"Party's efforts resulted in bringing together Dalits and other
communities in Uthapuram"

The State unit of the CPI(M) on Wednesday called upon the State
government to take legal and administrative initiatives to put an end
to untouchability in various forms.

Recalling how the consistent efforts of the party and the Tamil Nadu
Untouchability Eradication Front had resulted in bringing together the
Dalits and other communities in Uthapuram and the entry of Dalits into
the local temple, State secretary G. Ramakrishnan urged the government
to take a cue from Uthapuram and eradicate it at other parts.

A resolution in this regard was adopted in the two day state committee
meeting of the party that began on Wednesday.

The party thanked the Madurai district administration and police for
their efforts to bring unity among Dalits and other communities in
Uthapuram.

"But untouchability is prevailing in other parts of the State and
there was a need to address the issues to eradicate the social evil.
It is manifesting itself in the form of two-tumbler system, denial of
the right to use common paths, wells, burial grounds in villages and
denial of temple entry. These practices are against social justice and
democracy," the resolution said.

Chief minister Mayawati on Wednesday repeated her point that though
she was not constitutionally bound to pass the resolution on splitting
UP, her government took such a step just to put pressure on the
centre.

The chief minister on Tuesday announced her cabinet's decision to
divide the state into four parts – Awadh Pradesh, Paschim Pradesh,
Purvanchal and Bundelkhand.

On the opposition's comment that it was an election stunt, Mayawati
said she had demanded the division of the state at a rally as early as
October 9, 2007.

The chief minister said Congress general secretary Digvijaya Singh's
statement about the formation of a states reorganisation commission
was misleading because there was no need for it.

The UP assembly convenes on November 21.

Legal expert and former principal secretary (UP assembly) RP Pandey
said under the Constitution only Parliament was empowered to
reorganise the state.

"The assembly passing such resolution is just a political posturing," he said.

Pandey told HT: "Any such resolution passed by the assembly is not
binding on the central government." He recalled Mulayam Singh Yadav as
chief minister had sent a motion for the creation of Uttarakhand, but
the Centre had not taken any action.

Later the BJP government in the state passed another motion, which the
Centre adopted with some amendments, he said.

On the other hand, BJP leader Kalraj Mishra has announced his party
will move a no-confidence motion against the government in the House
during the winter session.

Samajwadi Party (SP) spokesman R Chaudhury said the party would decide
its strategy on November 20.

The SP is opposed to any further division of the state.

Rashtriya Lok Dal (RLD) chief Ajit Singh, who has been pitching for a
separate Harit Pradesh state, on Wednesday backed Uttar Pradesh Chief
Minister Mayawati's call for the division of state into four. However,
at the same time, he hoped for an alliance in the state to oust the
BSP from the government.

Commenting on Mayawati's announcement of a resolution in the UP
Assembly about splitting the state, Singh told Headlines Today: "We
have been asking for it (re-organisation of Uttar Pradesh) for a long
time. Last 15 years we have been asking that UP be re-organised."

"Now Mayawati, before the last election, had announced that she is in
favour of the re-organisation of UP, but she came in majority this
time but didn't do anything. We have been asking her, why not pass a
resolution... If the state passes a resolution that puts a kind of
pressure on the Centre, so therefore we welcome it and we will
definitely support it in the Vidhan Sabha," Singh said.

"Earlier when first re-organisation commission was established then
the data wasn't there... how many different people, how many
districts, district-wise population, all that data wasn't there. Now
all that data is there so we haven't complained," he added.

Asked about RLD's likely pre-poll alliance with the Congress, Singh
said, "As far as alliance is concerned some talks have been going on,
but it's a very difficult thing. So many issues, how you will
campaign, seat division so I can't say anything yet. From our side we
have never mentioned what is happening of alliance except that talks
are going on. And I will not go beyond that."

In a veiled threat to the Congress the RLD chief hinted that his
patience was running out.

"All the news you get from other side, so you confirm with them. We
are going to take a decision very soon," he said and made it clear
that the SP and the Congress were in touch with RLD for alliance in
the state.

