Surge in community clashes in periphery of Ahmedabad rural

Be it Patels v/s Darbars or Dalits v/s Darbars or even clashes between
two different communities, the rural areas under Ahmedabad rural
police are witnessing a rise in instances of violence in the last
couple of years. Ironically, such clashes usually start over petty
issues between two people but soon engulf two different communities.

In the first six months of 2011 the rural areas have witnessed a total
of 35 instances of rioting, compared to 31 in the previous year. Last
year there were a total of 55 rioting incidents. From 2001 onwards
there has been an alarming increase in such cases. In 2007 and 2008
Ahmedabad rural recorded the maximum number of rioting cases, 61 in
each year. In 2009 the cases dropped to 46 but rose again in 2010.

In 2011, the rioting casesturned more violent compared to previous two
years. This year on May 19, the Sanand police struggled with a major
clash between Dalits and Darbars in which members of both the
communities went on a rampage.

The clash was a result of a quarrel over a minor issue.

Several vehicles were set ablaze in the fight. The clash in Bopal road
on Monday again began over a petty issue of supremacy. So far, in most
of the clashes no loss of life has been recorded.

The district superintendent of police Rajiv Ranjan Bhagat who recently
took charge of Ahmedabad rural police said this is for the first time
that he witnessed the community clash and he needs to investigate the
reasons for the same.

Deputy Superintendent of police MM Malek saidthat on many occasions
dispute between two people from different communities turn into an
issue between two communities leading to the clashes.

Another senior officer on condition of anonymity said that communities
such as Thakore, Darbar, Patel, Dalit and even Muslims living in
villages are highly polarized.

Thousands of Muslim girls from BPL families stand to gain

Now, Muslim girls of families living below the poverty line will be
able to avail themselves of the benefits of the 'Savitribai Phule
Balika Shiksha Madad Yojana' following the Uttar Pradesh government's
decision to extend the scheme to the government-recognised "madrasas"
in the State.

This decision was taken at a meeting of the Cabinet presided over by
Chief Minister Mayawati on Tuesday. According to an official
spokesman, thousands of girl students stood to gain from the measure.

The welfare scheme was launched by Ms. Mayawati in 2010. With the
Cabinet giving its nod to the inclusion of recognised 'madrasas' in
it, Muslim girls who applied for "Aalim" first year course (equivalent
to class 11) after passing out from the "Maulvi-Munshi" course
(equivalent to High School) , recognised by the Uttar Pradesh Madrasa
Education Board, will be given incentive money under the Savitribai
Phule scheme. For studying in class 11 ("Aalim" first year) in the
government-recognised 'madrasas', girl students belonging to BPL
families will be given Rs. 15,000 and a bicycle. For pursuing the
"Aalim" second year course (equivalent to class 12) they will be given
an incentive of Rs. 10,000 per year.

To avail herself of the benefits of the scheme, the student should
have taken admission in the recognised 'madrasas' and her parents, or
guardians should be BPL, or Antyodya card holders. If the applicant is
married, her age should not have been below 18 at the time of marriage
and either her husband, or a member of her in-laws' family should be a
BPL card holder. Marriage proof has to accompany the application.
According to an official release, the beneficiaries' application has
to be submitted by the month of September of each financial year and
the incentive money would be distributed to the students in the same
fiscal year.

There are 1,571 recognised 'madrasas', of which 459 are aided and
1,112 un-aided. Justifying the decision, the official release said
that from the educational and economic point of view Muslims were the
most backward. Their backwardness had a deterrent effect on the
State's development, the release added.

By another decision, the Mayawati Cabinet approved the 'Uttar Pradesh
Free and Compulsory Right to Child Education Rules, 2011.' The scheme
applies to children in the age group of 6 to 14.

PATNA: The state cabinet has decided to open new police stations for
scheduled castes (SC) and scheduled tribes (ST) in 30 districts,
including Bagha and Naugachhia police districts, in Bihar. It has
already sanctioned 510 posts in different ranks and in each designated
police station, 17 police personnel would be posted.

Giving details of the cabinet decisions, principal secretary, cabinet,
Ravikant said the government has also increased VAT from four per cent
to five per cent on some items such as coal, iron, cotton, skin and
woolen fabrics.

