 (PTI) Accusing the Mayawatigovernment of "cheating"
dalits, National Commission forScheduled Castes (NCSC) Chairman P L
Punia today alleged thatthe community was facing "maximum"
exploitation and harassmentunder her regime.

"In spite of the fact that the UP government is headedby a dalit, 90
per cent of the complaints (of atrocitiesagainst the Dalits) are from
UP,", punia told reporters here.

Punia, a former IAS officer and a Congress MP fromBarabanki (UP), had
earlier worked as a principal secretary inMayawati government.

He alleged that instead of providing security todalits, the BSP
government was shielding the culprits involvedin crimes against them.

"The commission will not keep mum to the crimesagainst Dalits and will
ensure justice by taking suo motucognisance of offences against them,"
he said.

Punia accused the BSP government of laxity inimplementing central
schemes launched for uplift of thedalits.

Criticising the state on the issue of corruption,Punia said, "Every
government post is for sale here and everyappointment, government or
party related, are done only afterthe demanded amount is paid." PTI

Lucknow: Close on the heels of the Banda rape incident involving a
ruling BSP MLA, a teenaged dalit girl was raped and killed on the
outskirts of Lucknow, prompting the opposition parties to renew their
attack on the Mayawati government.

The body of Arti, who had gone for sewing classes in Chinhat area, was
found in an agriculture field in Malhaur yesterday. Though there were
injuries on her body, the post mortem report did not mention rape
leading to allegations of foul play.

A second post mortem was conducted today which proved that the girl
was raped. "The hymen was ruptured and the girl died of asphyxiation,"
Special Director General of Police Brijlal said, adding a case will be
registered against the doctor, who conducted the first autopsy, on
charges of hiding evidence.

Samajwadi Party spokesman Rajendra Chaudhary alleged that "like in the
Banda case, there is an effort to save the real culprits of Arti rape
case".

Members of different political parties have been visiting the victim's
family. Among the first was Congress MP and chairman of National
Commission for Scheduled Castes P L Punia who took stock of the case
yesterday.

"Though the Uttar Pradesh government is being headed by a Dalit woman,
the maximum number of complaints of atrocities on Dalits-- almost 90
per cent-- are from this state," Punia said.

A BJP delegation led by the national president of its Scheduled Castes
Morcha, Diwakar, today met Arti's family and lashed out at the state
government.

"The mother of the deceased who is mentally disturbed ever since the
girl's body had been recovered is repeatedly saying that it is a crime
to be poor," Diwakar said, adding that an agitiation would soon be
launched in case the government failed to take action against the real
culprits.

An official spokesman, however, rejected opposition allegations saying
that four people have already been detained in the case.

SP spokesman Chaudhary claimed that family of the victim has been
saying that the four who have been detained are not the real culprits
and "our party workers are exerting pressure to get the real offenders
nabbed".

Arti had left for her sewing classes on Tuesday which used to be held
between 3 PM-5 PM but did not return home.

On Janury 13, BSP MLA Purshottam Dwivedi was arrested in Banda a month
after he allegedly raped a 17-year-old dalit girl who was later
implicated in a false theft case.

New Delhi: Several groups working for the uplift of the Dalit
community in the country have made a joint presentation before the
Planning Commission, seeking fundamental change in the government
thinking about the development of the deprived, backward community.
The presentation was part of the ongoing consultation of the
Commission with groups and communities in the process of finalization
of 12th Five Year Plan (2012-2017).

They demanded innovations in schemes for SCs and STs. They stressed on
land reform. In place of schemes like one to subsidize funeral rites
of Dalits and another to give mangal-sutra to dalit bride on her
marriage, the Dalit groups demanded a separate IIM, a medical college
and an engineering college in every state for SCs and STs. "Piece-meal
allocation will not bring peace. We need something actual in this
virtual-age," Rajesh Solanki of Council for Social Justice (CSJ) said
at the consultation meet.

The Dalit consultation with planning commission was jointly organized
by NACDOR, NCDHR, and other NGOs in New Delhi on 9th Dec. 2010. Mr.
Narendra Jadhav and Mr. Arun Mira, members of the commission, attended
the consultation.

Rajesh Solanki presented a paper on the Dalit situation at the
consultation. He raised various issues related to Dalits in the
country specially in Gujarat.

"I am from Gujarat, a state which is called vibrant by some people, I
call it migrant. It is sucking blood and toil of migrant workers.
Here, more than one lakh tribal children are being exploited and
sexploited in fields of BT cotton," Solanki said. Recently, the state
government has decided to keep records of migrant workers, not to
implement inter-state migrant labour Act, but to identify so-called
naxal elements among migrant labourers, he added.

