VISION FOR NOIDA: Uttar Pradesh Chief Minister Mayawati flags off the

NOIDA: Uttar Pradesh Chief Minister Mayawati on Thursday hailed the
Delhi Metro's maiden journey into Noida as a step that will bring the
suburb on a par with the developed cities of the world.

Flagging off the first metro train from Noida, Ms. Mayawati said it
will not only make commuting easier, but also go a long way in
improving the economic and employment avenues here.

The Chief Minister also chose the occasion to reiterate her demand for
clearance of the proposed international airport at Jewar in Greater
Noida. "I have already written to the Union government on the issue
several times and I urge them to sanction the airport soon to develop
this area speedily."

Ms. Mayawati made an oblique reference to her government's assistance
in timely completion of the Noida line: "After coming to power, we
gave special instructions to the Noida Development Authority to
release the required amount of money to the Delhi Metro Rail
Corporation [DMRC]. I appreciate that the Noida Development Authority
paid about Rs.557 crore, more than two-third amount of the total cost
to the DMRC for completion of this project."

She said her government was keen on extending the metro service to the
rest of the State, starting with more parts in Noida and Greater
Noida.

"Noida will have the best infrastructure to make it one of the best
cities of the world. My government has been providing Rs.2,000 crore
every year for the development of infrastructure facilities to ensure
that Noida is counted among the best cities."

Steering clear of the controversy over the construction of the
Ambedkar Park in Noida, Ms. Mayawati said: "Keeping the feelings of
the people belonging to Uttar Pradesh….and to commemorate the
contribution of saints, gurus and great men who waged battle to usher
in change in the existing social system, which is based on inequality
and caste, Noida Authority is constructing a historical place. These
great men, saints and gurus had been ignored by the previous
governments."

The State government had resolved to follow the policy of "Sarvjan
Hitai" and "Sarvjan Sukhai" and the metro railway was a step in that
direction, the Chief Minister said.

Lucknow : The BSP's good show in the Assembly by-elections, which
comes at the halfway mark of the BSP government in UP, lays down the
agenda for the second half of Chief Minister Mayawati's tenure.
In all likelihood, she is going to further strengthen the "back to
Bahujan" policy, which she had adopted after the Lok Sabha elections,
as she prepares for the 2012 Assembly elections.

BSP founder Kanshiram had defined Bahujan as the combination of Dalits
and OBCs.

Mayawati started working on this combination after the BSP's poor show
in the Lok Sabha election.

Until then, the party had depended on a Dalit-Brahmin combination, as
it had worked well in the 2007 Assembly elections.

The Lok Sabha election compelled the BSP to go back to the basics and
it has paid off. The party has won 9 of the 11 Assembly bypolls.

The party's success in OBC constituencies like Etawah, Bharthna,
Padrauna and Jhansi indicates that the party has been able to win over
these communities.

Barring Jhansi, in all the constituencies, the BSP candidates have won
by a convincing margin, even in places like Bharthana and Etawah,
which were regarded as Mulayam Singh's stronghold.

In Jhansi, BSP's Kailash Sahu won by a margin of only 9 votes, but
here too the fact is that the party's nearest rival was its rebel.

While the BSP's state president and its OBC face Swami Prasad Maurya
registered his victory by more than 53,000 votes in Padrauna, Mahendra
Singh Rajpoot of BSP won the Etawah seat by a margin of 32,000 votes.

In Bharthana, BSP candidate Shiv Prasad Yadav won by 15,776 votes. In
August, BSP candidate Mahesh Verma had won the Bidhuna seat in the OBC
belt.

In the Lok Sabha election, the BSP had won 21 seats, ending up behind
the Congress and the SP in the seat tally — both of which had won 22
seats each. The number was far below the party's expectations. The
party had won only two of the 17 reserved seats, while the SP won 10
reserved seats — that set the alarm bells ringing.

At a meeting of party leaders from various states, which was called in
May to discuss the poll results, Mayawati had first spelled out the
transition to Bahujan politics.

