Commision bats for caste reservation in private SC sector
Media reports in September said that CII, Ficci and Assocham had
informed PMO that they will not be able to reserve jobs for people
belonging to SCs and STs.Appu Esthose Suresh
New Delhi: The National Commission for Schedule Castes (NCSCs), a
constitutional body, will recommend caste based reservation in private
sector, said its new chairman P. L Punia, during an interaction with
media while assuming the office at New Delhi. At present the
reservation is restricted to public sector, educational institutions
and government jobs. Punia said, "I will ask the government to
implement reservation in private sector."
His statement assumes importance since it might lead to a stand off
between private sector and government, and keeping the debate on
resevation in private sector alive. Media reports had emerged in the
last week of September saying that three leading industry
associations- CII, Ficci and Assocham- had informed the Prime
Minister's Office that they will not be able to reserve jobs for
people belonging to scheduled castes (SC) and scheduled tribes (ST).
Reports had stated that Hari Bhartia, president of CII, Rajan Mittal,
president of Ficci and Swati Piramal, president of Associated Chambers
of Commerce and Industry of India (Assocham) conveyed their decision
in response to a proposal floated by Department of Industry Promotion
and Policy insisting 5 % quota for disadvantaged sections like SCs and
STs. However, Mint could not independently verify this as CII, Ficci
and Assocham declined to comment. The new chairman of NCSCs, who holds
the rank of a cabinet minister said, "I will study the subject and
recommend the modalities to implement caste based reservation in
private sector."
