A Dalit in a Madhya Pradesh village only wanted payment of wages due
to him -- but what he got was death. Mason Ramesh Jatav was allegedly
killed after he demanded Rs 4, 000 for the work he had done for farmer
Shriram Lodhi, police on Sunday said.

Thirty-eight-year-old Jatav was killed in Shivpuri district on Friday
night when he had gone to Shriram's house with his wife to demand
back-wages.

According to police, Shriram and his relative Gabdu Lodhi took the
couple to a nearby field and killed Jatav, a resident of Sirsona
village, about 350 km from Bhopal.

"The two smashed Jatav's head with a huge stone," a police officer said.

Jatav's wife fled from the spot and lodged a complaint with the Karera
police station. By the time police reached the spot, Jatav had
succumbed to his injuries.

The police officer said Shriram and Gabdu were absconding.

Narayana group's IIT JEE free offer for SC/ST students

Hyderabad, 28th May: Narayana group of educational institutions
chairman P. Narayana, has offered to provide every year Intermediate
education along with coaching for IIT-JEE to 200 students belonging to
Scheduled Castes and Tribes free of cost in the state.

He made this offer during his meeting with Chief Minister K. Rosaiah
here on Thursday. Mr Rosaiah complimented the Narayana group of
educational institutions for bringing glory to the State.

A student from the group, A. Jithender Reddy, bagged the first rank in
the IIT-JEE 2010. Speaking to reporters later, Mr. Narayana said he
had decided to help students from the backward sections following a
plea by the Chief Minister.

However, it would be the responsibility of the government to identify
100 students each year for the first -year Intermediate course and
another 100 for the second year.

New Delhi Scheduled Caste and Scheduled Tribe candidates qualifying
against open seats for promotion cannot be adjusted against the
vacancies earmarked for SC/ST quota, the Central Administrative
Tribunal (CAT) has held while giving relief to a Delhi Police woman
constable.
"The official memorandum dated July 2, 1997 has to be applied for
reservation to SC/ST category candidates who achieve merit of general
category have to be deemed as general category candidates and this
quota would not be counted towards reservation.

"If it is so, because of non-following of the aforesaid (memorandum)
the fundamental right of the applicant to be considered as a SC
category candidate fairly and equitably for promotion has been
applied. The action of the respondents cannot be countenanced," the
Tribunal bench, comprising Members Shanker Raju and S P Singh, said.

The CAT passed the order on a petition of a woman constable Krishna
Kumari seeking direction to the Delhi Government to consider her
candidature for promotion to the post of Head Constable.

She submitted that she was eligible for consideration as she held
eighth position against 15 vacancies earmarked for the category.

Accepting the plea of Kumari, the Tribunal said the government wrongly
applied the instructions laid down in the official memorandum.

"In our considered view, the government has misapplied the
instructions to fill up the quota of SC/ST from the candidates
belonging to that respective category even if they have achieved the
merit on a par with general category candidates," the Tribunal said.

Earlier, the government contended that the vacancies meant for SC/ST
have been utilised by those despite merit obtained by them at par with
the general category.

While rejecting its contention, the Tribunal said, "The case of Kumari
for promotion in promotion list A against SC quota on the basis of the
selection of the year 1999 shall be considered and in the event she is
otherwise qualified, consideration for promotion shall be accorded to
her from the date juniors have been promoted."

'Eliminating untouchability is first step to ending caste'

Annihilation of the caste system should be the goal and the first step
is to eliminate untouchability, Communist Party of India (Marxist)
general secretary Prakash Karat said on Saturday.

Untouchability was the worst feature of the caste system in the
country, Mr. Karat told the first State conference of the Tamil Nadu
Untouchability Eradication Front here. "Even after 62 years of
Independence what we find in our society is that caste transcended all
classes. Though the Constitution proclaimed equality, we still find it
did not go with the ground reality," Mr. Karat said.

