New Delhi, Mar 16 : Slamming Uttar Pradesh chief minister Mayawati for
wearing garland made of thousands of thousand rupee notes at her
rally, yoga guru Baba Ramdev on Tuesday said the money should have
been used for betterment of Dalits and poor.

"Mayawati calls herself Dalit Queen. And look at her! She wears
multi-crore garland at her party rally," Ramdev told reporters here.

"The country's wealth should be used for betterment of Dalits and
poor, and should not to be used as garlands to decorate the neck," he
added.

Meanwhile, the same day (Tuesday), Ramdev launched his own political
party 'Bharat Swabhimaan' and said his candidates will contest all
seats in the next Lok Sabha elections.

Ramdev said he wants to 'cleanse' the system and hence forayed into politics.

On Monday evening, Bahujan Samaj Party (BSP) chief Mayawati raised her
narcissism to a new level by wearing a garland made of thousands of
thousand-rupee notes at a mega rally in Lucknow.

The rally, held on the birth anniversary of BSP founder Kanshiram, was
organized to mark 25 years of the party.

According to BSP activists, Maya's garland was worth 'quite a few lakhs'.

Lucknow, March 16 (IANS) After initial denials about Uttar Pradesh
Chief Minister Mayawati having been felicitated with a giant sized
garland made of Rs.1,000 denomination currency notes at the Bahujan
Samaj Party (BSP) rally here Monday, party leaders Tuesday said it
contained only Rs.21 lakh, not Rs.5 crore.
Taking cognizance of the gift, the Income Tax department is said to
have issued a notice to Mayawati.

"The garland had currency notes worth only Rs.21 lakh, that were
contributed by a large number of party leaders and workers,"
Mayawati's close confidante and cabinet Minister Naseemuddin Siddiqui
declared here Tuesday.

"The money for the garland was collected by party functionaries in
Lucknow and we arranged to have a special garland made for our leader
here itself," he told mediapersons, after the party's earlier denials
were rebutted with huge pictures on TV as well as in print, clearly
showing the currency notes.

Siddiqui refuted media reports about the garland having been gifted by
BSP functionaries in Karnataka, where it was earlier stated to have
been crafted.

When a journalist sought to draw his attention to a Karnataka BSP
leader having gone on record Monday claiming that the garland was
brought by him, Siddiqui said: "What I am telling you is the truth. I
do not know of what and who made this claim from Karnataka."

Accusing the opposition of spreading all kinds of canard against the
BSP, he said: "Well, the opposition has got the jitters after seeing
the mammoth turnout at our rally, so they are bound to make wild
allegations against us."

Asked what the party would do in the wake of the Income Tax probe
ordered into the garland affair, Siddiqui said the party was "not
scared of any inquiry as we have not done anything wrong".

Flatly denying the opposition charge that the rally was a "government
sponsored affair" and that it entailed an expenditure of Rs.200 crore,
he said that by no stretch of imagination, could it be such a whopping
figure.

"Let me tell you, most of the work was undertaken by volunteers who
worked without taking a penny in return to make the rally a grand
success, which was what the opposition cannot digest," he added.

Controversial Chief Minister of India's Uttar Pradesh state, Mayawati,
has been criticised for accepting a huge garland made entirely of
1,000-rupee notes.

Ms Mayawati's supporters gave her the garland as a gift at her Bahujan
Samaj Party's silver jubilee rally on Monday.

It is made of new 1,000-rupee notes and is estimated to have cost
anywhere between $400,000 and $2m.

Ms Mayawati, who champions the cause of the poorest of the poor, is
criticised for amassing vast personal wealth.

She is India's first woman Dalit (formerly "untouchable") chief
minister and has a huge following among those at the bottom of the
Hindu caste system.

Calls for inquiry

Photographs of Ms Mayawati, wearing the rupee garland, appeared on the
front pages of Indian newspapers on Tuesday morning.

The issue was also raised in parliament, with MPs from different
parties criticising what they said was a vulgar display by Ms
Mayawati.

"We appeal to the government to take cognisance of the money that is
being spent, or rather, misspent in the rally. And millions' worth of
the garland that she accepted should be inquired into," senior
Congress party leader Digvijay Singh said.

A leader of the opposition Bharatiya Janata Party (BJP), Rajnath
Singh, said: "I just want to say that state funds and resources have
been misused in Uttar Pradesh in every form. And I want the government
to take action in this case at the earliest."

It is estimated that nearly 400,000 supporters attended the rally in
the Uttar Pradesh state capital, Lucknow, on Monday. The city was
draped in blue (the colour of Ms Mayawati's party) for the
celebration.

Statue spree

A former school teacher, Ms Mayawati is one of India's most colourful
politicians. She has governed Uttar Pradesh and its 180 million people
since state elections in 2007.

In the past few years, she has amassed massive personal wealth,
developing a fondness for lavish birthday parties and diamond
jewellery.

She has been taken to court for commissioning massive statues of past
Dalit icons and herself at great public expense.

Ms Mayawati's critics accuse her of wasting precious government funds
in one of India's most backward states.

Uttar Pradesh has soaring crime, poor health services and very high
illiteracy rates.