"In UP, public wants that SP, Congress and we should all combine, as
they want Mayawati out. Not only Congress, even SP people have been in
touch with us... but that's not politically possible that all the
opposition parties come together. If some kind of combination takes
place well and good. My feeling is Mayawati is going to lose anyway,"
Singh said.

Samajwadi Party (SP) chief Mulayam Singh Yadav launched his party's
election campaign for 2012 assembly elections of Uttar Pradesh on
Wednesday with a promise to provide free irrigation but was silent on
CM Mayawati's proposal to split UP.

"The SP is contesting to win the elections on its
own. If elected, our government will provide free irrigation to
farmers," Yadav told a rally at the SP bastion of Etah, approximately
300 km from Lucknow.

In an attack on the "corrupt and tyrannical" state government, the SP
chief said: "Mayawati is unable to get proper sleep at night unless a
bribe of Rs 2 crore is delivered to her each day."

"Even a chaprasi (peon) in the chief minister's office has become a
crorepati," Yadav said, alleging a nexus between the Congress and the
BSP, the party Mayawati heads.

"The central government has the Central Bureau of Investigation (CBI)
under its command, but is doing nothing to check the corruption of the
Mayawati government."

In his half-hour speech, the SP supremo remained silent on the state
government's decision to split the state into four parts and also made
no reference to the BJP, which is generally in support of such a move.

In an effort to reach out to the minorities, Yadav alleged the Muslims
were being discriminated against. "Nothing has been done about the
recommendations of the justice Rajinder Sachar and justice Ranganath
Mishra committee reports."

Yadav expressed regret again for having expelled from the party SP
leader Azam Khan, who has returned, however.

Speaking earlier, Khan raked up the Babri Masjid demolition issue and
said that the Congress must rebuild the mosque in Ayodhya, before
appealing for Muslim votes.

Defends decision to split Uttar Pradesh; charges Congress with trying
to side-track the issue

A day after her Cabinet approved the division of Uttar Pradesh into
four parts, Chief Minister Mayawati sought on Wednesday to dispel the
criticism that the decision was made with an eye on the Assembly
elections.

Terming baseless the Opposition parties' charge that it was a poll
gimmick, she said in a statement that the Congress, the Samajwadi
Party and the Bharatiya Janata Party stood against development.

The government, she said, was not constitutionally bound to get the
proposal passed by the Cabinet and the legislature. The resolution to
be passed by the Assembly would help to pressure the Central
government. According to the Constitution, the Centre is empowered to
bring in legislation on State reorganisation.

Ms. Mayawati said if the Congress-led United Progressive Alliance
government wanted the State to progress, it should have sought a
presidential reference on the matter after getting the approval of the
Union Cabinet. But it sat on her letters to Prime Minister Manmohan
Singh, demanding the reorganisation of the State. "Since the Central
government did nothing for four-and-half years, the decision to table
the proposal in the coming session of the Assembly (beginning) on
November 21 was taken."

She recalled that she first raised the division of the State at a
public meeting in Lucknow on October 9, 2007. Thereafter, she sent a
letter to the Prime Minister on March 15, 2008, for trifurcating the
State into Purvanchal, Bundelkhand and Western Uttar Pradesh, and
followed it up with a reminder.

Referring to the statement of Congress general secretary in-charge of
Uttar Pradesh Digvijay Singh that he would urge the Centre to
constitute a State Reorganisation Commission, Ms. Mayawati said it
only showed that the Congress was trying to side-track the issue. She
argued that his statement was misleading, as under Articles 3 and 4 of
the Constitution, it was not legally binding on the Centre to
constitute such a commission. In fact, the State Reorganisation
Commission had no role in the formation of Uttarakhand, which was
carved out of Uttar Pradesh under the Uttar Pradesh Reorganization
Act, 2000.

"Mr. Singh's statement has shown that the Congress is against the
reorganisation of the State and wants to place the issue in limbo, as
has been the case with Telangana," she said. The Congress did not want
the development in the Purvanchal, Bundelkhand, Avadh and Pashchim
(western) regions.
