No compensation yet for displaced Tamils

It's the poor in Delhi who are bearing the brunt of the Commonwealth
Games' preparations.

At a time when chief minister Sheila Dikshit announced compensation
for those affected by the development work, 368 families of Dalit
Tamils are running from pillar to post seeking shelter.

Their slum cluster at Jangpura's Barapullah Nallah was bulldozed on
April 15 as a parking lot had to be constructed for the Games. The
Tamils had been living there for the past 35 years.

Last Sunday, Dikshit, at a function near the Azadpur flyover, had
said: "People whose houses or shops were demolished to facilitate the
Commonwealth Games project will be compensated soon. I have asked
(Public Works Department minister Raj Kumar) Chauhan to direct the
Delhi Development Authority to distribute the compensation amount
within a week."

CM's announcement but no help or money has reached the Tamils.

They currently sleep under the open sky, with the women cradling
wailing babies, trying to save them from the heat and the mosquitoes,
while the men keep watch lest their belongings are stolen.

Murugan, a 27-year-old who cleans cars in the nearby posh Jangpura
colony, said: "They (government officials) told us a high voltage
electricity wire had to be laid. We were asked to move out of our
homes." The displaced Tamils tried approaching Dikshit. But nothing
was said to them about compensation.

"Her son, Sandeep, assured us that water and food would be supplied to
us in the tents. He did not utter a word about compensation," Munny
Amma, who works as a maid, said.

Instead, the Dalit Tamils were told that 36-of the total 368-displaced
families would be relocated to the Savda Ghevra resettlement colony in
north-west Delhi.

The heat has already started taking a toll on the homeless.

One person fainted on Tuesday and had to be admitted to an ICU. A
16-year-old, Shiv Shankar, was another victim.

"Shiv Shankar used to study in a government school. He was already in
trauma because of personal problems. The final blow came when his
house got razed and he became mentally ill. He has been taken to
Chennai for treatment," his neighbour Rajamma said.

Lok Sabha MPs P. Lingam and Gurudas Das Gupta had reportedly visited
the displaced and promised to alleviate their suffering. But nothing
has been done yet.

Savitri Devi, 42, said the families' ration and voter ID cards had
been taken away by the government officials.

"We are not able to purchase kerosene oil. Just look at the way they
talk when they need votes. Now we are nothing for them," she said.

Ameque Jamei, leader of the All India Youth Federation which is
spearheading the campaign for the homeless, said the city slums were a
cause of embarrassment for the Delhi government.

" The government is ashamed of the slums. Therefore, it has displaced
hundreds of people and not even given them an alternate place to live.
The Dalit Tamils' slum cluster was visible from the flyover which will
connect the Jawaharlal Nehru stadium to the Lodhi Road," he said.

Modi on an overdrive to woo Dalits in Gujarat

It appears Gujarat chief minister Narendra Modi has gained a headstart
over Bharatiya Janata Party (BJP) president Nitin Gadkari in trying to
woo the Dalits.

Modi, who had maintained a strictly caste- neutral image, has of late
been singing praises of Babasaheb Bhimrao Ambedkar.

And if Gadkari made it a point to visit Mhow, the birthplace of
Ambedkar, only during the party's national executive meet at Indore in
February, Modi had cast his net much earlier.

On the Republic Day's eve, Modi took out a gigantic rally in the
Dalit- dominated Surendranagar town of Saurashtra. A decked- up
elephant carrying an oversize model of the Constitution was taken in
procession as part of the rally, a salute to Ambedkar.

Then again on April 14-Ambedkar's birth anniversary-the Gujarat
government released full- page advertisements in the state's
vernacular dailies. These newspapers also carried a piece by Modi
taken from his to- be- released book on social equality.

Even the invitation to Modi's book release event-scheduled for
Monday-carries a photograph of Ambedkar besides that of the chief
minister himself.

Modi has also published a link to his article on his blog, which, too,
was started on April 14 last.

The first post on the blog is about Ambedkar and carries a photograph
of the Dalit icon. "Today is (April 14), the 118th birth anniversary
of Dr Babasaheb Ambedkar. I pay my humble tribute to this great
personality who was born in the underprivileged section of the society
and overcame the difficulties and challenges he faced. His mantra was:
'Educate yourself, come together and stand for your rights,'" the post
reads.

While it remains to be seen how effective such overtures will be,
there are rumours in the BJP state unit that they are the result of
Modi's aspirations to stake claim at the Centre as the next OBC leader
of the party. Modi belongs to an OBC community in north Gujarat called
Ghanchi.

A senior member of the Gujarat BJP said: "He has maintained a
caste-neutral image at the state and national levels. However, to
stake claim at the Centre, he will need an edge over the others. And
what could be better for it than acceptability among the scheduled
castes? As it is, the party has not been the first choice of scheduled
castes."

Not everyone in the party agrees, though. "Such a paradigm shift may
not go down well with the core constituents of the party, comprised
mostly of upper caste people," a BJP functionary said.

But if there are doubts about Modi's moves within the BJP, the Dalits
have their man marked.

