[ZESTCaste] A village that's waited decades to cast a vote

http://www.thehindu.com/news/states/tamil-nadu/article2540958.ece

NAGAPATTINAM, October 15, 2011
A village that's waited decades to cast a vote
P. V. Srividya

In each poll, nominated candidates get elected "unopposed"

"I'm yet to have an inked index finger for a panchayat election," says
a Dalit woman in her thirties, outside her rain-washed hutment in
Karupampulam, a village near Vedaranyam in Nagapattinam district.

Karupampulam panchayat, barely10 kilometres from the site of Rajaji's
famous salt march, couldn't be further from Gandhiji's vision of rural
democracy: elections for rural panchayat bodies are never held because
each time, the nominated candidates get elected "unopposed". The last
three elections since the grant of constitutional sanctity for
Panchayati Raj were uncontested in Karupampulam. All the candidates
won unopposed and have been declared 'elected' yet again in 2011.

This week, even as neighbouring areas are in the thick of political
campaigning, Karupampulam bristles with a disconcerting silence. The
village, in fact, has not seen elections since the 1960s. A semblance
of an election was snuffed when a CPI candidate who had filed his
nomination for the rural panchayat chair was pressured to withdraw in
1964. The only contested local election ever witnessed here was in
1986, when the Communist candidate lost by a bare margin.

Karupampulam, steeped in a pre-Independence village economy based on
the pannai system (mirasdarship), is yet to reconcile to democratic
political mores. Politics here continues to be defined and determined
by a staunch legacy of this bygone feudal system, where the 'village
powerful' decide the nominees.

Of the local bodies here, the reserved offices of the panchayat
president and that of the panchayat councillor have been filled
unopposed, and eight of the nine wards have been declared filled with
unopposed candidates. Significantly, most of these candidates were
incumbents with a baggage of non-performance and the target of
people's discontent.

Two candidates were 'asked' to withdraw their nominations for the post
of president. "I was running till October 3, the last date for
withdrawal of nominations, and was finally hounded out of the
contest," one of the two persons who had filed and earlier withdrew
from the contest said.

The president-elect now had filed and withdrawn his nominations in
2006, and his 'unanimous' nomination this time was a compromise, says
a source.

For now, the only election that will be seen here this week shall be
for Ward 1, where, for the first time, an independent candidate has
filed his nomination. This single contest in just one of the nine
wards has generated an unspelt fear among the villagers.

Even as the people of Karupampulam resign themselves to their
effective disenfranchisement, the lone braveheart has petitioned the
District Collector seeking declaration of their booth as 'sensitive'.
My aim is not to fight anybody, but to help create a culture of
democratic contest, rather than this mirage of 'unanimous election of
puppet nominees'," he says. When contacted by The Hindu, Collector
T.Munusamy gave an assurance that the booth will be declared as
sensitive.

Paradoxically, the booth level officer was seen sifting through voter
slips outside the house of the Dalit woman, just where the concrete
road ends and the muddy slush that leads into the Dalit colony begins.
For her, the voter slip was a totem for the grassroots democracy that
was promised years ago but never delivered. "I will collect my slip
though I cannot use it to elect a candidate of my choice. I also wish
that somebody had the courage to contest against the 'nominated'
candidates, who may give us a better road."

[ZESTCaste] Mayawati should not be afraid of Congress naming Dalit PM: Ambedkar

Mayawati should not be afraid of Congress naming Dalit PM: Ambedkar
PTI Oct 15, 2011, 03.13pm IST

NAGPUR: Uttar Pradesh Chief Minister Mayawati should not be afraid of
Congress if the party prefers to appoint a Dalit as the Prime Minister
ahead of the UP polls next year, RPI leader Prakash Ambedkar said
today.

Ambedkar, the grandson of Dalit icon B R Ambedkar, sougt to know if
the BSP President will be unhappy if a Dalit is named to the top post
by the Congress, which heads the UPA Government at the Centre.

Ambedkar's statement comes a day after Mayawati said Congress might
make either Lok Sabha Speaker Meira Kumar or Union Minister Sushil
Kumar Shinde the Prime Minister to split the Dalit vote ahead of the
UP Assembly polls in mid-2012.

"She should be happy if a Dalit becomes the Prime Minister. Both
(Congress leaders) Meira Kumar and Shinde are more competent than
Mayawati," Ambedkar told reporters here.

Besides these two, Congress has prominent Dalit faces in Buta Singh
and Union Minister Kumari Selja, he said. Meira Kumar is an ex-Indian
Foreign Service (IFS) officer, while Shinde is a veteran politician
who had been a Chief Minister of Maharashtra.

Their political image is better than Mayawati's, Ambedkar claimed. The
former MP ruled out the possibility of mid-term Lok Sabha polls,
saying both major political parties, Congress and BJP, are in
agreement of not facing the elections now. He reiterated his call for
a viable third front consisting of non-Congress and non-BJP parties.

