Caste pressures delay VC appointments

VIJAYAWADA: The state government is under pressure from the
politically influential Kapus to make an appointment to the
vice-chancellorship of a university in the coastal region from their
community.

Although Pradesh Congress Committee chief Botsa Satyanarayana is
lobbying hard for a kapu at the helm of Andhra University, chief
minister N Kiran Kumar Reddy is believed to be in favour of naming a
kapu for the vice-chancellor's post at Acharya Nagarjuna University.

According to highly-placed sources, vice-chancellor posts at all five
coastal universities - Ambedkar University (Srikakulam), Andhra
University (Vizag), Nannayya University (Rajahmundry), Krishna
University (Machilipatnam) and Acharya Nagarjuna University (Guntur),
vacant for the past few months, would be filled shortly. While
appointments to three universities were shortlisted a month ago, the
process was stalled as the authorities wanted to announce all the
appointments simultaneously to balance the caste equations in the
region. Sources said that the five posts would be shared between the
five dominant communities in the region, namely, SC (mala), SC
(madiga), kamma, kapu and BC.

Pressure from political leaders in the respective districts has also
complicated matters. While union junior HRD minister Daggubati
Purandareswari is said to be demanding a kamma VC at Krishna
University, PRP, the latest entrants to Congress, has reportedly upped
the ante in favour of a kapu appointment at the same university.

Professors at these universities, too, have been forming community
cliques and lobbying hard with their political masters for a
favourable appointment. Sources said that kamma teachers were actively
lobbying for the appointment of one Rammurthy Naidu, UGC member, as
vice-chancellor of Acharya Nagarjuna University.

P Narasimha Rao, the Samaikya Andhra JAC chairman and a hardcore TDP
sympathizer, is reportedly lobbying hard to get Naidu, his
brother-in-law, to fill the VC's chair.

According to sources, senior chemistry professor AV Prasada Rao is a
hot favourite for the Ambedkar varsity while LK Mohan Rao is being
tipped for the AU post. Vijaya Prakash and K Viyanna Rao are likely
for, respectively, Nannayya University and Krishna University while YP
Ramasubbaiah looks a safe bet for the ANU job.

Prasada Rao (SC-madiga) and Vijaya Prakash (SC-mala) are being
considered to balance both groups within SCs. The name of
Vijayaprakash, uncle of senior IPS Stephen Ravindra, is believed to
have been proposed by Amalapuram MP Harsha Kumar.

Curiously, the CMO is reportedly looking to hit two birds with one
stone by naming Mohan Rao, a kamma, to the VC's post at AU as that
would not only please MP Purandareswari but also deal with Botsa who
wants a kapu chief.

KV Rao's appointment at Krishna University and Ramasubbaiah's
appointment at ANU is also likely to balance the other equations as
the former is a BC while the latter is kapu.