To promote the OBCs, she sent Ganga Charan Rajpoot to the Rajya Sabha,
and Vinay Shakya who had lost to Mulayam Singh in the last Lok Sabha
in Mainpuri was her choice for a berth in the Legislative Council.

She also projected her close aide Mines Minister Babu Singh Kushwaha
by giving him five important portfolios and deputing him to hear the
grievances of the legislators on her behalf.

Simultaneously, she started paying greater attention to the Dalits.
She deputed officers especially to visit Dalit areas and get the
feedback on the functioning of various government schemes and take
corrective measures.

Mayawati had also tasked the then DGP to visit all places of crime
against SCs/STs and pay cash relief, although the order was later
withdrawn. She also introduced a quota for SCs/STs in government
contracts.

According to party sources, the CM may now revamp both her ministry
and the party organisation by accommodating new OBC faces.

Apart from Maurya, the CM might consider the names of Mahendra
Rajpoot, Mahesh Verma, and Shiv Prasad Yadav for induction in the
government.

She will also continue to win over influential OBC leaders from other
parties. There is little doubt that she will also vigorously pursue
pro-Dalit policies.

New Delhi : In 1913, Dalit icon B R Ambedkar travelled to the US to
enroll as a graduate student at the University of Columbia — on a
scholarship offered by the Gaekwad of Baroda. He received a doctorate
in Political Science there.
Nearly a century later, in an effort to invert traditional notions
about Dalits and Sanskrit (regarded as the preserve of upper castes)
Prof. Sheldon Pollock, a doyen among Sanskrit scholars, is instituting
three fellowships each year in Sanskrit for Columbia — only for
Dalits. The process of choosing the first set of scholars begins
December 1.

Prof. Pollock, recipient of the Government of India's President's
Award in Sanskrit, 2009, specializes in Sanskrit philology and Indian
intellectual and literary history and, increasingly, comparative
intellectual history. He is among the best known voices emphasizing
the importance of studying literary culture, "both for aspects of
civilization and barbarism". He is presently William B. Ransford
Professor of Sanskrit and Indian Studies at Columbia.

In an email interview with The Indian Express, Prof. Pollock said the
fellowships will be initially funded out of the Distinguished
Achievement Award he has received from the Andrew W Mellon Foundation
of New York City. But he intends to transform the Dalit Sanskrit
Fellowship Initiative into a permanent endowment.

A Columbia graduate fellowship amounts to $250,000: $30,000 tuition
and $20,000 stipend, granted annually for five years. He will need
$150,000 per year for three fellows.

The initiative will be named after Ambedkar.

The move has received mixed response in India. Prof. Pran Nath Singh,
Head of the Department of Sanskrit in Banaras Hindu University, said,
"It's a good thing if young scholars are being encouraged to take up
Sanskrit, but to limit it to Dalits is pure politics."

But Sanskrit scholar Prof. Saroja Bhate of the Bhandarkar Oriental
Research Insititue, Pune, hailed the initiative. "I congratulate Prof
Pollock for doing this. This is exactly what I would have done, and
would do in future if I have the resources," Prof. Bhate said.

HYDERABAD: A young couple, both B Tech students from the city,
committed suicide after their families reportedly refused to accept
their
relationship as they were from different castes.

Sirish Goud, 21, of Sri Rama Colony Uppal and B Tech student of
Vastaya Engineering College in Bhongir, and Jyothi Reddy, 21, of
Dwaraka Nagar in Boduppal and a B Tech student of Aurora Technological
and Research Institute in Uppal, committed suicide by consuming
pesticide at a friend's place in Vikarabad. According to police, they
fell in love a year ago, but their families opposed their marriage due
to caste differences. On Tuesday, Jyothi and Sirish mustered courage
and went to Jyothi's friend Parthiv Reddy's place in Vikarabad to get
married.

However, their family members tracked the couple down to Vikarabad and
made plans to bring them back to the city. The young couple got wind
of their parents' plans and decided to end their lives and consumed
pesticide on Wednesday morning, Vikarabad sub-inspector K Shekar Goud
told TOI over the phone.