Struggle against the caste system should go along with struggle
against socio-economic and class exploitation. What was needed was a
social revolution which could not come without fighting and abolishing
the caste system.

The Tamil Nadu Untouchability Eradication Front had been engaged in
path-breaking activity over the last three years fighting all forms of
caste discrimination and untouchability. Even people outside Tamil
Nadu were looking up to the Front as an inspiration in their struggle
against oppression. The Front should bring under its fold all those
who were against caste discrimination and untouchability and it would
become a genuine instrument in bringing about social change in Tamil
Nadu, he said.

Earlier, Mr. Karat released a collection of short stories authored by
Aadhavan Dheetchanya on atrocities committed against Dalits.

Tamil Nadu Untouchability Eradication Front convenor P. Sampath called
for starting branches of the front at all levels within the State. The
front had created confidence among the oppressed communities.

General secretary of the All-India Vivasayigal Sangam K. Varadharajan,
CPI (M) State secretary G. Ramakrishnan, party MLA S.K. Mahendran and
All-India Democratic Women's Association general secretary U. Vasuki
took part in the conference.

CPI(M) to seek ATR on Misra report
Addressing a public meeting organised by the front here, Mr. Karat
said the CPI(M) would demand, in the next session of the Parliament,
an action taken report on the recommendations of the National
Commission on Religious and Linguistic Minorities headed by Justice
Ranganath Misra.

Though the Centre had placed the commission's report in Parliament it
had not acted on that. The CPI (M) would be in touch with other
parties in this regard. The commission had made two major
recommendations — to provide reservation up to 15 per cent in
education and offer job opportunities for the minorities, who were
socially, educationally and economically backward. It had also
recommended that those of Scheduled Caste origin, irrespective of
religion, be brought under the scheduled caste reservation, Mr. Karat
said.

The CPI (M) had been demanding that Dalit Christians and any person of
Scheduled Caste origin, irrespective of religion, be provided
reservation.

Mr. Karat said the economic policies of the Centre had adversely
affected the livelihood of people. The policies limited the
opportunities for the Dalits as the government had downsized and
banned recruitment to various departments. "So where is the
reservation for SC and ST?" Mr.Karat said and pointed out that there
was no reservation in the private sector.

Fight privatisation
He called upon the oppressed communities to fight the privatisation,
liberalisation and globalisation policies of the government as it was
the only way to protect their lives.

The government was promoting privatisation of higher education and
allowing business houses to start educational institutions. Foreign
educational institutions had also been allowed. This way, education
would go out of the reach of SC, ST and other backward communities as
there would be no reservation.

Mr. Karat said a powerful struggle had to be launched to protect the
rights of the Dalits and other oppressed sections. The goals and aims
of social reformers like Dr. Ambedkar and Periyar had not been
fulfilled even after 62 years of Independence, he said, calling for a
fight against caste oppression. Untouchability in any form could not
be witnessed in Communist-ruled States, he observed.

LUCKNOW: Uttar Pradesh Chief Minister and BSP supremo Mayawati said on
Friday that it was shameful to make comments on her assets as she had
been honest unlike many other politicians who were dishonest and had
stashed away ill-gotten wealth in foreign countries.


Mayawati has declared her assets worth over Rs 80 crore in the
affidavit filed along with her nomination papers for election to the
state Legislative Council. She also challenged her detractors to
disclose their current assets as well as their worth before entering
or holding public office. She said it was because of such politicians
that billions of rupees kept in foreign banks would be come back to
India.

Mayawati said that she had been informing the Income-Tax Department
about her assets from time to time in a transparent manner and the
Opposition leaders' comments in the media were not only laughable, but
also showed to what extent they could stoop in a bid to regain lost
political ground.

Singling out Samajwadi Party chief Mulayam Singh Yadav, Mayawati said
before entering politics, he had only a few 'bighas' of land and a
bicycle, but now, he and his relatives had unaccounted wealth.
