Lucknow, Aug 20 (PTI) Chairman of SC/ST Commission P L Punia today
alleged that the Constitution was facing "threat" due to the campaign
launched by social activist Anna Hazare. "Constitution is facing
threat due to the campaign launched by Hazare," said Punia. "What
would happen when some people start fast unto death demanding
withdrawal of facilities being given to Dalit, minorities and
backwards," Punia said. Punia was addressing a SC/ST convention
organised by the Congress here. He also alleged that Uttar Pradesh has
turned into a "volcano of corruption" and several ministers have been
removed due to involvement in corruption and crime. He said that due
to the corruption Dalits were not getting benefit of central schemes.

Mirchpur Dalit killings: Court accepts prosecution's plea

The Court of Additional Session Judge, Rohini Courts, New Delhi,
Kamini Lau on Saturday accepted prosecution's plea for recording the
testimony of a doctor who recorded the dying declaration of a dalit
allegedly burnt to death by members of the Jat community in a caste
related incident of arson
and violence in Hisar's Mirchpur village in April 2010.

The Court on Saturday fixed August 27 as the next date of hearing.

The SC/ST court of Kamini Lau which is conducting trial in the case
was expected to deliver the verdict on Saturday (August 20). However,
following an application by the prosecution to record the testimony of
the doctor, the verdict has been deferred by a few weeks.

A dalit handicapped girl Suman and her father Tara Chand were burnt to
death in caste related arson and violence on April 21 last year at
Mirchpur. Several houses of Balmikis were also torched in the
incident, allegedly by members of Jat community. Several persons had
also sustained injuries in the violence. Cases were registered against
Jats under IPC and provisions of the Scheduled Castes and Scheduled
Tribes (Prevention of Atrocities) Act.

The trial of the case was shifted from Hisar to Delhi on the orders of
the Supreme Court. The apex court had ordered transfer of trial to
ensure a free trial without any pressure. About 100 accused were also
shifted to Delhi's Tihar jail from Hisar. In January, Jats had kept
the rail tracks and roads blocked for days demanding a CBI probe and
shifting of the jailed accused back to Hisar jail.

As a matter of precaution Haryana had on Friday mobilized additional
police force to Hisar and Jind districts in view of the possibility of
delivery of verdict in this sensitive case.

BHUBANESWAR: The Joint Entrance Examination (JEE) Committee, which has
announced allotment for the engineering programmes, came up with new
procedures to facilitate admission of SC and ST candidates as well as
those poor students seeking tuition fee waiver (TFW).

�Now students under SC and ST category can have a second chance to
alter their allotment. The JEE body will offer them an opportunity to
seek from vacant seats if they want a change in the allotment.
After the initial allotment, if they want a change, they will be
allowed to select from the vacant seats, JEE Committee Vice- Chairman
Dr Sitaram Mohapatra said.

�Similarly, new SC and ST candidates will also get a chance to take
part in the counselling process. Those who have not yet taken part in
the web-based counselling, can come in and seek admission. The JEE
body has earmarked two days - August 24 and 25 - for them to register
themselves and get their documents verified.

"The twin initiatives have been chalked out to ensure that the seats
reserved for the SC and ST students are exhausted since it gives them
more flexibility and time for admission," Mohapatra said. There are
over 7,000 seats on offer for the reserve category students in
engineering branches.

�Similarly, the JEE panel has also brought in changes for TFW category
students. Those, who have applied and opted for TFW, will get an
option to seek a better seat available from the payment category. They
can give their final choices between August 20 and 23. About 4,000
students have sought TFW so far.

�After the Orissa High Court's direction for adherence to the AICTE
norms of eligibility, the JEE body came out with the schedule of
counselling and subsequent admission. While the first round allotment
has been made, an intermediate allotment will be announced on August
28 and final round will be held on September 2.

�Between September 3 and 6, part admission and fee deposit will be
carried out for newly-allotted candidates while reporting at the
institutions will be done between September 7 and 10, Mohapatra
announced.

The SC/ST vigilance committee meeting which was supposed to be
conducted twice a year to discuss on SC/ST schemes and atrocities
against them has not been conducted by the State government during the
tenure of B S Yeddyurappa who was also the chairman of the committee,
complained Karnataka State Congress SC/ST Cell President N Manjunath
in a DK District Congress SC/ST cell meet.

meeting, a report will be framed and sent to the Central government
after which funds for the SC/ST schemes will be allotted. However, the
negligence of the State government in organising the meeting has
caused a huge loss in minorities receiving funds, he said.

During the tenure of S M Krishna, as many as many as 18,000 backlog
vacancies have been created but JD(S) and BJP could not create 2,000
vacancies, he said.

He also alleged that fake caste certificates have been issued to more
than 4,500 people and he pleaded for strict action against the issuer
as well as the receiver.

He also gave a call to all the party workers to attend the State-level
Congress SC/ST conference to be held in Bangalore in the second week
of September.

Addressing the Congress Party workers, District Minority Cell
President Padmanabha Naringana said that Congress should show more
interest in creation of minority committees and also the party workers
should attend the committee meetings.

There was dissatisfaction among party workers as the meeting started
late. Bantwal Block Congress SC/ST Cell Member Janardhan Chantimar
said that the main reason the Dalits are leaving the party as they
have not received support for the cell. As discrimination continues
against them, Congress has failed to show its support, he complained
and asked the party to show their support in future.

Chandigarh : Tension is brewing up in Hisar and Jind districts of
Haryana in the wake of the expected verdict in the Mirchpur case —
likely to be announced by a Delhi SC/ST court on August 27. Earlier,
the verdict was expected on August 20 but the court had adjourned the
case.

Around 20 companies of the Haryana Police are camping in the two
districts since Friday and are likely to be stationed till the coming
weekend.

On Sunday, around 50,000 Jat supporters participated in the "Maha
Sammelan" of sarpanches and panches of hundreds of villages. The
state-level function was attended by hundreds of representatives of
the Panchayati Raj Institutions (PRI) in Jind, where Chief Minister
Bhupinder Singh Hooda announced an increase in the monthly honorarium
of representatives of PRIs.

Considering a large number of people camping in the two districts, the
Haryana Police is getting sleepless nights. "The chief minister was
camping in Narwana, Jind and neighbouring areas for the last three
days. Be it a state-level function or meetings of Khaps or sarpanches
— but a large gathering in the two districts are definitely a matter
of concern for the police, especially when the Mirchpur verdict is
expected this week. Police forces of both the districts have been
placed on high alert and the SPs of Jind and Hisar are holding
meetings with the sarpanches and heads of communities, asking them not
to indulge in any kind of law and order breach," said a senior police
officer.

Besides the existing strength of the two districts' police forces, 22
DSPs and two SPs have been deployed in the for the coming week.

The court of Kamini Lau, Additional District an Sessions Judge, Rohini
in New Delhi, shall pronounce the verdict in the Mirchpur case. The
case, related to the killing of Tara Chand and his
physically-challenged daughter Suman on April 21 last year — allegedly
by a mob of over 100 people, was transferred by the Supreme Court for
trial by a designated special court under the SC/ST (Prevention of
Atrocities) Act-1989 to ensure a free and fair trial.
