Congress alleges victimisation of Dalits in Gujarat

2010-05-31 19:10:00

Gujarat Congress leader Shaktisinh Gohil Monday charged Chief Minister
Narendra Modi of victimising Dalits who oppose his policies against
the interest of the socially marginalised people.

'Cases are being filed against Gujarat Dalit leaders at the instance
of the chief minister,' said Gohil, who is also the leader of
opposition in the state assembly.

He added that the irresponsible policies of the government have
resulted in injustice to Dalits.

Attacking Modi for his approach, the Congress leader said that the
Dalit leaders against whom he is initiating action are leaders of
standing, known for their commitment to the cause of the socially
marginalised people.

'The Modi-led Bharatiya Janata Party government is neglecting the
welfare of the Dalits. The backlog of unfilled posts in the reserved
category has been growing,' he said.

Instead of filling up these posts, efforts are being made to cancel
them. The government does not respond positively when Dalit leaders go
for any work, he said.

There is criminal delay in giving promotion to Dalits, he said.

A look at the record of the last five years shows that the budget for
Dalit-centric projects has remained unused.

Gohil said commercialisation of education has created a situation
where Dalits cannot afford education in institutions offering
self-finance courses.

He said a new system in Gujarat Public Service Commission Examinations
has resulted in a steep fall in the number of Dalits getting selected.

Dalit candidates now have to opt whether they want to compete for
reserved category seats or the general seats and the merit list is
prepared accordingly, he added.

[ZESTCaste] Fearing for life Mirchpur Dalits refuse to return

http://beta.thehindu.com/news/states/other-states/article442918.ece

Published: May 31, 2010 20:30 IST | Updated: May 31, 2010 20:30 IST
MIRCHPUR, May 31, 2010

Fearing for life Mirchpur Dalits refuse to return
Vrinda Sharma Share

Despite being offered government jobs, monetary compensation and
police security, Dalits in this Haryana village are adamant on their
demand for a separate village. "Why is it so difficult for everyone to
understand? Our homes were burnt by our neighbours in front of police,
what sort of peace will the administration offer us?" asked Subhash, a
disillusioned villager.

On April 21 over a dozen houses belonging to the Dalits were set
ablaze allegedly by Jats of the same village over a minor row.
Eighteen-year-old Suman, who suffered from polio, was trapped in her
burning house and was charred to death on the spot, while her father
Tara Chand (70) suffered 90 per cent burns and died later.

While the administration had claimed that the victims of Mirchpur
incident were being fully compensated for the loss to their houses and
domestic goods, the burned down streets of the village bear a haunted
deserted look as only one third of the Dalits are left in the village.

"Most of the dalits of the village left soon after the incident to
live with relatives elsewhere and a group has gone to New Delhi, to
protest and demand a safe haven – our own village. The ones that are
still in the village are feeling safe only due to the excessive police
presence," said another villager.

Two of Tara Chand's sons have started working at the Hisar
secretariat, on the posts that the administration offered and a
compensation of Rs. 5 lakh has been given to the family. But no
rehabilitation is visible at the site of the tragedy, "The
administration had sent some bricks, but the villagers sent them away.
We are not going to stay here at any cost, then why built structures
on the graves?" said Subhash.

Speaking to The Hindu from New Delhi, Satyawan, who is leading the
protest group at Jantar Mantar said, "Administration and politicians
don't care if we live or die, as long as they don't look bad. Our
demand for a separate village and death penalty for the murderers has
not been addressed by anyone yet but we will continue to demand
justice."

On May 2 the Deputy Commissioner, Hisar, Mr.O.P.Sheoran assured that
relief will be provided to the victim families and the accused
involved in this incident would be punished at all cost. He also
appealed to the people of the Mirchpur to maintain peace and
brotherhood of the village.

When asked about the attitude of Jat members of the village, 45 year-
old Mala Devi said, "Due to the police no one says anything in open
but they approach us, directly or via the panchayat members and give
us subtle hints that we should budge or else there could be trouble."

The Jat households of the village, whose men have been convicted and
arrested in the arson case, refused to speak to the media.
Interestingly all the Upper Caste villagers claimed that their entire
family was not in the village at the time of the incident.

"Since that day, a Dalit family can not even find a glass of milk
inside the village; we fetch these basics from near by places. Each
villager is dependent on his village, Government can provide jobs to a
handful, but what will the Dalits do when another community continues
to oppose their right to live?" asked a 65-yar-old Dalit man who
stayed back in the village.

[ZESTCaste] SP alleges anomalies in Mayawati's asset declaration

SP alleges anomalies in Mayawati's asset declaration

STAFF WRITER 18:24 HRS IST
Lucknow, May 31 (PTI) Alleging anomalies in the declaration of assets
by Uttar Pradesh Chief Minister Mayawati, the Samajwadi Party today
asked the Election Commission to put on hold her nomination papers for
the State Legislative Council polls till she provided necessary
clarifications.

"The declaration made by her along with her nomination papers have no
mention of the source which helped her gain an unprecedented increase
in her assets without any business. The value of the movable and
immovable property mentioned by her is grossly undervalued and should
also be probed," SP spokesman Rajendra Chaudhary said.

He said the Election Commission should put her nomination on hold till
the chief minister provides these additional inputs about her assets
to safeguard and uphold the sanctity of the election process.

Chaudhary alleged that besides what has been declared, the chief
minister had several 'benami' properties.

[ZESTCaste] Law & order, development Mayawati’s twin focus

Law & order, development Mayawati's twin focus
Express News Service Posted: Jun 01, 2010 at 0137 hrs

Lucknow Claiming that it is due to her government's efforts that
Naxals are yet to undertake any operations in the state, Chief
Minister Mayawati directed her officials to keep a close watch on
Maoists. Proper security should also be ensured in jails where such
elements are kept, she said.
Directing the police to develop a proper coordination with the
administration officials in Naxal-affected districts, she said they
need to look into developmental aspects as well. These include
construction of roads, availability of drinking water and opening of
new schools and timely use should be made of government funds in such
areas, she said.

At a meeting held in Yojana Bhavan on Monday, Cabinet Secretary
Shashank Shekhar Singh and Chief Secretary A K Gupta communicated the
CM's directives to senior police officers. The meeting was also
attended by Additional Cabinet Secretary Net Ram, Principal Secretary
(Planning) J N Chamber and DGP Karamvir Singh.

According to a release issued by the state's Information and Public
Relation Department, the CM has asked the authorities to ensure
promotion of the policemen — right from constables to Deputy-SP rank
officers — on time.

The officers were also asked to ensure proper respect to the people's
representatives and stay alert in view of the forthcoming panchayat
elections.

The CM had also underlined that there should not be any communal/caste
tension anywhere. The officers were also directed to ensure proper
action in incidents involving atrocities against the SC/ST people.

The government also directed authorities concerned to constitute a
women's force within the PAC.

With a focus on improving the traffic system in Lucknow, she also
ordered that traffic control rooms be set up in the large cities of
Western UP before Commonwealth Games begins. She also underlined the
need for proper coordination among various police wings like PAC, ATS,
STF and Traffic.