He further said dependents of employees of the Bihar Marketing Board
and Agriculture Production Marketing Committees who died before
board's dissolution and those who died before being absorbed in
government services would be appointed by the government on
compassionate ground. The government has also sanctioned 22 additional
posts in the jail department for its effective functioning. Posts have
also been sanctioned for creation of the State Project Support Unit
under the Integrated Child Protection Scheme.

Mumbai, Jul 26 (PTI) RPI leader Ramdas Athawale today said his party
would oppose Prakash Jha's upcoming flick 'Aarakshan' if its contents
are detrimental to the interest of Dalits."We will oppose the film
(Aarakshan) if its contents are against Dalits and try to paint the
upper-castes in good light," Athawale told reporters.'Aarakshan',
starring Amitabh Bachchan, Deepika Padukone, Saif Ali Khan in lead
roles is a high voltage socio-political drama based on one of the most
controversial policies of the caste-based reservations in government
jobs and educational institutions.The National Commission for
Scheduled Castes had recently dubbed Aarkashan, releasing August 12,
as "anti-Dalit".

Kodandaram losing sway over OU campus?

HYDERABAD: About 20 students led by Osmania University students joint
action committee (AC) met Prof M Kodandaram, the political JAC
convener for Telangana, on Monday and demanded that he consult them
before deciding any student-related agitation including educational
bandhs hereafter.

The formal meeting saw a public demonstration of the growing
resentment in the OU student community against the political JAC chief
who is currently spearheading the T agitation. And what more, several
faculty members of the university, too, share the students' feelings,
sending out indications that Kodandaram is no longer seen as a
respected a leader as before on his own campus i.e., Osmania
University.

The students and the faculty members of OU say that the Telangana
agitation is largely becoming TRS-driven under the guidance of
Kodandaram. The groups that have come out in the open against the
political JAC leader on the OU campus include People's Democratic
Students Union (PDSU), Dalit and BC student unions, SC & ST Telangana
Teachers Forum, Osmania University Teachers' Front and also some
sections of the OU students' JAC.

The students aver that the political JAC, which was formed after
OU-JAC, has hijacked the agitation and is steering it towards what
seems to be a 'T' stalemate. "In the most recent case, the political
JAC called for an educational bandh and it wasn't successful. The
bandh was called without consulting the students' unions on OU campus
and other Telangana campuses," said M Krishank, the OU-JAC
spokesperson. "We need to know who is taking decisions in the
political JAC and why students and faculty members of OU are not being
consulted before calling for bandhs," he added. Some of the faculty
members of the university who are in fact part of Telangana political
JAC are also not called for meetings and discussions, sources said.

Sources said that the rift between Kodandaram and students is now
widening on caste lines, particularly after the Harish Rao incident in
Andhra Bhawan, New Delhi.

Soon after television channels flashed images of Harish Rao slapping a
Dalit staff member of Andhra Bhavan in New Delhi, the students in OU
held a protest even as Kodandaram maintained that the incident could
not be classified as a case of caste discrimination. "Students had
called for protests against TRS wingman Harish Rao even after
Kodandaram explained to them that the incident cannot be linked to
caste discrimination. In fact, the protests against Harish Rao were
led by both Dalit and non-Dalit students unions which once supported
political JAC," said a professor.

The Harish Rao incident did not go down well with most SC students who
have played a crucial role in the Telangana movement on OU campus.

Faculty members said that Kodandaram, who used to command respect in
all faculty circles when he was the president of Telangana
Vidyavanthula Vedika before 2009, is now being looked down upon for
being close to the TRS wing. "The TRS never had any support base on
campus. And anyone who is overtly associated with TRS is considered to
be a turncoat on OU campus. Owing to his pro-TRS stand which is
becoming more visible by the day, Prof Kodandaram has lost the support
he used to enjoy on OU campus before 2009," said Prof Mallesham. He
said that Telangana Professors' Collective, which was formed in 2009
on OU campus, commands the respect of students now, more than the
political JAC.

Several faculty members are also openly writing about their
differences with Kodandaram in university newsletters, the sources
said.

Sources indicated that the students of OU who used to back any
agitation proposed by the Telangana JAC are also slowly expressing
their dissatisfaction in public. "Except for one of the students'
wings led by Pidamarthi Ravi, no students' collective on campus is
supporting the TRS or political JAC's action plan," a source said.

Despite several attempts by TOI, Kodandaram could not be contacted for
his comments.
