The Delhi Cabinet on Monday approved a proposal for simplification of
the procedure for issuance of caste certificates in the city.
The Cabinet has also given its nod to order local enquiry only in
those cases where the family caste certificate is being sought for the
first time.
Further, in case of OBC certificate, application form and all
supporting documents can be attested by MPs, MLAs, Municipal
Councillor or a gazetted officer. Even in case of SC/ST certificates,
application form can be attested by MPs, MLAs, municipal councillors
or a gazetted officer, but all supporting documents to be submitted
with the application were to be attested by gazetted officer only
earlier.
"With simplification of the procedure in case of SC/ST certificates,
MPs and MLAs can also attest the supporting documents," said chief
minister Sheila Dikshit after the Cabinet meeting.
The chief minister said that the government had been receiving
representations from various organisations that the common man faces
difficulty in approaching gazetted officers to get their documents
attested. The authority to issue caste certificates in the case of
SC/ST, OBC had been vested in the SDM and tehsildars, by virtue of
their status as executive magistrates.
"Applications for issuing such certificates are required to be
submitted along with supporting documents. Henceforth, local inquiry
shall be made only in those cases, when family caste certificate is
being applied for the first time or the issuing authority has a reason
to believe that an inquiry is essential," said the chief minister.

LUCKNOW: The verbal duel between PL Punia and the BSP government
continued on Tuesday when the chairperson of National Commission for
Scheduled Castes alleged that the UP government was not serious about
rising cases of dalit atrocities in the state. The UP government came
instantly with a rejoinder saying that dalits were absolutely safe in
the state and Punia's statements were politically motivated.Addressing
reporters here on Tuesday, Punia said UP has adopted an evasive
approach and was not cooperating for the state review. "They have
postponed the meeting eight times. They are avoiding us," he
said.Punia said, it appeared that UP government was trying to hinder
the functioning of the commission. "We were informed about the
cancellation of the review slated to take place on July 26 just a day
before. But we had other programmes in Lucknow so we decided to
proceed with the visit. However, we were not allowed to stay in the
VVIP guest house," he said. "The commission would probe into why the
state could not provide us with accommodation and if their act was
found atrocious we would register a case against them," Punia
said.When asked why UP government was avoiding him, Punia said, "We
really do not know. But the reason given for postponement is
unconvincing. We were told that the social welfare department
officials were busy in the preparations for the upcoming monsoon
session from August 4. A pre-planned meeting being cancelled just a
day before for an event (assembly session) which is slated ten days
later is enough to raise doubts."This is the second time UP government
has been accused of giving a shoddy treatment to a national
commission. On June 30, National Commission for Women chairperson
Yasmin Abrar had voiced similar views. "I was told not to come when I
had already arrived. I wanted to meet the government representatives
and members of the state commission for women to discuss ways to
arrest the swelling rate of crime against women. But they refused to
arrange for a meeting," Abrar had told TOI.In mid-June, chief minister
Mayawati had written to the Prime Minister Manmohan Singh accusing the
national commissions of acting as the frontal organizations of the UPA
government. The CM had also stated that instead of focusing on UP all
the time, the commissions should pay attention to other states,
especially Haryana, Madhya Pradesh and Maharashtra, which have higher
crime rates against women than UP.The commission also released a
document on 'Department-wise allocation of funds to SC persons in UP:
a critical analysis'.It shows that the funds being sanctioned for the
SC/STs were not being properly utilized. In many departments, the
report states, utilization of grants was not in congruence with the
norms. Appointments and promotion backlog data was also taken into
account.With specific reference to its observation about crime
scenario in UP, the commission cited the National Crime Records Bureau
(NCRB) figures to prove its point.Punia said, "We asked the UP
government to provide a district-wise break-up of the number of FIRs
lodged with the intervention of the court. And the official data
proves that crime against dalits is on the rise. In 2008, 1412 crimes
against dalits were registered after court intervention, the number
swelled to 1698 in 2010."Cases registered under section 156/3 of the
CrPC in last three years.

Prakash Jha's Aarakshan faces trouble on all sides

Like majority of Jha films, Aarakshan takes on issues of the society
and political affairs of India.

It is a film on one of India's most controversial subjects. No wonder
then that it has run into some controversy itself. Prakash Jha 's
latest film Aarakshan was first panned by Dalit groups even before its
release for being anti-Dalit and now the upper caste groups in
Rajasthan have threatened to stall its release as they believe it
shows them in a poor light.

Saif Ali Khan's portrayal as a Dalit student leader in the upcoming
film has ruffled many a political feather. The film's promos have
frayed tempers across the country, with Jaipur being the latest to
launch a protest. Posters were burnt and threats were issued against
the screening of the film by a pressure group called Karni Sena.

Protesters have reservations on the portrayal of Dalits in the film.
National Commission for Scheduled Caste chairman P.L. Punia says, "We
were the first to oppose it. I hope others will join us."

This is not the first time the film has seen objections raised against
it. Several Maharashtra politicians are also anti-Aarakshan, demanding
special screening of the film ahead of its release.

Republican Party of India chief Ramdas Athavale says his party will
not allow the screening of the film if it's anti-reservation.

"Aarakshan will bring law and order problem. We have raised the issue
with the home minister," says NCP MLA Jeetendra Avadh.

