KATHMANDU: National Dalit Commission (NDC) today urged Prime Minister
Madhav Kumar Nepal to incorporate Dalits' agendas in the upcoming
constitution as a privilege to compensate for centuries of
discrimination.

After studying the thematic committee reports of the Constituent
Assembly on the issues of Dalits rights, NDC submitted an evaluation
report to the prime minister at his office today.

"The upcoming constitution should admit that the centuries-old social
inequality and injustice in the constitution was a mistake of the
past. So there should be compensation by providing Dalits additional
privilege for their empowerment," reads an excerpt of the report.

The three-member NDC committee had prepared the report, which includes
an extensive study of the thematic reports of the 10 CA committees.

Narayan Nepal Pariyar, member of the report making committee, said
some Dalit issues were good but many others needed to be incorporated
in the statute, otherwise, the Dalit community would again fall prey
to injustice, discrimination, and exclusion.

"The constitution should incorporate the issues of Dalits in the
federal structure of the state, since Dalits do have majority in
populations," he said.

NDC Chairman Jivan Pariyar said the country's first code made
one-and-half century ago discriminated Dalit communities. He added
that mere equal opportunity could not be just. Therefore, extra
privilege was needed.
