Mayawati never visited 'barren villages' of Bundelkhand, claims Rahul Gandhi

SHAHJAHANPUR(UP): Blaming the Mayawati government for the backwardness
and "barren villages" in Bundelkhand, Congress general secretary Rahul
Gandhi today claimed that the Chief Minister never visited the region
to see what drought and poverty is all about.

"Mayawati never went to Bundelkhand to see what drought is all about
there, and what poverty is," Rahul said while addressing a public meet
in Tilhar area here.

I went there and saw barren villages, Rahul said. "We sent Bundelkhand
package for the development of the region but where Rs 3,000 crores
went nobody knows," the Congress leader alleged.

Referring to the recent visit of Montek Singh Ahluwalia, Deputy
Chairman of Planning Commission, to review implementation of the
special package in the region, Rahul said that he went there and saw
the reality of the package.

Ahluwalia had expressed dissatisfaction over the use of development money.

Gandhi said that union minister for environment, Jayaram Ramesh had
recently stated that there had been massive corruption in MGNREGS in
UP and the health minister had also said that almost Rs 3,000 crores
have been looted.

Rahul attacked BSP and Samajwadi Party for indulging in caste politics
and stressed that it was essential that the state got rid of these two
parties.

"You showed full confidence in the BSP and gave it 208 seats (in the
last elections), but did Mayawati come to you or heard your problems,"
Rahul said adding that people (earlier) believed in SP but it also
gave them nothing.

On the contrary they got criminals posted in police stations and the
victims did not get justice, he said adding that both the parties have
cheated the people.

Dalits detained in Kuwait, Punjab seeks Centre's help

CHANDIGARH: The Punjab state commission for scheduled castes today
sought the Centre's intervention for the release of 30 dalit youths
detained in Kuwait.

"We have requested the National Commission for Scheduled Castes to
issue a direction to the ministry of external affairs for putting
diplomatic pressure on Kuwait for the release of the youths," the
state commission chairman Rajesh Bagha said here.

The youths, in a group of 60, had migrated to Kuwait on a two-year
work permit through different travel agents in the state. A
Kuwait-based construction company had hired these youth in April 2009
for two years and had taken their passports into its possession.

As their contract expired in April 2011, the entire group was
detained. The company has been demanding money for the deportation,
the family members alleged.

The state commission will also approach Union external affairs
minister SM Krishna, Bagha said.

The youths belong to poor backgrounds and their families are anxiously
awaiting their release, he said.

Chandrabhan Prasad, mentor in the six-year old Dalit India Chamber of
Commerce and Industry (DICCI) laughed as he talked about government's
programmes for Dalit entrepreneurs.

"Government assistance to Dalit businesses is limited to basket
making, candle moulding and stitching dusters. This is the government
assessment of Dalit abilities," said Prasad.

When around 150 businessmen meet between December 16 and 18 at the
second DICCI Trade Fair at Bandra-Kurla Complex, many such stereotypes
about Dalit enterprise will be shattered.

Among the participants are a multi-national sugar manufacturers with
plants in West Africa, a crane manufacturer from Bahadurgarh in
Haryana who supplies machines to BHEL, transformer makers and a
hosiery baron from Ludhiana who exports his entire production of
T-shirts to Europe.

DCCI was set up in April 2005 and, according to Prasad, one of the
aims of the group is to remove misconceptions about Dalits enterprise.
"The perception of Dalits is that they are welfare receivers, but we
want to show that Dalit millionaires are paying more taxes than the
amount spent by government on their welfare," said Prasad.

According to Milind Kamble, chairman and founder of DICCI, existing
government schemes are not sufficient in a fast-growing economy. "We
are constantly telling the government to set up schemes that will
support big ventures. Current programmes are enough for
self-employment, but it will not produce entrepreneurs," said Kamble.

Another objective of DICCI which is based in Pune is to tell Dalit
youths to become job givers and not job seekers. The group wants to
convince Dalits to leave villages where caste prejudices are still
firmly entrenched and migrate to cities, or at least to abandon
caste-based occupations in the villages.

Since DICCI's last fair in Pune in 2009 when participants were largely
drawn from Maharashtra, this meet has brought businessmen from Uttar
Pradesh, Punjab, Haryana, Gujarat and South India. DICCI members
believe that a growing economy promises to break away centuries-old
caste prejudices.

"The market is one of the best levellers of society," said Prasad who
thinks that the growing Indian economy is going the way of
mid-twentieth century America. "There the dollar became more important
than colour. Money is becoming the primary concern of society and
people are willing to lower caste prejudices when it comes to business
interests," said Prasad.

PANAJI: The state government has instituted the new Dalit Mitra
Puraskar, where the state government will award 25,000 to a dalit or
non-dalit who has worked for the welfare of dalits for 25 years or
more.

The scheme's objective is to encourage individuals creating social
awareness and to encourage the society, in general, to work for the
upliftment and welfare of dalits which will improve their
socio-economic condition, education, standard of living, etc.

The awardee may be either a dalit or non-dalit and the award aims at
encouraging the individual to work further for the cause of improving
the living conditions of dalits.

To be eligible for the award, the individual will have to be a Goan
who has rendered at least 25 years of remarkable service for the
up-liftment of dalits in Goa to improve their socio-economic
condition, education, standard of living, etc with supporting
documents.

The age of the individual awardee should be 60 years and above.

On selection of the awardee for the Dalit Mitra Puraskar by a
selection committee constituted by government of Goa, each awardee
will be presented with a cash award of 25,000 along with a shawl, a
shrifal and a certificate on the occasion of Babasaheb Ambedkar
Jayanti on April 14 every year.

Under the scheme, there can be a maximum of five such awards, out of
which at least one award may considered to be given to women.

The selection committee can select a lesser number of awardees, if
adequate number of eligible persons are not available.

The state has constituted a committee of nine members to select the
awardees under the scheme.

The committee will be chaired by the minister for social welfare and
will have the secretary for social welfare as its member.

Director for social welfare will serve as member secretary on the committee.

Other members presently on the committee include Gangaram Morajkar,
Shambu Bandekar, Chandrakant Jadhav, Kishor Parwar, N B Rao and
Sakharam Korgaonkar.
