More heads may to roll in Uttar Pradesh

While Uttar Pradesh Chief Minister Mayawati has set a dubious record
of sacking 15 ministers in order to refurbish her image, more heads
may roll ahead of the assembly polls with as many as 13 ministers
landing in the Lok Ayukta net.

In the past four days alone, the chief minister has sacked six of her
ministers, many of whom were facing graft charges, leaving 35 members
in Mayawati's ministry.

While Lok Ayukta Justice NK Mehrotra has already recommended removal
of small scale industry minister Chandra Dev Ram Yadav finding him
guilty of indulging in corrupt practices, 13 ministers, including her
close aide Naseemuddin Siddiqui, are facing inquiry from the
anti-graft ombudsman.

Besides, many of the 28 MLAs facing Lok Ayukta inquiry are from the ruling BSP.

Yesterday, Mayawati sacked two ministers including minister of state
for alternative energy Akbar Hussain and minister of state for science
and technology Yashpal Singh on charges of corruption and anti-party
activities.

Earlier of Sunday, she had removed four ministers including higher
education minister Rakeshdhar Tripathi, agriculture education and
research minister, Rajpal Tyagi, minister of state for backward
welfare(independent charge) Awdhesh Verma and minister of state for
home guard Hari Om.

Though, government did not give any reason for sacking them, sources
said that the step has been taken against these ministers as they were
mired in controversy involving corruption charges.

Of the three, Rakeskdhar Tripathi is facing Lokayukta probe in alleged
cases of corruption.

Earlier, five ministers ministers including minister of state for
religious endowment Rajesh Tripathi, minister for animal husbandary
Avadhpal Singh , secondary education minister Rangnath Misra, labour
minister Badshah Singh and Ambedkar village development minister Ratan
Lal Ahirwar were removed from their posts.

The NRHM scam and murder of two chief medical officers and a deputy
CMO in jail earlier this year had led to removal of two senior
ministers -- Babu Singh Kushwaha, a close confidant of the chief
minister, and Anant Kumar Misra alias Antu.

Another minister Anand Sen Yadav was arrested after his name cropped
up in a rape and murder case while his colleague Jamuna Prasad Nishad,
who later died, was also shown the door following a criminal case
against him.

It will be a seven-phased poll in Uttar Pradesh between February 4 and 28.

It was a welcome surprise for students of Zilla Parishad High school
in Sundaragiri village of Chigurumamidi mandal on Friday as they had
community lunch along with top officials of the district.

Collector Smita Sabharwal, Superintendent of Police V. Ravinder,
Karimnagar RDO Hymavathi, Huzurabad DSP Nagalaxmi, DEO Purnanda Rao
and others set an example by eating the midday meals prepared by the
Dalits at the school.

Warning the officials of serious action if anyone encouraged
untouchability, the Collector ordered suspension of Hindi school
assistant Satyanarayana for allegedly encouraging untouchability among
the students and forcing them to shun meals prepared by the Dalits due
to differences with the school headmistress.

She also found fault with headmistress Vasantha for not informing
higher authorities about the issue.

She said that the sensitive issue came to the administration's notice
through a report published in The Hindu on December 16.

The Collector visited the village on Friday and interacted with the
students. Later, she inquired with the headmistress Vasantha about why
the students were refusing to eat the meals and inspected the records.

Ms. Sabharwal and Mr. Ravinder picked up plates, had the food served
by Dalit women and sat along with the school students to eat the lunch
comprising potato curry and sambar.

Surprise checks

The Collector said that the food quality was good and nutritious and
noted that over 200 students were eating midday meals against the
school's total strength of 260.

She said the RDOs and DSPs had been instructed to visit the schools
regularly to check the practice of untouchability in the educational
institutions.

One of the little known, but important activity of the Mayawati
government, for which it launched six-month drives, was freeing the
lands allotted to the poor, particularly dalits, from illegal
possession. As many as 21,000 FIRs were registered as preventive
measures to stop capture of these lands, commonly known as 'patta
land', and more than 7,200 persons were arrested and sent to jail,
sources said.

"The BSP government launched regular campaigns every six months to
free patta lands from illegal possession of other villagers," an
official in the Revenue Department said. Senior officials were sent to
tour villages and ensure that priority was given to identify such
lands.

However, the government effort to ensure land allotments to dalits
created resentment in the poor among OBCs who were left out.