Parthiv Reddy, who gave them shelter, noticed the couple in an
unconscious state and rushed them to a nearby hospital in Vikarabad.
As their condition deteriorated, the youngsters were rushed to Mahavir
hospital in the city. Jyothi was later shifted to another hospital,
but both of them succumbed while undergoing treatment. A suspicious
death case was registered at the Vikarabad police station.

ALLAHABAD: Allahabad University and its constituent colleges lag
behind regarding appointment of Schedule Castes and Scheduled Tribes,
states a
report prepared by a committee of the University Grants Commission (UGC).

The committee has communicated a message to university authorities,
asking them to advertise the backlog vacancies, as mentioned in the
report, within three weeks and fill the same within three months.

It is worth mentioning that a committee comprising LB Mannikatti,
(retired IAS), RP Gangurde, (former additional secretary, UGC) and
Ashok Kumar Saroya, under secretary, UGC, visited AU and its
constituent Colleges on October 8, 9 and 10. The committee inspected
the status of implementation of reservation policy for SC/STs in
appointments on teaching and non-teaching posts and admission to
various courses.

The report of the committee signed by Saroya states that Allahabad
University and its nine constituent colleges lag far behind regarding
implementation of the reservation policy. Although situation at AU is
a bit better, the the constituent colleges have to go miles in
complying with the government reservation policy.

The report regarding AU, states that out of 330 posts of lecturers,
only nine have been filled by appointing SC candidates while for 151
posts of readers, only one SC candidate was appointed. In the case of
professors, as against 59 sanctioned posts, no person belonging to
SC/ST is appointed. Only one SC candidate is appointed as a reader.
Thus, number of backlog vacancies under SC are 71 and that under ST
are 41, mentions the report. Likewise, in terms of implementing the
reservation in non-teaching posts, there are 68 vacancies of SCs and
96 of STs which comes under the backlog.

The committee also found that in the selection committees, SC/ST
member has been nominated as an observer instead he should have been
nominated as a regular member so as to allow him to play his role
effectively in the matter of selection of SC/ST candidates. The
committee appreciated the steps initiated by university to centralise
the admission to protect the interests of SC/ST by providing 15 per
cent and 7.5 per cent representation to SC/ST respectively but certain
constituent colleges have failed for complying the same.

Similarly, in terms of representation of SC/ST students, the committee
found that of the total 37,997 students admitted to different courses
at UG and PG levels, 4,265 students belong to SC and 112 to ST
categories. Which comes out to be 11.23 per cent for SC and 0.39 for
ST. likewise, out of 78 seats for PhD, seven seats are assigned to SC
candidates and none to ST candidate.

The committee observed that the colleges have not maintained roster
registers in respect of appointment of lecturers and non-teaching
staff which they should do immediately and filling the backlog.

It also mentions that some of the colleges running self-finance course
are receiving fees from SC/ST students despite instruction not to do
so. The colleges are required to provide reservation to SC/ST
candidates in such courses and the fees on this account may be charged
at the subsidised rate.

Regarding the status of reservation for appointment of lecturers in
colleges, the committee observed that in the nine constituent
colleges, there are 376 sanctioned positions of lecturers out of which
54 and 24 should have gone to SC/ST candidates but five SC and no ST
candidates have been appointed.

Recommendations of the committee:

* The backlog vacancies meant for SC/STs may be filled before April 30, 2010.

* A SC/ST member should be nominated in the selection committed as a
member for appointment of the teaching and non-teaching posts and not
an observer.

* An advisory committee to oversee the implementation of reservation
policy may be constituted with V-C as chairman.

* The university may organise a workshop for principals of the
constituent colleges for preparation of rosters for SC/STs and
sensitisation of faculty members regarding problems faced by the
SC/ST.

* Steps may be taken to ensure timely crediting of scholarship amounts
under post-matric scholarship and payment of fellowship under Rajiv
Gandhi fellowship programme.
