[ZESTCaste] Re: Dallas Indians :: Dalit Girl Gangraped, shame on our society

Yes Sir! your opinion is very true. Dalits are only and mostly hurted by Hindus by applying various tricks. Please see the below said story where the trick is played.

Subject: Regarding interview held for the post of Lecturer in Physical Environment (Reserved for SC Category) in the Department of Environment & Vocational Studies, Panjab University , Chandigarh.

Dear Sir/ Madam,

This is to inform you that I am Dr. Vinit Prakash. I belong to rural area of Himachal Pradesh. I have struggled a lot for my education. After 10th I have to cook, study and live alone in quarter till my study. I have qualified, CSIR UGC – NET, HP SLET, GATE and possesses more than three year teaching experience of University level (Private) including environmental science as one of the teaching subject. I am M.Sc. in Chemistry, Ph.D. in environmental chemistry (research work on control of Organic Pollutants Emission, Hazardous and Biomedical Waste Management).

Since from 2003, I am regularly appearing in interview held in Panjab University , Chandigarh in Department of Chemistry and, Environment & Vocational Studies, but till date I was not selected. However, every time non-PhD candidates were selected against reserved posts.

In an interview ( 02/04/2010 ), I was mentally tortured by Vice-Chancellor (Prof. RC Sobti), Panjab University, Chandigarh by using insulting language in presence of selection committee. I remain shocked for many days, just I don't weep in front of them and in university, rest everything happen. I have never imagined, this thing can happen in an interview with a well qualified candidate just to degrade him. I have written these happenings to Human Right Commission, but received a reply from their side that these contents do not come under them. Even I have also written to, Head/Director/Secretary UGC, Department of Higher Education, SC/ST Commission, President/Prime Minister/Minister of Higher Education of India etc. after collecting their addresses from internet with 4-6 working days of happenings with me but did not receive any response except from office of Honorable Vice President of India.

As per list of selection committee members (supplied from office of Honorable Vice President of India as minutes of meeting), I have also asked those members (Three) who didn't belong to Panjab University , Chandigarh that Why I was tortured mentally in interview? Even when, they were aware about the importance of my research work through presentation given by me in front of them but non-of person replied till date. Their silence also gives the indication about unfair selection of less qualified candidate. It can never happen that out of three persons on well positions, no one has read my email. Moreover, I have also requested, The Registrar of Panjab University, Chandigarh under RTI act, 2005 but incomplete and misleading information is supplied by them. I have asked 8 queries but they have only answered for 6. One quarry was that what was the criterion before selection committee for selection of candidate? They replied academic record, teaching experience and research experience/ publications (Please see all compared records in a Table 1). In minutes of meeting my name was not even in waiting list. I have also asked for marks of Mr. Rajeev Kumar and Dr. Vinit Prakash in interview but this question was also not answered. The candidate selected was M.Sc. Chemistry and NET qualified. None of his work was related to environment. Even he was not interviewed maximum for two minutes.

I love my country and want to serve my country with my innovative research ideas to protect our degrading environment. Due to this noble cause, I never tried outside my country but in India corruption seems to be in every step and I think it would hardly let me to contribute for well beings of human and environment. In private Universities, there are no excellent research facilities and in Govt. Universities always backdoor entries. To select predetermined candidates, the persons even at a great responsible Chair do not feel agitated to insult a candidate having strong candidature.

I have read the wording over envelop of letter supplied from the office of Honorable Vice President of India "Satayamaiv Jayte". Then I have decided if I am true, I should have to fight for the truth. I know even it can ruin my carrier, because the VC as well as members of selection committee are in question. But for truth if they ruin my carrier, then also I am mentally prepared. If anything happens to me during this issue, kindly see the culprits related to this matter.

I request your goodself, if you really believe in "Satayamaiv Jayte".

Kindly help me………….Please???????????????????

