Caste census delayedin city in city [Pune] [Times of India]
(Times of India Via Acquire Media NewsEdge) PUNE: Independent India's
first Socio-Economic and Caste Census (SECC) is yet to start in Pune
due to non-availability of special tablet computers. The census, which
was to start on October 7 and finish by December end, will simplify
identification of households living below the poverty line in rural
and urban areas of the country. The results will be utilised in the
12th five-year plan (2012 to 2017).
"Servers are ready. We expect the hand-helds (read tablet computers)
to reach us in 10 or 15 days. The tablets will then be connected to
servers. The process will take a couple of days once the tabs (tablets
reach us," said deputy municipal commissioner Praveen Ashtikar, who is
also the census officer of the Pune municipal corporation (PMC).
Ashtikar said that servers will be set up in ward offices and all of
them will be connected to a main server, located in the PMC office.
The enumerators need to select required options and the information
fed will directly be transferred to the main server. This will make
centralised data collection quick. The tabs (tablets) are custom-made
and all the data related to caste and religion is pre-loaded.
"This is for the first time that such tablets will be used for census.
The tablets have not only made the census historical but also made it
easy and fast," said Ashtikar.
The enumerators, besides collecting data on caste/tribe, will gather
information about occupation/activity, education completed,
disability, religion, housing/dwelling, employment and income
characteristics, assets and land owned.
In addition, specific details on main source of income/earning,
chronic illness and amenities are also being collected in urban areas.
As such, the count along with the socio-economic profile of each caste
would be available. The data will also be used by the ministry of
rural development and ministry of housing and poverty alleviation to
determine the number of people living below the poverty line.
Prior to the headcount of Census 2011, the enumerators had visited
households in the city to gather data for national population register
(NPR). Now they would add the socio-economic data to it.
Though the exercise is called a caste census, the determination of the
caste will be done later by an expert body appointed by the Union
ministry of social justice after the primary data is generated. Caste
enumeration is a complex issue as a particular group is Scheduled
Caste in one state and Scheduled Tribe in the other.
The PMC is the nodal agency for the purpose and it has trained 1,730
enumerators and 250 supervisors.
