SP to tone down opposition to Maya's split plan

New Delhi: A day after Mulayam Singh Yadav threatened stir over
Mayawati's plan for UP's division, Samajwadi Party is wary of any
over-the-top reaction which would turn it into an election issue and
hand BSP a crucial advantage.

SP members were part of the din on the first-day of Parliament's
winter session, seemingly to protest the resolution passed by voice
vote in the state assembly. It appeared a natural reaction to the
party chief's announcement to assert "one state" policy in all forum.

But there may not be much of a protest in future if the rethink in the
party is any indication. A strong section feels that high-decibel
opposition to UP's division will only turn it into an issue, serving
the BSP's objective. Chief minister Mayawati stumped the opposition by
espousing the cause of dividing UP into four states ahead of polls,
inserting a new issue in the campaign debate limited to corruption and
governance.

The announcement's shock value was evident in Congress scrambling to
find a middle-of-the-road response like state reorganization
commission while SP found itself stranded and forced to oppose it.

Samajwadis, however, are rethinking the option of going the whole hog
on the division issue. "Why make it an issue unnecessarily," an MP
said.

A senior leader explained that SP's Parliament protest was not about
division of the state but against misgovernance and BSP government
lacking majority. "So, we were asking for dismissal of the government.
It was not just about the split plan," he clarified.

The caution in Mulayam's flock follows Congress's decision to play
down the issue as a "poll gimmick" without going into its merits. The
party thinks its purpose will be best served by sticking to BSP's
performance in power and not falling into the trap laid out by
Mayawati's 'split the state' plan. It is felt that the CM's
announcement after nearly five years in power made the "gimmick"
charge convincing.

There may not be much noise from the BSP camp too. In a strange move,
Mayawati has gagged her MPs from talking about her surprise gambit.
The MPs have been asked to stay quiet because the media was already
talking about it. The party supremo feels that people discussing the
issue would carry more credibility than party legislators and MPs
publicizing it.

Targeting UP Chief Minister Mayawati and Samajwadi Party chief Mulayam
Singh Yadav, Rahul Gandhi today said they have "forgotten" the people
after becoming big leaders and they "don't feel for them".

"They (Mayawati and Mulayam) have become big leaders. They can travel
in helicopters. But they do not feel angry now when they see
sufferings. They do not feel anything when farmers' land spanning
2,000 km is taken away.

"That time has gone when these leaders used to feel for the people.
They don't feel anything when contractors are minting money. I have
learnt many things from Mulayamji. But he is not there in your midst.
He does not come to you. His anger (against injustice) is over,"
Gandhi said.

Addressing a rally here on the second day of his five-day tour, Gandhi
said Congress-led government brought the land acquisition bill but it
was prevented by opposition parties.

"People were killed in Bhatta-Parsaul. What is happening in Uttar
Pradesh? Samajwadi Party leaders are sitting in their rooms. Who
brought the land acquisition bill? We brought it. Who is opposing it?
The Opposition is doing that. They do not want you to gain," he said.

He said Mayawati "does not bother about" what was happening in the state.

Claiming that he visited a hospital where there no patients but a
painting job was on due to her visit, he said the painters told him
that they were doing it as the chief minister was visiting the
hospital.

"There were no patients, no nurses, no doctors. But painting was on
because the administration wanted to show her the hospital in good
condition when she passes through the area. She does not know what is
happening. She does not come to your house. She does not eat with
you," he said.

Taking a dig at Mulayam, he said, the SP chief aligned with former BJP
leader Kalyan Singh for power in the last elections.

Introduce special quotas for Dalits in govt service

Prof Abul Barkat says that around 600 Dalits leave country daily for
lack of jobs

Speakers at a seminar yesterday demanded introduction of special
quotas for the minority and Dalit communities in all sectors relevant
to their social and economic development, including education and
government services.

The seminar, "Missing Minority and Dalit Situation in Bangladesh", was
organised by SHAREE at Curzon Hall of Dhaka University as part of the
events marking the launch of South Asia Social Forum 2011.

The ruling party, in line with the mandate it got at the 2008
elections, must give priority in appointing minorities, Dalits and
aboriginal people in the public services, said Prof Abul Barkat of the
Department of Economics of Dhaka University.

These communities should also have priority when khas lands are
provided and a special allocation should be kept in the national
budget for them, he added.

He also said the government should ensure the social status of these
communities, enabling them to live with their social and economic
rights, through constitutional recognition.

Around 600 Dalit people leave the country every day due to a lack of
employment opportunities and accommodation facilities, he said.

Justice Mohammad Ghulam Rabbani said students of the minority and the
Dalit communities would greatly benefit if the government introduced a
single and secular education system for all.

Criticising the government's silence in resolving the vested property
issue, journalist Abed Khan said the government must take necessary
steps to protect human rights, especially of minorities and Dalits.

Bangladesh Dalit Rishi Panchayet Forum General Secretary Rajkumar Das
reiterated the Dalit demand for a special quota.

SHAREE Executive Director Preo Bala Biswas, presenting a keynote
paper, suggested that the government enumerate and mainstream the
minorities and Dalits in compliance with the constitution and the
government's Vision 2021.

