Marginalized warn stir against non-inclusion of demands in Lokpal bill

NEW DELHI: As the Lokpal debate enters the parliamentary committee,
Dalits are piling pressure for accommodation of their demands, and top
activists and intellectuals are threatening protest on Monday.
The Social Justice Forum on Lokpal (SJFL) has demanded that the
revised draft Lokpal bill provide for constitutional safeguards of
dalits, adivasis, OBCs, minorities and women and their interests along
with asking for their proportionate representation in the search
committee of Lokpal and its investigating agencies.
The group, which includes top intellectuals, activists and employees
federations, argued that concerns and constitutional safety net of all
the marginalized communities are respected and given utmost importance
and priority in drafting the anti-corruption bill.
Asking government to withdraw the Lokpal bill from parliament and
disbanding of standing committee considering it, the group wants
constitution of a new drafting committee consisting representatives
from SC, ST, OBC, minorities and women along with government and Team
Anna members in the last panel and representatives of political
outfits.
The forum wants Parliament to consider revised bill finalized by the
new drafting committee and refer it to new standing committee for
wider consultations with various groups and communities, political
parties within specified time.
The demand is for expanding the definition of corruption to bring
corruption in corporates, NGOs, media, panchayats, municipalities and
other autonomous local bodies and judiciary under its ambit.
The discriminatory and exclusionary practices suffered by weaker
sections, minorities, exploitation of labour like bonded labour,
forced labour, and all other forms of exploitation and discrimination
should also be covered under new definition.
Corruption should also include non-utilization of
funds/mis-utilization of funds, diversions of funds meant for Schedule
caste under Special Component Plan (SCP) and Tribal Sub-Plan (TSP).
The discriminatory practices in the education institutions, denial of
reservation, fraudulence in the affirmative action against
disadvantaged, ill-treatment of students from these communities, and
threat to their safety and interest in and outside such educational
institutions should also be treated as corrupt practice and stringent
action should be taken against the perpetrators of such practices.
