Constitution Day celebrated at Khaparkheda (India) on 26thNovember 2011.
         The Buddhist Society of India and Samata Sainik Dal Branch Khaparkheda,
Maharashtra (India) has jointly celebrated the " Constitution Day at Satyasheel
Buddha Vihar, Khaparkheda. They jointly organized a big mass rally also.

KATHMANDU: Three days after the formation of the State Restructuring
Commission, lawmakers, particularly those from the Dalit community,
lashed out at the government for failing to include Dalits in the
panel and questioned its members' 'credibility and competence'.

Following lawmakers' objection, Speaker Subas Nembang today issued a
ruling to the government to make clear its stand on the formation of
the eight-member commission. The government had formed the SRC on
Tuesday as per the recommendations from three major parties — the
Unified CPN-Maoist, Nepali Congress and CPN-UML — and United
Democratic Madhesi Front.

Dalit lawmakers, including Tilak Pariyar of UCPN-M, Khadag Bahadur
Basyal Sarki of NC and Chhabilal Bishwokarma of UML, censured the
government and political parties for failing even to deem necessary to
appoint a Dalit member in the SRC, the report of which they said will
have a pervasive impact in the long run. They also threatened to
obstruct the House if their concerns were not addressed.

"There is no room for the Dalits to be satisfied with (this) SRC,"
said UML's Bishwokarma, adding that the Dalits had earlier demanded
that at least one Dalit member be included in the state restructuring
panel.

Others alleged that the major political parties, UDMF and the
government came under the influence of I/NGOs, who, they said, 'had
been lobbying for carving out provinces on the basis of ethnicity'.
"Some commission members are doing their PhD, and others are involved
in I/NGOs," said Prakash Chandra Lohani of Rastriya Janshakti Party.
"Were there not competent people who could have been appointed?" He
also criticised the government and major parties for failing to
appoint the coordinator of the commission. "It's a headless
commission," said Lohani. "Does the government think that it will
remain functional?" He also demanded Dalits' representation in SRC.

Leela Neichayin of Nepal Workers' and Peasants' Party said the
government was 'inconsistent' while forming SRC. "The government
withdrew the bill seeking formation of an experts' committee after
fierce objection by a section of ethnic/indigenous lawmakers," said
Neichayin. She also alleged that the parties, who recommended names
for SRC and the government, which formed it, came under the influence
of I/NGOs, whose mission, she said, was to 'serve foreign interests'.
She went on to add that I/NGOs had been influencing the
'ethnic/indigenous lawmakers' for carving out federal units along the
ethnic line.

CP Mainali of CPN-ML added that the commission should have been formed
from among university professors who have expertise on federalism.
"But it is sad that the government picked up NGO people and rights
activists," said Mainali. "Major parties and the government are trying
to create a rift between the ethnic and non-ethnic communities," said
Mainali. "Rights of the Brahmins, Chhetries, Ranas, Thakuris,
Sanyasis, Badis and Dasnamis must also be secured in federal
structure.

Chitra Bahadur KC of Rastriya Janamorcha Nepal said those appointed in
SRC were not experts on federalism, instead 'they hold communal
views'. "It has become clear that I/NGOs have dominated the parties'
decision-making process," said KC.

Saharanpur (UP), Nov 25 (PTI) The bodies of a young couple bearing
bullet injuries were found from a field in Rampur area of the district
today, police said. Sanjiv and Rekha, both from dalit community and
natives of Amarpur village, were found murdered in the field,
Superintendent of Police Ajay Shanker Rai said. A country-made
revolver and some bullets were also found from the spot, Rai said,
adding that the police were probing the matter.

KATHMANDU, NOV 24 - A meeting of the top brass leaders of the major
three political parties—Nepali Congress (NC), CPN-UML and UCPN
(Maoist)—on Thursday decided to induct an additional member from the
Dalit Community in the State Restructuring Commission.

