HYDERABAD: A young couple, both B Tech students from the city,
committed suicide after their families reportedly refused to accept
their
relationship as they were from different castes.

Sirish Goud, 21, of Sri Rama Colony Uppal and B Tech student of
Vastaya Engineering College in Bhongir, and Jyothi Reddy, 21, of
Dwaraka Nagar in Boduppal and a B Tech student of Aurora Technological
and Research Institute in Uppal, committed suicide by consuming
pesticide at a friend's place in Vikarabad. According to police, they
fell in love a year ago, but their families opposed their marriage due
to caste differences. On Tuesday, Jyothi and Sirish mustered courage
and went to Jyothi's friend Parthiv Reddy's place in Vikarabad to get
married.

However, their family members tracked the couple down to Vikarabad and
made plans to bring them back to the city. The young couple got wind
of their parents' plans and decided to end their lives and consumed
pesticide on Wednesday morning, Vikarabad sub-inspector K Shekar Goud
told TOI over the phone.

Parthiv Reddy, who gave them shelter, noticed the couple in an
unconscious state and rushed them to a nearby hospital in Vikarabad.
As their condition deteriorated, the youngsters were rushed to Mahavir
hospital in the city. Jyothi was later shifted to another hospital,
but both of them succumbed while undergoing treatment. A suspicious
death case was registered at the Vikarabad police station.

ALLAHABAD: Allahabad University and its constituent colleges lag
behind regarding appointment of Schedule Castes and Scheduled Tribes,
states a
report prepared by a committee of the University Grants Commission (UGC).

The committee has communicated a message to university authorities,
asking them to advertise the backlog vacancies, as mentioned in the
report, within three weeks and fill the same within three months.

It is worth mentioning that a committee comprising LB Mannikatti,
(retired IAS), RP Gangurde, (former additional secretary, UGC) and
Ashok Kumar Saroya, under secretary, UGC, visited AU and its
constituent Colleges on October 8, 9 and 10. The committee inspected
the status of implementation of reservation policy for SC/STs in
appointments on teaching and non-teaching posts and admission to
various courses.

The report of the committee signed by Saroya states that Allahabad
University and its nine constituent colleges lag far behind regarding
implementation of the reservation policy. Although situation at AU is
a bit better, the the constituent colleges have to go miles in
complying with the government reservation policy.

The report regarding AU, states that out of 330 posts of lecturers,
only nine have been filled by appointing SC candidates while for 151
posts of readers, only one SC candidate was appointed. In the case of
professors, as against 59 sanctioned posts, no person belonging to
SC/ST is appointed. Only one SC candidate is appointed as a reader.
Thus, number of backlog vacancies under SC are 71 and that under ST
are 41, mentions the report. Likewise, in terms of implementing the
reservation in non-teaching posts, there are 68 vacancies of SCs and
96 of STs which comes under the backlog.

The committee also found that in the selection committees, SC/ST
member has been nominated as an observer instead he should have been
nominated as a regular member so as to allow him to play his role
effectively in the matter of selection of SC/ST candidates. The
committee appreciated the steps initiated by university to centralise
the admission to protect the interests of SC/ST by providing 15 per
cent and 7.5 per cent representation to SC/ST respectively but certain
constituent colleges have failed for complying the same.

Similarly, in terms of representation of SC/ST students, the committee
found that of the total 37,997 students admitted to different courses
at UG and PG levels, 4,265 students belong to SC and 112 to ST
categories. Which comes out to be 11.23 per cent for SC and 0.39 for
ST. likewise, out of 78 seats for PhD, seven seats are assigned to SC
candidates and none to ST candidate.

The committee observed that the colleges have not maintained roster
registers in respect of appointment of lecturers and non-teaching
staff which they should do immediately and filling the backlog.

It also mentions that some of the colleges running self-finance course
are receiving fees from SC/ST students despite instruction not to do
so. The colleges are required to provide reservation to SC/ST
candidates in such courses and the fees on this account may be charged
at the subsidised rate.

Regarding the status of reservation for appointment of lecturers in
colleges, the committee observed that in the nine constituent
colleges, there are 376 sanctioned positions of lecturers out of which
54 and 24 should have gone to SC/ST candidates but five SC and no ST
candidates have been appointed.

Recommendations of the committee:

* The backlog vacancies meant for SC/STs may be filled before April 30, 2010.

* A SC/ST member should be nominated in the selection committed as a
member for appointment of the teaching and non-teaching posts and not
an observer.

* An advisory committee to oversee the implementation of reservation
policy may be constituted with V-C as chairman.

* The university may organise a workshop for principals of the
constituent colleges for preparation of rosters for SC/STs and
sensitisation of faculty members regarding problems faced by the
SC/ST.

* Steps may be taken to ensure timely crediting of scholarship amounts
under post-matric scholarship and payment of fellowship under Rajiv
Gandhi fellowship programme.

Noida (UP), Nov 12 (PTI) Unfazed by ongoing cases in the Supreme Court
on the issue, Uttar Pradesh Chief Minister Mayawati today said the
controversial memorial for B R Ambedkar and BSP founder Kansi Ram
being built here was a symbol of respect for the Dalit icons who
fought against injustice.

"Keeping in mind the sentiments of the people of western UP, a
memorial is being constructed here as a mark of a respect for great
leaders and saints who have fought throughout their lives against
inequality and casteism," Mayawati said.