He demanded innovations in schemes. "We have seen archaic, outdated
schemes like 'training women in tailoring' continue since decades. In
my state social welfare department is ridiculously, spending crores of
rupees in a survey, just to know, which kind of work SCs and STs. want
to do. In this century of networking do we, still need a research to
emphasize that we want to learn state-of-the-art technologies?"

He also stressed on people-oriented planning while raising the issue
of fund diversion. "Six decades of independence have taught us that
change can only be materialized by people-oriented Planning…The nodal
department, which is given the pious duty of allocating and monitoring
funds for SCs and STs, is diverting the funds to other purposes."

He alleged that critical sectors are being ignored and important
sub-sectors are being deprived of finance. The sector being ignored
most, he said, is Land reform. The failure of state government to
implement Agriculture Land Ceiling Act (ALCA) is being reflected in
non-allocation in area of land reforms. The lack of any preventive
acts curbing land alienation of dalits is another major concern, which
needs to be addressed, he pointed out.

Other major issue of the community is drop-out among SCs. It is
seriously affecting skill-based development. "Meaningless schemes by
state governments have aggravated this problem. In Gujarat crores of
rupees have been diverted to a scheme like sponsoring SC student for
foreign studies, when thousands of local poor SC students are craving
for quality education," Solanki said.

"We do not want schemes like Satyavadi Raja Harishchandra Maranottar
Sahay Yojana (a scheme to subsidize funeral rites of dalits),
Kunvarbai nu mameru (giving mangal-sutra to dalit bride on her
marriage). We want a separate IIM, a medical college and an
engineering college in every state for SCs and STs. Piece-meal
allocation will not bring peace. We need something actual in this
virtual-age."

VARANASI: About 3,000 dalit and tribal families of Maoist-affected
Mirzapur and Sonebhadra districts have been connected with income
generating activities under a project `Peoples Empowerment for
Accessing Rights to Livelihood' (PEARL). The project is being
implemented by a Delhi based NGO, with the help of local NGOs.

These NGOs are implementing the project in 60 villages of Rajgarh
block in Mirzapur district and Nagwa and Chatra blocks of Sonebhadra
district. These villages are dominated by financially weak and
backward castes like Kol, Mushar, Banvasi and dalits, said Rajni Kant,
member of an NGO. According to him, the people have been linked with
income generating activities through self-help groups (SHGs). These
SHGs are engaged in agriculture and other cash crop based activities.
Also, efforts are being made to ensure their access to natural
resources and forest produce. Another aim is to get approved tribal
status for Kol, Gond, and Mushar communities, who are categorised
under Scheduled Castes in UP.

The basic objective of the project is to develop village level
people's institutions, cluster and regional level bodies in the
process of community empowerment, Rajni Kant said, adding that the
PEARL project is being executed in select villages across the country.
Recently, a workshop was organised in the city to discuss various
aspects of livelihood and people empowerment. Deputy director
(agriculture) Ashutosh Mishra, who attended the workshop, said that
the situation could be improved by connecting the rural youths of
Varanasi and Vindhya divisions with agricultural activities.

The area is rich in minerals like bauxite and coal, forest produce
like Mahua, Tendu leaves and Chironji. But, denial of forest and land
rights is one of the major problems that tribal people have been
facing throughout the country, said Kant and added that though the
Central government has passed a bill that recognises the rights of
tribals and other forest dwellers over their land amid forests, its
effective implementation is still a distant dream. For over a decade,
the area has been under rising influence of Maoist movement. Since the
area is surrounded by dense forest, the Maoists find shelter in the
forest, resulting in high paramilitary activity, which further impacts
the life of the local dwellers. Both the districts share their
boundaries with four states -- Madhya Pradesh, Jharkhand, Chhattisgarh
and Bihar -- facing Maoist problem.

Notably, the PEARL project has been initiated by Indo Global Social
Service Society (IGSS) with the assistance of local NGOs, including
Human Welfare Association (HWA), Mahila Swarojgar Samiti (MSS) and
Diocese Development Social Welfare Society (DDSWS). Besides, Banaras
Hindu University (BHU) has also undertaken a project funded by World
Bank through National Agricultural Innovative Project (NAIP) of Indian
Council of Agricultural Research (ICAR) for livelihood security to the
tribal and dalits of Mirzapur and Sonebhadra districts. According to
Prof Saket Kushwaha of agricultural economics department and
co-principal investigator, Institute of Agricultural Science of BHU,
has started a project `Ensuring livelihood security through watershed
based farming system modules' in the two districts in September, 2008,
with a budget of Rs 688.039 lakh with an objective to facilitate
income for about 3,000 households of over 30 villages in the next four
years. The other partners of the project are Indian Institute of
Vegetable Research (IIVR), Banwasi Sewa Ashram (Sonebhadra) and
Surabhi Shodh Sansthan (Mirzapur).

