Dalit girl's death: Cops suspect human sacrifice, four detained

The police have detained four persons in connection with the death of
a 16- year-old dalit girl, who was found brutally murdered in a field
in Jadopur area of Pilkhuwa on Friday. Her parents initially lodged an
FIR, alleging rape and murder. However, the parents and villagers
later told the police
that they suspected it to be a case of human sacrifice, which led to
the detention of the four accused.

Speaking to the Hindustan Times, senior superintendent of police (SSP)
Raghubir Lal said the police did not find any blood stains at the
crime scene from where the body was recovered.

"When we further investigated, we found several blood stains on the
walls of a nearby house, which belongs to a tribal family," the SSP
said.

Police said the villagers, after the girl's murder, caught hold of one
Rajendri Kumari, a friend of the victim, who told them that since her
brother Jagdish Kumar had no children after several years of marriage,
he wanted to "sacrifice a young girl to appease the god".

The SSP said police have found some stains on the walls of the tribal
family's house, which were later wiped off by the house owner Sukki
(who goes only by his first single name).

Police said the house owner has denied the allegations and said the
blood stains were a result of the sacrifice of a goat at his place.
Besides, a woman in his family recently gave birth to a child at the
house, he told the police.

The police, however, went ahead with their investigations and tested
the blood stains on the walls with the help of a forensic team, which
confirmed it to be human blood.

"For more confirmation, we have sent the samples for forensic analysis
at a laboratory in Agra. We have also detained four people in this
connection, as the villagers and the victim's parents told us that
they suspected it to be a case of human sacrifice," the SSP told the
Hindustan Times.

Although preliminary post-mortem reports did not confirm rape, two
slides of the vaginal swabs have been prepared for further testing,
police said.

Police have detained Kalwa, Gajia, Santa and Sukki, all members of a
scheduled tribe family.

"Jagdish Kumar is absconding and we are waiting for a confirmation
from the the forensic laboratory before formally arresting them," the
SSP said.

Police also said they have received letters from the SC/ST Commission,
seeking strict action into the incident.

"We have already apprised the state police authorities and the Chief
Minister's Office about the incident and our investigations," the SSP
added.

Auriya: Uttar Pradesh Chief Minister Mayawati's Personal Security
Officer (PSO) went beyond his call of duty as he, believe it or not,
cleaned the Chief Minister's shoes when they got too dusty. But Maya
Memsaab ignored him.

The incident took place on Monday when she visited a village in Auriya
district of the state.

As soon as she stepped out of her chopper, her PSO quickly slipped out
a handkerchief from his pocket and began cleaning her shoes.

The shoe-wiping procedure went on for a few minutes even as Mayawati
stood talking to officials of the area.

Reacting to the incident, Samajwadi Party leader Akhilesh Yadav said
that the security officer wiping Mayawati's shoes is very sad and in
UP, all officers are working under huge pressure.

Taking serious note of the frequent incidents of sexual assaults on
women in Uttar Pradesh, Minister of State for Women and Child
Development Krishna Tirath on Monday directed the National Commission
for Women to file within two days an investigation report on
Saturday's attack on a Dalit girl in Fatehpur.

The culprits chopped off the girl's ear and part of her hand when she
resisted a rape attempt.

Expressing deep concern and dismay over the rising incidents of crime
against women in the State, Ms. Tirath asked the U.P. government to
take stern measures to protect the citizens from criminal elements.

National Commission for Women chairperson Girija Vyas has sought a
detailed action-taken-report from the U.P. government on the incident.

Expressing shock over the attack, she asked the State government to
ensure that the laws were properly implemented.

Dr. Vyas described the attack on and subsequent death of a 23-year-old
woman rail passenger in Kerala as unfortunate and said she would seek
reports on the incident from Railway Minister Mamata Banerjee and the
State government. [The victim was pushed out of a local train and
raped. After battling for her life for five days, she died on Sunday].

She said attacks were not confined to passengers in ladies
compartments. Women travelling in other compartments also faced such
problems, and these should be addressed.

On the U.P. incident, Dr. Vyas said there were no signs of justice
being delivered to the victims and blamed the police for conducting
"shoddy" investigations and implicating innocent persons.

Monday criticized the state administration and the police for their
handling of the rape and abduction cases.

In the backdrop of the brutal attack on a minor Dalit girl in Uttar
Pradesh, National Commission for Women chairperson Girija Vyas on
Monday criticized the state administration and the police for their
handling of the rape and abduction cases.

Vyas said there were no signs of justice being delivered to the
victims and also blamed the police for conducting 'shoddy'
investigations and implicating innocent persons.