She also charged successive governments in the state with "ignoring"
the contribution of such people.

The BSP chief was speaking to the media after inaugurating the
extension of Delhi Metro service to Noida.

MUZAFFARPUR: Clad in half pants and shirts, a gang of 20 armed
criminals raided the houses of two poor Dalit families in Madhubani
village under
Sadar police station on Tuesday night and looted property worth Rs
20,000 after mercilessly attacking the inmates with bombs, daggers and
bamboo pieces, injuring eight persons including women.

The women members of the two families were particularly targeted and
all of them received injuries. They have been admitted to Sri Krishna
Medical College Hospital, Muzaffarpur.

Police have taken into custody two Nats out of the four pitched tents
at the nearby Chauseema village for interrogation on suspicion of
involvement in crime.

Muzaffarpur SP Sunil Kumar disclosed that the police teams have left
for tracking down the criminals and hoped that the gang would be
arrested soon.

In fact, the merciless beating of poor Dalit families, depending
mainly on toddy business, and looting only some negligible property
including some silver ornaments and utensils from them has baffled the
police officers investigating the case.

Therefore, after registering a case of dacoity, the police intend to
investigate the incident from different angles.

Meanwhile, Sadar police station SHO Sunil Kumar Singh, is hopeful of
cracking the case within the next two days as he claimed the police
have enough clue to arrest the criminals.

It may be noted that about half a dozen dacoities including murder
have been committed in the district in the last fortnight and the
police have not been able to make any significant breakthrough in
those cases so far.

Chandigarh, Nov 11 (IANS) A Dalit woman Wednesday sought the
intervention of the Punjab government in the suspected killing of her
son by some influential people in their village last week and urged
police be directed to arrest the main accused.

Jeevan Kumar, a resident of Chukar Chak village in the state's Moga
district, 210 km from here, was shot dead following an altercation
with a man who used to play music at a high volume.


'Gopi, who belongs to a very rich family of our village, used to play
vulgar songs at very high volume in his tractor when he crossed our
street every evening. My son objected to it and he paid with his
life,' Kuldeep Kaur, mother of Jeevan, told reporters here Wednesday.


'Gopi called his cousin Dhanna Singh, who is a dreaded man in our
village, and they came to our house in search of Jeevan, who was not
at home at that time. Then they again came in the evening and started
firing at Jeevan who was in the market.'


Jeevan died on the spot whereas three onlookers sustained injuries.


Police arrested three people, but key accused Dhanna Singh is still at large.


Kaur said, 'Police are afraid of Dhanna Singh and are pressurising us
to close the case. There is nobody to help the Dalit families of
Punjab. Other Dalit families are also living under the terror of these
rich boys. This is our desperate appeal to Punjab government to come
forward for our rescue.'


The family of the deceased, who was in his early twenties, also
demanded a compensation of Rs.1 million from the government and
appealed to it to direct the police to arrest the main accused Dhanna
Singh.


They have also demanded Rs.100,000 aid for the families of the injured.

Indian-origin people facing caste discrimination in UK: study
London, Nov 12 (PTI):

Thousands of people of Indian origin, 71 per cent of whom were Dalits,
face caste discrimination in Britain, says a new report, leading to
demands in the country for making it illegal.

The report, titled "Voice of the Community -- A Study into Caste and
Caste Discrimination in the UK", says that the caste system is
widespread and that it affects thousands of people in the workplace,
the classroom and even the doctor's surgery.
British law currently does not protect people who suffer caste-based
discrimination.
The issue was also discussed at the committee stage of the Equality
Bill 2009 in the House of Commons in June this year, but the
government said evidence of this was lacking.
The new study, whose main conclusion was that there is "considerable
evidence of caste-based discrimination among the Asians in Britain,"
was coordinated by the Anti-Caste Discrimination Alliance (ACDA), and
included academics from three British universities.
ACDA hoped that the study will provide evidence to the government to
make caste discrimination illegal.
The study suggests that 58 per cent of the 300 people surveyed said
they had been discriminated against because of their caste, while in
another query 79 per cent said they did not think the police would
understand if they tried to report a caste-related "hate crime".

Almost half of the respondents (45 per cent) said they had either been
treated negatively by co-workers or had comments made about their
caste.
While, nine per cent felt they had been passed over for promotion, 10
per cent said they had been paid less because of their caste. Another
5 per cent said they had experienced threatening behaviour because of
their caste.
The study was conducted by academics from the universities of
Manchester, Hertfordshire and Manchester Metropolitan University.
The report said that doctors from the Indian subcontinent now
indicated "a potential for caste discrimination occurring in the
healthcare sector".
"There is clear evidence from the survey and the focus groups that the
caste system has been imported into the UK with the Asian diaspora and
that the associated caste discrimination affects citizens in ways
beyond personal choices and social interaction.
There is a danger that if the UK government does not effectively
accept and deal with the issue of caste discrimination the problem
will grow unchecked," it said.
Meanwhile, Lynne Featherstone, Liberal Democrat MP for Hornsey and
Wood Green, was quoted by The Guardian as saying that "Caste
discrimination, like other forms of discrimination, needs to be
outlawed. This is the evidence that will prove the case for its
inclusion in the equality bill".
