NOIDA: The Noida Authority is fast rushing towards completion of
another dream project of chief minister Mayawati - the Rs 40 crore Dr
Ambedkar SC/ST hostel. Meant exclusively for working women and girl
students belonging to the Scheduled Caste and Scheduled Tribes, the
hostel is expected to be ready for use by November 30. The Authority
has invited applications from interested candidates that need to be
submitted by November 20.

Construction of the SC/ST hostel is nearly complete and the Authority
has asked the construction agency, Uttar Pradesh Rajkiya Nirman Nigam,
to wrap up all finishing work before the month end. Located in sector
62, this first-of-its-kind hostel boasts of infrastructure and
facilities "matching those of any renowned private college hostels."

The six-storey hostel complex has a capacity to accommodate 500
people. "With 200 double and 100 single occupancy rooms, the Ambedkar
hostel is also equipped with security measures including CCTV cameras,
round the clock surveillance by a fleet of security guards, etc to
ensure safety of all inmates," said Noida Authority DCEO Anil Raj
Kumar. The eligibility for getting a hostel seat have already been
advertised by the state government and admission procedure for
selected candidates will begin from November 20. The state of the art
hostel will provide accommodation to needy women at subsidized costs.
The list of selected candidates will be finalized by the Greater Noida
Education Committee.

The proposal for the hostel was first made in January 2009 on
Mayawati's 53rd birthday along with a host of other projects totalling
Rs 3,500 crore. Construction of the girls' hostel began in March 2009
and was supposed to be completed within a year. However, due to
technical glitches in the original architectural plan, the project got
delayed and construction was finally completed earlier this month.
Another such hostel meant for male SC/ST students and working
professionals is being readied in Greater Noida.

The deeksha undertaken by freedom fighter Konda Laxman Bapuji has
virtually split the various groups fighting for Telangana statehood
into pro and anti-KCR factions, even as expectations are high that the
Centre will take a decision on the contentious issue. Forces against
TRS president K. Chandrasekhar Rao are openly rallying around Mr
Laxman Bapuji and targeting KCR and his party as the TRS has not
extended support to the deeksha nor has it sent any representatives to
participate in it.

The absence of TRS support has given an opportunity to anti-KCR
forces, including Telangana Telu-gu Desam Forum, Madiga Reservation
Porata Sami-thi, Telangana United Front leader and former MLC Dileep
Kumar and others to try and target Mr Chandrasekhar Rao. How-ever, the
Congress, despite being targeted sporadically by the TRS, is yet to
train its guns on Mr Rao.

TRS leaders are peeved at Mr Laxman Bapuji's attack on their party and
the deeksha venue being used by Mr Rao's rivals to attack him. "We are
not against Bapuji's deeksha for Telangana. But his statements are
against KCR. Those rallying around him are targeting TRS and its
president," TRS MLA Etala Rajender said.

He alleged that most of the leaders present at the deeksha are focused
only on criticising the TRS chief but not on the burning T-issue or
those suffering at the hands of the state government.
"People have clarity. They want Telangana and no one can stop it. Who
is Mr Bapuji targeting by stating 'votulu, notlu and seatlu'," Mr
Rajender wondered. TRS spokesman Jagdee-shwar Reddy said that Mr Rao
has tried to bring all groups on one platform. "There should be one
political force to take up Telangana cause. They should be prepared
for any sacrifice," Mr Reddy said.

Ahmedabad : An Ahmedabad-Based human rights activist has lodged a
complaint with the National Commission for Women (NCW) requesting it
to urgently take up the matter related to the alleged gangrape of a
Dalit girl in the Panchmahals district.

A police sub-inspector has been suspended in the case after he was
found to have tore off the original FIR from the official records and
registered second FIR excluding names of three local BJP leaders from
the case. Police have ignored the first FIR and investigated the
second FIR only and chargesheeted the accused.

Activist Rajesh Solanki told The Indian Express, "This is a case which
clearly highlights the obnoxious nexus between the police and
political class in Gujarat. Police officers are ready to bow down and
succumb to their political bosses. Here, the sub-inspector has got
suspension while shielding some BJP leaders in the region."

"And it is surprising that nobody is coming out in support of the
victim girl. As part of the civil society, I've sought the NCW's
immediate intervention in this matter," he added.

The case relates to a 20-year-old girl from Boidiya village of
Santrampur taluka in the Panchmahals. The girl had, on August 4,
lodged a complaint with the Santrampur police accusing certain persons
of raping her.

