Family dumps dalit daughter-in law

GULMI, Sept. 20: It has been revealed that an "upper class" man, on
the run after his son made a Dalit girl pregnant, has migrated to
Tarai selling his all property in Gulmi.

Ram Chandra Pandey, son of Tem Lal Pandey of Dhurkotbastu VDC-3, who
had promised 14-year-old Dalit girl 10 months ago that he would marry
her, abandoned her after she gave birth to their baby. Since then Tem
Lal along with his family members fled the village and went out of
contact.

Though the District Administration Office, under pressure from Dalit
activists and locals, had summoned the Pandey family, none of them
appeared before the authority. Instead, they sold all their property
and went to Tarai.

This news came to light after a team of Dalit activists went to
District Land Revenue Office. Record at the office shows that Pandey
had transferred ownership of all his property to his daughter Laxmi
Bhandari of Dhurkot-1, said Dalit activist Ganesh Bishwokarma.

The victim girl is a sixth grader at Panchayan Higher School.
Ramchandra was a ninth grader at the same school.

Lucknow, Sep 20 (PTI) With a view to wean away the Brahmin community,
which had supported ruling BSP in the last Assembly elections ensuring
a thumping majority, Samajwadi Party today promised them proper
respect and representation once the party came to power in Uttar
Pradesh. "Brahmins have been made to face humiliation during the
present BSP government which has sent over 1600 of them to jail in the
name of atrocities on dalits and Samajwadi Party would not tolerate
it," leader of opposition in the Assembly Shivpal Singh Yadav told
some members of the community. The government has also not taken any
action on cases of crime and atrocities against the Brahmins, he
alleged. "They would be given proper representation once the party
comes to power as also in the organisation besides in ticket allotment
for the coming assembly elections," Yadav promised. In his address, SP
state unit president Akhilesh Yadav said Brahmins which form the
intellegensia have always given a direction to the country and they
would do the same, this time, against the BSP government.

Guwahati, Sept 32 (PTI) Assam Chief Minister Tarun Gogoi today
asserted that his government has been implementing a host of schemes
for the welfare of the scheduled castes and tribes in the state.In a
statement, Gogoi dismissed the allegations levelled against his
government by the National President of BJP ST Morcha Faggan Singh
Kulaste that funds meant for scheduled tribes in the state has been
swindled during the Congress regime led by Gogoi.He said that the
BJP's allegation that Congress government has no moral right to remain
in power after the revelation of the Rs 1000 crore NC Hills scam was
absolutely baseless as the BJP had led the then autonomous
council."The BJP has no moral right to criticise us because our
government took a slew of bold steps that include instituting the
Manisena Singh Commission of Enquiry, a special audit to go into the
financial irregularities, besides giving the consent to the CBI
enquiry into the scam," the chief minister added.

THE Kshetra Darshini project of the State government promises to usher
in a mini Green Revolution in the parched, naxal-dominated areas of
Palnadu. A joint effort of the departments of Horticulture,
Agriculture, Social Forestry and the District Rural Development
Agency, the project seeks to make fallow lands in Guntur district
cultivable and empower landless Dalits in the process. It is a
component of Indira Prabha, or the Comprehensive Land Development
Project (CLDP), under the aegis of the Mahatma Gandhi National Rural
Employment Guarantee Scheme (MGNREGS).

"About 3,000 landless Dalits are being given title deeds for 6,935
acres of assigned, fallow lands. This is the biggest project in the
history of the district to develop fallow lands," District Collector
B. Ramanjaneyulu told Frontline. The Collector's sanction for the
project was announced at a public meeting in Madipadu on February 23,
where 149 beneficiaries were given ownership deeds for land measuring
324.35 acres in all.

The district administration had also released a schedule for
completion of the project by the third week of August, and this has
been accomplished. Forest clearance, removal of boulders, ploughing,
digging of farm ponds and borewells and electrification were completed
by April. Personnel from the departments of Horticulture and
Agriculture trained the people in sowing and cultivating crops by
adopting water conservation methods.

The District Water Management Agency (DWMA), which was the nodal
agency for implementation, had selected the most backward mandals in
the district – Atchampet, Vinukonda, Durgi and Bollapalli – for the
project.

"This is a once-in-a-lifetime opportunity for the landless Dalits. The
government would bear the entire cost of the project – from clearing
the land to the beneficiary getting the first produce," said Y.D
Yugandhar, Project Director, DWMA.

The DWMA, Guntur is implementing three programmes – the MGNREGS, the
CLDP and watershed projects.

The MGNREGS was launched on April 1, 2007, in 57 mandals of Guntur
district. The works are being taken up in a project mode. The total
number of job cards are 5,47,891. The average number of days of
employment provided for a household is 20.93 and the average wage rate
per person per day is Rs.107.46 As many as 1,797 households got work
for 100 days.

The watershed programme was started in 2001-02. As many as 71
watersheds were sanctioned to Guntur district. The CLDP was launched
in Sarikondapalem village in Bollapalli mandal in November 2004. This
programme, funded by the National Bank for Agriculture and Rural
Development (NABARD), is to be implemented in three phases.

12 persons get life for committing atrocities on dalits

Muzaffarnagar, Sep 19 A fast track court at Saharanpur has sentenced
12 people to life imprisonment for attempting murder and committing
atrocities on dalits.

The judge has also imposed a fine of Rs 13,050 each on the accused
after holding them guilty.

According to the prosecution, at least seven dalits were seriously
injured in a clash between two groups over a labour related dispute at
Dhikka Tapri village in Saharanpur district in April 2003.