With Regards

Yours Sincerely,

Overall performance in interview

Interviewed maximum for two minutes

Insulted badly

How is it possible, that selection committee has seen the five minutes presentation and have reviewed the caliber of Mr Rajeev Kumar in Just 2 minutes?

Please help me to stop this corruption in education system. For selecting predetermined candidate I was unnecessarily degraded/insulted in interview.

This is an story of an interview held on 02/04/2010 at 4:30 PM in the office of Vice-Chancellor (Prof. RC Sobti), Panjab University , Chandigarh. Two candidates appear for interview. One was Mr. Rajeev Kumar and another was Dr. Vinit Prakash (me). First turn was of Mr. Rajeev Kumar and second was of me. Mr. Rajeev Kumar was not interviewed maximum for more than 2-3 minutes. After that I went for interview and was insulted by VC of University badly. A grievance was requested by me to UGC, Department of Higher Education, Vice President of India, SC/ST commission etc. but I received only answer from office of Vice President of India. In their letter, the copy of letter from Panjab University was attached stating that selection committee has selected Mr. Rajeev Kumar for the post. The copy of letter (Minutes of Meeting) from Panjab University, Chandigarh/ duration of interview of Mr. Rajeev Kumar clearly indicates that either Mr. Rajeev Kumar was predetermined candidate or selection was made after the issue was brought in knowledge of Honorable Vice President of India. (Enclosure No. 3)

Grievances filed by me were as under in sequence:

First Time: In the response to advertisement No. 6/2009, I have applied for the post of Lecturer in Physical Environment-1 (Reserved for SC Category) in the Department of Environment & Vocational Studies, Panjab University , Chandigarh .

Further with reference to their interview letter vide No. EST/10/2535 dated 19/03/2010 , I appeared in the interview on 02/04/2010 at 4:30 PM in the office of Vice-Chancellor, Panjab University , Chandigarh .

As per condition of the interview letter, I was asked by experts to give presentation in the office of V.C. After completion of presentation, Experts seems to be much satisfied with my research activities and qualification.

VC from His chair asked me, "Have you brought NOC".

I told that I have applied for it to my Private Deemed University but they refused to provide the same.

Interrupting me to say anything VC said with anger, "How did you appear for interview?….you are not suitable for interview…..without NOC…how did you come?"

One expert said sir, let we interview him first.

 V.C., "OK…….OK"

One expert asked me, "Why you studied POLYCYCLIC AROMATIC HYDROCARBONS (PAHs) from incineration of waste?"

I answered PAHs are of special environmental concern. US Environmental Protection Agency has declared 16 PAHs as priority pollutants. Moreover many PAHs have been declared as probable and possible carcinogenic by International Agency for Research on Cancer (IARC).

I told that I have submitted two research projects, one to AICTE entitled, "Oral Exposure to Polycyclic Aromatic Hydrocarbons" and another to CSIR entitled, "Toxic Environmental Releases From Medical Waste Incinerators" for funding. Presently, I am guiding two M.Sc. students and 1 Ph.D. student.

Then VC rush toward the seat where expert committee was sitting and said to me in hindi, "Tu bahut badda environmentalist banta hai? Ye bata abhi – abhi globle warming per controversy chali thi; wo kya thi?"

I just started to speak, whether carbon dioxide ….is actually responsible for global warming or not?

(but even word carbon he did not let me to say anything).

Then he asked, "Who is the Indian environmentalist who have received Noble prize".

I said, sorry! Right now I am not able remember his name.

VC said with anger in Punjabi, "Chhal!!…bhajj ! bhajj………bhajj ja…bhajj  ja……..(means you just get lost…fast)" by pointing his fingers towards the door.

I left the room but I was shocked.

Having PhD degree (with international publications) from reputed Deemed University , NET (LS) CSIR UGC, HP SLET, GATE and more than two year teaching experience..…the person is treated like animal in interview, just to degrade SC candidate or to show that I was nothing in front of world owners (Upper caste people).

