Dear Sir

We the under signed request you to Install the portraits Dr .B.R. Bhimrao Ramji Ambedkar in Supreme Court, all Benches of High Courts and all Lower Courts in India.

Dr Ambedkar, popularly also known as Babasaheb, was one of the founding fathers of independent India. He was also the Chairman of the Drafting Committee of Indian Constitution.

The role played by Bhimrao Ramji Ambedkar has left its imprint on the social tapestry of the country after Independence, and shaped the political and civic contours of India today. It would have been a different India without him and, in all probability, a much more inequitable and unjust one.

He was the first Law Minister in Independent India. As a law minister, Ambedkar formulated several important bills including the Hindu Code Bill. He was a key player in the constitutional developments of India from the mid-1920s and on certain issues such as a uniform Civil Code he was to anticipate some of the major issues that have been the topics for debate in India.

Dr.Ambedkar was posthumously awarded the Bharat Ratna, India's highest civilian award, in 1990, such an important persons he is, and rarely we find his pictures in the Court and Police Station, which are the guardian of Indian Constitution.

Therefore we request you to direct the respective administrations to install portraits of Dr B.R Ambedkar in Supreme Court, all benches of High Courts Lower Courts, and all Police Stations of India. It would be appropriate to recognize his role in drafting the Indian constitution by displaying his portrait in Police Station and in Indian courts.

We the following would urge the Government of India to pass a Government Order to make sure Dr Ambedkar portraits are installed in Indian Courts and Police Stations.

The state government has ordered a high-level probe into the alleged
stripping of a Dalit woman by upper caste people in Satara district.

Chief minister Prithviraj Chavan said the state government has taken
serious view of the incident and no person involved in the crime will
be spared.

The state home department has deputed Inspector General of Police KL
Bishnoi to probe the matter.

"He has been asked to probe the case and submit the report at the
earliest," said UC Sarangi, addional chief secretary, home.
He said a group led by the main accused assaulted the victim brutally.

The shocking incident took place in Mulgaon village of Patan tehsil in
Satara where a group of influential people assaulted and paraded Rekha
Chavan naked after her son eloped with the daughter of the main
accused.

Kisan Desai, the main accused in the case, and four others-Hambirrao
Desai, Shantabai Desai, Vimal Desai and Sunita Desai-have been
arrested under various sections of the Indian Penal Code and the
Protection of Civil Rights.

Rekha's son eloped with the 17-year-old daughter of Kisan nearly three
weeks ago. Desai and his wife assaulted Rekha with the help of few
others when she was fetching water from a well next to her house.

The main accused instigated the mob to punish Rekha for the "wrong"
committed by her son. According to the officers from the home
department, the girl has written a letter to the police saying that
she was safe and sound and her parents should not worry about them.

Various Dalit organisations and political parties have condemned the
assault and demanded stern action against the accused.

Cuttack: There has been a slight improvement in the condition of the
19-year-old Dalit rape victim and she is now in a semi comatose state,
medical college hospital said.

This was informed by the SCB Hospital authorities to the Odisha High
Court on Friday. Following the HC order, the girl who was allegedly
raped in November last year was shifted here in coma stage on
Wednesday.

Taking note of the health status report of the girl submitted by the
hospital superintendent, the High Court further directed the
respondent to give the best treatment to the victim.

"If required, services of super specialists from outside the state at
the cost of state government may be availed," directed the division
bench of Chief Justice V Gopala Gowda and Justice S K Mishra.

Deciding to closely monitor the health condition of the victim and the
treatment given to her, the High Court also directed the hospital
superintendent to submit a further status report to the Court on
Monday.

Earlier in the day, the Hospital authorities informed the court that
the patient is now being attended by a team of super specialists drawn
from neurology, neurosurgery, orthopaedic, obstetrics and regional
spinal cord injury centre.

The superintendent also said that the patient is under observation
round the clock and he is keeping a close watch of her on hourly
basis.

"The patient is semi comatose and although critically ill, has shown
slight improvement on hospitalisation. Her chemical analysis shows of
partial hanging and she is given free treatment. Even the costly MRI
test of brain was done from hospital users' fund," the health status
report said.

Meanwhile, the High Court also took note of the report submitted by
the city DCP regarding the safety and security of the victim in the
hospital.

The DCP in his report has said that three lady constables are posted
at the ICU where the patient is now undergoing treatment. Similarly, a
lady sub-inspector along with armed police has been posted at the
Hospital to augment the security and meet any eventuality, the police
report said.

The High Court had earlier directed the state crime branch police who
are now investigating into the alleged rape case, to submit its action
taken report to the court on Monday after apprehending the four
accused named in the FIR.

Dalit girl gang rape embarrasses Patnaik govt

The alleged gang rape of a Dalit girl has become a major embarrassment
for the Naveen Patnaik led BJD government in Odisha after the victim's
family claimed that the perpetrators of the crime belonged to the
ruling regional outfit and were known as close associates of Pradip
Maharathi, the state's agriculture minister.

The incident took place in Pipli, Maharathi's assembly constituency.
The senior minister has denied the charge.

The state government has ordered a crime branch probe into the
incident after the Odisha High Court and state human rights commission
intervened. The girl is now struggling for her life in Sriram Chandra
Bhanja (SCB) medical college and hospital, the biggest government run
health facility in the state located at Cuttack.

Maharathi, however, insisted that he had no connections with the
people who committed the crime. "The crime branch is probing the case
and the high court is monitoring it. The actual facts would come to
light very soon."

BHOPAL: A 48-year-old Dalit woman residing next to chief minister
Shivraj Singh Chouhan's ancestral home in Jait village of Sehore
district was allegedly raped in her hutment in the night of December
25. State Congress leaders allege that the woman rushed to the police
outpost guarding Chouhan's ancestral home but was turned away. She had
then gone pleading door-to-door for police help, but even the village
panchayat refused to listen to her pleas, according to them.

"This woman is CM's neighbour and a victim of rape. But even living so
close to the CM's home did not assure police action,'' alleged
Congress media-cell chief Manak Agarwal. Agarwal claimed that it was
only fifteen days later on January 10 that the police finally
registered an FIR, after state Congress leaders sent by PCC chief
Kantilal Bhuria accompanied the victim to the local Shahgunj police
station, some 18 kms away. According to former Congress MLA from
Bhopal PC Sharma who went to the village to pursue the case, the woman
was being raped for a second time. "Last year she was raped by a
27-year-old youth from the same village, a man called Vimalesh
Chouhan, who is known to the CM's family,'' Sharma alleged."That time,
the police had refused to register a complaint. The victim told us
this was because the accused was the son of the CM's brother's
friend.'' The government, however, says the alleged rapist has been
jailed. The police registered an FIR and, thereafter, a case against
the accused Dhanraj Daroi, under sections 376, 456, 450 and 506 of the
IPC. The accused was arrested and produced before the court and
remanded to jail custody,'' a government statement said.