Used to courting controversies, the director of the film, Prakash Jha,
remains unfazed. "The nine-member panel, which saw the movie,
congratulated me," Jha told Headlines Today, adding, "I want people to
call me and point out a single anti-Dalit sentence from the promo."

With no one actually having seen the film - posters already burnt,
tempers mightily frayed and with emotions running wild - it will only
be the unreserved release of Aarakshan that may douse the fire of
controversy.

Aarakshan the film

Prakash Jha's films are known to be hard hitting with strong
socio-political themes.

Aarakshan is based on the controversial topic of caste-based
reservation in educational institutions.

With a formidable caste of Amitabh Bachchan, Saif Ali Khan and Deepika
Padukone, this film too promises to be a high-voltage drama.

"This (reservation) was something that was of great interest to me. I
kept watching it and observing it and kept seeing the drama unfold and
all the repercussions - the commercialisation of education," says Jha.

Amitabh Bachchan plays Prabhakar Anand, an upright, idealistic
principal of an institution caught in the debate between reservation
and merit.

"There is a whole section of our nationals, who do not have the
resources to get higher education. What goes through their mind and
how they deal with this situation. Here is an erudite head of
institution, who thinks about that and wants that equal opportunity be
given to them and they should be allowed to rise according to their
merit," says Bachchan.

Anand is challenged by one his own loyal students, Deepak Kumar,
played by Saif Ali Khan. Saif is cast in the role of a Dalit, who is
fighting for his rights.

In the high-votage, socio-political drama, there is Nikhilesh Singh,
played by Manoj Bajpayee, who depicts how education is used as a
medium to make money.

The film also stars Prateik Babbar and Deepika Padukone.

"I am torn between the character that Saif is playing and my father,"
says Padukone.

Like majority of Jha's films, Aarakshan takes on issues about the
society and political affairs of India. The film releases on August
12.

Jha courts controversy

The drape of the cotton saree, the signature wave to the crowds, the
ponytail - Katrina Kaif's character in Prakash Jha's Raajneeti seemed
inspired by the grand old party's chief Sonia Gandhi.

But that was not the only controversial point of the film. The word
widow was removed from a dialogue to be replaced by bitiya or
daughter.

The film was released only after a super censor team comprising three
members from the Congress suggested changes and they were
incorporated.

So, what is it about Prakash Jha, his socio-political potboilers and
the ensuing politics of controversy?

Earlier, Jha's Gangajal had invoked the ire of RJD chief Laloo Prasad
Yadav's brother-in-law Sadhu Yadav, since the villain in his film bore
the same name.

Only when the real-life legislator of Bihar, Sadhu Yadav with several
crimes to his name viewed the film that the virtual ban on Gangajal
was finally lifted.

The movie was based on the two-decade old notorious 'Bhagalpur
blinding' case, in which cops had poured acid into the eyes of
criminals. The acid soon came to be referred to as Gangajal locally.

So, has Jha been cleverly using the bad press to his advantage,
garnering maximum, pre-release mileage for his movies?

Jha made his debut as a director with Hip Hip Hurray in 1983. In his
next award winning venture Damul, Jha focussed on caste conflicts in
rural Bihar. From Damul to Apaharan, Shool and now Aarakshan,
socio-political thrillers have almost become a Prakash Jha trademark.

The helplessness of the aam aadmi in the face of various permutations
of neta-mafia-criminal nexus, corruption making inroads in the
judiciary, feudal oppression, caste politics - Jha has captured it all
on celluloid.

A filmmaker's choice of subject is a reflection of his own beliefs. In
the case of Jha, it may have to do with his aspirations. Because
having fought and lost two Lok Sabha elections, the celluloid screen
still remains his chosen canvas of expression.

Dalit woman raped in UP

Firozabad, Aug 1 (PTI) A dalit woman was allegedly raped by her
teenaged neighbour in Dakshin area, police said here today.The
25-year-old woman was raped by her neighbour Chottu (14) while she was
sleeping on the terrace of her house in Humayunpur last night, they
said.Police said that while the woman has been send for medical
examination, the accused has been arrested.

'Implement welfare schemes meant for SC, ST people'

The district-level Scheduled Castes, Scheduled Tribes grievances
redressal committee headed by the Deputy Commissioner warned officials
of various departments to promptly implement the schemes and
programmes meant for the welfare of the Scheduled Castes and Scheduled
Tribes in the district.

The committee heard grievances of the members of the two communities
at a meeting held here on Saturday.

The complaints pertained to certain departments not utilising funds
properly thereby denying the benefits to the intended people.

Funds set aside

The Government has set aside 20 to 22.75 per cent of the funds in
government departments but its utilisation has always been less than
required, the members complained to the community.

People of the SC, ST communities also complained about the lack of
progress into investigations pertaining to the specific cases of
alleged atrocities on members belonging to the two communities,
besides negligence of problems concerning maintenance of graveyards,
samudaya bhavans, distribution of ration cards, and providing basic
amenities in their colonies.

Ajay Nagabhushan, Chief Executive Officer of the Belgaum Zilla
Panchayat and in-charge Deputy Commissioner, who presided over the
meeting, told the people of the SC,ST communities that he would try to
improve the situation and advised officials concerned to be prompt in
extending the government benefits to SC, ST communities.

Apart from Superintendent of Police Sandeep Patil, tahisldars,
sub-divisional officers, executive officers of taluk panchayats and
other officials from different departments were present.