I request you kindly to enquire the following:

  1. Why an interview Letter No. EST/10/1552/Estt. I dated 25/02/2010 was issued in which date of interview was mentioned to be 20/11/2009? After consulting University authorities a new interview letter was issued on 26/02/2010 (Letter No.  EST/10/1706/Estt. I) in which date is mentioned to be 03/03/2010 at 9:30AM.
  2. When I reached at University on said date and time, It was said to me that interview has been postponed. Why I was not intimated for that? [However, modified letter for interview was issued on 26/02/2010 (Friday). There were holidays for 27/02/2010-Saturday, 28/02/2010-Sunday and 01/03/2010-Monday (for Holi)]. Why interview was cancelled on spot (02/03/2010) and Why the candidate who's corresponding address was of same city in which University is situated was not intimated for postponing the date of interview?
  3. Further, afresh interview letter was issued on 19/03/2010 for interview to be conducted on 02/04/2010 at 4:30PM.
  4.  Why I was mentally tortured by using abusing language by VC?
  5. For reserved post, Why every year interview is conducted but seats are not filled till the candidate having approach appear in interview? Is it for money making?
  6. Why every year, It is said to UGC, "Not found Suitable."
  7. For a reserved post of Lecturer for SC, what can be more qualification than Ph.D.? Is in India education system has fallen upto such a extent that suitability of a candidate (for a post of lecturer) can not be predicted on the basis of having PhD degree, CSIR-UGC NET (LS), HP SLET, GATE and Teaching experience of more than 2 years at university level? But such a candidate is insulted in interview.
  8. Why private colleges/ Universities do not issue NOC (No Objection Certificate) but ask to resign?
  9. Why NOC is required from private employer, if candidate do not want to take any benefit of his experience from last employer in the case when private authorities do not issue NOC?

Please find enclosed my Latest CV as proof of qualification and copy misleading interview letters as an attachment.  I have also made many requests through e-mail from April, 2010 regarding my grievance but I have not received any positive signal from any side.

Kindly look into the matter as soon as possible and help untouchable persons to stand in the front of upper cast people.

Hoping for the justice.

2nd Time

(after receiving the answer from office of Honorable Vice President of India):

This is with reference to letter No. VPS-15/1/2010 (Letter from VPI) dated 20/05/2010 for grievance filed by Dr. Vinit Prakash regarding the interview held in Panjab University, Chandigarh. From your letter I feel defeated but proverb on the rear side of envelope i.e. "Satyamaiv Jayte" fills me with enthusiasm. I again decided not to give up the faith for truth. Thanks very much for your kind concern about my problem. The selection seems to be very suspicious.

I have made the complaint on 8th April, 2010 while syndicate in its meeting approved the appointment on 29th April, 2010. However, a syndicate meeting was also held perhaps on 4th or 5th April, 2010 in which no appointment was approved.

The points which prove the above said statement are as under:

  1. I and Mr. Rajeev Kumar were sitting in waiting room. One person came and took our pen drives to put our presentations on Office Laptop. After this Mr. Rakesh verified our documents. Mr. Rakesh had gone through my application form and said, "You have not applied through proper channel, so you need not to produce NOC for interview." After this Mr. Rajeev Kumar was asked to go for interview and he went. I asked peon for a glass of water. Peon brought a glass of water; I have almost finished only half glass of water, when I was also asked to go for interview. Hardly Mr. Rajeev Kumar was interviewed for 2 Minutes. As per condition of interview letter, one has to give 5 minute presentation prior to question-answer hour.

i)   How is it possible that selection committee has seen the five minutes presentation and have reviewed the caliber of Mr Rajeev Kumar in Just 2 minutes?

It just indicates that Mr. Rajeev Kumar was either predetermined candidate or selection documents were manipulated after the grievance filed by me.

  1. When I entered the VC room, VC was sitting on his chair (~10 – 20 meter away from the place where selection committee was; obviously he was there during interview of Mr Rajeev Kumar). As per condition of the interview letter, I was asked by experts to give presentation in the office of V.C. After completion of presentation, Experts seems to be much satisfied with my research activities and qualification. For a while they became wordless.

