Why Marathas want reservation?

While Dalits take to the streets to demand the pulling down of an
anti-Ambedkar page on Facebook, a far more serious threat to the
community is on the rise as the dominant political caste, the
Marathas, has reiterated its demand for reservation.

Though the Marathas (including the economically weaker Kunbi
sub-caste) comprise only about 30% of Maharashtra's population, their
representation in the state assembly averages about 43%. The community
also has a stranglehold on local political institutions like the
panchayats, panchayat samitis and zilla parishads, which is further
consolidated by its control over credit and sugar cooperatives and
educational institutions.

Why then is the Maratha Arakshan Sangharsha Samiti (Mass), an umbrella
organisation of 15 Maratha bodies, demanding reservation for Marathas?
A closer look reveals that though the community is seeking quotas in
education and employment, its main aim is to gain political
reservation in due course.
Maratha leaders have sought 25% reservation in schools, colleges and
jobs in the first phase, and later intend to demand political
reservation and promotions in government service on caste basis.

Though a section of the community, mainly the one which depends on
agriculture for sustenance, has been economically backward for many
years, and its condition is deteriorating, socially and in terms of
political clout, the caste is has been ascendant. Before the
implementation of the panchayati raj system, and even afterwards,
Marathas have been the only rulers in villages. It might be true that
power is in the hands of a few community elite, but it is also true
that all the power centres in the state are controlled by the
Marathas.

Not only gram panchayats, but the entire co-operative movement in the
state, from cooperative sugar factories to weaving mills, is dominated
by the Marathas.

The Maratha demand took root after the lower castes were granted
reservation in politics. Some say the community could not digest that
a person from a lower caste can wield the power which has been its
sole prerogative for generations.

Given the size of the Maratha vote bank, no political party can afford
to ignore its demand, but due to its overbearing nature, none can
publicly support it either. The parties, however, did try to lend
implicit support in the hope that it would bring them extra votes, but
the move backfired by creating a real threat of polarisation of
non-Maratha communities. The political parties are now thus a proxy in
the issue, preferring instead to work behind the facade of
organisations like the Maratha Mahasangh and others.

The Dalit leaders, though wary, are not openly objecting to the
demand. Their key contention is that the reservation should be given
from a separate quota without affecting the reservation offered to the
other backward classes (OBCs).

Senior Dalit leader and Dalit litterateur Arjun Dangale agrees that a
section of the Maratha community is poor and doesn't have land to
cultivate. "The demand may be sound, but the existing reservation of
other castes should not be curtailed," he says.

"Since the chairmanships of local self-government arms, from the gram
panchayat to zilla parishad, are reserved for each caste on rotation
basis, the Maratha community will be able to wrest power for longer
periods if it is denoted an OBC. Political reservation may be their
hidden agenda," Dangale says.

Another Dalit activist, professor Avinash Mahatekar, said that if the
Marathas want reservation, it should be on the basis of economic
backwardness. "The reservation allotted to OBCs is based on the Census
of 1930, and is only 27%. However, the Mandal Commission's finding is
that 52% of the state's population belongs to OBCs. If we consider the
commission's findings, the reservation for OBCs is not sufficient,"
Mahatekar said. "But we still support the reservation for Marathas as
many among them are backward," he added.

On their part, Maratha leaders refute they are ultimately angling for
political reservation. "The Marathas have been economically backward
for many years and there are just a handful of families, about 150 to
200, who have all the power," said Purushottam Khedekar, chief of
Maratha Seva Sangh.

"The situation has changed in the last few years and the Marathas are
not the rulers anymore. In fact, the community is not even interested
in that role and wants to educate itself and get better jobs instead,"
Khedekar said. "We don't want reservation in politics. But our demand
for reservation in education and government jobs stands," he
reiterated.

However, Vinayak Mete, MLC of the Nationalist Congress Party and a
prominent Maratha leader, said, "The Marathas are backward in
education which resulted in them having no face in the administration.
There is opposition from various sections, but we are not for
curtailing anyone else's reservation. We want to be treated as a
separate community in the reservation category," said Mete.