"So, the government launched a special drive for patta allotment for
fisheries. Pattas for ponds above 0.202 hectare in size were given,"
an official said.

There are two kinds of government lands available at village

level which are allotted to the poor as patta land. These are land
declared surplus as a result of enforcement of the land ceiling laws
and gram sabha land. The allotment of these lands are made by the land
management committee (LMC) of the village.

LMC's chairman is village head while Lekhpal (revenue clerk) is its
secretary. The selection of allottees is done by LMC, and the SDM
concerned gives approval for the final allotment. The allottees become
land holder after continuously possessing the allotted land for a
period of 10 years.

The patta allottments are made under the UP Zamindari Abolition Laws
(Amendment) Act, 1978.

Traditionally, the Nishad community is in the fishery business and it
is present in many eastern UP assembly constituencies in a good
number. Besides Nishads, the government also gave pattas for
potteries, benefitting the Kumhar community.

About 29,000 hectare land was allotted as patta for fisheries in first
four years of the Mayawati government while 15,375 hectare was
allotted for potteries.

A total number of 3.62 lakh persons were allotted patta for
residential land across the state. "Of them, the number of SC/ST was
more than 2.36 lakh," sources said.

Similarly, the state government allotted around 58,000 hectare as
patta for agriculture land to 2.67 lakh landless people in the first
four years of Mayawati government. These allottees included more than
1.60 lakh dalits.

The state government identified about 5,350 cases of illegal
possession of residential lands allotted to the poor people during the
year 2010-11. "The government ensured possession to true allottees in
all 5350 cases. Of them, 3,245 allottees were from the SC/ST
communities," the source added.

Prime Minister Manmohan Singh on Thursday rued the fact that the
dalits, tribals and minorities were still facing discrimination in
some parts of the country despite existing legal provisions.

He reiterated that his government would continue to take steps to
protect the interest of these sections of the society.
Dr Singh, while addressing a conference in the national capital, said
he has instructed his office to ensure that the laws which have been
made for the welfare of these societies are enforced effectively.
He said that government had announced a `3,884-crore loan waiver
scheme for the handloom sector, which employs a large number of
weavers from the minority and Scheduled Caste community.
Dr Singh added, "This economic package is expected to benefit nearly
three lakh individual weavers and 15,000 cooperative societies."
The Prime Minister also mentioned that the government has also
announced a separate package for handloom weavers. Dr Singh also
stated that the government recently made a provision of 4.5 per cent
sub-quota for minorities within the 27 per cent reservation for OBCs.
The Prime Minister expressed hope that these efforts would help
improve the conditions of the socio-economically weaker sections of
the society.

Book on struggles of Dalits released

Contemporary Dalit narrative is marked by struggles -- struggles for
identity, struggles for rights, struggles for equality and struggles
for inclusion. However, it was a different kind of battle that laid
path for all these articulations of emancipation.

It was fought by those Dalit forefathers, who sensed the import of
educating their offspring, even if it meant pushing them into the
unremittingly hostile waters that higher education had been.

Yelikati Baliah, the protagonist of the narrative 'My Father Baliah'
which was released here on Thursday, was one such unsung hero. An
autobiographical memoir penned by his son and retired principal
Y.B.Satyanarayana, the book traces through the arduous journey
undertaken by four generations of Dalits towards progress.

"I look upon it as a source book for the implementation of Right to
Education," declared the chief guest and retired IAS officer K.R.
Venugopal, and strongly prescribed the book for those debating on the
standards to be set in governance for education, health, nutrition,
and other such developmental parameters.

Describing the theme of 'Education' as a golden thread that runs
through the book, he said it was an 'epic story of a Dalit family'.
Dr. Ambedkar is now an iconic figure for all the Dalit struggles, but
deserving rich tributes were those forefathers who strove for
education in anticipation of Ambedkars, Mr. Venugopal asserted.

Author and president of Centre for Dalit Studies Dr. Satyanarayana
said the book speaks of cultural, economical and social changes
marking the history of Dalits through four generations, with the last
generation producing three doctorates in a single family.

He attributed the progress amply to his father, sister and elder brothers.

Journalist Mallepally Lakshmaiah who presided over the event said it
was the first time an international publisher such as Harper Collins
came forward to publish the work of a Telugu writer. The book was
released by prominent journalist and editor of HMTV K. Ramachandra
Murthy.
