Chandigarh, Apr 27 (PTI) Haryana Chief Minister Bhupinder Singh Hooda
today said strict action will be initiated against those responsible
for torching of Dalit houses at a village in Hisar and announced an ex
gratia of Rs 10 lakh to the kin of the deceased.

He promised a financial assistance of Rs 25,000 and free treatment to
each of the injured besides government job to one family member of the
deceased.

The chief minister, while on a visit to houses of the victims, also
announced two quintals of wheat to their families and said
compensation will be provided for damages to houses and domestic
goods.

Last week, following a brawl between youths of two communities, over
18 houses of Dalits were torched allegedly by some members of a
particular community in Mirchpur, in which a teenaged physically

LUCKNOW: Uttar Pradesh Chief Minister and Bahujan Samaj Party (BSP)
president Mayawati said her party would support the United Progressive
Alliance (UPA) government over the cut motion exected to be moved in
the Lok Sabha Tuesday.

"In the wake of soaring prices and wrong and faulty economic policies
of the central government, we should have voted against the UPA
government but it would strengthen communal forces to attain power in
the centre. Taking this into account, we have opted to support the
government," she said.

Responding to speculation that her pro-UPA stand over the cut motion
was linked to the Central Bureau of Investigation's (CBI) indicating a
re-look into the disproportionate assets case against her, Mayawati
said: "The decision has nothing to with CBI. It's just to keep
communal forces at bay from the centre."

While backing the government on the cut motion, Mayawati, however,
also launched a scathing attack on the Congress-led UPA and said it
must reframe its policies taking into account the interests of the
poor and the downtrodden.

"If necessary steps are not taken by the central government, the
country's condition would worsen further. It is high time the
government takes adequate measures to contain ever-rising inflation."

Accusing the central government of ignoring the interests of the
common person, Mayawati said: "The central government is bound to
reply to the citizens of the country over soaring prices of sugar,
wheat, rice despite the fact that their production in comparison to
last year has gone up this year."

She announced that her party would continue its fight against the
Congress-led UPA over inflation.

"We would continue with our struggle against the central government
over poverty, price rise, unemployment and other policies adversely
affecting the public."

Reiterating that the central government was not keen on the all-round
development of Uttar Pradesh, Mayawati said: "Not a single penny has
been released by the centre for the Rs. 80,000 crore special package
we had demanded for undertaking developmental schemes in the state.

"In fact, the central government should draw inspiration from the
state government, which has continued to take up developmental
projects even with limited resources."

The Maoist movement, she said, was a fallout of the wrong policies of
the central government. "Naxalism is a byproduct of faulty economic
policies that have led to poverty, hunger and unemployment in the
country.

"Considering all this, the government now must realise that it cannot
fight the Naxal menace by bullets or bombings from the air; instead,
it should be fought on a social and economic front," she added.

The National Democratic Alliance (NDA) as well as the Left parties and
some others are set to move cut motions in the Lok Sabha on the budget
proposals to hike prices of fuels and fertilisers but the treasury is
confident of passing the test of strength.

When budget proposals are presented in parliament for approval, a
lawmaker or a party can question specific allocations with a cut
motion. If it is carried in the house, it amounts to a vote of no
confidence and the government is obliged to quit.

Ahmedabad, Apr 26 (PTI) B R Ambedkar always worked for the unity of
society and even when he converted, he converted to Buddhism, and not
to Christianity or Islam, Gujarat Chief Minister Narendra Modi said
today.

"Ambedkar gave up Hinduism but did not convert to Muslim or
Christianity. He converted to a religion, Buddhism, which was
originated in Hindustan like Hinduism," Modi said here during the
release of his book 'Samajik Samarasta' which is a compilation of
articles and speeches of Modi on Ambedkar and various social issues.

According to Modi, Ambedkar and Sardar Vallabhbhai Patel are two
leaders who have not received their due in post-independent India.

