BHANDARA: The Dalits of Donad village in Lakhandur taluka continued
the boycott of a community member after his death, preventing his
family from even organizing his funeral for two days. The boycott was
lifted only after the local panchayat and some non-Dalit persons
intervened to settle the matter.

Bhaurao Jana Gedam (48), a resident of village Donad, had taken a loan
of Rs 600 from the Dalit community fund of the village six years ago.
However, he could not repay the loan in the stipulated time. So, the
Dalit community panchayat of the village had imposed boycott a on his
family.

No other Dalit of the village was allowed to go to his house nor was
his family allowed to mix and interact with fellow community families.
After he was excommunicated by the Dalit community panchayat, Gedam
tried hard to get together the loan money, and could finally deposit
only the principal amount with the community panchayat office bearers.
However, his financial situation was so bad that he expressed his
inability to pay the interest that had accrued on the principal
amount. No satisfied with Gedam's efforts to settle the loan account,
the Dalit community panchayat continued the boycott of his family.

In the meantime, Bhaurao Gedam died on Thursday (April 14). However,
none of the village Dalits dared to go to his house due to the boycott
of the family. Everyone in the village knew about Gedam's death, but
instead of lifting the boycott the Dalit community panchayat issued a
threat to penalize anyone who attended Gedam's funeral.

The Dalit panchayat issued an order that any Dalit found attending
Gedam's funeral would be fined Rs 501. They panchayat also announced
an award of Rs 101 for anyone who reports the names of persons
violating this order and attending the funeral.

So, the body of Bhaurao Gedam remained in his house for two days.

Finally, the vice chairman of Lakhandur Panchayat Samiti intervened in
the matter and called together the Dalit community panchayat members
and villagers. After long deliberations, the matter was finally
resolved and the body was taken for the funeral. The last rites were
performed by the son of the deceased in the presence of villagers and
Dalit community members on April 15.

The community boycott was lifted, but Bhaurao Gedam had to die for it.
The matter was not reported to the local Lakhandur police station.

At least 24 houses belonging to Dalits were set on fire by unknown
people at Bishunpur in Bihar's Darbhanga district injuring 40 people,
following a clash between rival groups, police said today.

"A group of people of Panchob village allegedly attacked a Dalit
locality at Harchanda village late last night and set fire to the
houses following an inter-caste marriage," superintendent of police
Vikas Vaibhav said.

The injured were rushed to a hospital, he said.

A case has been registered against 98 people, Vaibhav said, adding, so
far 45 of them have been arrested.

Elaborate security arrangement has been put in place in Harchanda
village as a precautionary measure, the SP said.

Director general of police Neelmani described the situation in
Harchanda village as under control and said that strict action will be
taken against the culprits.

Dalits worst hit by POSCO project

Dalits as the local forest user community will be most affected by the
proposed Posco Steel Project in Orissa, claimed The National Campaign
on Dalit Human Rights forum. The plant will have severe effect on the
coastal environment and will encroach on the constitutional rights of
dalits, the forum asserts.

The National Campaign on Dalit Human Rights (NCDHR), a forum working
for elimination of discrimination based on caste, today claimed that
dalits would be the most hit by the Posco Steel Project.

A fact-finding team of NCDHR which visited proposed project site at
Dhinkia and Govindpur gram panchayats and met the local inhabitants
and activists fighting the steel plant.

Addressing mediapersons here, Paul Dibakar of NCDHR said the mega
steel plant project would have serious impact on the coastal
environment of the State. Moreover, it will encroach on the
constitutional rights of dalits and other communities. The forum urged
the Orissa Government not to renew the MoU with the Korean steel
giant.

The NCDHR members said that the local community is the traditional
forest user. The area was full of forests during the British regime
which is indicated in the 1932 Orissa Revenue Settlements and the
State Government should accept this. Instead, it is trying to mislead
by sticking to the point that the area was not notified as forest land
prior to 1961. The State Government should accept the verdict of the
locals as per the forest laws.

The forum will submit its report to the Ministry of Environment and
Forests and lodge compliant with the Women and SC/ST Standing
Committee of Parliament requesting it to visit the area.

Three policemen were suspended today and one SHO sent to the lines for
standing as mute witnesses while a dalit woman's hair was cut by
locals after she was found allegedly in an objectionable position with
two youths, official sources said.

