Meo Muslims attack Chandupura Dalits, get VHP support

After violence against Dalits at Husaipur village in Rajasthan the Meo
Muslims too have now attacked Dalits of Chandupura where too the
violence erupted on a trivial issue.

The houses of Dalits from Jatav community were stoned for around two
hours by Meo Muslims after a goat belonging to a Dalit family entered
a Meo Muslim's farm. Special Task Force has been deployed in the area
to prevent any untoward incident. The situation in the area is tense
but presently under control.

Of the many injured the condition of six Dalits remains serious.
Dalits have alleged that stones were hurled at them in the presence of
police and civil officers and they are concentrating more on
compromise meetings instead of providing adequate relief measures.

In an unusual move the local unit of Vishwa Hindu Parishad has
extended support to the Meo Muslims. Jaipur based Centre for Dalit
Rights (CDR) is planning to send a fact finding team to asses the
situation in violence-hit Chandupura. In a memorandum submitted to
NHRC, National Commission for Scheduled Castes and Union Social
Justice and Empowerment Minister the CDR has demanded their timely
intervention.

Lucknow Union Minister for Social Justice and Empowerment Mukul Wasnik
on Friday said that despite shortcomings in the implementation of
SC/ST (Prevention of Atrocities) Act in UP, the vigilance and
monitoring committee headed by the CM Mayawati has not met even once.
Such committees oversee the implementation of the Act.

"In UP, the committee was formed after much delay and has not met
once. We hope that the state government would soon take appropriate
action to oversee proper implementation of civil rights and SC/ST
Act," said Wasnik.

UP, which had identified about 20 districts as sensitive in 1986, has
been asked to conduct a fresh survey.

SC/ST schools in Bihar to get computers

Patna, Apr 9 (PTI) The Bihar government has decided to install
computers and arrange audio-visual study materials for teaching at 51
residential schools for scheduled castes and scheduled tribes.

Out of the 81 residential schools, 51 where students of standard I to
standard X were taught, would have the Computer aided Learning (CAL)
system, SC/ST Welfare Minister Jitan Ram Manjhi said after launching
the system here today.

The software for the new study and teaching methods had been developed
by IIT, Mumbai, he said.

Speaking on the occasion, Deputy Chief Minister S K Modi said earlier
the budget for the SC/ST welfare department was as low as Rs 40 crore
but now the state government has increased it to Rs 361 crore during
2010-11.

Under the plan size of Rs 24,000 crore fixed in Bihar for 2011-12,
Modi said the state government had allocated Rs 4,200 crore for the
welfare schemes for the SC and ST people.

PATNA: Police personnel will be given requisite training to sensitize
them to the provisions of the relevant Act and rules meant for the
prevention of atrocities on scheduled caste (SC) and scheduled tribe
(ST) people. Besides, meetings of reconstituted district-level
monitoring committees set up in this regard would be held regularly in
accordance with the annual calendar released from the state
headquarters.

CM Nitish Kumar, who is chairman of the state-level vigilance and
monitoring committee, said this on Friday during the high-level review
of the steps taken to prevent atrocities on SC and ST people as
stipulated in the SC, ST (Prevention of Atrocities) Act, 1889, and
rules framed in 1995.

The CM said that besides giving special training to cops in this
regard, non-government members have to be included in the
district-level monitoring cells, said SC/ST welfare secretary RM
Parmar, adding that the decision was also taken to include the theme
of prevention of atrocities on SCs and STs in the curriculum of police
training.

Besides, the CM directed the crime investigation department to review
the cases so that the conviction rate of people incriminated in
committing atrocities on SCs and STs is increased for the desired
impact.

While the district-level monitoring cells set up to look into the
cases of atrocities on SCs and STs have to meet every third month for
review, the state headquarters would soon issue a calendar in this
regard, the CM said and added that the participants would be intimated
about the meeting 15 days in advance so that they come prepared with
facts and figures regarding the actual situation.

Those who participated in the high-level meeting held at the CM
secretariat were deputy CM Sushil Kumar Modi, SC/ST welfare minister
Jitan Ram Manjhi, chief secretary Anup Mukherjee, DGP Neelmani, and
home department principal secretary Amir Subhani. Besides, MPs Bhoodeo
Choudhary and Maheshwar Hajari, as well as MLAs Dinkar Ram, Ram Lakhan
Ram, Krishna Nandan Paswan, Manohar Prasad Singh, Sonelal Hembrom,
Ratnesh Sada, Ramchandra Sada, Shyam Bihari Ram, Santosh Kumar Nirala,
Amla Devi and Bhagirathi Devi also participated in the meeting. They
all gave their suggestions for further mitigation of the atrocities on
SCs/STs.

Of 38,849 cases registered in the country in 2009, 7,465 from the State: Wasnik

Union Social Justice and Empowerment Minister Mukul Wasnik said here
on Friday that maximum cases of atrocities on Dalits have been
registered in Uttar Pradesh. He regretted that despite the existence
of two laws -- Scheduled Castes, Scheduled Tribes (Prevention of
Atrocities) Act and Protection of Civil Rights Act -- there has been
no let-up in the cases of excesses on Dalits in the State.

The Union Minister was in Lucknow to attend the 14 {+t} {+h} review
meeting on the law to prevent atrocities on Dalits.

Mr. Wasnik told reporters that the sensitive districts in the State in
relation to atrocities on Dalits have not been identified since 1986.
He said 38,849 cases of atrocities on Dalits were registered in the
country in 2009. Of these 7,465 cases were from Uttar Pradesh – 7,461
related to Scheduled Castes and four Scheduled Tribes.

On the outcome of his meeting with State Government officials,
including the Chief Secretary, the Minister said it was revealed that
around 80 per cent cases of atrocities were pending in courts. He said
40 special courts had been constituted for the purpose, but only a few
were functional.

Mr. Wasnik said he had suggested to the State officials that pending
court cases be speeded up and more special courts be set up in
districts. An assurance in this regard has been given by the U.P.
Social Welfare Minister, Indrajeet Saroj.

The Union Minister laid emphasis on identifying the villages and towns
prone to violence against Dalits, which he said would act as a
deterrent on the incidents of atrocities against the weaker sections.
He said 20 sensitive districts were identified in 1986 but since the
SC, ST Act became a law only in 1990 the other districts could not
have been identified. Now, there is urgent need to identify all the
sensitive districts, Mr. Wasnik said.