LUCKNOW: The 17-year-old dalit girl who was found murdered in Chinat
on Tuesday night was raped and strangulated. This was confirmed in the
second postmortem report of the victim. The report put to rest the
confusion created by the first postmortem which had failed to
establish the cause of death.

The Chinhat police claimed having solved the case with the arrest of
four accused on Thursday. The accused have confessed their crime, the
police said.

The four accused were identified as Rajkumar and Ashok Yadav of
Malhaur, Arjun Yadav of Chinhat and Santosh Pasi of Bada Bharwara.
Rajkumar is a relative of Aarti from her maternal side. Arjun, police
said, used frequently visit Aarti's house.

The police, since the beginning of the probe, believed that the
victim, Aarti, was raped and then killed. The cops even had some
clinching evidence to support this view.

Since Aarti's body was buried and not burnt, the police decided to get
a second postmortem done by a new medical board. On Thursday, a
four-member medical board, which did the second autopsy, confirmed
that Aarti was raped and strangled.

Aarti, daughter of Ram Chander, a resident of Malhaur was found
murdered near a brick kiln in Chinhat on Tuesday night. The only girl
among four siblings, Aarti had left her house in the afternoon to
attend sewing classes in Chinhat.

On Tuesday evening, when Aarti was returning from sewing classes,
Rajkumar intercepted her and forcibly took her to a house, where he
along with Arjun raped her. The other two accused, Ashok and Santosh,
were also present in the house, SP (rural) Ashok Prasad said.

Unable to silence her voice of resistance, the four accused
strangulated Aarti with her dupatta and threw her naked body near a
brick kiln.

Since the incident pertained to a dalit girl, it drew immediate
political reactions. The chairman of National Commission for Scheduled
Castes PL Punia visited the victim's house after the incident was
reported and enquired about the case. Not remaining behind, state
urban development minister Nakul Dubey too rushed to the victim's
house. The All Indian Democratic Women Association too demanded a fair
probe into the incident.

Even when the police were facing the political heat in the matter, the
first postmortem done by Dr RK Saxena of Balrampur Hospital created
confusion. After the second autopsy report, Dr Saxena was suspended
while the Chinhat police have booked him for dereliction of duty,
Inspector Girija Shanker Tripathi told TOI.

However, it remains to be seen how political parties, who were trying
to draw a political mileage in the case, will react now that the truth
is out.

Jan. 27: People of two dalit sects in Watrap in Virudhunagar district,
which was rocked by a series of violent clashes resulting in three
murders last year, have finally made peace.

Thanks to the Virudhunagar district legal services authority (LSA),
the dalits have given an undertaking to principal district and
sessions judge R.Krishnamoorthy and sub-judge K.Guruviah that they
would bury the hatchet and remain united henceforth.

The dalit castes, Pallar and Paraiyar, at Pudupatti in Watrap have
been harbouring animosity for nearly 25 years ever since a clash took
place in a cinema in 1988. As many as 18 murders of persons belonging
to either caste were reported in the village until Aug 2010.

On Thursday evening, the legal services authority convened a peace
meeting in Srivilliputhur in the presence of collector V.K.Shanmugam
and SP S.Prabhakaran. The judges had arranged for two state buses to
bring the two warring factions to the negotiating table. Over 200
dalits including 50 women participated in the meeting.

The panel heard their complaints separately and later sorted them out
convincingly. Sub-judge K.Guruviah told Deccan Chronicle, "Based on
their grievances, we have recommended to the district administration
to remove the wine shop from the village where trouble brews between
the youth."

Judge Krishnamoorthy has assured to recommend the withdrawal of minor
cases pertaining to criminal intimidation, hurt, usage of obscene
words in public places among others pending against them if they found
harmony.

According to National Crime Records Bureau (NCRB) figures, Uttar
Pradesh, on an average, accounts for 10% of all crimes against women
throughout the country.

The statistics have come to acquire a grim reality in the state with a
string of cases of rape, abduction and death of girls related to
sexual molestation within a very short span of time.

With opposition leaders taking up cudgels on the issue, the Mayawati
regime faces a major embarrassment.

The series which started with the gang rape of a minor, in Banda in
December, allegedly by BSP MLA Purushottam Dwivedi, does not seem to
be abating soon.

It was soon followed by the rape of Sonali (name changed) in Lakhna,
Etawah, in December. Sonali's husband committed suicide some days
after the incident.