"He (Modi) may now be warming up to Dr. Ambedkar for political ends,
but nothing significant has been done to change the lot of the Dalits
in Gujarat in the past 10 years," said Jitendra Makwana, a Dalit youth
from Ahmedabad.

"The BJP has been writing us off as it knows the Dalits will never
vote for the party. Some BJP workers even told us they won't take
Dalit votes," he added.

Manjula Pradeep, a Dalit rights worker, said: "Such gestures from Modi
stem purely from a political agenda." "He is hoping to erase the
blemish of the communal riots in 2002 with such gimmicks," she said
and added that if Modi was serious about Ambedkar and his philosophy,
he should ensure the Dalits' right to enter temples across the state.

LucknowWith the Congress eyeing the BSP's Dalit vote bank in UP, the
Samajwadi Party is trying to strengthen its base among the state's
Most Backward Castes (MBCs) like Nishads, Binds, Mallahs, Manjhis,
Pals, Prajapatis and Gareris.

The SP has already demanded the inclusion of at least 16 such castes
in the SC category and is promising them a share in political power,
along with the OBCs. The party feels that people of these castes are
unhappy with the Mayawati's 'special focus' on Dalits and are thus
ripe for the picking.

And it is wasting no time. Meetings with local leaders of these castes
have begun. "The idea is to create enough awareness among these castes
about their importance in the state's politics. If united, they can be
a good weapon for the party to counter Dalits," said a source in the
SP.

The SP has already held separate conferences of different castes at
state level, said party spokesperson Rajendra Choudhari, confirming
that the party was trying to woo the MBCs. "We want them to join
mainstream politics. They need social justice in the current
situation," Choudhari said. The party held a conference of backward
castes in Kanpur on April 20 and a conference of the Saini group in
Saharanpur on April 6.

SP leaders who have been entrusted with the job of uniting these
castes under the party banner cite examples of the Mayawati
government's special focus on Dalits. "We tell them (MBCs) about how
many people from their castes have got jobs in UP in comparison with
Dalits. We prompt them to join the political race like Dalits," said a
source.

Behind the SP's desperation to win over MBCs is also the worry about
Congress resurgence in the state, sources said, though SP leaders
won't admit it. General secretary of the party's state unit Om Prakash
Singh said there was "nothing new in the party's efforts to ensure
social justice for these castes"

Erode (Tamil Nadu): Nine Dalit children were among 15 persons rescued
from bondage by revenue officials from a brick kiln near Erode in
Tamil Nadu, district officials said.

Benjamin Prabhu, revenue divisional officer, Erode said officials had
acted on information that 15 persons of Kattuserry village in
Nagapattinam district were being forced to work as bonded labourers in
a brick kiln at Kalingarayanpalayam, 12km from Erode.

The officials went to the kiln yesterday and spoke to the 15 persons,
belonging to three families. One of them alleged that they were not
being paid proper wages and that their children are suffering for want
of education.

The officials registered cases under SC/ST (Prevention of Atrocities)
Act, Minimum Wages Act and abolition of bonded labour act against the
kiln owner.

The rescued were sent back to their native town after being given a
part of Rs10,000 to be granted as per government rules. The balance
would be given later after receiving funds, they said.

One of the bonded labourers reportedly received Rs30,000 as advance
from the owner and another, Rs20,000.

The owner said the amounts were adjusted against their wages. He also
claimed that he had not violated any rules and that all the families
were given proper wages.

Secretary of National Campaign on Dalit Human Right (NCDHR), N Paul
Divakar has threatened here on Saturday to lodge a case if the
government fails to make a specific law for allocation of funds under
special component plan(SCP) for SC category. He has even alleged
saying that after 30 years of implantation of SCP fund allocation
under state budget, the socio-economic condition of SCs/STs of state
of Orissa to remain deteriorating is a shame.

The General Secretary of National Campaign on Dalit Human Right
(NCDHR), N Paul Divakar has alleged that SC and ST people have
remained poor because Orissa government does not spend what it
allocates in the budget for them.

In the vote on account budget recently passed in the assembly the
government has allocated funds for SC/ST people in proportion to their
population. But its record of spending far less than the actual amount
allocated has been a concern for upliftment of the people belonging to
these categories.

For example of 2009-10 annual budget, he said while total plan outlay
for the year was Rs 9924.12 crore, the amount allotted under Special
Component Plan (SCP) for the SC category remained Rs 1492.18 crore
which is only 15.04 per cent. "As per the norms of planning commission
of India, the funds allocation under SCP should be in proportion to
the concerned population of the category. As SCs constitute 16.53 per
cent of the total population of Orissa, the budgetary allocation for
the same would have been Rs 164.04 crore.

By allocating lesser amount the state government has denied Rs 148.27
crore to the people of this category.
Mentioning actual expenditure under some heads, he said that only nine
to 10 per cent of allocated amount meant for SC category have been
spent last year. While in the health and family department Rs 28.74
crore was allocated under SCP for SC, the actual amount spent directly
for the development of the group was only 2.62 per cent.