Modi said Ambedkar always strived to achieve Samajik Samarasta (social
assimilation) in the society which was divided into castes, sects and
class.

BANGALORE: It is the longest-serving inquiry commission in Karnataka,
and the reason is not because the panel was unable to meet the
deadline, but sheer apathy of governments of the day — since 2004 — to
provide necessary inputs to get the commission going.

The A J Sadashiva Commission of Inquiry (constitutional benefits and
review of disproportionate and inequitable distribution among the
scheduled castes in Karnataka) was set up by the Dharam Singh
government in 2004. The panel was constituted following a demand by
one sub-sect of the SCs — Madigas (left wing) — that some sects
amongst the SCs had cornered reservation benefits.

Initially, delay in the panel getting down to work was lack of
infrastructure and staff. Later, it was funds release. Chief minister
B S Yeddyurappa, after taking charge, assured full support to the
commission, but the funds were not released in time in 2009.

Now, allocation of Rs 11.12 crore has been made and also released. But
the cabinet has to approve unit-wise expenditure, which was submitted
a month ago, sources told TOI.

The commission's major exercise is conducting door-to-door survey of
101 categories of SCs, to determine their backwardness. For this, a
comprehensive 195-question format was prepared, which took almost a
year.

The queries pertain to educational, cultural and economic background
of families, and also the extent of reservation availed by them.
However, the survey, which was to commence from April, was deferred as
census work is under way. "Though we had planned to conduct the survey
along with the census, we were asked to defer it,'' sources said.

INTERNAL RESERVATION

While the commission will look into disparities in availing benefits
by the SC sub-sects, the BJP has raised the issue of according
`internal reservation' (reclassification of 18% reservation amongst
the sub-sects). The Congress-JD(S) has dubbed it a gimmick in view of
the ongoing gram panchayat elections.

However, minister Govind M Karjol said the government will table a
resolution in the next legislature session, urging the Centre to
accord equal benefits to all SC sub-sects on the basis of their
population. "Presently, of the 22.7% SC/ST population in Karnataka,
the SCs constitute 16.5%. The reservation benefits meant for them are
being cornered by a section of powerful sub-sects and politicians
belonging to it. As a constitutional amendment is required to Article
341, only Parliament is empowered to do so,'' he added.

THE BREAK-UP

* Demand for reclassification of reservation was made by the Madiga
sub-sect, after the Andhra Pradesh government order providing such
reservation was struck down by the Supreme Court. The Usha Mehra
Commission was constituted after the apex court quashed the AP
government order. The commission submitted its report in 2008, which
is before the Centre.

* Internal classification issue was recognized by the Punjab
government in 1975 — one reason being Punjab has the highest
proportion of SCs — 24.7% in 1972 to 28.85% as per the 2001 census.

* In Karnataka, SC/STs together tip the population scale at 22.7%. The
SC/STs Order (Amendment) Act, 1976, notified 101 SCs in Karnataka. But
the divide is broad-based into Right Hand (Holeya) equivalent of Malas
in Andhra Pradesh and Left Hand (Madigas, who go by the same name in
AP).

* While the right wing identifies with B R Ambedkar and Buddhism —
politicians Mallikarjun M Kharge, C Motamma, G Parameshwara, H C
Mahadevappa, K H Ranganath and V Sreenivasa Prasad hail from this, the
left aligns with former Dy PM Babu Jagjivanram, with Union minister K
H Muniyappa, Karnataka minister Govind Karjol and former ministers D
Manjunath and Alkod Hanumanthappa.

16 Dalit labourers assaulted

Muzaffarnagar, Apr 27 (PTI) Atleast 16 Dalit labourers were seriously
injured after being allegedly attacked by some men for refusing to
work in fields at Jagaheri village, police said today.

The incident occurred last evening and the victims were assaulted with
sharp-edged weapons and lathis.

A case against 18 people has been registered under Scheduled Castes
Prevention of Atrocities Act 1987, S P Rajiv Malhotra said, adding the
injured have been hospitalised.