Ultimately, Maratha leaders concede they have let their community
down. "Though most of the educational institutions are controlled by
Marathas, the leaders haven't bothered about the community," Mete
says, and adds, "They never tried to think for the upliftment of the
community, and that is why we are pushing for reservation."
Though there is little to refute that this admission lies at the heart
of the problem, what makes the plot more sinister is that these very
leaders are now exploiting the backwardness of their community to
tighten their grip on power.

AMBEDKAR NAGAR (UTTAR PRADESH): A private school in this Uttar Pradesh
district has "altered" the national anthem, replacing several words,
and made its students sing it, as the management feels certain words
in the anthem do not have any "significance in a democracy".

The modifications have been made by the school's manager Ragunath
Singh and 400-odd students from Classes 1-5 of the Lord Buddha
Ambedkar Arjak Mission Public School in Tanda town are being made to
the sing the country's "new" national anthem.

Singh claims that he "modified" the national anthem after he felt that
"some words in it have no significance in a democracy".

"Let me first clarify that by introducing the modifications in the
national anthem I do not intend to hurt the sentiments of the
countrymen...I am also an Indian and even cannot think of hurting the
sentiments of the people of India," Singh told reporters in Ambedkar
Nagar, some 150 km from Lucknow.

"Just for an example, we have the word 'adhinayak' in the opening line
of the national anthem. Now, 'adhinayak' refers to monarchy...So, in a
democracy like ours how can we use the word adhinayak in the national
anthem?" he added.

Singh claims Rabindranath Tagore wrote the poem, which was later
adopted as the national anthem, in honour of the British king during
his visit to India.

"I am not the first one to claim that...the national anthem was sung
for the first time for the royal welcome of George V...In my opinion,
several lines in the anthem directly convey praises for the king. So,
I have changed them all," Singh said.

"Like 'Bharat Bhagya Vidhata' has been replaced by me as Swarnim
Bharat Nirmata... Likewise, there are several changes like this and
the students are made to sing the modified version of the anthem,"
said Singh.

On Singh's directives, the students sing the new anthem in the morning assembly.

"For the last few weeks, we have been singing the different version of
the anthem...instructions in this regard were earlier issued by our
teachers," a Class 4 student told reporters.

Rakesh Kumar, the district in-charge of primary education in Ambedkar
Nagar, told IANS: "Yes, the matter has come to our knowledge. Though
we are yet to complete an enquiry ordered in this regard, we are
planning to take action against the school manager under Section 2 of
the Prevention of Insult to National Honour Act, 1971."

JAIPUR: Hot on the heels of fierce violence against Dalits at Husaipur
village in Rajasthan's Alwar district, the dominant Meo Muslims have
allegedly attacked Dalit houses, leaving over a dozen people injured,
and damaged their property at Chandupura village in adjacent Bharatpur
district. Many Dalit families have fled the village after violence.

The houses of Dalits, belonging to the poor Jatav community, were
stoned for two hours by a violent mob on Wednesday after a goat
belonging to a Dalit family strayed into a Meo Muslim's farm. The Meo
community allegedly damaged Dalit houses and targeted the livestock. A
buffalo's eye was pierced, while the "culpable goat" was seriously
injured.

The police so far have not registered an FIR against the miscreants in
connection with the violence and are instead reportedly exerting
pressure on the Dalits to arrive at a compromise with the Meo
community. The Dalits were offered a meagre compensation of Rs.5,000
at a meeting in the nearby Pipalkhera village, situated 3 km away,
late on Wednesday night.

The small Chandupura village forms part of the Mewat region and falls
under the jurisdiction of the Gopalgarh police station. It is situated
in Kaman Assembly constituency which is represented by Congress MLA
Zahida, daughter of the legendary Meo leader Taiyab Hussain.

According to Bharatpur district administration sources, the Special
Task Force been deployed at Chandupura. The situation in the village
continues to be tense. Among the injured Dalits, the condition of at
least six persons was stated to be serious.

Dalit activists alleged here that stone-throwing happened in the
presence of police and civil officers. Instead of extending relief to
the victims, the administration reportedly is busy organising
compromise meetings, allegedly at the instance of influential Meo
political leaders.

The Jaipur-based Centre for Dalit Rights (CDR), which swung into
action soon after receiving the report of violence, said the police
refusal to register an FIR was "in blatant contravention" of the
Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities)
Act, 1989, which mandates immediate distribution of relief and arrest
of the culprits.