With agriculturist Dr M Gul Hussain chairing the seminar, Gobindo
Chandra Saha of Bread for the World, Bangladesh and Bangladesh Harijan
Oikya Parishad Secretary General Nirmol Chandra Das also took part in
the deliberations.

New Delhi: Congress General Secretary Rahul Gandhi started his
five-day Jan Sampark Abhiyaan (public contact programme) in election
bound Uttar Pradesh on a more sedate note than his November 14 rally
in Jhoosi, Phulpur, near Allahabad where he was very strident and
aggressive.

Embarking on his Jan Sampark Abhiyaan from Barabanki in central Uttar
Pradesh, Rahul Gandhi claimed that the Congress was committed to
provide the state a government that would take care of the 'aam aadmi'
(common man), a slogan than he has used several times to target the
Mayawati government.

Addressing party workers in Barabanki, the Congress scion carefully
chose his words to target the state government, perhaps to avoid the
controversy that erupted after he called the migrants from Uttar
Pradesh beggars.

"If you don't do well, you will have to go out, the way you go out
every year, to Maharashtra, Punjab and Haryana. You will have to go
out and work there. Hyderabad are ahead in Information Technology.
Even if UP wants to go ahead in Information Technology, they can't
because Bangalore and Hyderabad have already reached the top spot.
Tamil Nadu and Maharashtra are doing well in automobile industry.
India is moving ahead, but UP is lagging behind. Other states are
moving ahead, in 20 years nothing has changed in UP," he said.

Accusing the state government of not utilising Central funds and not
implementing Central schemes properly, he said, "Congress party wants
to bring 'aam aadmi' government in UP. We want to see truth win
against money. We send money from Delhi but it doesn't reach people in
UP. We want to employ people through MNREGA scheme, but it doesn't
reach people. Money goes to middlemen, ministers, officials. It
doesn't reach the common man. UP Chief Minister has said that MNREGA
is not needed and doesn't benefit anyone."

"We started 'Janani Suraksha scheme' for women but the money reached
the wrong hands. The officials keep the Rs 1400 that every woman
giving birth to a child deserves. If people want to change UP, it's
not possible to do it from Delhi. The government has to change in UP.
Our effort is that every person in the country gets a UID number, so
that the money that each person deserves in the country reaches his
account directly. The money that belongs to the poor does not reach
the poor, the money gets stopped at Lucknow. We want to reach out to
people directly. We will not do one caste politics, we will bring
development oriented government," he added.

However, infighting marred the first day of his programme as Congress
ticket seekers clashed and even stopped Rahul Gandhi's cavalcade in
what can be called a security breach as he enjoys Z+ security.

Even before Rahul started on his starts his five-day public contact
programme from Barabanki in Uttar Pradesh, Congress factions belonging
to Union Steel Minister Beni Prasad Verma and Barabanki MP PL Punia
clashed over ticket distribution. There was more trouble for the
Congress some party workers jumped before Rahul's cavalcade outside
Lucknow airport claiming discrepancies in distribution of tickets for
the Uttar Pradesh Assembly elections.

The Congress workers claimed that they wanted to draw Rahul's
attention towards the denial of ticket to Subodh Srivastava from the
Lucknow Central Assembly constituency.

However, unlike Jhoosi where several Congress leaders including Union
Ministers rushed to beat up the protesters who had managed to reach
near Rahul's helicopter and wave black flags, no party leader was seen
taking on the protesters.

His five-day tour that will cover Bahraich, Balrampur and Shravasti
will end with a public rally in Kushinagar in eastern Uttar Pradesh on
November 26.

The former MLA and Dalit leader H. Anjaneya has urged the Dalit
communities to mention their caste as Madiga during the caste-wise
census, which would soon be commencing in Karnataka.

Addressing presspersons here on Sunday, he said that Dalits should
necessarily mention their caste as Madiga to get themselves
differentiated from other Scheduled Caste communities.

"Since more than 100 communities have been categorised as Scheduled
Caste, the mentioning of caste as Madiga will help in knowing the
exact population of this community. This will further help the
Government frame specific policies for the welfare of this backward
community," he said.

Mr. Anjaneya, who is a Congress leader, said that the Union Government
had launched the caste-based census only for the purpose of framing
caste-specific reservation policy.

Owing to lack of specific data, many Scheduled Caste communities were
unable to take advantage of the reservation policy, he said, claiming
that under the present scenario, several communities had been included
in a singe category. "The completion of the census will help the
Government provide internal reservation, based on the socio-economic
conditions of each community," he said.

He alleged that some caste Hindu people were availing themselves of
the reservation benefits by producing false caste certificates. A few
of them had even become judges while a few others had become MLAs by
producing false certificates, he said.

Mr. Anjaneya alleged that K.G. Kumaraswamy, MLA from Shimoga Rural
constituency, was actually belonging to Vokkaliga community but had
contested in the election by claiming to be from Bhovi community "Some
people belonging to Scheduled Caste have complained against him in
this regard and the case is before the High Court," he said.

Mr. Anjaneya criticised about 12 MLAs belonging to Bhovi community for
not raising any objection against Mr. Kumaraswamy for producing a
false caste certificate.