Various organisations and politicians have been expressing
dissatisfaction over the formation of the State Restructuring
Commission, citing lack of representation from the Dalit community in
the mechanism.

Earlier, Maoist lawmaker Tilak Pariyar had warned to obstruct the
House proceedings if a Dalit representative was not inducted in the
State Restructuring Commission.

In the meeting held at the Peace Ministry in Singha Durbar, Kathmandu
today, the leaders also discussed issues related to seven-point
agreement on peace process, the Constituent Assembly term extension
and issues related to State Restructuring Commission, among others, NC
Vice President Ram Chandra Poudel said.

As per the seven-point agreement between the major three parties and
the Samyukta Loktantrik Madhesi Morcha on November 1, the leaders had
agreed to conclude the regrouping of the former Maoist combatants as
well as returning of the seized properties by yesterday.

Likewise, the leaders had also expressed their commitment to dissolve
the paramilitary structure of the Maoist youth wing—Young Communist
League by Wednesday. However, the leaders failed to meet the deadline.

Dissenting faction of the Maoist leaders led by Vice Chairman Mohan
Baidya have been protesting against various decisions taken by the
party establishment, including returning of the seized properties.

Meanwhile, leaders from Baidya faction have not participated in the meeting.

It has been reported that the leaders attending the talks agreed to
hold further discussion on Friday morning to decide on the extension
of Constituent Assembly (CA) term.

"The next tenure of the CA would be fixed on the basis of a summary
on above issues," UML leader Shankar Pokharel said after the meeting.

Patna: LJP supremo Ramvilas Paswan on Friday threatened to resign from
the Standing Committee on Lokpal in the parliament if Centre failed to
ensure representation of SC, ST, women and minorities to the proposed
Lokpal.

"I will resign from the Standing Committee considering the proposal
for Lokpal if my demand for giving representation of SC, ST, women and
minorities is not met," Paswan told reporters.

He said he had already made his intention clear during the meeting of
the committee.

Taking a dig at Anna Hazare's reaction to slapping of Union
Agriculture Minister Sharad Pawar, Paswan said, "Anna's statement is
not in good taste."

A group of NGOs conducted a survey in 11 districts

In the wake of the Department of Women and Child Development
acknowledging that there are 72,000 severely malnourished children in
the State, a group of NGOs conducted a survey of malnourished children
in 11 districts.

According to the study, the worst-affected are children from Scheduled
Caste and Scheduled Tribe families where parents worked on daily
wages.

The study, which aimed at studying the conditions of the children,
their access to health, childcare and anganwadi services, found that
48 of the 311 children from 334 families suffered from cerebral palsy
and mental retardation, said E. Premdas, convener of Janarogya
Andolana Karnataka (JAAK), one of the NGOs that conducted the study.

'Only 14 days of work'

"Nearly 84 per cent of the families surveyed have not received work
under Mahatma Gandhi National Rural Employment Guarantee Act and 43
per cent have not received rations through the public distribution
system. The 14 families who got work got only 14 days of work on an
average under the MNREGA," Mr. Premdas said.

Forty-two per cent of the total number of children and 80 per cent of
children with disabilities did not have access to anganwadis, he
added.

Discrimination

"Another important aspect that the study found was that children with
mental illnesses are not admitted to anganwadis and Dalit children are
discriminated against in anganwadis," he said.

While 22 per cent of the severely malnourished children did not
receive food at all under Integrated Child Development Services
scheme, the worst-affected were children with the "double burden" of
disability and severe malnourishment.

Bad food

It was also found that 47 per cent of the children were not eating the
packet food given in anganwadis as it was not good. Most of the
mothers, who were asked to rate the food on a scale of 0 to 100, rated
the food at 30, he explained.

Over 50 investigators from Right to Food Campaign – Karnataka (RFC)
and Samajika Parivarthana Janadolana apart from JAAK were involved in
the study.

NEW DELHI, November 24 (agencies): Government today decided to relax
the norms for setting up six additional upper primary residential
schools for girls belonging to predominantly SC, ST, OBC and minority
communities in Manipur.

