Jaipur, Mar.28: Members of the Scheduled Caste (SC) and Scheduled
Tribes (ST) in Jaipur have staged protests against the Rajasthan
government's reservation policy.

Around five thousand people belonging to the SC and ST committee
gathered here on Sunday, to warn the state government of dire
consequences if their right to reservation was curbed.

Asharam Vena, the General Secretary of the Scheduled Caste and
Scheduled Tribe Committee, said people belonging to the upper classes
have misused the decision of the Supreme Court's decision to curb the
rights of the reserved classes.

Shagan Lal, an employee of the state secretariat, said the demand of
people belonging to lower castes was to continue with the old
reservation policy.

He said: " This is the Supreme Court's decision, but it never said
that while giving promotion, reservation should not be considered.
Upper caste people, who have pressurized the lawmakers in their favour
to abolish reservation, have misinterpreted the decision."

" They want to remove the reservation given to us. We are not
demanding anything new. We just want that old reservation policy
should be continued. We would not tolerate any games played against
us," he added.

Hari Meena, a member of the Scheduled Caste and Scheduled Tribe
committee said: " The Rajasthan High Court's decision is that people
belonging to the scheduled caste can use their reservation benefit
only once either at the time of promotion or at the time of getting a
government job. We get promotion on the basis of reservation and this
should not be stopped."

Currently, 12 percent reservation is for SC candidates and 16 percent
for ST candidates and around 4.5 percent candidates of SC and ST
community are working in government jobs in the province.

Bulandshahr, Mar 30 (PTI) Uttar Pradesh government today said 201 new
villages in the state will come under the Ambedkar village category
from the coming financial year. "The villages categorised as Ambedkar
village gets priority in electrification, drinking water facility,
home for those who are Below Poverty Line, old age and widow pensions
etc," Ratanlal Ahirwar, state minister for Ambedkar Gram Vikas told
reporters here. There are as many as 2,249 villages in the state at
present. These villages also get priority in all other rural
development schemes run by the government, he said. The scheme named
Bhimrao Ambedkar Rural Integrated Development Programme is a state
government initiative to accelerate the development process in select
villages.

Australian Filmmaker To Make Movie On Honour Killing

After Bollywood explored the theme in films like Aakrosh and Love, Sex
aur Dhoka, Australian filmmaker Bill Bennett is all set to explore the
issue of honour killings in India.

"I am doing a film on honour killings and will show its complexities.
The film will be based in India. It will be a thriller with a love
story in the backdrop. I feel it is a kind of Shakespearian tragedy
with a couple who are ready to die for love," Bennett told PTI in an
interview.

About the plot of the film, the 58-year-old director said, "A woman
comes from United Nations to India as an aid worker. She gets involved
in this story. The couple would be Indian."

Bennett, known for making films like Kiss or Kill Two If By Sea, was
inspired to do the film after reading media reports.

"I remember four years back I had read an article in a newspaper about
the killings. It was shocking. I thought it would make a fantastic
film for western and Indian audience. So then I started doing
research," he said.

Produced by Viacom 18 Motion Pictures, the film will be set and shot
in India with an Australian and Indian star cast.

"There will be both Australian and Indian actors. We will begin
shooting from September-October this year and are planning to release
by the same time next year," the Bennett said.

"Early this year we did our research and went to Haryana and Punjab to
find out more about the subject in detail. We met a lot of people
involved in honour killings. We are meeting family members and human
rights activists to get first hand information about the incidents.
The film needs to be authentic, real and dramatic," Bennett said.

On the star-cast, he said, "We haven't finalised any actors as yet.
The scripting process is still on. I don't want the script to be
influenced by the cast. I haven't met any Bollywood stars in this
regard.

"Until we lock on the script I really cannot understand about the
characters and so I can't really say about the cast. Casting is an
important decision. Lot of good films are ruined by bad casting due to
wrong reasons because they are big stars and that they will bring
money," he said.

Anupam Sharma, an Indian producer based in Australia and Indian
advisor Shahnaab Alam will co-produce the film that will be primarily
released in English.

Bangalore: Private varsities differ on quota policy

Bangalore, March 30, DHNS: The two new private universities in the
State have chosen to go different ways on reserving seats for SC, ST
and OBC students.

Both Azim Premji University and Alliance University will set aside 25
per cent seats for domiciled students. Alliance University is also
likely to implement caste-based reservation, a practice Azim Premji
University has disregarded.

Anurag Behar, the newly appointed Vice Chancellor of Azim Premji
University, is certain that the varsity would have only one category 
domiciled students  for setting aside a certain number of seats.

But Madhukar G Angur, Chancellor of Alliance University, emphatically
stated that his varsity was likely to fix a certain percentage of
seats for
students from disadvantaged communities.

In reality, neither university is bound to reserve seats for SC, ST,
and OBC candidates as the legislations concerned  the Azim Premji
University Act, 2010, and the Alliance University Act, 2010  do not
stipulate this.

In the words of Angur, the proposal to introduce caste-based
reservation is likely to be approved by the management shortly.

We are doing it out of our commitment to social justice. Its
entirely a voluntary initiative, he told Deccan Herald.

Behar, said his university would stick only to admission based on
State domicile and would go by governments rules in this regard.

Both universities would start admitting students from the academic
year 2011-12. Azim Premji University will admit a total of 200
students in three courses  MA in Education, MA in Development and
Masters in Teacher Education. Alliance University will have a total
intake of 870 students in its schools of business and engineering and
design.

While 450 students will be admitted to its flagship MBA programme, the
varsitys Executive MBA, BTech in Computer Science, Information
Technology and Electrical Engineering programmes will have 60 students
each. Its PhD and Executive Postgraduate Diploma in Management (PGDM)
programmes will have 30 students each.

Both universities will also differ in scholarships. Azim Premji
University will offer three types of financial assistance  a
complete waiver of the tuition fee, loan assistance and assistantship.

Alliance University will provide merit-based scholarships of up to 25
per cent of the tuition fee.

Azim Premji University will select students through an admission test
to be held at 38 centres across India, including six in Karnataka in
Bangalore, Mangalore, Dharwad, Hassan, Gulbarga and Bellary, on May 29
this year.

Alliance University will admit students based on their performance in
nationwide entrance tests like GRE and GMAT.

MADURAI: In a setback to the DMK campaign for the April 13 assembly
elections, the Tamil Nadu police on Tuesday arrested the party's
Ramanathapuram MP, Rithish Kumar, and five others for allegedly
abusing and assaulting a dalit villager on Monday night during a
campaign. They have been remanded in custody by a Madurai court and
lodged in prison here.

Ramanathapuram superintendent of police Anilkumar Giri told TOI that
cases had been registered under several IPC sections and Section
3(1)(10) of the SC/ST (Prevention of Atrocities) Act against eight
people, including the MP. "Rithish Kumar and five others have been
arrested. We are searching for two more men in connection with the
violence in the village that took place on Monday night," the officer
said.

The incident took place in Peechankuri, the native village of DMK
minister Suba Thangavelan, contesting from Thiruvadanai constituency
in Ramanathapuram district. Villagers said the area lacked basic
amenities, including good roads. They made repeated representations to
the minister, which were ignored.

But the roads were laid hurriedly on Monday, in time for Thangavelan's
campaign in the region. Irked by the fact that the roads had been laid
purely for the comfort of the minister, the villagers dug them up as a
mark of protest.

Rithish Kumar and his supporters, who were campaigning for the
minister, arrived on the scene and allegedly used abusive language.
They then hurled empty bottles and stones at them, say villagers.
Natarajan, one of the protesting villagers, was injured.
