[ZESTCaste] On Dr Ambedkar play (Telugu)

 

Dear friends,

Though I have been mentally stressed as I struck up in India unprepared, I am trying my best to use this time as purposefully as possible.

 

One of the exciting times for me was watching a live play live last weekend. I got this opportunity after more than two and hald decades. I was thrilled as it was on the life of my hero Dr Ambedkar. I watched it for two consecutive days.

 

As a child and as a teenager, I would go for miles to other villages to watch art forms of various kinds and forms. This musical play based on the real story of Dr Ambedkar's life (up to burning of Manu Smriti) was a feast to my eyes and senses. It was created by a school teacher Mr Patibandla Ananda Rao with a cast of nearly 80 actors. According to him it was not yet perfected, it was played only a couple of times so far. Still, it was so perfect that I started thinking how marvelous it would be watching it after a while when it was perfected.

 

I am was not an art critic, still I would like to express my feelings.

 

The play was so real that I could not control my emotions while watching some of the scenes. The performance of the child actor (little Dr Ambedkar) was superb, so was that of the actor played adult Ambedkar. Every other actor performed well and the music was melodious.

 

I surprised how such a talented man (Mr Ananda Rao) was unnoticed so far. I was told his another play, Padamata Gali (Western wind) based on the globalization, was a superhit. Talent, when not recognized and noticed dies out. It is very much real in the case of talented Dalits. I remember watching such great art forms of various kinds as a child. They are all dying out for lack of patronage and invasion of unrealistic movie culture. Recording (even in crude form) of such dying art forms of Dalits and Tribals was one of my pet projects. But, it never took off for obvious reasons.

 

At the end of the play, while talking about the art form he used in the play Mr Ananda Rao spoke about an old man who can recite 20 different plays from memory. How great it would be if someone come forward and immortalized the man and his talent before it is too late? How wonderful it would be if someone take the task of recoding various Dalit and Tribal art forms before they are died out?

 

It needs dedication, sincerity, and above all money. Something needs to be done before it is too late.

After several deferments, the ICFAI (Institute of Chartered Financial
Analysts of India) University Bill-2009 was passed by Orissa assembly.

The Bill, first tabled in the assembly during the monsoon session last
year, was deferred thrice due to lack of time and members' opposition
to certain clauses.

The bill was passed by a voice vote with some changes last night with
Higher Education minister Debi Prasad Mishra saying that the
self-financing private university would provide high quality
education.

According to changes made in the Bill, two MLAs and the Secretary of
the Higher Education department will in the Board of Management (BOM)
of the proposed varsity.

The Bill also incorporated proposal of granting concession to ST, SC
and OBC students.

The ICFAI authorities would now have to prepare fee structure on the
guidelines of University Grants Commission (UGC) and other regulatory
bodies.

With the Bill getting nod of the assembly, the ICFAI would invest Rs
150 crore in setting up a campus for the university in the state.

The university would have strength of about 1,500 students and offer
courses in various disciplines like engineering, management, law,
science and humanities.

ICFAI has identified 30 acres land between Bhubaneswar and Khurda for
setting up its university. It had inked an MOU with the state
government in 2007.

The easiest and surest way to get over all the problem is to empower Bahujan Samaj Party with the master key. The Cadres must become BSP cadres and do all the work they are doing to avoid any attack from any quarter.

New Delhi : Keen to regain power in Bihar after a five-year gap, RJD
is set to reach out to upper castes, with its chief Lalu Prasad saying
his party is not against them and wanted to work for their upliftment
along with OBCs, Dalits and Muslims.
RJD will contest the Bihar Assembly polls, expected to be held by
November, in alliance with Lok Janshakti Party of Ramvilas Paswan but
any pre-poll tie-up with Congress is unlikely as the latter is not
inclined.

Viewing JDU and BJP as main rivals in the upcoming polls, Prasad has
decided to go beyond his traditional vote bank of OBCs, Dalits and
Muslims and woo the upper castes who have been upset with him for his
reported barbs against them at Begusarai about 10 years back.