[ZESTCaste] CM dedicates Dalit Prerna Stahl to people

CM dedicates Dalit Prerna Stahl to people

Friday, 14 October 2011 21:53
PNS | Noida

Dropping a bomb shell, Chief Minister Mayawati said on Friday that to
win the support of Dalits in the coming Uttar Pradesh Assembly
elections, the Congress-led UPA government could replace Dr Manmohan
Singh with a Dalit Prime Minister.

She even suggested the names of Lok Sabha Speaker Meira Kumar and
Union Power Minister Sushil Kumar Shinde saying they could be
appointed PM before the UP elections.

"Scared of the BSP's popularity, the Congress is trying to drive a
wedge in the unity of Dalits. But the Congress will not succeed in its
design. The Dalits are supporting BSP and will do so in the Assembly
elections in 2012," Mayawati said while dedicating the Dalit Prerna
Stahl to the people in Noida on Friday.

While inaugurating her dream projects, Mayawati deftly played the
Dalit card. On the one hand she blasted the Congress for its
anti-Dalit policies, while, on the other, she hailed her government
for resurrecting the Dalit pride by erecting statues and building
memorials in the names of the Dalit leaders in Lucknow and Noida. She
even justified the construction of memorials in Noida saying that
while the western end of the Yamuna, on New Delhi side, had memorials
and statues of the members of Gandhi and Nehru families, on the
eastern side of the river, the BSP government had installed the
statues of Dalit leaders.

"It is only my government that has given pride and respect the Dalit
leaders deserve. The Congress, which ruled the country and Uttar
Pradesh for major part of the post-Independence period, did not care
to install statues of Dalit leaders like Shahuji Maharaj or Naraina
Guru along with the statues of the members of Nehru and Gandhi family.

They never gave a thought to this because the Congress leaders have no
respect for Dalit leaders. Only my government gave a thought to it and
installed statues of these leaders in Lucknow and Noida," the Chief
Minister said while addressing the BSP workers on the lawns of the
Dalit Prerna Sthal.

Mayawati minced no words while lashing out at Congress president Sonia
Gandhi for not keeping her words. "When on October 8, 2003, the then
BJP-led NDA lodged cases against me under DA and Taj Expressway and
CBI raided the houses of my relatives, Mrs Gandhi had phoned me up to
say that justice would be done to me when the Congress came to power.

"The Congress came to power in 2004 and is still in power for the last
seven years. But instead of giving me respite, the UPA government has
used the CBI to harass me only because I am a 'Dalit ki beti'. Both
the BJP and the Congress have used this premier investigating agency
against me for their political gains," she said.

Mayawati even cited the example of step motherly treatment being meted
out to the Uttar Pradesh government to prove that the Congress-led UPA
government was biased against her. She claimed that UP was denied Rs
21,385 crore central assistance whereas a canard was being spread that
the state had got additional money from the Central pool.

"I have written letters to Prime Minister Manmohan Singh seeking
reservations for Jats and Muslims and increase in quota for SCs/STs in
proportion to their population. But my requests have remained
unheard," she said.

It was a master stroke for Mayawati to choose October 14 as the day to
inaugurate this project as on this day in 1956 Baba Saheb Bhimrao
Ambedkar had embraced Buddhism. On Friday too after showered rose
petals on the bronze statues of Dr Ambedkar, Kanshi Ram and herself
and took the blessings of Buddhist monks who chanted prayers.

The Chief Minister inaugurated the Dalit Prerna Stahal and Green
Garden constructed at a cost of Rs 685 crore. Both the structures are
spread over 84 acre area.

[ZESTCaste] 'Dalit PM from Congress will be reality in near future'

http://economictimes.indiatimes.com/news/politics/nation/dalit-pm-from-congress-will-be-reality-in-near-future/articleshow/10378939.cms

'Dalit PM from Congress will be reality in near future'

NEW DELHI: The day is not far off when a Dalit would be nominated as
Prime Minister by Congress, a senior party leader said today.

"Congress has made 4 CMs in different states in past. Day is not far
when it will give a dalit PM, not for votes but for dalit
empowerment," party leader Anil Shastri posted in popular
microblogging site Twitter.

The statement comes in the wake of Mayawati's claim that Congress
could appoint Lok Sabha Speaker Meira Kumar or Union Minister Sushil
Kumar Shinde as Prime Minister ahead of the UP Assembly elections.

Earlier, AICC General Secretary Digvijay Singh, who is in-charge of
party affairs in Uttar Pradesh, had dismissed Mayawati's claim saying
that Manmohan Singh would remain as the Prime Minister.

Shastri, in an another tweet, said, "Mayawati can't be the only dalit
aspiring to be PM. There are many more qualified and capable leaders
in the Congress."

On the debate over RTI, the Congress leader said there was a concerted
effort from people within the government to dilute the Act.

"There seems to be a concerted effort by people in govt to dilute and
weaken the RTI which should be resisted by all right thinking people,"
he said.

Shastri has expressed his views in the backdrop of Prime Minister
Manmohan Singh's statement that a 'critical look' must be taken at the
RTI Act.
