CJI concerned over implementation of welfare schemes
TNN 1 December 2009, 04:54am IST
NEW DELHI: Chief Justice of India KG Balakrishnan on Monday expressed
concern over the implementation of welfare schemes for the unorganised
sector, saying that identification of beneficiaries was a big problem
in their implementation.
The CJI said the Unorganised Social Security Act, 2008, is an attempt
at governmental intervention for benefit of the vast workforce but
added that ensuring its good implementation would be a challenge. He
said the problem in government schemes was disbursal of funds as seen
in NREGS where wages meant for workers have been siphoned off by
intermediaries and corrupt officials.
He suggested that conferring benefits in cashless form and reliance of
UID would help curb corruption in government welfare schemes.
The CJI was speaking at the BR Ambedkar Foundation Lecture on
"constitutionalvalu
constitution framed by Ambedkar which he said had stood the test of
time, dwelling on the provisions for labour welfare in it.
The lecture was attended by union social justice minister Mukul Wasnik
and his deputy D Napoleon.