With obliging police officials at hand, it is the victims in both
cases who were sent to jail on trumped-up charges. Things changed only
after chief minister Mayawati stepped in. While the Banda MLA is now
in jail, the one in Etawah is on his way. The Etawah chief judicial
magistrate (CJM) on Thursday ordered a criminal case to be registered
against him and seven other accused.

In a more recent incident, a minor girl was raped and murdered on the
outskirts of the state capital. It is only after the media and
opposition leaders created a hue and cry that the four accused were
arrested on Thursday.

On Thursday itself, a five-year-old was burnt to death after being
raped in Nagla Khargar area of Ferozabad district. In a similar
incident, a teacher at the St Xavier's School in Shahganj area of
Jaunpur district in east UP, torched herself on Wednesday for being
sexually exploited by the school.

Opposition is out to score their usual points. "It is shocking how
unsafe our sisters and daughters are in a state ruled by a woman. This
is shameful for 'Behn' Mayawati ji," said UP Congress chief Rita
Bahuguna Joshi.

Columnist found guilty under SC/ST Act, gets bail

A sessions court here on Thursday held newspaper columnist Anish
Trivedi guilty under the Scheduled Caste and Scheduled Tribe
(Prevention of Atrocities) Act and sentenced him to six months'
imprisonment. Mr. Trivedi, however, got bail when he went in appeal.

"[Mr. Trivedi] was given six months [imprisonment] and fined Rs.
25,000 under Section 3 (1) (x) of the Act for insulting members of the
Scheduled Caste," public prosecutor S.B. Dukhande told The Hindu.

In his April 30, 2006 article, 'Children of a lesser god', a copy of
which is with The Hindu, Mr. Trivedi wrote that government-owned
companies were languishing in comparison to their counterparts on the
other side of the coin because they were manned by the "children of
reservation." He also cast a slur on the Scheduled Castes.

2 others acquitted

The first information report against Mr. Trivedi also named Editors
Krishna Warrier and Lajwanti D'Souza of Mid Day.

However, both Mr. Warrier and Ms. D'Souza were acquitted.

Rs. 212 crore for providing drinking water to Gundlupet,
Chamarajanagar, Nanjangud: Minister

Chamarajanagar: Excise Minister M.P. Renukacharya, who is in charge of
Chamarajanagar district, has paid tribute to the "architect of the
Constitution", B.R. Ambedkar, for his role in building a sovereign and
secular nation.

He was speaking after unfurling the national flag and receiving the
guard of honour on the occasion of the 62nd Republic Day at the
district stadium here on Wednesday.

Mr. Renukacharya noted the contribution of personalities from the
State to land reforms, poverty alleviation programmes, encouraging the
panchayati raj system and other social welfare programmes.

He also listed the various development programmes, including the
Bhagyalakshmi and Arogya Kavacha schemes, implemented by the
Government.

Stressing on development, the Minister said a Rs. 212-crore proposal
had been prepared to provide drinking water to tanks in Gundlupet,
Chamarajanagar and Nanjangud through lift irrigation.

Cultural show

Students performed dances on the occasion.

MP R. Dhruvanarayana, MLA Puttarangashetty, MLC Mallikarjunappa,
chairman of the Dr. Ambedkar Development Corporation A.R. Krishna
Murthy, town municipal council president Bhagyamma and Deputy
Commissioner Amarnarayan were present.

"Monks, there are these three topics for discussion. Which three?

"One may talk about the past, saying, 'Thus it was in the past.' One may talk about the future, saying, 'Thus it will be in the future.' Or one may talk about now in the present, saying, 'Thus it is now in the present.'

"Monks, it's through his way of participating in a discussion that a person can be known as fit to talk with or unfit to talk with. If a person, when asked a question, doesn't give a categorical answer to a question deserving a categorical answer, doesn't give an analytical (qualified) answer to a question deserving an analytical answer, doesn't give a counter-question to a question deserving a counter-question, doesn't put aside a question deserving to be put aside, then — that being the case — he is a person unfit to talk with. But if a person, when asked a question, gives a categorical answer to a question deserving a categorical answer, gives an analytical answer to a question deserving an analytical answer, gives a counter-question to a question deserving a counter-question, and puts aside a question deserving to be put aside, then — that being the case — he is a person fit to talk with.

"Monks, it's through his way of participating in a discussion that a person can be known as fit to talk with or unfit to talk with. If a person, when asked a question, doesn't stand by what is possible and impossible, doesn't stand by agreed-upon assumptions, doesn't stand by teachings known to be true,[1] doesn't stand by standard procedure, then — that being the case — he is a person unfit to talk with. But if a person, when asked a question, stands by what is possible and impossible, stands by agreed-upon assumptions, stands by teachings known to be true, stands by standard procedure, then — that being the case — he is a person fit to talk with.

