DDPI, schools unaware of compulsory promotion of students

MANGALORE: Students studying in class one to nine in schools in
Karnataka cannot be detained in the same class for bad academic
performance, says an official government order. Yet, there seems to be
little awareness about it in department of public instruction at the
district level or school authorities concerned. Students in the above
classes, irrespective of their performance, have to be compulsorily
promoted to the next higher class at the end of academic year.
In case the students are not able to cope with demands of the academic
calendar, school authorities are duty bound to hold additional classes
for them and ensure that they catch up with the rest. It is this very
government order that came to rescue of two students of Canara High
School, Urwa, who, after authorities of directorate of civil rights
enforcement (CRE) cell intervened, were permitted to attend the higher
class after being initially detained by the school.
Sarvothama Pai, superintendent of police, CRE Cell, informed the
monthly SC/ST meeting organized by Dakshina Kannada district police
here on Sunday that strangely, authorities in department of public
instruction in the district were not aware of this government order
when the cell inquired with them. "We had to get a copy of the order
from department in Bangalore and bring it to the notice of the
officials and school authorities here," Pai noted.
The cell has also sent a detailed note to all educational institutions
in the four districts that come under its purview at the start of the
academic year not to charge additional fee from SC/ST students or deny
seats set aside for them as per government directive. Replying to a
query raised by Gopal Kadumat, member, District Legal Services
Authority, he said, written instructions have been issued to the
deputy directors, department of public instruction.
When Saraswathi from Sullia claimed that all government departments
were toying with the aspirations of members of the dalit community,
Pai, agreeing this was true, cited an example where the tahshildar had
said it would take the revenue department at least three months to
survey land in a particular case where the Sullia MLA S Angara had
given a letter to that effect. He urged people to bring such cases to
the notice of the cell in writing.
Pai also clarified that people who have been granted SC status by one
state cannot claim benefits under that in another state. Pointing to
the specific case of Tamilians settled in various parts of Sullia
taluk, he said, most of them had obtained benefits of government
schemes based on the SC status their community enjoyed in Tamil Nadu.
Some of them are also in police service and have put in more than 18
years of service, he pointed.
To a query raised by Devappa H, Sullia TP member, to the laxity on
part of Sullia police in taking action against former secretary,
president and staff of Marakanja gram panchayat who have been charged
of embezzling nearly Rs 42 lakh in government funds, SP Labhu Ram who
chaired the meeting, directed B S Lakshman Kumar, Sullia CPI to do the
needful once he got the audit report. Sullia taluk panchayat executive
officer has filed a complaint in this regard.