The Union cabinet, at a meeting chaired by Prime Minister Manmohan
Singh, approved the proposal for relaxation of the norms for
sanctioning six additional Kasturba Gandhi Balika Vidyalayas one each
in the districts of Bishnupur, Imphal (East), Imphal (West), Senapati,
Thoubal and Ukhrul in Manipur.

Kasturba Gandhi Balika Vidyalaya are residential schools at the upper
primary level for girls belonging to predominantly SC, ST, OBC and
minority communities in educationally backward blocks with rural
female literacy lower than the national average.

In Manipur, KGBVs are operational in Tamenglong, Churachandpur and
Chandel districts.

The cabinet decision paves way for all the nine districts of Manipur
to have KGBVs which will provide residential educational facilities in
the difficult terrain of Manipur thereby increasing access to
education for girls in the remote areas of the State.

THIRUVANANTHAPURAM: The leaders of Sidhanar Service Society here on
Friday said that the State Government should increase the stipend and
lumpsum grant of SC/ST students according to the human development
index.

�Addressing a press conference here on Friday to announce the
valediction of the diamond jubilee conference of the society held in
the city, Bhargavi Thankappan, the chief patron of the society, also
urged the State Government to approve the emergency petitions listed
in the memorandum filed before the Chief Minister Oommen Chandy.

�The emergency petitions included bringing forward a comprehensive
land reform by providing a hectare of cultivation land to landless
families belonging to Scheduled Castes, raising the farmer's pension
to Rs 2,500 and amending the legislation to provide reservation for
SC/ST candidates for jobs in private sector.

� The general secretary of the society A K Thankappan, state secretary
Rajamohan and assistant secretary K M Sivasankaran also attended the
press conference.

Bangalore Division of South Western Railway, has a new Division

He further urged SC/ST employees to withdraw support to trade unions,
as they were 'anti-reservation'. "Unions use our money to work against
us. They have opposed the reservation bill. I urge all workers to stop
supporting these unions."

Bairwa stressed on the constitutional guarantee of protection for the
backward classes, stating that chargesheeting and transfers of members
had to stop.

"Our office-bearers are harassed. Every time they lodge a complaint,
they are transferred. This has to stop. Also, special casual leave and
passes have to be given to us," he said.

Bairwa added that Railway Minister Dinesh Trivedi had expressed
interest to work on these issues.

M Shivanna, member of National Commission for Scheduled Castes,
speaking on the occasion said, "Since I belong here, I wanted to hold
a review meeting in my city. I will look at these issues in the
meeting. I assure you that the Commission has the power to suspend the
officers who are guilty of harassing members of the SC/ST
association," he said.

Divisional Railway Manager (DRM) Sudhanshu Mani, who granted space for
the new office, said it was important for any association to have an
office.

"The Association's attitude has always been positive. I welcome them
to bring any problems to my notice. I assure them my full support and
would help if need arrives," Mani said.

Lucknow : Congress general secretary Rahul Gandhi Friday called for
the ouster of Chief Minister Mayawati and for bringing back the
Congress party in Uttar Pradesh, as Mayawati dismissed him as a
"dynastic inheritor without substance".

The war of words between the Uttar Pradesh chief minister and the
Congress leader continued on the fourth consecutive day, with both
taking pot-shots at each other.

The Congress' star campaigner was on the final leg of his five-day
mass-contact tour of certain parts of Eastern Uttar Pradesh, where he
was busy trying to infuse some energy into the otherwise dormant party
as a part of his preparation for the forthcoming state assembly
elections.

If Rahul was busy accusing Mayawati of remaining confined to her ivory
tower and therefore being oblivious to the plight of the poor, the
Uttar Pradesh chief minister let her party spokesman hit back at the
Congress general secretary by terming his forays into Dalit homes as a
"gimmick".