CDR patron P. L. Mimroth said local Meo leaders shielding the
assailants and pressuring the Dalits to accept the "insulting
conditions" of compromise include Block Congress Committee president
Akhtar Hussain and Khedagaon panchayat samiti member Mobin Khan.

Surprisingly, the local unit of Vishwa Hindu Parishad has extended
support to the Meo Muslims.

Mr. Mimroth affirmed that the attack on Dalit homes and injuring them
was a cognisable and non-compoundable offence under the 1989 Act, and
could not be subjected to compromise by any authority, individual,
group of people, or the police, under any circumstances.

According to information received by the CDR here, the seriously
injured victims are Maya Devi, Dharma Jatav, Tharpan, Jagmohan, Dayal
Jatav and Premvati.

While the CDR is planning to send its fact-finding mission to
Chandupura in a day or two, Mr. Mimroth says this was an obvious case
of the local police trying to hush up the matter "in collusion with
influential Meo leaders". He demanded that in addition to the
assailants, the guilty police officers also be booked under the Act.

The CDR has submitted memorandums to the National Human Rights
Commission, the National Commission for Scheduled Castes and Union
Social Justice and Empowerment Minister Mukul Wasnik, seeking their
immediate intervention.

This is the second major incident of violence against Dalits in the
Mewat region within a month. The Meo community's alleged attack on
January 19 following a firing incident in which a youth was killed
drove out Dalits belonging to the Meghwal community in Husaipur
village. The Rajasthan Government has since distributed relief to the
Dalits and some accused have been arrested.

LUCKNOW: Employees of UP Power Corporation, on Saturday, stepped up
public outcry against reservations for scheduled castes and scheduled
tribes in job promotions. Aggrieved UP government employees, headed by
Shailendra Dubey, also released a list of state government departments
where a large number of scheduled posts were lying vacant.

Dubey said: "The UP government did not promote any employees from the
SC and ST categories for the last three years because of the
litigation that is pending in court. But as a result of this callous
attitude, even the departmental development work has suffered. In
early January, the Allahabad High Court quashed the state government's
2007 order, but the government has still not acted on the fresh
orders.''

The trouble dates back to September 2007, when UP government issued
orders providing for SC and ST candidates to be promoted to unreserved
posts also, in case the numbers of reserved seats fell short. This, in
effect meant, that employees from other backward classes and general
categories would have to relinquish their hold over unreserved
vacancies in government departments as well.

Immediately after the order was issued in 2007, however, most
departments of the UP government sought stay orders from the High
Court in October 2007. Due to the pending litigation, UP government
was unable to promote any SC or ST candidates to higher posts.
However, on January 4, 2011, the Allahabad High Court quashed UP
government's orders. It said: "We declare the provisions of Section
3(7) of the Act, 1994 and that of Rule 8-A of the UP Government
Servants Seniority (third Amendment) Rules, 2007 as invalid, ultra
vires and unconstitutional. Consequently, the Government Orders dates
17.10.2007 is also hereby quashed.''

Following the court orders, nearly 12 lakh employees of UP government,
belonging to the general category and other backward classes are now
demanding that all state government employees be promoted in
accordance with the seniority standards with immediate effect. "We
also want that those junior officials who were promoted without making
the cut on the selection criteria should be removed immediately and
also that all those persons who retired from services without being
able to avail of the promotion benefits, be reinstated,'' Dubey added.

HYDERABAD: Minister for handlooms and small scale industries P Shankar
Rao said on Saturday that funds issued by the SC/ST finance
corporation were misused to the extent of Rs 100 crore. The minister
has decided to write to the vigilance department to take up inquiry on
the issue.

Talking to reporters, Shankar Rao said that the subsidy meant to
benefit the SC/ST community was taken away by the upper caste people.
The minister said during the review with the officials, it had come to
his notice that funds to the tune of Rs 70 crore to Rs 100 crore were
misused. "I will write to the vigilance and enforcement department to
find out the officials responsible for misuse," said Shankar Rao. The
department would inquire the facts since the last ten years, he added.

Apart from the inquiry, the officials from now onwards will inspect
the small scale units once in every three months and would submit a
report to the government, said Shankar Rao.