In an interview, he insisted that he never made any comments against
the upper castes and the statements attributed to him were "false" and
"concocted" by his political rivals.

The reported comments of Prasad were seen aimed at provoking the
backwards and Dalits to target four upper castes - Brahmin, Bhumihar,
Rajput and Lala alias Kayasthas.

"I am not against upper castes and never hurt their interests. Few
people tried to pit upper castes against me to suit their political
interests," the former Chief Minister said.

"I believe in taking everybody along. Everybody from Bihar should be
united. That is my appeal," he said, adding his poll plank would be to
work for progress of all.

Expressing confidence of getting upper caste votes in the coming
elections, the RJD chief said, "They have understood who is against
them and have by now also made comparisons after Nitish Kumar came to
power."

RJD, which ruled Bihar for 15 consecutive years from 1990, was
defeated in the 2005 Assembly elections by BJP and JDU. Of this Prasad
was the Chief Minister from 1990 to 1997 and his wife Rabri Devi
succeeded him after he had to go to jail in fodder scam.

In the 243-member Bihar Assembly, RJD is the second largest party with
56 seats. The ruling parties JDU and BJP have 81 and 54 seats
respectively. Ramvilas Paswan led LJP has 12 seats and Congress 10.

"We will win this election and form a government in the next
election... Lalu's genie will once again come out from ballot boxes,"
the RJD chief claimed.

Bangalore: The Director of Vocational Education (DVE) has diverted
Rs.1.97 crore earmarked for providing extra coaching and to supply
study material to students belonging to the Scheduled Castes and
Scheduled Tribes for payment of salary expenditure for regular
employees, violating the guidelines of the Planning Commission.

The Comptroller and Auditor General of India (Civil), who disclosed
this serious lapse on the part of the DVE, in his annual report ending
March 2009, said that the Special Component Plan (SCP) and Tribal Sub
Plan (TSP) are designed to channelise the flow of funds from the
general sector to schemes for development of Scheduled Castes and
Scheduled Tribes children.

According to guidelines issued in October 2005 by the Planning
Commission, the State Government was to formulate action plans for
schemes which would directly benefit individuals or families belonging
to SCs and STs.

Funds under the schemes were not to be diverted or allowed to lapse
and should be used for this purpose only. Scrutiny of records of the
Director of Vocation Education in December 2008 revealed that Rs. 2.47
crore was released in April 2007 by the Government to the DVE under
the SCP (Rs.1.76 crore) and TSP (Rs.71 lakhs) for 2007-08.

Out of this, Rs.1.97 crore was payable towards honoraria to the
teachers, who imparted extra coaching to the SC and ST students and to
supply study material to the students, so as to enable them to perform
better in the examination. The balance amount was earmarked for
improvement of infrastructure in schools. The Director, instead of
proposing an action plan to utilise these funds as per the guidelines
submitted in August 2007, came out with a proposal to utilise Rs.1.43
crore under SCP and Rs. 54 lakh under TSP to meet the
salary/remuneration expenditure in respect of selected courses
although the expenditure on this account was to be met out of general
budgetary provisions.

The State Government approved the proposals sent in August 2007 by the
Director and funds were released in the next two months to the
colleges, concerned resulting in diversion of funds earmarked for
providing extra coaching and study material to SC/ST students.

In view of the decline in the pass percentage of SC, ST students from
an average 74.10 per cent (2002-04) to an average 57.72 per cent
(2005-07), it was all the more essential for the Department to ensure
extra coaching and additional study material to the Dalits.

The Government, the CAG said, in its reply in July 2009, argued that
the funds under SCP and TSP were utilised, as sufficient funds were
not available, during the early period of 2007-08 in the regular
budget.

Not satisfied by the reply, the CAG said that it was not justifiable
as these funds were meant for imparting extra coaching and to provide
study material to the SC, ST students and fund diversion denying
direct benefits contemplated by the Commission's schemes for them.