Refuting Rahul's allegations, Mayawati highlighted how she and her
mentor and BSP founder Kanshi Ram had traversed across different parts
of the country – "even on foot and bicycle" – like ordinary citizens .

Rahul gave a call at Siddharthnagar, about 250 km from here, for
Mayawati's ouster and to "bring back the Congress for complete
transformation of Uttar Pradesh in 10 years".
Mayawati retaliated, asking "what the Congress had done for UP's
development in its 40 years of rule over the state?"

Taking strong exception to his remarks, BSP state spokesman Swami
Prasad Maurya hit back at the Congress general secretary, accusing him
of "attempting to mislead the people of the state through his lies".

Contradicting Rahul's charge of "misgovernance by Mayawati", the BSP
spokesman said in a statement issued here Thursday, "I would like to
ask the Congress yuvraj (prince) to explain whether his party had done
anything to remove poverty and unemployment."

Flaying Rahul for making sweeping remarks against the BSP and its
leadership, he said, "it was hightime Rahul did some introspection to
feel and understand the pain and sorrow of the poor and the
downtrodden."

Maurya sought to dismiss Rahul's remarks against the BSP and its top
leadership as "reflection of his poor knowledge and insight about the
struggle and history of the BSP." While issuing an outline of the
evolution of the party from 1977, he also sought to draw a comparison
between the BSP and the Congress.

"While Rahul was just an inheritor of a legacy that was given to him
on a platter, BSP founder Kanshi Ram and his lieutenant Mayawati had
struggled for years to fight for the cause of the most downtrodden
section of society and to build the party from a scratch," the
spokesman said.

Lucknow: The opposition to the government's decision to raise the cap
of Foreign Direct Investment (FDI) in the retail sector found another
voice as Uttar Pradesh Chief Minister Mayawati today slammed the move,
dubbing it as "dangerous" for small traders.

In a stinging criticism of the Centre's latest reform plan, Ms
Mayawati, who is also the chief of the Bahujan Samaj Party (BSP), said
that the FDI plan was a move to benefit foreign companies like
Walmart. The Cabinet's nod to allow 51% FDI in the multi-brand retail
segment will facilitate giants like Walmart, Carrefour and Tesco to
set shop in the country. Previously, such retailers were not allowed
to conduct retail business in the country.

Taking her attack on the Centre a step further, the Chief Minister
said that FDI in retail would help Congress General Secretary Rahul
Gandhi's foreign friends. The salvo at the young Congress leader comes
in the wake of a series of attacks by Mr Gandhi on the Mayawati-led
government, accusing her of corruption and underdevelopment in the
state.

Accusing the government of moving on the FDI front despite opposition
from its allies, Ms Mayawati warned of strong steps if the decision
wasn't withdraw.

The BSP chief's criticism comes in the wake of pressure from allies as
well as the Opposition for a rollback of the decision. There was, in
fact, a major ruckus in Parliament yesterday over the issue with the
Bharatiya Janata Party (BJP) even mulling over an adjournment motion
in the Lok Sabha on the issue on Monday.

But the government seems unfazed by the opposition, contending instead
that FDI in multi-brand retail will not only help farmers but will

NEW DELHI: Uttar Pradesh chief minister Mayawati on Saturday attacked
Rahul Gandhi, saying the Congress general secretary was promoting FDI
in the retail sector to benefit foreigners, Times Now reported.

The UP chief minister further said that Rahul Gandhi viewed things
only in a foreign perspective.

"The UPA government's decision to allow FDI in retail is anti-people
and the UP government will not give approval for it," Mayawati said.

The BJP and the Left on Friday slammed the government's move to allow
FDI in multi-brand retail trade, saying it will destroy the livelihood
of millions of retailers.

The Union Cabinet on Thursday allowed 51 percent FDI in multi-brand
stores and 100 percent FDI in single brand stores in the country.
Government has maintained that farmers will get higher remuneration
and the FDI will help developing logistics and cold chains in the
country.