"Monks, it's through his way of participating in a discussion that a person can be known as fit to talk with or unfit to talk with. If a person, when asked a question, wanders from one thing to another, pulls the discussion off the topic, shows anger & aversion and sulks, then — that being the case — he is a person unfit to talk with. But if a person, when asked a question, doesn't wander from one thing to another, doesn't pull the discussion off the topic, doesn't show anger or aversion or sulk, then — that being the case — he is a person fit to talk with.

"Monks, it's through his way of participating in a discussion that a person can be known as fit to talk with or unfit to talk with. If a person, when asked a question, puts down [the questioner], crushes him, ridicules him, grasps at his little mistakes, then — that being the case — he is a person unfit to talk with. But if a person, when asked a question, doesn't put down [the questioner], doesn't crush him, doesn't ridicule him, doesn't grasp at his little mistakes, then — that being the case — he is a person fit to talk with.

"Monks, it's through his way of participating in a discussion that a person can be known as drawing near or not drawing near. One who lends ear draws near; one who doesn't lend ear doesn't draw near. Drawing near, one clearly knows one quality, comprehends one quality, abandons one quality, and realizes one quality.[2] Clearly knowing one quality, comprehending one quality, abandoning one quality, and realizing one quality, one touches right release. For that's the purpose of discussion, that's the purpose of counsel, that's the purpose of drawing near, that's the purpose of lending ear: i.e., the liberation of the mind through no clinging.

Those who discuss

when angered, dogmatic, arrogant,

following what's not the noble ones' way,

seeking to expose each other's faults,

delight in each other's             misspoken word,

slip, stumble, defeat.

Noble ones

don't speak in that way.

If wise people, knowing the right time,

want to speak,

then, words connected with justice,

following the ways of the noble ones:

That's what the enlightened ones speak,

without anger or arrogance,

with a mind not boiling over,

without vehemence, without spite.

Without envy

they speak from right knowledge.

They would delight in what's well-said

and not disparage what's not.

They don't study to find fault,

don't grasp at little mistakes.

don't put down, don't crush,

don't speak random words.

For the purpose of knowledge,

for the purpose of [inspiring] clear confidence,

counsel that's true:

That's how noble ones give counsel,

That's the noble ones' counsel.

Knowing this, the wise

should give counsel without arrogance."

Dear Upasak,

                   much merits to you for sharing such Enlightening views. Most of the educated and well to do Ambedkarites  and other beneficiaries of reservation given by Babasaheb's  constitution are showing disrespect to Babasaheb by not following Buddhism. Venerable Nagasena has mentioned about such  people in Question of Milinda as follows:

Disrespectful  Persons.

There are these twelve kinds of persons, O king who pay no respect- "The lustful man in his lust, the angry man in his malice, the dull man in his stupidity, the puffed-up man in his pride, the bad man in his want of discrimination, the obstinate man in his want of docility, the mean man in his littleness, the talkative man in his vanity, the wicked man in his cruelty, the wretched man in his misery, the gambler overpowered by his greed and the busy man in his search after gain."

The freedom that we celebrate on Republic Day is the liberty to rule ourselves under a Constitution that we have created; one which safeguards our rights and allows us to be good citizens while not trampling over the rights of others.

"India is a peculiar country and her nationalists and patriots are a peculiar people. A patriot and a nationalist in India is one who sees with open eyes his fellow men treated as being less than man. But his humanity does not rise in protest. He knows that men and women for no cause are denied their rights. But it does not prick his civil sense of helpful action. He finds a whole class of people shut out from public employment. But it does not rouse his sense of justice and fair play. Hundreds of evil practices that injure man and society are perceived by him. But they do not sicken him with disgust. The patriot's one cry is power for him and his class. I am glad I do not belong to that class of patriots. I belong to that class which takes its stand on democracy and which seeks to destroy monopoly in every form. Our aim is to realise in practice our ideal of one man one value in all walks of life - political, economical and social."

In politics we will be recognising the principle of one man one vote and one vote one value. In our social and economic life, we shall by reason of our social and economic structure, continue to deny the principle of one man one value. How long shall we continue to live this life of contradictions? How long shall we continue to deny equality in our social and economic life? If we continue to deny it for long, we will do so only by putting our political democracy in peril. We must remove this contradiction at the earliest possible moment else those who suffer from inequality will blow up the structure of democracy which this Constituent Assembly has so laboriously built up."