While SHO Narkhi Ramashrai Singh were sent to lines, two policemen
Ratan Singh and Rajendra Prasad were suspended, they said.

The hair of a 24-year-old dalit woman had been forcibly cut by locals
in the presence of these policemen on April 15 after she was caught by
them allegedly with two youths Dharmendra and Kamlesh in an
objectionable position in Pachwan area.

While the youths were booked by the police on the basis of a complaint
of the family members of the woman, an FIR has been registerd against
over 10 persons including three women, they said.

Distirct branch, observed Dr. B R Ambedkar birth anniversary with
distribution of books to less fortunate children on Sunday 17 April
2011 at Town Hall, Mangalore. The programme began with a prayer song
by a member of Dalit Sangarsh Samiti. DK District President Sangarsh
samiti DK District Vice President DSS delivered the keynote address.

Deputy Commissioner DK District Subodh Yadav inaugurated the programme
by paying tribute to Dr. Ambedkar. Addressing the gathering Subodh
Yadav said that according to the Constitution, from the past 60 years
whatever rights have been reserved for the SC/ST have not been
implemented. He questioned as to why there was a failure in doing
this. We have to find the root cause and find a solution for giving
the land rights to the SC/ST. The Constitution guarantees these
rights to them but the Government has failed to follow proper
procedures of implementation. The land rights for the SC/ST have been
ignored right from Central Government to State Government and State to
District level, he said.

Mr Yadav went on to say that the occasion of Baba Ambedkar's birth
anniversary was the right time to discuss the matter and start working
on it. From the Bristish time, under DC Manna Act there were 7600
acres of land reserved for SC/ST out of which 5800 acres have already
been given to the SC/ST. A total number of 1800 acres land is till
unallocated, but the records show only 80 acres, the remaining 1720
acres land has not been identified or accounted for. He assured the
gathering that he has personally taken the lead to find out the
remaining land which was acquired without government knowledge and
promised that it will be recovered soon and handed over to the SC/ST.

He also clarified that in this regard they have already collected all
the information on the DC Manna land earmarked for the Dalits and
measures would be taken to reclaim the encroached DC Manna land and
physically handed over to the SC/ST. Till now we have recovered 24
acres of land and handed it over to the SC/ST. We also have plans to
build an Ambedkar Bhavan at Urva Store. In Belthangadi Government has
reserved 200 acres land for SC/ST. We have taken this matter seriously
and we are working in this direction. We assure you that we will
provide housing and shelter to the SC/ST and in my tenure I will try
my best to give all the rights to the SC/ST, he concluded.

Dalit leader, Professor, Mangalore University Dr. Uday Barkur PhD
shared his experience on his maiden visit to Oxford University.
After 2 days an Egyptian boy entered my room and said that tomorrow
Tony is coming to our university. I was confused and was curious to
know which Tony he was referring to. Second day I cancelled all my
activities and was waiting for Tony and after sometime a black car
stopped in front of Oxford University gate. I was surprised to see
Tony Blair, the Prime Minister of England. Dr. Barkur went on to say
in England we have equal rights but in our own country we Dalits
don't have any rights. In our own country Gandhi fought against the
British to get independence, Ambedkar fought for Dalits right.
Government is working as an agency, we are talking about the
terrorism, atrocities and fighting in the name of religion. We are not
ashamed to fight after 63 years of independence. Kanyakumari to
Kashmir if we see, Dalits have been the target, they have been raped,
abused and burnt alive. Subodh Yadav has tried to build Ambedkar
Bhavan after 63 years of Independence. We don't have unity, we don't
have proper leaders to lead Dalits. Gandhi and Ambedkar thought that
Dalits should live respectable lives in their own country but it is
not happening. We are still fighting among ourselves, we cannot see
anyone's success.

Mayor, Mangalore City Corporation Praveen Kumar and Deputy
Commissioner Subodh Yadav were felicitated on the occasion. Books to
poor Dalit students were distributed by Praveen Kumar and DC Subodh
Yadav. State Union Secretary, Rohithaksh K, Corporator Appi, State
Committee Member, DSS, Sunder Master, DSS Udupi and District Chief
Secretary, Dalit Mahila Okkoota (Ambedkar) Anitha Belthangady, were
also present on the dais.