After registering the complaint, the Santrampur police had transferred
the FIR to the Shehra police station in the same district. The
subordinate officer at Shehra also registered the FIR and made
official entries in the Station Diary.

However, the head of that police station — sub-inspector Avardan
Gadhvi — tore off the original FIR and the corresponding entries in
the Station Diary and registered second FIR in the case, which struck
off names of three local BJP leaders. Two of these accused in the
first FIR were made witnesses in the second FIR registered by Gadhvi.

Police authorities subsequently suspended Gadhvi, but investigation
was carried out on the second FIR on the basis of a statement by the
girl that the second FIR was right. Police have not registered any
offence against Gadhvi for tampering with official records.

Dalits flay delay in solving Venur cheating case

Mangalore, November 7: Dalit leaders expressed acute contempt over the
delay in solving the Venur atrocities case.

During the SC/ST grievances meet held on Sunday at SP Office in
presence of Superintendent of Police Labhu Ram, Dalit leader Shekar
calling the incident nothing less than an atrocity said that the lady
in question was cheated by a man promising her marriage. He however,
abandoned her without marrying her. The lady gave birth to a baby on
September 10, 2011 in a hospital in Mangalore. Though a case was filed
couple of months ago, the police have not been able to nab the
culprit.

Responding to the same, Investigation Officer, Additional SP
Prabhakar, said that it is wrong on the part of the community members
to say that the police has not done its duty or is unnecessarily
delaying action against the culprit.

"We are on a look out for the culprit who is absconding since a long
time now. On receiving some information, we had even sent team to
Mumbai to track him down, but it was in vain," he said adding that
once the culprit is nabbed, then there is a long procedure of
collecting DNA samples of both the culprit and the baby and receiving
report to see if the samples match. However, collection of details is
going on, said Prabhakar.


Dalit Leader Keshava said that Scheduled Caste families living on 1.80
acre land at Barya village have been left in lurch because attempts
are now on to evict them from this land.

"The land was allotted for Dalits in 1979 but the sanction was
cancelled in 1983. Now some vested interests are trying their level
best to get the Dalit families out of this place," he said adding that
the Dalit families have the right over this land and this right must
be restored.

Responding to this, the SP said that he will direct the Tahshildar
concerned to take up re-survey of the land at the earliest.

Leader S P Anand said that though the grievances meet to be held by
the police department is being conducted regularly, the meeting to be
conducted by the Deputy Commissioner has not been held. "There are a
lot of issues which needs to be brought to the notice of the DC. The
relief available to the Dalits under Atrocities Act, which ranges from
Rs 25,000-50,000, has been reduced to Rs 5,000. This should not have
happened," he said adding that the applications for subsidy for self
employment applied to Ambedkar Welfare Board are not being issued on
time to the applicants.

A hand book having information on protection and facilities available
to the SC/STs will be brought out soon.

Addressing the SC/ST Meet held in Madikeri District Superintendent of
Police Manjunath Annigeri said that there is lack of awareness with
regard to the facilities being extended to the SC/STs under various
schemes and the protection that the SC/STs are entitled to get. This
lack of awareness is affecting the SC/ST families dwelling in rural
areas specifically.

"Discussion will be held with the District Social Welfare Officer and
steps will be taken to distribute the hand book through 98 GPs in the
district," he said adding that such an attempt has already been made
in Dakshina Kannada district.
He said that strict action will be initiated against those police
officials who back out from filing complaints from SC/STs.

"Legal awareness camps are being held at various places in the
district and in the taluk. These camps must be held in rural areas,"
he said informing that the District Sessions Court will be urged to do
the needful in this regard.

Virajpet Taluk Dalit leaders Subbaiah and Kushalnagar Dalit leader
Damodar said that since there is no proper cremation ground the Dalits
in the district are facing lot of inconvenience. They said that steps
should be taken to allot land for the said purpose.
Bahujana Karmika Sangha President Hodduru Monappa said that dalit
workers are being assaulted in the district frequently. "Communalism
still has strong hold in the rural areas.

This must be rooted out," he said.

Suntikoppa Gram Panchayat Member Sandeep said that people are being
proselytised in the district unabated, which needs to be stopped.

Responding to the same, the SP said that choosing which faith to
follow is an individual's choice.

There can be no action taken against a person for changing his faith
however, if there has been coercive conversion or if the person has
been lured to change his faith then legal action can be taken against
the party which makes advances for the conversion.