Ms Mayawati appears unfazed by all the criticism and has spoken many
times about her ambition to be prime minister of India.

Her party denied claims on Monday that state funds had helped pay for
Monday's festivities, saying it had footed the bill.

LUCKNOW: Uttar Pradesh Chief Minister Mayawati on Monday attributed
the purported move to freeze her Bahujan Samaj Party's election
symbol, elephant, to a "conspiracy" backed by the Opposition parties.
She rejected talk that the elephant statues erected in parks and
memorials for Dalit icons had something to do with the symbol. In the
statues, the elephants were shown in *swagat mudra' (welcome posture)
with their snouts up, whereas the BSP's symbol shows the elephant with
its snout down, she said addressing a mammoth rally organised here to
mark the 25th anniversary of the party's formation and the birth
anniversary of its founder Kanshi Ram. The BSP has to submit to the
Election Commission on March 18 its reply to a petition filed against
the elephant statues.If the elephant statues could be brought to the
Commission's notice since the jumbo is the BSP symbol, the Commission
should take note of the Congress' symbol of *hand' and the Samajwadi
Party's *bicycle,' she said. Bicycles were being distributed to girls
under the Savitribai Phule Scheme launched by the BSP Government and
the hand was used by leaders of all parties to welcome people. "In
that case, the hand and cycle symbols should be de-registered," she
said.

Ms. Mayawati also justified the erection of her own statues. "Is there
any law in the country that bans the erection of statues of living
leaders, and can funds be spent only on erecting statues of dead
leaders and not the living ones?" The statues of Jawaharlal Nehru,
Indira Gandhi and Rajiv Gandhi were erected throughout the country by
the Congress; many schemes, colleges, universities, airports, railway
stations and roads using government funds were named after them. In 63
years since Independence, she said, crores had been spent on building
memorials and museums for the Gandhi-Nehru family. However, when
statues of and memorials to Kanshi Ram and other Dalit icons were
built, the Opposition charged the BSP with misusing government funds.

Congress anti-Dalit'

Ms. Mayawati termed the Congress anti-Dalit, arguing that it supported
the caste system. She blamed the Congress regimes for corruption in UP
and accused the Centre of stalling the State's development by not
releasing funds. The BSP, she said, had achieved much more in the 25
years of its existence than what the 125-year-old Congress gained in
the first 25 years of its formation.The Chief Minister accused the
Congress and the Opposition parties of trying to finish the BSP in the
last 25 years by making baseless allegations against Mr. Kanshi Ram
and engineering a split in the party. She also mentioned the moves to
corner her in the Taj Corridor and disproportionate assets case. Ms.
Mayawati expressed the satisfaction that despite the tirade, she had
managed to strengthen the BSP movement. She cautioned the party
workers against the designs of the Congress, which, she said was
trying to regain power in the State.The BSP rally was one of the
biggest seen here in recent years with party workers from all parts of
the country. Opposing the Women's Reservation Bill in its present
form, Ms. Mayawati said her party would stage dharnas in district
headquarters on April 14. She also warned of a nationwide agitation if
the Centre does not bring prices down.

Probe into sudden appearance of bees

PTI reports:

'Stung' by the sudden appearance of a huge swarm of honey bees at the
venue of the rally, the Uttar Pradesh government has ordered an
inquiry.

"Someone disturbed honey bees at the nearby central school building by
lighting a fire below the hive, following which they hovered over the
Rama Bai Ambedkar maidan for about an hour," a government release said
here.

The inquiry will reveal the mischievous elements behind the incident, it added.

ALLAHABAD: Crores of rupees have been spent to observe the birth
anniversary of Dalit icon Kanshiram but the project named after him
for the development of the selected wards in cities has been
forgotten. The State government has announced the Kanshiram Samagraya
Vikas Yojna with fanfare for the infrastructural development of
selected wards but the money meant for the project was stopped midway,
giving jolt to the project.

Under the scheme, as many as 38 wards would have been selected for
development in the city over a period of five years.

In the first phase, Katra, Muthiganj-II, Jayantipur and Sulemsarai
were selected. In the second phase, Rajapur, Sadiapur, Kareli, Atala,
Rajrooppur, Civil Lines-II and Colonelganj. After that, no other wards
were selected.

Though there was some work in the first phase in some of the selected
wards but the work in the second phase was negligible. The corporators
have complained about the quality of work in the first phase. Katra
corporator Anand Agarwal said that the work order was released for the
construction of road in Machi Bazaar area of the ward but it has not
started till date.

As far as infrastructural facilities are concerned, the water woes of
the selected ward should be solved. Improvement of the drainage system
and construction of cemented roads are other areas. The faulty
streetlights were meant to be changed.

Various social programmes were to be taken up in the selected wards
like giving pension to old persons, widows and handicapped.
Establishment of health centres and vaccination to children were also
part of the scheme.

In addition to this, scholarships should also have been given to
students belonging to Scheduled Castes, scheduled tribes, minorities,
handicapped and poor children of general classes. The ward also has
the facility of beautification of the parks and the development of
community centres.

The true tribute to Kanshiram would be taking a vow to work for the
upliftment of downtrodden and neglected sections of the society.