"There is no justice for the victims. What police does is nab some
innocent persons to just show that they have acted," said Vyas asking
why no rape case has been referred to fast track courts till date.

Sarika, 17, had to pay with physical torture for resisting gangrape by
three youths of her own village, Udauli in Fatehpur, about 60
kilometers from Kanpur, late on Saturday evening when she was
returning from the fields along with her friend Chaya.

Sarika was allegedly grabbed by three young men, Hari Shankar, Shiv Om
and Ram Ratan, who pounced upon her, molesting her and trying to tear
off her clothes. She, however, managed to raise an alarm.

The Mayawati Government has come under severe criticism following a
number of cases including the Banda case involving the rape of a minor
Dalit girl by Bahujan Samaj Party (BSP) MLA Purushottam Naresh
Dwivedi.

The girl was allegedly raped on December 10-11 at Dwivedi's residence.
She escaped from the MLA's house on December 12, when he allegedly
attempted to rape her for the third time and charged her with theft.

Moreover, the kidnapping and harassment charges against Uttar Pradesh
Rural Engineering Services Minister Jaiveer Singh over the payment of
money has recently come into notice, which has further spoiled the
reputation of the BSP Government in Uttar Pradesh.

Rattled by adverse political fall-out of recent violence against
Dalits at Husaipur village in Alwar district, the Congress-led
Government in Rajasthan has started distributing financial assistance
to the victims and arrested five persons on charges of ransacking and
looting of Dalits' houses, after which almost all Dalit families had
fled the village.

The Opposition BJP and Sangh Parivar elements took up the issue by
arguing that the ruling Congress was protecting the aggressors
belonging to the dominant Meo Muslim community. Provoked by the BJP,
Dalits also held a demonstration at Tijara sub-division earlier this
week.

Even as four of the Dalit families have since returned to Husaipur,
local BJP leaders have charged State Medical and Health Minister
Aimaduddin Ahmed Khan – elected to the Assembly from Tijara
constituency in which Husaipur falls – with shielding the accused. A
Meo youth, Zahid, had died in the firing by Dalits.

Meos allegedly launched a daylight attack on Dalits belonging to the
poor Meghwal community on January 19 following the firing incident and
drove them out of the village, 10 km from the famous Bhiwadi
industrial area. The dispute started when a hen reared by a Dalit
family was crushed under the wheels of Zahid's tractor.

While police arrested five Dalit youths on charges of Zahid's murder,
those who burnt Dalits' houses and looted their belongings including
cash and jewellery were at large for a fortnight. Five of them were
arrested over the weekend following pressure exerted by Dalit
activists here in Jaipur. Those arrested include Zahid's two brothers
and a cousin.

The Government has sanctioned financial assistance of Rs.25,000 each
to 16 Dalit families as an interim measure and distributed the aid to
13. The Scheduled Castes and Scheduled Tribes (Prevention of
Atrocities) Act, 1989, makes it mandatory for the administration to
provide immediate assistance to the victims of caste violence.

Amid reports of "deliberate delay" in Dalits' rehabilitation, an
eight-member delegation comprising civil rights activists from Jaipur
visited Husaipur on Friday and met both sides to broker peace. M. I.
Siddiqui of Jamat-e-Islami Hind, a member of the delegation, told The
Hindu here that tension in the village was receding and the two sides
had agreed not to fall prey to outsiders provoking them. "We
emphasised the need to evolve trust between Dalits and Muslims, who
are victims of machinations by higher castes, and asked them to help
out each other."

Centre for Dalit Rights (CDR) patron P. L. Mimroth said the delegation
asked the Dalit victims to rebuild their houses by utilising the
government assistance and carry home their household goods left in the
open after the BJP leaders advised them to display their losses "in an
exaggerated manner" to claim high compensation.

The delegation also met Alwar Collector Ashutosh Pednekar and
Superintendent of Police Mahesh Goyal and requested them to ensure
arrest of the "real culprits". Mr. Mimroth said the two officers
assured the delegation that the law would be strictly complied with.

Health Minister Mr. Khan, who is scheduled to visit Husaipur on
Sunday, faced some tough moments at Circuit House in Alwar on Friday
when a group of Dalits raised slogans against him.

The Dalits were annoyed by his previous visit to Husaipur a day after
the violence and attending Zahid's burial, but not visiting the Dalit
locality.

Besides Mr. Siddiqui and Mr. Mimroth, other members of the delegation
were Navin Narain of ActionAid, Gopal Ram Verma of CDR, Paikar Farooq
of Association for Protection of Civil Rights, Mohammed Salim of
Jamat-e-Islami Hind, Suman Devathia of Dalit Mahila Manch and Maualna
Haneef of the People's Union for Civil Liberties.