VC from His chair asked me, "Have you brought NOC".

I told that I have applied for it to my Private Deemed University but they refused to provide the same.

Interrupting me to say anything VC said with anger, "How did you appear for interview?….you are not suitable for interview. Without NOC…how did you come?"

One expert said sir, let we interview him first.

 V.C., "OK…….OK"

VC said with anger in Punjabi, "Chhal!!…bhajj ! bhajj………bhajj ja…bhajj  ja……..(means you just get lost…fast)" by pointing his fingers towards the door.

I left the room but I was shocked.

This was my whole interview.

ii) Why did during my interview only, VC come where selection committee was sitting? Was it to degrade me and make fake selection of Mr Rajeev Kumar?

iii) Why any person from selection committee was not let to ask any question except a general query from me?

iv) Why a candidate having PhD degree (with international publications in journal of 'Environmental Monitoring and Assessment') from   reputed Deemed University, NET (LS) CSIR UGC, HP SLET, GATE and more than two year teaching experience (including Environmental Science)..…is treated like animal in interview?

        v) Why a non-PhD candidate is selected whose none of research work was related to environment for the post of Assistant Professor in Physical environment?

However, a candidate having his whole PhD work of environment chemistry (To control pollution from burning of waste) was available.

In reference to letter No. 120/SO/VC/DS to Vice President of india dated 19/05/2010 by Panjab University: (Enclosure No. 3)

The happening which I have already told to your goodself, do not give any indication about the wisdom of selection committee.

No doubt, there was a representative of SC category (Dr. MS Sidhu, Department of Botany, Panjab University, Chandigarh).

vi) How a representative of SC category, working under the same VC against whom the complaint was filed, moreover in presence of him, can oppose the misbehavior happening with candidate?

vii) Was all drama in interview made just to prove me fool?

It is stated in minutes of meeting that based upon academic record, teaching and research experience/publications and other academic contributions the selection committee recommends Mr. Rajeev Kumar. Further, in letter of VC, it was stated that based upon overall performance of Mr. Rajeev Kumar in interview, he was selected. There is no name of any person in waiting list as per information provided through letter No. 120/SO/VC/DS.

You are kindly requested to compare the bio-data of both Mr. Rajeev Kumar and Dr. Vinit Prakash.

In all cases Number of authors = 2 (supervisor and research scholar). All research work related to environment.

Suppose, Dr. Vinit Prakash was not selected and Mr Rajeev Kumar was fairly selected then at least my name should be in waiting list but it was not. Such a thing can be done only if I was personal enemy of selection committee. But even I don't know any person in interview. I have filed complaint against VC and he became personal enemy of me. Even my name was not recommended for waiting.

This point gives the indication that selection documents were manipulated after filing the complaint by me. That is why I was targeted and even not kept in waiting list.

All the above said statement and happenings tells either Mr. Rajeev Kumar was predetermined candidate or selection was made after the issue was brought in knowledge of Honorable Vice resident of India.

In addition, above expressed questions, speaks a very shameful story of our education system. I know the powers associated with VC but still I will check whether "Satyamaiv Jayte" is true or not.

Subject: Regarding interview held for the post of Lecturer in Physical Environment (Reserved for SC Category) in the Department of Environment & Vocational Studies, Panjab University , Chandigarh.

Dear Madam,

In continuation to my previous e-mails, this is to inform you that I am Dr.

The research work of Mr Rajeev Kumar is based upon selenium based compounds. for which their seems to be one research article. None of publication is related to environment. All publications are of multiple authors. The name of Mr Rajeev Kumar has been put in the research work of other research scholars too as they are working under same Supervisors. It is not like that all persons were not aware about this including chairman. For verification one can see his research proposal.

All the facts were for your kind information and necessary action please.

Thanks for your concerns.
