BJP charges Mayawati with Rs.3,000 cr power scam

Lucknow: Accusing the Mayawati government in Uttar Pradesh of a Rs
3,000 crore power scam, the Bharatiya Janata Party (BJP) on Monday
asked the Lokayukta to conduct a detailed inquiry into the deal.

"The state-owned Uttar Pradesh Power Corporation Limited sacrificed
lower rate of power from the National Thermal Power Corporation (NTPC)
and other agencies, and made an agreement with five private power
companies to purchase 5,000 crore units of power from July 2011 to
June 2012 at a much higher rate," BJP leader Kirit Somaiya said at a
press conference.

"The Mayawati government could have availed the power purchase rate of
Rs 1.50-2.20 per unit offered by NTPC and other government agencies,
but it preferred private companies, whose rate for power purchase was
Rs 4.70 per unit. With this illegal deal, the state government has
committed a scam of Rs 3,000 crore in the power sector," he alleged.

A delegation of BJP on Monday handed over some documents related to
the alleged scam to Lokayukta, Justice NK Mehrotra.

"He (Mehrotra) has asked for some more documents that would be
provided to him within the next two days. The Lokayukta has assured us
to take necessary action on our petition," said Somaiya.

Meanwhile, BJP vice president Mukhtar Abbas Naqvi said the party would
undertake a 'Jan Swabhiman Yatra' from October 13 to "expose the
corruption in the Mayawati government".

The BJP also released a 'Ghotala Chalisa' that contains '100 scams of
Mayawati government worth Rs 2.54 lakh crore and Rs 4 lakh crore scams
of central government'.

Dalits allege obstruction of pathway

Dalits of Vaidyanathapuram Colony, on the Nedunkulam Road, coming
under Thenur Panchayat in Madurai district, are now victims of alleged
discrimination after the pathway used by them for close to 60 years is
obstructed by an individual by erecting an iron gate.

Vaidyanathapuram Colony, which is named after Congress stalwart A.
Vaidyanatha Iyer, who spearheaded the temple entry movement in
Meenakshi Temple, is a small colony with 20 families of Devendra Kula
Vellalars (Dalits). The Dalits in the village on Monday said that the
pathway was obstructed by K. Raja (alias) Periya Karuppan, a former
panchayat chief, since January 2010 and they found it difficult to
have proper access to the village and other places.

S. Chappani said, "It is already a very narrow path adjacent to a
canal and farmlands. Since gates have been erected we cannot use
vehicles. In the recent past, we suffered a lot after one elderly
person suffered health problems and we were not able to take the
ambulance vehicle in." Already, 10 Dalit families who lived in the
colony, engaged in shoe mending work, have moved away anticipating
trouble.

The villagers, with the support of Mallar Kazhagam, had submitted
petitions twice to the District Collector during August at the
grievance day meeting and sent a letter to the Chief Minister's cell.
Dalits demand that since the pathway has been under use for a long
period of time, the government should ensure proper access for them.

However, when contacted, Mr. Raja said that it was his own patta land
which was earlier, due to local adjustment with the farmers, used for
movement of tractors and transport of agricultural goods. "I have all
the documents to prove my ownership," he said.

MANGALORE: In a step aimed at assuaging sentiments of dalits in
general and reaching out to the family of Govardhan, the murdered cab
driver, top-brass of Mangalore city police landed at the family's
doorsteps at Bejai-Kapikad here on Monday.

Taking note of the Govardhan's parents' poor health, city police chief
Seemanth Kumar Singh took his entire investigating team to Govardhan's
house for an on-the-spot review.

Noting this was not an unusual gesture, Seemanth told TOI that the
city police, which has set up four teams to crack the case, is taking
stock of progress each day. "I am getting updates from my officials,
but I felt it prudent to talk to the family members to know their side
of the story and see if we could get any new leads," he said. Stating
that the meeting did not yield something new by way of information, he
said it was also to empathise with the family.
Asserting that city police is working hard to solve the case, Seemanth
said, "The command and control of this case is with me." Dismissing
jurisdictional issues, he said, although the body was found in Udupi
district, the crime originated here. Four unknown persons on August 26
had hired Govardhan's taxi from KSRTC bus station to go to an
undisclosed location. His body was found near Padubidri, on the
Karkala-Belman road on August 29.

Govardhan, a resident of Bejai, is survived by his parents, two
brothers and a sister. He was working as a pump operator for Mangalore
City Corporation and had bought the cab under SC/ST special scheme
five months ago. Seemanth said, Udupi police helped us initially with
tracing his personal documents, his car and later the body. Dalit
organizations had represented failure of city police to crack this
case to the SHRC here.

BHOPAL: Within days of IAS officer Ramesh Thete threatening to commit
suicide if he wasn't given a posting of his choice, a dalit BJP MLA
declared that he would kill himself if a panchayat officer, who has
been at the same post for over 25 years, was not transferred.

BJP veteran Jugal Kishore Bagdi said at a public meeting in Satna that
he is a Dalit and will "commit suicide'' if a panchayat officer KG
Tripathi, who has been the coordination officer of Sohawal panchayat
since 1985, wasn't turfed out. Bagdi alleged that Tripathi was
transferred nine years ago but he refused to give charge to his
successor and continues to hold the post till date.

Last week, IAS officer Ramesh Thete threatened suicide if he was not
given his promotions and salary dues. Thete, a 1993 batch IAS, was
suspended after he was allegedly caught accepting a bribe of Rs 1 lakh
in 2002 as principal of a technical institute. After being let off by
the courts recently, Thete was appointed director of the Narmada
Valley Development Authority.

The officer wants promotion at par with his batchmates and salary dues
from 2002 to 2010. "I am a Dalit and hence I have been targeted. When
upper caste officers face corruption charges, the state goes slow on
investigations," Thete said.

CHENNAI: A public interest writ petition seeking suspension of seven
officials, including the Ramanathapuram collector and
inspector-general of police (South Zone), for their failure resulting
in the death of six dalits in police firing at Paramakudi, has been
filed in the Madras high court.

When the PIL, filed by advocate P Pugalenthi, came up for admission,
the first bench comprising Chief Justice MY Eqbal and Justice TS
Sivagnanam posted the matter before a division bench headed by Justice
Elipe Dharma Rao, for hearing.

Pugalenthi said in his petition that the detention of dalit leader
John Pandian sparked the protests by dalits on September 11, and that
the police had no reason to stop John Pandian.

Pointing out that the dalit leader had obtained prior permission to
take part in the celebrations, the PIL said the police stopped him
from proceeding to Ramanathapuram unnecessarily.

Similarly, the police firing on the protesters too was an extreme
action which could have been avoided, he said, adding the as long as
the seven officials, including the district collector, were in service
no fair probe could be conducted.

Eye witnesses would be afraid and reluctant to testify before the
committee, he said. "It is, therefore, necessary that the officials be
suspended in the interest of effective functioning of the commission
of inquiry appointment by the government," Pugalenthi said.

The petitioner said dalit people in the state needed an assurance from
the government that suitable action would be taken against the guilty,
and that no such incident would recur in future.
